AC Milan, Inter Milan Announce Plans To Build New 60,000 Seater Stadium

AC Milan and city rivals Inter have announced plans to build a new 60,000-seater stadium.

A joint statement released on Wednesday confirmed that a ‘technical and economic feasibility study’ had been filed with city officials, marking the start of a regeneration project that could cost more than €1.2billion.

The ground will be built in an area just metres from the existing San Siro site and it is hoped that the complex could create 3,500 jobs.

The current stadium, opened in 1926, has a capacity of 80,000, making it the largest in Italy. It has been renovated on several occasions and as recently as 2015.

Over the years it has played host to a number of sporting events, including matches at the 1934 and 1990 World Cups and four European Cup finals, along with concerts from performers such as Bob Marley, Michael Jackson and Beyonce.

It is set to host the opening ceremony of the 2026 Winter Olympic Games.

“The choice of AC Milan and FC Internazionale is based on a careful and in-depth analysis, carried out over the last few months,” read the statement.

“Both AC Milan and FC Internazionale are firmly convinced that this is the right path to follow and are thrilled and excited by the project which will give Milan a new landmark of world-class excellence, contributing to the progress already made by the city of Milan over the last few years.”

Musa, a 15-year-old final-year secondary school student was preparing for his university entrance examinations and was worried sick that he may not do as well as he should. There is still so much material to study and revise, he reflected.

Abdul, his friend suggested buying some herbal roots from the mallams who hawk various herbal concoctions on the streets. Musa decided to try them. He bought a pack of roots and chewed them. He was pleasantly surprised that he was not feeling sleepy even after nightfall. He studied all through the night and felt good.

The examinations were still 72 hours away and he was now confident that if he repeated this exercise over the next three days, he will be better prepared to face the exams. But by midday, he had started feeling funny. By nightfall, he was having a terrible headache and was no longer assimilating anything and was restless.

He decided to try and sleep for a few hours and went to lie down but sleep was elusive. Try as he might, he remained uncomfortably alert till daybreak…. tossing and turning in bed. By Day 3 after he took the herbal roots, he was a walking mess. He could neither study nor sleep, and he had a blinding headache.

He went to the school clinic in tears, and was sedated. He then slept blissfully until the following morning (of the exams). He had wasted 48 hours of no study at all, but he had learnt his lessons the hard way.

 

Commentary

Sleep is an essential component of successful living. It is no coincidence that we sleep for roughly a third of our lives. Thus, if you are 30 years old now, you have slept for 10 years of your life. And if you are 60 years old, 20 of those years have been spent sleeping.

Indeed, research has shown that people who sleep for an average of eight or more hours per day enjoy more longevity than those who sleep for seven hours or less. However, difficulties with sleep are the commonest complaints of patients who present to any hospital. Considering the vital importance of sleep, and how common sleep problems are, it is pertinent to talk about it and how to improve sleep habits.

 

Benefits of good sleep

Imagine your brain is like a computer/laptop. Recall what is likely to happen when you leave it on for several days and have about 10 to 20 windows open at all times. It will simply freeze or hang, and stop responding to all signals or buttons that you press. In such instances, you may need to do a reset, by forcing it to shut down and restart before it works again. Thus, from this analogy, our brain also needs its shutdown time, via good sleep.

The numerous benefits include brain functions such as repairing damaged nerves, improving our attention and concentration, boosting memory and our creative thinking. It also helps to improve our critical thinking and problem-solving skills.

Other benefits include boosting our immune system, helps to improve glucose control (poor sleep habits increase risk of developing diabetes), helps with blood pressure control and improves wound healing.

Poor sleep habits on the other hand increases the risk of weight gain and obesity, increases the risk of heart disease and stroke, and may be associated with poor emotional well-being, including irritability, anxiety and depression. It also causes poor attention and concentration and impaired memory.

 

How can we improve our sleep?

The healthy habits that improve sleep are described as sleep hygiene. These include maintaining regular sleep routines – go to bed at about the same time every day, and wake up around a fixed schedule. Our body is a creature of habit and once we establish it, autopilot takes over.

Avoid taking too many naps during the daytime and cut down on caffeine (coke, energy drinks, coffee, lipton tea, etc) after lunch…otherwise they will not allow you sleep well at night. Preferably ensure you don’t have a television in your bedroom, keep your bedroom strictly for resting and sleeping.

Ensure your bedroom is dark and not brightly lit (brightness impairs sleep for most of us). Exercise regularly, even if it is a walk within your compound. Exercise causes the muscles to be tired and relaxed, which in turn induces sleep.

Then have a night-time routine that is regular. Say by 10 pm, you take a shower, then change into night-wear, turn off the lights and retire to your bedroom (where there is no tv or you switch it off); and lastly, ensure all gadgets are on silent mode and put away in a drawer, where you cant see the light come on, when a message drops (except you are an emergency worker, such as a doctor on call).

