Buhari declares state of emergency on water, sanitation

President Muhammadu Buhari Has declared a state of emergency on Nigeria’s water supply, sanitation and hygiene sector.

He made the declaration on Thursday while inaugurating the National Action Plan for Revitalization of Water Supply, Sanitation and Hygiene (WASH) Sector at State House Conference Centre, Abuja.

The President said the declaration has become imperative to reduce the high-prevalence of water-borne diseases in different parts of the country, which has caused preventable deaths.

He directed government at all levels to redouble efforts and work towards meeting the nation’s water supply and sanitation needs.

The President described statistics on open defecation, access to piped water services and sanitation in the country as ”disturbing”, warning that henceforth, Federal Government support to State Governments will be based on their commitment to implement the National WASH Action Plan in their respective States and to end open defecation by 2025.

He said: ”Access to piped water services which was 32% in 1990 has declined to 7% in 2015; access to improved sanitation has also decreased from 38% in 1990 to 29% in 2015.

”Our country now ranks No 2 in the global rating on Open Defecation as about 25% of our population are practising open defecation.

”WASH services at the rural areas are unsustainable as 46% of all water schemes are non-functional, and the share of our spending on WASH sector has been declining from 0.70% of the GDP in 1990 to about 0.27% in 2015 which is far below the 0.70% at the West African regional level.â€�

The President used the occasion, attended by State Governments and development partners, to reiterate that the provision of potable water supply, adequate sanitation and hygiene are primarily the responsibilities of State and Local Governments.

”However, these are not being given the required attention judging from the high prevalence of water-borne diseases that are being reported in different parts of the country.

”We cannot and will not continue to allow these preventable occurrences to decimate our population,’’ he said.

President Buhari told the gathering that he was aware that Nigeria did not meet the MDG targets for Water Supply and Sanitation that ended in 2015.

”The Sustainable Development Goals (MDGs) targets (6.1 & 6.2) for WASH are even more demanding as they require WASH services to be provided in adequate quantity and quality on premises at affordable prices.

”This cannot be achieved if we continue with ‘a business as usual’ approach.

”It is on this premise that I fully endorse the decision taken at the meeting of the Federal Executive Council in April this year to declare ‘a State of Emergency on our WASH Sector’.

”I call on all State Governments to complement this effort by according the sector similar recognition to enable us to work together to achieve the SDG targets for WASH by 2030,’’ he said.

At the Federal level, the President pledged that his administration would continue to place priority on infrastructure development including those of water supply, sanitation and hygiene services towards ensuring a better life for Nigerians.

According to him, this is being demonstrated through faithful implementation of the Economic Recovery and Growth Plan (ERGP) – which is the present administration’s blueprint for infrastructure and economic development.

He further said: ”From the inception of this administration, we have demonstrated a serious commitment to the development of the Water Sector by preserving the Ministry of Water Resources and subsequently approving the 15-year roadmap developed for the sector.

”The transformation being witnessed in the sector since then is highly commendable.

”I have no doubt that the on-going initiatives including the implementation of the Partnership for Expanded Water Supply, Sanitation and Hygiene (PEWASH) in the Ministry will take the water sector to improved performance and supply, thereby meeting the national aspirations as well as the SDGs,” he said.

Lagos rescues 12 persons after boat mishap

The Lagos State Emergency Management Agency (LASEMA) said it rescued twelve victims of a boat mishap which occurred Wednesday evening at about 8:20 pm.

The Guardian had earlier reported three persons were confirmed dead after a boat conveying about twenty passengers capsized in Lagos.

The passengers were en route Ojo from Coconut jetty, a suburb in Lagos when the boat capsized in the middle of the sea.

“Twelve of the passengers were rescued alive by Lagos State Waterways Authority (LASWA) officials and local divers, three (two males, one female) were confirmed dead while search and rescue operation was put on hold till today for the remaining five missing persons,” LASEMA general manager Adesina Tiamiyu said in a statement.

“On getting to the scene of the incident, it was discovered that a boat carrying 20 passengers had capsized between Liverpool and Coconut Under Bridge on Wednesday, 7th November 2018.”

The LASEMA boss disclosed that the remains of the three passengers have been bagged and handed over to the State Environmental Health Monitoring Unit (SEHMU) to be deposited at the morgue.

Although the whereabouts of the remaining five passengers was unknown, but Adesina noted that investigation was ongoing to identify circumstances that led to the accident.

