Rapper Yella Beezy Shot On Texas Highway

Rapper Yella Beezy has been hospitalized after being shot while driving on a highway in Texas.

Police tell The Dallas Morning News the rapper, whose real name is Deandre Conway, was driving on the Sam Rayburn Tollway in Lewisville early Sunday when someone in a vehicle pulled up next to him and opened fire. He was struck three times.

Capt. Dan Rochelle says police have not determined a motive, and no arrests have been made.

Lewisville is a suburb in the Dallas-Fort Worth area.

Yella Beezy opened for Beyonce and Jay-Z when their tour stopped near Dallas in September.

Merkel vows to 'win back trust' after Bavaria poll debacle

German Chancellor Angela Merkel vowed Monday to “win back trust” from voters after squabbling within her three-party coalition was blamed for severe election losses in the state of Bavaria.

Looking back at a turbulent year since 2017 general elections, which saw painful coalition talks followed by harsh infighting on immigration, she conceded that “a lot of trusts has been lost”.

Her lesson from Sunday’s Bavaria polls, where her governing partners the CSU and the SPD suffered heavy losses, was that “I as the chancellor must do more to ensure that this trust is there”.

Her own Christian Democrats (CDU) and their Bavarian sister party the CSU “can be expected to act in a united way,” she said, pointing to her deep rift with the CSU’s hardline Interior Minister Horst Seehofer.

The governing parties were in shell-shock after Sunday’s regional election, where the CSU took a 10-point dive to 37 percent, losing its absolute majority in the Alpine state it has ruled since the 1960s.

Merkel’s other national coalition partner, the centre-left Social Democrats (SPD), dropped to 9.7 percent, halving their support in their worst-ever result in any state poll.

‘Brutal losses’
The biggest winners Sunday were the opposition Greens, who surged to become Bavaria’s second strongest party with 17.5 percent, drawing support especially in big cities like Munich.

The far-right Alternative for Germany (AfD), which has railed against Merkel’s 2015 decision to keep open German borders to a mass influx of refugees and migrants, scored 10 percent.

Their success was cheered by right-wing leaders including Marine Le Pen of France and Italy’s Matteo Salvini, who said that “in Bavaria, change has won”.

The AfD’s Alice Weidel jubilantly declared that Merkel’s government “is not a grand coalition but a mini-coalition” and demanded she “clear the way for new elections”.

The poll debacle cast a dark cloud over Merkel’s troubled grand coalition, dubbed the “GroKo”, said Der Spiegel.

“The Bavaria election has made an early end to the GroKo much more likely,” it said.

“Two of three partners in the GroKo have suffered brutal losses. The third, Angela Merkel’s CDU, fears the consequences.”

Shattered certainties
The Bavaria poll result shattered old certainties for the CSU, which has ruled almost single-handedly for decades in the southern state known for its fairytale castles, Oktoberfest and crucifixes on classroom walls.

Since the mass migrant arrivals, in which Bavaria was Germany’s frontline state, the CSU has adopted far tougher anti-immigration and law and order positions.

Nonetheless, they and other big parties took heavy losses in 2017 federal elections to the AfD, which became the first right-wing extremist party to enter the German parliament in significant numbers.

The CSU’s Seehofer has harshly criticised Merkel and the SPD over their more liberal stance on immigration, twice bringing their alliance to the brink of collapse.

The political battles, one centred on securing German borders against asylum seekers, have distracted Merkel’s fourth-term government and angered voters.

After Sunday’s election, Seehofer, 69, insisted he would stay on as a minister, even as a poll for news weekly Focus said 46 percent of Germans blame him and his brinkmanship for the CSU’s historically-poor result.

Merkel’s ‘litmus test’
The Sueddeutsche Zeitung daily said, following what it labelled a new milestone in the decline of German mainstream parties, Merkel’s coalition now has a stark choice: a return to “common sense, or new elections”.

The SPD’s deputy leader Ralf Stegner told Phoenix TV that “the citizens delivered a resounding slap” to the governing parties and that, unless they change, “the grand coalition won’t last much longer”.