‘20% Of Govt’s Procurement Should Go To SMEs’

LAGOS – Managing Partner at Verraki, Niyi Yusuf has reiterated the call that the Federal Government should intervene in creating access to markets for indigenous businesses as subsidies.

Speaking during a live interview on the Global Business Report segment on Arise TV, Yusuf, who spoke on the topic; ‘Technology and Innovation in Sub-Saharan Africa’, Yusuf stressed that limited market access is one of the fundamental barriers to Nigeria’s attempts to boost small and medium enterprises (SME), and called for a new policy that directs government procurement to SMEs. 

Benchmarking other countries, Yusuf explained that 16% of South Africa’s Federal Government procurement goes to SMEs while the United States of America spends 22.5% of all Federal procurement on SMEs via the Small Business Administration and urged for a deliberate policy where 20% of the Federal Government’s procurement should go to indigenous SMEs.

According to him, this will create access to markets for indigenous businesses and foster expansion.

Speaking on the impediments to technology and innovation in Nigeria, Yusuf proposed steps to enable government foster innovation in-country.

He said that a major bottleneck to innovation and innovative practices in Nigeria is the lack of a structured process to foster innovation.

Annotating this comment, he explained that innovation is an intentional process, not an accidental occurrence and most Nigerian companies and institutions prefer quick solutions and do not dedicate enough time and resources to support innovation.

He also identified a cultural fear of failure but stressed that one of the biggest constraints to innovation in Nigeria is the lack of investment in STEM education – Science, Technology, Engineering, and Mathematics.

‘Technology innovation will be driven by technology and STEM education plays a major role in achieving this. With STEM education at the basic levels, we can begin to lay the foundation for pervasive innovation. In South Korea, kids learn software programming in kindergarten; while for most Nigerian kids, kindergarten is where they learn “A for apple” and “B for ball”. If South Korean kids, from kindergarten, already start programming, you can imagine what they will be doing at eighteen. We need to invest in STEM education and Research & Development. We should create linkages with the private sector to enable commercialisation of research outcomes, and then the government should provide access to markets. When we do all these things, we will remove some of those barriers to innovation”, he said

Yusuf charged the Nigerian government to improve Ease of Doing Business, provide access to the market, support SMEs through federal procurement like other developed countries such as the United States and massively support Research & Development through grants, comparable with South Korea that spends 4.39% of its GDP on R & D.

Senegal, Benin Battle For Semifinal Ticket

LAGOS – A semi-final berth is up for grabs in the first quarterfinal match of the ongoing Africa Cup of Nations (AFCON) when the Teranga Lions of Senegal play Squirrels of Benin Republic at the 30 June Stadium, Cairo today. The match kicks off 5pm.

The Squirrels qualified for the knockout stage as one of the best third-placed teams after forcing West African giants, Black Stars of Ghana to a 2-2 draw, playing a goalless stalemate with Guinea-Bissau and reigning champions, the Indomitable Lions of Cameroon.

Benin then ousted the Atlas Lions of Morocco in the Round of 16, defeating the North Africans in a penalty shoot-out after the regular time ended 1-1 to reach the last eight of the competition for the first time in their history.

The Teranga Lions on the other hand reached the quarterfinal beating Uganda 1-0 on Wednesday. To reach the second round Senegal beat Tanzania in their opening group game 2-0, lost 1-0 to Algeria and beat Kenya 3-0 to qualify as second placed team from group D.

While Benin will be playing in the quarterfinal of the AFCON competitions for the first time, Senegal were eliminated at this stage during the 2017 edition and will hope to avoid a repeat today.

Thus, the Teranga Lions are expected to be too strong for the Squirrels and should produce another solid defensive display in this encounter. They have been excellent in the tournament, conceding just once in four matches.

They continue to underline their status as one of the favourites for the title with a string of stellar displays. Three wins in four matches means they are tipped to win again on Wednesday having kept clean sheets in all their victories.

Liverpool FC star, Sadio Mane has been excellent for the Teranga Lions with three goals in the competition. He should continue in attack alongside Ismaila Sarr, while Keita Balde is likely to return to the starting lineup having played as a second half substitute against Uganda.

Since the Squirrels stunned Morocco on penalties to book their place in the quarterfinals, they have been the talk of the tournament. The Michel Dussuyer’s men have still never won an AFCON match in regulation time with eight defeats and five draws from 13 previous matches.

They will be without key defender, Khaled Adenon, who was sent off in extra time against Morocco. Steve Mounie is set to return having missed the Round of 16 due to suspension, while Mickael Pote is likely to continue in attack despite failing to score in his last three matches.

