NEWS ANALYSIS: Appreciating WHO Responses To Cholera Outbreak

WHO

Established in 1948, the World Health Organisation (WHO) is a specialised agency of the United Nations (UN) which priority is public health; contributing to promoting a healthy population across the world.

WHO engages in tackling health crisis among member states of UN of which Nigeria is a member.

Nigeria is a direct beneficiary of the activities of WHO and particularly the north eastern part of Nigeria where millions were affected by the insurgency has been singled out for specific intervention.

Cholera is one of the health challenges being tackled by WHO in the area which is prone to epidemics in view of the current challenges.

So far, more than 377, 000 people have benefitted from the first ever cholera vaccination campaign in Adamawa facilitated by WHO.

Of recent, the frontline states of the north eastern Nigeria comprising Adamawa, Borno and Yobe recovering from the crisis resulting from the insurgency have had to battle cholera epidemic.

This has prompted WHO and other partners to respond to the challenges of containing the fatality of the epidemic.

In Adamawa, particularly in Mubi area, the timely intervention of WHO coordinated response to the outbreak of cholera in May, when health workers were on strike was the stitch in time that really saved many lives by bringing the fatality ratio of the epidemic from 17 per cent to 2.2 per cent.

WHO engaged 39 health workers on ad hoc arrangement to support the immediate response to the outbreak pending when the strike was called off.

The organisation also engaged 107 Community Health Champions (CHC) for house-to-house case search, risk communication, aqua tab distribution and referral of suspected cases for treatment.

Mobile health teams were also deployed to conduct household disinfection of suspected cholera cases.

The WHO’s Mid-Year Report for 2018 indicated that health workers were also engaged by the organisation to geo-coordinate mapping which enabled focused intervention, including disinfecting localised neigbourhoods in Mubi.

To further stem the outbreak which affected Mubi North, Mubi South, Maiha and Hong local government areas of Adamawa, WHO not only activated an Emergency Operation Centre (EOC) for partners coordination and rapid decision making, it also provided technical supervision for the chlorination of water sources mainly responsible for the outbreak.

In Borno where the epidemic occured in Kukawa local government area in February, WHO deployed its mobile health team that facilitated early detection and prompt intervention.

As a result of this strategy, 679 cases were detected and treated and as such Kukawa outbreak was restricted to the vicinity of the town.

In Yobe, the outbreak occurred in March in Gashua town of Bade local government where the WHO trained Rapid Response Team swiftly responded.

The state ministry of health in collaboration with WHO and other partners contained the outbreak which affected 404 people.

Yobe officially declared the outbreak over in June following the concerted response coordinated by WHO.

Appreciating the interventions from WHO and other partners in containing the cholera outbreak in Adamawa, the State Commissioner of Health, Dr Fatima Atiku who noted the deadly nature of the epidemic said the collaborative effort was commendable.

She appreciated the benefit of collaborating with WHO in enhancing the health sector capacity in handling outbreaks and control of health challenges.

Atiku noted the engagement of volunteers and town announcers for effective community sensitisation and health education on cholera prevention, engagement of disease surveillance and notification officers for active case finding and surveillance.

She observed that setting up of active toll free lines for prompt feedback from the public on any observed symptoms related to cholera and other public health issues were some of the many measures supported by WHO in containing the cholera epidemic.

“As a result of this collaborative effort, the case fatality ratio of the outbreak which was 17 per cent as at May 12 was drastically reduced to 1.8 per cent as at June 1.

“Nigeria, no doubt sincerely appreciates the efforts of our development partners, volunteers and health workers who dedicated their lives to save others affected by the outbreak,’’ Atiku said.

The Director of Public Health in the Adamawa State Ministry of Health who is also the Head of Emergency Operation Centre, Dr Bwalki Dilli, urged the public to strictly observe cholera preventive and control measures such as drinking clean water and hygienically prepared food intake, hygiene promotion, hand washing with soap and water after defecation and before eating as a lasting solution.