Tiamiyu stated that LASEMA alongside officials of the Lagos State Waterways Authority, Marine Police and other stakeholders were on patrol to recover the missing bodies.

NGO Urges Bayelsa To Domesticate VAPP Law

Yenagoa – Face Initiative, a non-governmental organisation (NGO), has implored the Bayelsa State government to domesticate the Violence Against Persons (Prohibition) Act, 2015 in the state.

Inatimi Odio, the Executive Director of the NGO, made the call when he led a six-member delegation, including FIDA and media representatives, to pay an advocacy visit to the Commissioner for Information and Orientation, Daniel Iworiso-Markson, in his office in Yenagoa, on Wednesday.

The VAPP Act was signed into law by former President Goodluck Jonathan on May 24, 2015, four days to the end of his administration.

Odio said that the Face Initiative was on a campaign for the domestication and adoption of the VAPP law in the state.

He explained that domesticating the law in Bayelsa would go along way to reduce violence in the state, especially in the various communities.

He disclosed that his group was working with other civil society organisations and the media in the state for the adoption of the law.

Odio, who commended the state government’s disposition against violence, appealed to the Information Commissioner to use the information machinery of government to escalate awareness on violence against persons in the state.

He also solicited the assistance of Iworiso-Markson to enable the NGO realise the objective behind the campaign to achieve a violence-free Bayelsa for peace and development to thrive.

Odio said, “We are working with the Attorney-General of Bayelsa State. We have reviewed the federal act, and we have a draft bill with him.

“We want him to study the bill and see the provisions of the law; how it will benefit the state, and pass it to the governor to review and, thereafter, pass into law in Bayelsa State.”

In his remarks, Iworiso-Markson lauded the NGO for its advocacy and called on the people of the state to condemn every form of violence.

He assured the Face Initiative that Governor Seriake Dickson would not hesitate to give his assent if the provisions of the law would be of help to the state, stressing that the Ministry of Information and Orientation would partner the group to create awareness to help victims of domestic violence come out of it.

National Carrier: FG Debunks Expending $8.8m On Farnborough Airshow

Lagos – Almost four months after the Farnborough Airshow in London where the Federal Government unveiled the name and logo of a new national carrier, Nigeria Air, the government has debunked the claim that it spent $8.8million on the project in United Kingdom (UK).

The government also denied that it spent another $600,000 in designing the logo of the suspended airline in Bahrain.

Senator Hadi Sirika, the Minister of State for Aviation, stated this yesterday at the fifth Aviation Stakeholders’ Forum held in Abuja.

Sirika, however, declared that the impending airline would still be launched by the Federal Government, stressing that manpower development could only be achieved in the sector through a national carrier.

It would be recalled that Sirika had embarked on the Farnborough Airshow in London on July 18, 2018 with the Chief Executive Officers (CEOs) and other government officials.

But some stakeholders in the sector had alleged that the government spent several millions of dollars on the project, including $8.8million for TA.

Sirika explained that the project was suspended because the Transaction Advisers (TAs) that was to spell out the ownership model in the privatisation and shareholding process, did not complete the process.

For instance, Sirika, pointed out that Lufthansa, which was the first approved transaction adviser was rejected due to its outrageous demands, which included opening an escrow account, refusal to pay tax and demand for 75 per cent up-front payment.

He emphasised further that another major factor that stalled the process was the inability of the Federal Government to provide sovereign guarantee for the procurement of 30 airplanes estimated at $300m in a staggered payment till 2020.

He said: “Estimated funding requirement for the establishment of the project is 300million dollars up to 2020. Initial start–up capital of $55million made up of $25million dollars for deposit for new aircraft and $30million for working capital from June to December 2018.

“Estimated working capital for 2019 is $100million estimated working capital for 2020 of 145 million dollars to be provided by the Strategic Equity Partners who are expected to manage the project.

“Already, IsDB, AfDB, AFREXIM, US-EXIM, Standard Chartered Bank, Boeing, Airbus, COMAC/CCECC, BOAD, China-Exim, Qatar Airways, Ethiopian Airlines, Deutche Infrastructure Finance, French and US Governments have indicated interest in the project.”

He explained that the name of the national carrier “Nigeria Air� was obtained by engaging the general public through social media campaign where over 400,000 persons engaged within one week of campaign on Facebook.

He noted that no foreign company was paid $600,000 for the design of the logo as speculated, adding that due process was followed in the branding, which included obtaining “No Objection� Certificate with Ref. No. BPP/RPT/18/VOL.1/075 from the Bureau of Public Procurement for the sum of N50,893,000 and payment for these services is yet to be made.