On head-to-head, Senegal have never lost to Benin, claiming three wins and one draw from four previous matches. The most recent meeting was 2-1 victory in a friendly back in 2008.

Meanwhile, Mane will be the one to watch for Senegal with the forward looking to add to his three goals in the tournament. His combination with Balde and Sarr should prove too much to handle for Benin.

Kalidou Koulibaly has also been excellent at the back, leading them to three clean sheets in four matches. He will be confident of shutting out the duo of Pote and Mounie, both of whom have struggled in Egypt.

However, Senegal midfielder, Henri Saivet believes the encounter will be a difficult one for his side.

Saviet, who has been a near-constant in Cisse’s team, featuring in all but one of their last four games, has warned his side of the danger Benin can pose against the Teranga Lions.

“No match is going to be easy. All the qualified teams will up their game. So I don’t expect any easy game. We have qualified and we are happy.

“The game against Benin will be difficult. We have reviewed our game against Uganda and then watched Benin videos, so we are ready for the battle,” he said.

LAGOS – Ahead of today’s quarter final match between Nigeria and South Africa, Bafana Bafana coach, Stuart Baxter, has said that much as he admired and respect the Super Eagles, he was in no way afraid of them as both sides square up for a semifinal ticket.

In a press conference in Cairo, the coach acknowledged that Nigeria remained one of the super powers in the continent and one of the favourites but wrote off the threat of the three-time champions, even as he promised to go for a win.

“We definitely respect the Super Eagles, but not afraid of them. They are one of the superpowers in African football, and we have to respect that, but on the pitch things will be different,” Baxter told a news conference in Cairo on Tuesday.

“It is true that we got a good result against Egypt, but we have to stay grounded. We may have to try different things from what we did against Nigeria in the past, but we are confident of beating them again,” he said.

On whether they have what it takes to stop Nigeria’s Odion Ighalo, who is a joint top scorer so far in the competition, the Englishman said: “We don’t make plans to stop individual players , rather we will do it as a team. We will find a way of stopping the ball from getting to him. It is up to our back four to do that. The midfielders too have to help screen the defence.”

Refs Brace Up For VAR

With Video Assistant Referees (VAR) will debut at the quarter-finals of the ongoing Africa Cup of Nations in Egypt with the match officials preparing feverishly for its usage.

Since the beginning the tournament, there has been mock tests of VAR during selected matches, which gave the match officials a practical feel of the system which is expected to enhance officiating at the flagship continental event.

The quarter-final clash between Senegal and Benin will go into the history as the first ever game at the AFCON finals with VAR.

IFAB Technical Director, David Elleray, who has been supervising the VAR training sessions at the Military Academy Stadium in Cairo, has lauded the decision to have the system for the remainder of the competition.

“CAF is being sensible for introducing VAR at the quarter-finals of the Africa Cup of Nations. This is a critical stage of the competition and there are key matches. It is better to have quality in terms of decision making and VAR will help do that,” Elleray told CAFOnline.com.

“We have been working on this since April 2018. It has been a process and with the support of CAF Instructors. We are satisfied so far with the preparations and we are training every day to get better.”

In a related development, two Europeans referees have been brought on board to support the VAR system based on their experience and familiarity with the latter. They are Paulinus Van Boekel (Netherlands) and Benoit Millot (France).

The insinuation is that the Egyptian fans are angry that South Africa beat their team, and they are now ready to pay Bafana Bafana back by supporting the Super Eagles to victory.

The Egyptians believe that Nigeria has a better chance of going all the way to the trophy than South Africa does, hence their decision to root for the Super Eagles all the way this time.

“As an ex-international, I believe so much in team work, determination and the will to excel with less emphasis on crowd supports.

“Support is very good and at times it goes a long way in aiding a team to success but the major task is on the principal actors on the field, the players.

“The Egyptian fans supported their team against the same South Africa that Nigeria will be playing on Wednesday (today) and still lost.

“So for me, they should forget about the support but should go out there and play very well with the view and determination to win and move to the next stage of the tournament.

DELTA State governor, Dr Ifeanyi Okowa, has said movement of Nigerians to other countries will be reduced with functional and effective health care facilities in the country.

The governor made the observation when the Permanent Secretary, Federal Ministry of Health, Mr Abdulkaziz Mashi Abdulahi, paid him a courtesy visit in Asaba.

According to the governor, “when you are able to take care of the health needs of our people, fewer Nigerians will travel overseas.”

Governor Okowa, who commended the Federal Government for releasing counterpart fund for the basic healthcare fund, urged other state governors to  make available the counterpart funding of their states to fast-track the development of the health sector.

He disclosed that the National Health Act was well structured to take care of the health needs of Nigerians, disclosing that the inclusion of a minimum of one per cent of the national budget for the Basic Healthcare Fund and its subsequent implementation by the Federal Government will greatly improve facilities and services in the health institutions of the country.