In Berlin, the GroKo leaders are now nervously looking ahead to another landmark regional vote at the end of the month.

Voters go to the polls on October 28 in central Hesse state, home to the financial hub Frankfurt, where polls say Merkel ally Volker Bouffier will face an uphill battle to stay on as the state premier.

Die Welt daily said the regional vote will be “the litmus test” for Merkel, who is running for re-election as CDU party chief in December, stressing that “Merkel’s future could be decided in Hesse”.

Oscars 2019: Here are the African movies in the race for Best Foreign Language film

The 2019 Oscars has since started to take shape with the announcement of the Popular Film category, with Ryan Coogler’s Black Panther purported as a worthy contender. The Bradley Cooper vehicle A Star Is Born is pure Oscar bait, and award predictions are running wild as 2018 squeezes out its last batch of movies. But how will African cinema fare at the awards next year?

The Oscar’s Best Foreign Language film is awarded to a film produced outside the U.S. with a predominant non-English dialogue. And, historically, Africa movies have underperformed in the context of emerging as a winner. Out of 2018’s record-breaking number of 92 countries that submitted films for consideration, only eight were from Africa and Nigeria was noticeably absent.

Lagos Will Sustain ‘Ready Set Work’ – Official

Mr Obafela Bank-Olemoh, Special Adviser to Gov. Akinwunmi Ambode on Education, says he is optimistic that the ‘ReadySetWork’ (RSW) initiative will continue in Lagos beyond the present administration.

Bank-Olemoh told the News Agency of Nigeria (NAN) on Sunday in Lagos that the next All Progressives Congress (APC) administration would build on the gains of the present one by continuing with projects that aid human capital development.

“APC, as a government in Lagos State, is committed to human capital development. Regardless of the fact that Gov. Ambode’s tenure will finish in May, we rest assured that the new administration will definitely continue in his steps in this regard.

“We have no fear at all that RSW will continue in the next administration because we believe Lagos State is an APC government.�

Bank-Olemoh said that the RSW programme had impacted positively on the students by giving them the opportunity of “real work experience�.

He was hopeful that those who passed through the programme, since 2016, would continue to exert positive influence in the state and the country at large.

“We believe that the RSW has impacted the lives of thousands of final year students.

“We are excited that the Ministry of Education has been able to deliver on the mandate given by the governor of Lagos.

“With this, we are convinced that we have produced the best graduates in the Federal Republic of Nigeria that will impact the local economy and the nation at large.

“My advice to the participants is to make the best of the opportunity given because we have taught them that there are no excuses for failure,� he said.

NAN reports that over 5,000 final year students from eight tertiary institutions participated in the 2018 RSW programme.

The best students across the three training centres were selected to participate in a competition which held on Saturday.

Students who took part at the Lagos State University (LASU) centre came first, while those who took part at the University of Lagos centre came second.

The third place went to students that took part at the Lagos State Polytechnic centre.

NAN also reports that ‘Ready Set Work’ is an initiative of the Lagos State Ministry of Education, facilitated by the Office of the Special Adviser on Education.

It is aimed at equipping students with employability and entrepreneurship skills needed after graduation.

Oluwaseyi Hassan, a participant from Lagos State University, told NAN that the skills acquired had become a part of him, and thanked the Lagos State Government for the initiative.

“The competition has been an eye opener for me, because prior to this, I have not been paying attention to details, current affairs.

“I am a student of Public Administration, and reading about science and technology, current affairs, entertainment, arts and so on has given me an insight as to what is happening all over the world,� Hassan, who was also one of the winners of the RSW global challenge competition said.

The International Monetary Fund (IMF) and World Bank Group (WBG) annual meetings ended on Sunday, October 14, 2018, in Bali, Indonesia.

Nigerian delegates at the meetings include the Minister of Finance Zainab Ahmed, Governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, Minister of Budget, Senator Udoma Udo Udoma, among others.

At the event, a number of policies and actions were taken and the World Bank released its first Human Capital index which placed Nigeria on 152 out of 157 countries on the list.