He, however, assured that the consortium comprising Airline Management Group Ltd, Avia Solutions Ltd and Tianaero FZE had completed the Outline Business Case (OBC) Report and ICRC reviewed the report and issued OBC Certificate of Compliance, adding that the report has been presented to the Federal Executive Council for consideration to move to the Procurement Phase and then Full Business Case (FBC).

Speaking on the transparency of the Process, Sirika said: “The processes fully complied with the Public Procurement Act, 2007 and the ICRC Act, 2005; the aviation sector roadmap was presented to Stakeholders for inputs and buy-in at several fora; a project implementation management structure comprising inter- ministerial Project Steering Committee and Project Delivery Team were constituted to oversee project implementation as earlier highlighted.

“The appointment of Transaction Advisers followed due process culminating in Federal Executive Council Approval after 13 months.”

On the justification and desirability of national carrier, the minister said no domestic airline has evolved to fill the vacuum left by Nigeria Airways since it ceased to operate more than 15 years ago due largely to wrong business models, low capitalization and poor governance structure.

In addition he noted that only 28 out of Nigeria’s Bi-lateral Air Service Agreements (BASAs) with 83 countries are active on national carrier.

“The national carrier is needed to give impetus to the emergence of Nigeria as hub for the West and Central Africa, promote reliable air transport services, support the growth of the aviation industry and domestic airlines through infrastructure expansion, traffic/routes expansion and manpower development associated with the National Carrier, create employment and compete with foreign airlines for a share of  international routes through competitive pricing thereby reducing capital flight,” Sirika added.

FG Committed To Reduction Of Housing Deficit–Minister

Malam Suleiman Zarma, the Minister of State II for Power, Works and Housing, says the Federal Government is committed to the reduction of  the nation’s housing deficit, put at over 17 million, through its National Housing Programme (NHP).

Zarma spoke on Thursday in Abuja at the inauguration of a three-block of 12 units of two bedroom flats in Lugbe, Abuja.

The structure was built by the Staff Multi-Purpose Cooperative Society (SMCS) of the Housing Sector, Federal Ministry of Power, Works and Housing.

The minister commended the foresight, innovative ideas and the efforts of SMCS officials for taking a giant step to address the housing needs of its members.

He said the project was in line with the core mandate of the ministry to ensure adequate, affordable and sustainable housing delivery in the country.

“The ministry’s present leadership is committed to advancing the cause of the welfare of staff.

“Talking about support, I mean providing you with some technical and logistic assistance to realise your objectives,� he said.

He urged the leadership of the society to ensure that their structures were built on lands that were properly acquired in line with laid down rules.

In his remarks, Mr Frant Ijiofor, the Chairman of SMCS said the project was executed at the cost of N86.5 million through direct labour.

He solicited Federal Government’s assistance  in the construction of roads leading to the society’s housing projects spread across FCT.

Access Bank partners CSR-in-Action to train NGO representatives

As part activities to mark its sustainability Awareness Week, Access Bank on Tuesday, 6 November, 2018 partnered with social advocacy group, CSR-in–Action to train representatives of Non-Governmental Organisations.

Themed ‘CSO Professionalism and Effectiveness Therapy (C-PET)’, the workshop is focused on educating sustainability driven Nigerians on tools and skills necessary to reach audiences in today’s society.

Reiterating the Bank’s commitment to sustainability and the rationale for inclusion through the workshop, Head of Sustainability of Access Bank, Omobolanle Victor-Laniyan said: “Access Bank is not only looking to promote sustainability within its walls, but it’s also building capacity to educate other institutions and individuals alike on the hacks they need to build sustainable businesses.�

The workshop which was facilitated by Chief Operating Officer, Buzz Digital, Adejuwon Saheed, took place at the Access Bank Head Office in Victoria Island. Adejuwon highlighted the importance of storytelling to NGOs and the need to position themselves as thought-leaders in their various sectors.

Bekeme Masade, Chief Executive Officer of CSR-in-Action added that “the workshop provides an opportunity for participants to be equipped with basic knowledge and important skills and hacks to communicate with the right audiences digitally, access funding, mobilise and reach target communities as well as tell their stories in the best way possible.�

The sustainability awareness week is to commemorate Access Bank’s 10 years of sustainability. The week-long event has in place various activities such as employee volunteering awareness day, lifestyle change videos and movie screening, and community investment workshop.