He said: “The health of our people is very important, and I believe that this fund, even when it is not adequate, will help provide basic care for all Nigerians, especially the vulnerable and the poor through proper  disbursement.

“The National Primary Healthcare Development Agency has a lot of work to do to ensure that funds are appropriately channeled,” he stated.

“As a state government, we are already funding the compulsory health insurance scheme of people who are in the vulnerable group. We have received over 500, 000 enrollees  from the formal and non-formal sector and with the release of the Basic Healthcare Fund to the states, we hope to surpass our target of one million enrollees by 2023.”

Abdullahi had in his speech said they were in the state for the flag-off of the basic healthcare fund  and commended Governor Okowa’s administration for recording giant strides in the health sector.

According to the governor, who spoke shortly after the oath was administered on the special advisers at the Government House, Asaba, “Special advisers play important roles in modern democratic setting; they are carefully selected for their specific policy expertise and ability to skillfully navigate the layers of bureaucracy and partisan viewpoints to deliver on the administration’s goals and objectives.  “Modern statecraft places a demand on them to lessen the burden of the demanding and complex workload of the chief executive.”

“We continued to receive plaudits for our phenomenal achievements in job creation, human capital development and infrastructural renewal, but we cannot afford to rest on our oars because the next four years promise to be as fulfilling as it will be challenging.

“We must think outside the box in order to proffer creative solutions to unexpected developments as we march forward. We are resolved in our quest for a diversified, inclusive and self-reliant economy that will withstand any external shocks.”

The governor said, “being experts in your respective fields, he would expect  from the special advisers nothing but sound, practical advice that meets global best practices.

This administration expects from you bold ideas and initiatives that will engender prosperity, peace and progress,” he added.

Responding on behalf of the newly sworn in special advisers, Professor Sylvester Monye thanked Governor Okowa for believing in their abilities to render advice and contribute to the success story of his administration, assuring that they will do their best to contribute towards achieving a stronger Delta State.

Protests have continued  unabated in parts of Delta State following power outage and epileptic supply by the Benin  Electricity  Company (BEDC).

From  Warri, Effurun, Sapele to Asaba, electricity  consumers took to the streets calling on the distribution company to  improve its services or leave the state.

They also complained of reduced number of hours of power supply, extortion, estimated and high billings as well as inability to replace faulty transformers  and provide  meters.

They said the DISCO  had refused to buy enough power from the Transmission Company of Nigeria (TCN), while deceiving consumers that there is no power.

“This company can afford to supply light  to hotels, big companies and wealthy persons on 24-hour basis but cannot give light to the common people. Our businesses are suffering,” said Madam Philo Omere, one of those who protested in Asaba on Monday.

The Nigerian Tribune  gathered that  some aggrieved and concerned citizens had mobilised and sensitised the people through the media and other avenues, calling for the  mother of all protests scheduled to hold today (Wednesday)  in Asaba, the state capital.

As a result, the state Commissioner of Police,  Adeyinka Adeleke, on Monday, held a closed-door meeting with officials of BEDC and organisers of the protest at the  command’s headquarters.

Speaking to reporters after the meeting, convener of the proposed mother of all protests and human rights activist, Victor Ojei,  bemoaned the power situation in the state, stressing that without light, there would no longer be payment of bills.

He urged the electricity company to play its statutory role by providing light to consumers and hold consumers responsible if they fail to do the needful.

The head of the company in the state, Mr Fidelis  Obishai, who was moved to Asaba due to the  crisis, expressed gratitude to the police boss for the meeting, adding that the company had started to address the issues raised by protesters.

While revealing that BEDC is only entitled to  nine  per cent of power shared in the country which, he said, is not enough for the four states it covers, Obishai  disclosed that  five vendors have been selected to provide pre- paid meters to consumers.

He promised that management would investigate allegations of extortion whereby consumers are made to pay high amounts for transformers even as he urged electricity users to pay their bills regularly.

A few years ago, those in the central government in Abuja would tell you that the fear of due process mechanism was the beginning of wisdom. The policy was like the import license policy carried out by the then Ministry of Trade which began during the era of General Murtala Muhammed/General Olusegun Obasanjo. The due process mechanism was as crucial as the import license policy. While being implemented many were concluding at that time that the era of accountability in government has at last arrived. But now we hear less about the due process mechanism and its implementation. Due process is a mechanism for ensuring strict compliance with openness, competition and cost accuracy rules and procedures that should guide contract award within the Federal Government of Nigeria. It has become the popularly adopted short term for the Budget Monitoring and Price Intelligence Unit (BMPIU) which is the unit tasked with implementing Nigeria’s Public Procurement Reform Programme. The BMPIU was established by President Olusegun Obasanjo in 2001 in fulfilment of his commitment to ensuring transparency and accountability in the management of Nigeria’s public resources.