The Nigerian government described the ranking as “stunting, disheartening and  depressing.� Nigeria's finance minister, Zainab Ahmed said it will serve as a wake-up call to the government.

She added that “We admit that this pervasive action was due to long years of under-investment in human capital, which we have before now realised and which we have been addressing.

“Apart from major policy actions, some decisive actions are being taken to address the situation.�

 

Here are some of the highlights from the IMF/World Bank annual meeting:

1. Emefiele says Nigeria prefers stable Naira rate to building up foreign reserve

Godwin Emefiele, the CBN governor said the country's target now is to ensure stable exchange rate to avoid depreciation of the naira.

He said the present economic conditions cannot allow reserves build up in the place of foreign exchange.

2. On calls to raise taxes and increase government revenue

Nigeria's finance minister, Zainab Ahmed said the country is not ready to increase its taxes despite calls by the international organisations to do so. She said she agreed with the IMF and the WBG that Nigeria should explore ways and means of diversifying the economy and increasing the country’s revenue profile.

3. On World Bank’s Human Capital Development Index (HCI) ranking

The Finance minister admitted that result of the ranking was due to long years of under-investment in human capital, which according to her the country is now addressing.

 

The first World Bank's Human Capital index ranked Nigeria among seven worst countries.

Nigeria shared the bottom of the index with countries like Chad, South Sudan, Niger, Mali, Liberia while Singapore topped the list, followed by South Korea, Japan and Hong Kong.

The rankings released by the World Bank during the annual meeting based its report on health, education and survivability measures, assess the future productivity and earnings potential for citizens of 157 of the World Bank’s member nations, and ultimately those countries’ potential economic growth.

4. On concerns about debt levels

The country's finance minister said Nigeria’s problems were not so much that of debts, as much as of revenues.

“What we have is revenue problems, not debt problems,� Ahmed said

5. Nigeria’s economy in view of the 2019 general elections

The finance minister assured the international communities that the 2019 general elections will not pose any threat to the nations' economic prospects.

Tokyo stocks start week in the red

Tokyo stocks opened lower Monday, kicking off the week in the red following several days of extreme volatility on global markets, with higher oil prices and an expected tax hike weighing on the Japanese market.

The benchmark Nikkei 225 index was lower by 0.78 percent or 177.31 points at 22,517.35 in early trade, while the broader Topix index was down 0.63 percent or 10.68 points at 1,691.77.

“The market remains a bit unstable with factors such as higher oil” worrying investors, Kyoko Amemiya, senior market strategist at SBI Securities, told AFP.

The oil price has spiked due to concerns over worsening US-Saudi Arabia relations due to the alleged murder of journalist Jamal Khashoggi in the Saudi consulate in Istanbul.

Also encouraging market bears was an expected announcement by Prime Minister Shinzo Abe of a two percentage point hike in the sales tax, which most experts believe will act as a drag on the world’s third-biggest economy.

“We have never seen a share price rise in the past after an announcement of a sales tax hike,” noted Amemiya.

Some investors were also seen taking profits after a strong rebound on Friday, she added.

Looking ahead, investors are closely watching a series of global economic data due later this week, said Tsuyoshi Nomaguchi, a strategist at Daiwa Securities.

“The focus is how much impact US interest rate rises would have on housing-related data, and the extent of the US-China trade war’s impact on the Chinese economy,” he said.

For that reason China’s July-September GDP data due on Friday is worth watching, he said.

The dollar fetched 112.09 yen in early Asian trade, against 112.18 yen in New York.

On Wall Street, the Dow closed up 1.2 percent at 25,339.99.

In Tokyo, some oil-related shares were lower, with oil refiner Idemitsu Kosan down 0.66 percent at 5,960 yen and its rival JXTG down 0.72 percent at 792.4 yen.

Automakers were also among the losers, with Toyota down 1.31 percent at 6,521 yen and Honda down at 1.87 percent at 3,034 yen.

Banks also fell, with Mitsubishi UFJ Financial down 1.80 percent at 673.3 yen and Sumitomo Mitsui Financial down 1.83 percent at 5,355 yen.