The unit was then headed by Dr. Obiageli Ezekwesili, popularly known as Oby Ezekwesili. Dr. Ezekwesili came into the government as Special Assistant (Projects) under President Obasanjo. Unlike Bodunde Adeyanju, Andy Uba, Handei Okoli, Tunde Olusule or Dr. Doyin Okupe, Dr. Ezekwesili was not a pioneer staff of President Obasanjo in 1999; she came in 2000. Unlike most pioneer staff in 1999, Dr. Ezekwesili from Anambra State had known General Obasanjo as far back as 1991 while she was working in the Centre for International Development, Harvard University. She used to attend many activities of the African Leadership Forum in Ota, Ogun State, as far back as 1991. Her contributions to lectures and seminars at the African Leadership Forum were outstanding then. That was before General Obasanjo was sent to prison by General Sani Abacha.

Before 1999, only few people had worked under General Obasanjo who later worked under President Obasanjo in the Villa in Abuja. They are Major General Abdullahi Muhammed, the military governor of Benue/Plateau state in 1975, who became Chief of Staff to President Obasanjo; Chief Phillip Asiodu, who served as Permanent Secretary under General Obasanjo and later became Chief Economic Adviser to President Obasanjo; Mr. Bodunde Adeyanju from Ado-Ekiti who worked in the African Leadership Forum since 1994 and later became Personal assistant (domestic) to President Obasanjo, and Taiwo Ojo, who first joined the African leadership Forum right from high school in 1991 until he had his master’s degree in 1997 and later became a trusted Private Secretary under President Obasanjo and Dr. Ezekwesili. Ambassador A.O. Esan, Gbolade Osinowo and Chief (Mrs) J.O. Ayo should be mentioned also.  Two other people who were prominent in the African Leadership Forum in Ota between 1993 and 1998 but who did not serve under President Obasanjo were Prince Adebiyi Adesida (1950-2013), who later became the Deji of Akure, and Ambassador Segun Apata from Oka in Akoko South Local Government in Ondo State, who is at present the chairman of the Nigerian Bottling Company Limited. Ambassador Apata was to be the Chief of Staff to President Obasanjo in 1999 but at that time, he was engaged in Nigeria’s diplomatic service as Nigeria’s Ambassador and deputy representative in the United Nations in New York.

When Dr. Ezekwesili came to government at 36 then, she had the backing and confidence of President Obasanjo and with that confidence and influence, she was able to put through most of her programmes. She was not just a Special Assistant to the President but a powerful special assistant who had the eyes and ears of the president. She was bold and assertive. No doubt the due process mechanism was her first project. She implemented the project along with Mr. Steve Oronsaye from Edo State. Etubon Anthony Ani as Minister of Finance in 1995 brought Mr. Orosanye from Peat Marwick Cassleton Elliot, an accounting firm, to government as director special duties. He graduated as special assistant under President Obasanjo in 1999 to Principal Secretary and later became Permanent Secretary. The late President UmaruYar’Adua appointed him Head of Service of the Federation in 2009. A diagnostic study conducted in 2001 into the state of Federal Government public procurement process claimed that Nigeria may have lost several hundred billions of naira because of flagrant abuse of procedures for award of public contracts costs, lack of transparency, competence-based competition and merit as the fundamental criteria for award of public contracts. The findings of the study made it imperative that the country urgently needed to reform the procurement system if it was to reduce the large scale corruption and waste that had reduced the efficiency of the Nigerian public sector.

When the unit took off in 2001, it took over the function and powers of the directors of finance and supplies of the various ministries. Those Directors felt jittery and threatened. Several times they took their complaints to the then Head of Service, Alhaji Yayale Ahmed. The mission of the unit was to use the due process mechanism to re-establish and sustain an open, transparent and competitive federal procurement system that is “integrity-driven, upholds spending within budget and ensures speedy implementation of Projects in order to achieve value-for-money outcomes without sacrificing quality and standards”. One of the main objectives of the unit was to harmonise and update all Federal Government policies and practices on public procurement, to ensure that project conceptualization and packaging match the defined priorities and target as set in annual appropriations and to strictly enforce the due principles of transparency, competition and efficiency and value-for-money in the procurement of public goods, works and services. Other objectives of the unit are to ensure efficient and integrity-based monitoring of the implementation of all Federal Government projects in line with due process principles, to prevent extra budgetary spending by Ministries, Departments and Agencies by ensuring that only projects with due appropriation by the National Assembly are certified and thus funded for execution and to prevent contract inflation by ensuring cost reasonableness, accuracy and comparability of all public contracts with national, regional and global costs.

According to the unit, there were three approval thresholds for the approval and award of Federal Government contracts. These were contracts below N1 million, contracts above N1 million below N50 million and contracts of N50 million and above. As at December 2005, the unit claimed to have saved Nigeria over N152 billion through reduced contract cost. There are several instances where sums ranging from N10 million to N11 billion naira have been “saved” through due process from a single contract transaction.Till June 2005 when Dr. Ezekwesiliwas appointed as Minister of Solid Minerals by President Obasanjo, the nation was bombarded with such exaggerated claims of even up to 250 Billion naira saved. These claims were never verified by anyone or any group. If the unit could save so much from contracts awarded, the question is who awarded the contracts and what were the punishment meted out for the negligence. Many claimed at that time that the figures released by the unit were designed to justify the establishment of the unit. Certainly no one is against due process in the award of contracts but if you look closely at theguidelines brought by the unit, they have been in existence for long. In government there have been two tender boards in each Ministry.We have the departmental tender’s board and the Ministerial tender’s board. These two operates under what is called FINANCIAL REGULATIONS. Incidentally the preface for the new FINANCIAL REGULATIONS was written by President Obasanjo in January 1 2000. In the preface President Obasanjo declared “this revised edition of the Financial Regulations is issued on my instruction within weeks of the inception of the administration to underscore my concern for the restoration of rules and regulations and the need to adhere strictly to them in the conduct of Government business particularly in the control and management of public funds and resources of government.

Since 1976 when the Financial Regulations were last reviewed and published, the conduct of Government business has undergone many transformations. From the mid 1980s especially, anyone with the slightest idea about how the machinery of good government should work, would have noticed that the time-tested ways of conducting Government business have degenerated and fallen apart. Compliance with the Public Service Rules and Financial Regulations has been jettisoned and instead, regime of indiscipline, disorder and arbitrariness were established.

All the elements that enhance efficiency, reliability and continuity of the system have been tampered with, resulting in major and severe setbacks for the conduct of Government business. Government business was operated as if laws and rules no longer existed to govern the way and manner public funds were expended. Public funds were disbursed illegally without recourse to the Financial Regulations; facilities of the Central Bank of Nigeria (CBN) and the Nigerian Security Printing and Minting Company (NSPM) were recklessly abused; and the Contingencies Funds was used without regard to the rules governing its operation.

The complexity which Government business is expected to assume under this administration has made it necessary to take a closer look, once again, at the Financial Regulations by which Government finance and accounting procedures are regulated. This review is necessary for any Administration but moreso for the Democratic Administration to usher in a great and dynamic economy, ensure a just and egalitarian society and above all to enhance transparency and public accountability.

As I have enunciated on May 29th May, 1999 in my inaugural address and repeated on several occasions, there would be changes in the philosophy of management of Government business under the present Democratic administration. Henceforth rules and regulations designed to promote honesty and transparency in dealings with government would be restored, strengthened and vigorously enforced.

Accordingly, it is mandatory for all public officials to ensure strict compliance with the rules and regulations as contained in this Handbook. Primary Responsibility in this regards falls on the shoulders of Permanent Secretaries in their double capacity as Accounting Officers of their Ministries and advisors to their respective Ministers. They are expected to ensure that all officers subordinate to them adhere strictly to these rules and regulations. They are also expected to guide their Ministers to operate strictly in accordance with rules and regulations. It is Mandatory for Ministers to ensure that any decision taken by them is correct, unexceptionable and in the public interest. In this regard they should insist that any recommendation put before them is supported by the relevant provision of an extant Act or Regulation.

Finally, I urge all public officers to acquaint themselves with these Regulations, the Finance (Control and Management) Act, Cap. 144 as well as the relevant sections of the Constitution dealing with public finance”.

The Due Process mechanism has not offered anything new judging by the contents of the existing FINANCIAL REGULATIONS. Except the non-creation of the Procurement Act which provides for the establishment of the National Procurement Council which all previous administrations including the present one has refused to set up, there is nothing new in guidelines of the due process mechanism. Even the Act itself is a new global phenomenon.

Non adherence to the FINANCIAL REGULATIONS should not have led to the establishment of the Budget Monitoring and Price Intelligence Unit (BMPIU) which is the Unit tasked with implementing Nigeria’s Public Procure Reform Programme.

In future such policies like the Due Process Mechanism will be viewed with much scepticism.

AS a concerned Nigerian and bonafide citizen of Osun State, I have been bothered about the indescribably amorphous structure of the state cabinet for some time now. This manifests, particularly, in the fact that Osun has made a stagecraft of running a zero cabinet template for the better part of the last five years or so, a development which patently runs afoul of Section 193, Sub-sections 1 and 2(a), (b) & (c) of the Constitution of the Federal Republic of Nigeria, 1999. Beyond the imperative of the constitutional sanctity of having a cabinet in place as cited above, one’s concern is even more heightened by the fact that the state is robbed the beneficial values of such an accompaniment, chief among which is the robustness of engagement and depth of debates that inform governmental policies in the state. This, obviously, was what President Muhammadu Buhari was referring to recently when, while commenting about why he kept his cabinet intact between 2015 and 2019, he said: “We all had a common vision, we frequently had heated debates in this room on the best way to achieve our goals. These differing views are what made the decisions we took all the more rational.” (tribuneonlineng.com, May 22, 2019.) This is open admission, at a much higher level, of the beneficial values of structured, cabinet-driven governance in a democracy, as opposed to rulership by a few.

Additionally, I think having a cabinet in place in a democracy is a potent venture towards diffusion of power and shared prosperity. This is underscored by the fact that the appointed cabinet members would also be influence-wielders of some sort in their own constituencies, thus helping to deepen our democracy and cascade its accruing dividends to more stakeholders. One can go on and on in reeling off the opportunity costs of not properly constituting a cabinet in a political space.What has been happening in Osun belies the scenario painted above. The All Progressives Congress (APC)-led government in its close to nine years’ administration in the state has been with and without a cabinet for about the same length of time. The zero cabinet dispensation came into being at the outset of the second term of the Rauf Aregbesola administration, ostensibly in the wake of the appalling condition of the state’s finances occasioned by the global nosedive of the prices of petroleum products which hit Nigeria and almost grounded its mono-cultural economy. In the wake of this, Osun was in the news for all imaginable unsavoury reasons, topped by staggering salary and pension deficits. The telltale signs of a failed state were written all over the State of the Living Spring!

It was, obviously, as part of the immediate plans to redeem the state and change the narrative that the Aregbesola government adopted the zero cabinet policy, ostensibly to unburden the state of salaries and other emoluments for commissioners and other such high-powered political appointees.  A critical situation, they say, calls for a critical panacea. One might, therefore, excuse the former governor and even commend him for ingeniously reining in on the situation. However, true to the words of Prof. Chinua Achebe that “When a handshake goes beyond the elbow, we know it has turned to another thing,” one would not expect it to become a permanent feature of the APC government in the state. But unfortunately, this seems to be the reality. The Gboyega Oyetola administration in Osun State has been in place since November, 2018. Clearly over six months into its tenure, no commissioners have been appointed. And if that is not jolting enough, the commissioners whom his predecessor (Aregbesola) appointed in the twilight of his second term in office and who, naturally, stood disbanded upon the lapse of their principal’s tenure have been chief hangers-on around the Oyetola administration, and are being ‘officially’ paraded (or is it unofficially?) as ‘supervisors’ for their erstwhile ministries!  This is wanton aberration and flagrant desecration of an otherwise noble and constitutionally governed function aptly tagged “commissioners”.

While pondering this issue further, I began to wonder if Osun is the worst state in Nigeria in terms of finances, revenue base and other such fiduciary imperatives. How and why is it that other states, who even on the face value of it do not have half the potentials of Osun State, are enjoying the full compliments of a robust democracy? What is the way out of this conundrum which the state seems to have found itself? This would lead me to broach what led Osun State into the situation in the first place – paucity of funds or financial incapacitation vis-à-vis its huge obligations in terms of wages/pensions bills, infrastructural deficit, etc. What can the governor of a state burdened with about 35,000 (or is it 45,000?) civil/public servants to cater for amidst other commitments and confronted by fast dwindling public allocations from the Federal purse do? I think an engagement programme borne out of a good heart may be much useful. This can be executed as follows.

The government should plan a structured assembly with the entire workforce and other key stakeholders such as frontline traditional rulers, religious leaders, etc. If holding a session with such a mammoth crowd would tend to be unwieldy, credible representation can be drawn along Ministries, Departments and Agencies (MDAs) lines. At the session, it should make a concise presentation on the state of the state, part of which would be the historical trajectory of the revenue base, say, for the past 10 years, to project how the state has been having to confront more with less, and the challenges ahead. Sequel to this, it should ask the participants to volunteer ideas on where lies the money of the state. In other words, where lies its potentials. What does it have that can be harnessed as revenue earners? I am certain that torrents of ideas would be on the table. These can be streamlined into realizable projects based on short-term, medium-term and long-term schedules. If, for instance, lumbering is identified as a lucrative potential, a deep-dive into it will be required. Consideration for cultivation for environmental protection and for commercial harvesting, through which Osun can become a major supplier of planks to the West African sub-region, can be made.

fter all, it was reported in the Bible that a certain King Hiram of Tyre made good earnings off the nation of Israel through supply of treated planks in the days of the legendary King Solomon! Osun State is blessed with a vast array of fertile land to cultivate trees and make a livelihood off lumbering. The crux of the matter would now be in rechanneling the resources of the state civil servants to driving these newfound revenue earners, as opposed to the erstwhile tradition of ‘pushing files’ and counting down to 35 years! It is only those who are not willing to or capable of fitting into the new paradigm that would be excused from the civil service. I strongly believe that this model can be extrapolated for fisheries, poultries and many other cottage industries.

The import of my foregoing submission is that it is a futile and counter-productive endeavour to continue to depend on the ever shrinking federal allocations and limited internally generated revenue (IGR) to reflate the economy of a potentially viable state like Osun. True to the words of Marianne Williamson which say, “Your playing small does not serve the world. There is nothing enlightened about shrinking so that other people won’t feel insecure around you,” it is in our overall best interest to bake more so that we can have much more to go round thegood, peace-loving and hardworking people of our dear state.

The Spanish giants have already been busy in the market, bringing in Luka Jovic, Eden Hazard, Ferland Mendy and Eder Militao to bolster Zinedine Zidane’s squad, According to Caughtoffside.com.

It comes after a bitterly disappointing campaign last time round as they failed to win a trophy and were well off the pace set by rivals and La Liga champions Barcelona, and so reinforcements were needed ahead of next season.

However, it appears as though the French tactician isn’t yet content with the options at his disposal, as Marca report that he’s looking to offload five more players in the coming weeks to continue to raise funds and create space in his squad for more new signings of his own.

Those five are said to be Luca Zidane, Lucas Vazquez, James Rodriguez, Gareth Bale and Keylor Navas, but time will tell if all five will be offloaded.

As per the report, €82m could be raised from Rodriguez and Vazquez alone, with the former being heavily linked with a switch to Napoli, but it remains to be seen if deals materialise for all those in question as much will also depend on the level of interest in them.

While it’s an exciting period for Real Madrid fans, there is also the threat of losing too much depth, and if they wish to compete on multiple fronts moving forward, they will need to be wary of having enough quality across the squad to cover for injuries and suspensions.

Nevertheless, they are evidently prioritising quality over quantity this summer, as all four major signings thus far are more than capable of slotting into the starting XI immediately.

What Arsenal, Napoli Target Kieran Tierney Is Worth As Celtic Hold Firm On £25m Valuation

One of the biggest transfer sagas of the summer has been the potential departure of Kieran Tierney from Scottish football, According to Footballscotland.co.uk.

The Celtic left-back is being targeted by both Arsenal and Napoli, but so far there has been no deal struck to sign him.

Manager Neil Lennon has confirmed there has been an offer for Tierney, but made clear that Celtic won’t budge on their valuation of one of their star talents.

Given that he’s played for Scotland and in the Champions League it’s understandable that Tierney’s club expect a big fee for him, but is their asking price too high?

The left-back spent much of last season battling an injury problem, which required surgery over the summer.

On the other hand, some would say that £25m is too low a valuation, given that Aaron Wan Bissaka moved to Manchester United for £50m after only 46 appearances for Crystal Palace and no international caps.

PSG Officially State One Of Their Brazilians To Be Up For Sale

In an interview with Le Parisien, PSG’s new sporting director Leonardo admitted that Neymar will be allowed to leave the club if they receive an offer that equals what they’re asking for the player. This comes after Barca president Josep Maria Bartomeu in an interview said that Neymar wants to leave PSG but the club does not want him to go. The Catalan clubs president seemed to have ended the chances of Barca signing Neymar and following the series of events that have been taking place over the past few weeks, this revelation by Leonardo comes as no surprise, According to Playingfor90.com.

When asked if Neymar had expressed his desire to leave Paris Saint-Germain, Leonardo stated that it was clear to everyone what Neymar really wants but the football world is unpredictable and anything can happen over a day. Leonardo also commented on the players absence from PSG’s pre-season training stating that the player knew that he had to arrive but he didn’t and that the club will take necessary measures against him, like they would have done against any other employee of the club.

When asked if Neymar would leave PSG this summer, Leonardo said the following, confirming the fact that the Brazilian is up for sale :

Leonardo also confirmed that talks have been held between Paris Saint-Germain and FC Barcelona regarding Neymar but nothing was official and no offer had been made for the player by the Catalan giants.

When asked whether PSG didn’t want to keep Neymar at the club, Leonardo replied saying :

The PSG sporting director also shed light on the fact that he had spoken to Neymar’s entourage and that the position of the given situation is clear for everyone and irrespective of everything else, the Brazilian forward still has three more years on his PSG contract. These comments from the sporting director come on the same day as the club announced that they would take appropriate action against Neymar for taking an unauthorized leave and missing the pre-season training.

This nothing but indicates that things might have gone sour between the two parties and Leonardo is no longer willing to tolerate Neymar’s indiscipline and is ready to let him go if they receive the right offer.