“Media practitioners are also encouraged to scale up broadcast of Health promotion messages and programmes that will educate then people on imbibing healthy lifestyle,’’ Dilli said.

Mr Wondimagegnehu Alemu, the former WHO Country Representative in Nigeria, in his message contained in the organisation’s mid-year report of 2018 noted that the humanitarian crisis in the north east caused by Boko Haram insurgency has continued to make the population vulnerable to outbreaks.

He assured the public that WHO would continue to do its best in line with its vision of ensuring access to healthcare by all despite the challenges.

“Although, funds received for planned activities in the first half of 2018 were scarcely enough, WHO continues to appreciate the government of Nigeria, ECHO, USAID, CERF, OFDA, CIDA, governments of Japan, Germany and Republic of Korea among others, that have remained steadfast with funding WHO’s emergency operations in Nigerian.

“It is therefore, crucial, that donors and partners continue to support WHO to enable comprehensive delivery of life-saving interventions to populations in need,’’ Alemu said.

Indeed, being at the centre of steady improvement in public health, WHO really deserves all the support it can get to continue the humanitarian work in the north eastern part of Nigeria and beyond.

“WHO’s work is about serving people; about serving humanity. It’s about serving people regardless of where they live; be it in developing or developed countries, small islands or big nations, urban or rural settings,’’ said the Director General of WHO, Dr Tedros Ghebreyesus while stressing the unique role of the organisation in impacting positively in public health.

With this feat, public analysts note that WHO has lived up to this vision as witnessed in the north eastern Nigeria.

Court convicts job seeker for forging ex-finance minister Ngozi Okonjo- Iweala’s signature

An FCT High Court, Nyanya on Wednesday convicted a job seeker , Raymond Azuka for forging  the signature of former finance minister, Dr Ngozi Okonjo- Iweala.

NAN reports that on May 19, 2015,  the Economic and Financial Crimes Commission (EFCC) filed six counts bordering on  forgery.

The EFCC said that Obiejigo, a Higher National Diploma holder from Federal Polytechnic Oko, Anambra allegedly forged a reference letter purportedly from the Okonjo-Iweala alongside his curriculum vitae requesting for employment into the commission and Nigerian Security Printing and Minting, NSPM.

In convicting Azuka, Justice Baba Idris, fixed Dec. 7,  for sentencing.

Baba held that out of the six counst, the court convicted Azuka on two counts.

He held that the confessional statements by the defendant, contained the evidence where the defendant admitted forging the reference letter purported to have been signed by Okonjo- Iweala..

Baba held that the admittance was the best evidence and in this instance, the defendant admitted forging the reference letters and EFCC provided graphic evidence of that too.

StateAFTER series of verification exercises carried out in a bid to weed out payroll fraudsters and ghost workers from the state civil service, the Bayelsa State Government has finally given a reason why those caught in the act have not been sacked or prosecuted yet.
The secretary of the State Certificate Verification Committee, Chief Victor Sam-Ateki, in an interview in Yenagoa, said a lot of persons parading fake certificates have been identified but that the governor, Hon Seriake Dickson, directed that none of the culprits should be prosecuted.
He said that going by the findings of the committee, a lot of persons would have been dismissed or sent to jail, but that the governor has directed that their punishment should be to reduce their level in the service to the original certificate they can provide (First School Leaving Certificate or WASCE).

Explaining further he said the committee also identified some persons who reside in Port Harcourt, Lagos and Abuja that are listed as civil servants, drawing salaries from the state but don’t have any office where they are working in the state.
“These persons saw the opportunity as their share of the State’s cake but they failed to realise that their actions had an adverse effect on the State. But with the present reforms, all that is in the past.
“We have been able to identify clear cases of certificate forgery and we all know the legal implications of this act. Even at that, the governor is very liberal. He has not prosecuted anybody in that regard.
“The position of the governor is that we are all Bayelsans and we know how disadvantaged we are in the country in terms of employment. Those of them that may be placed above their proper qualification, the governor in his magnanimity has said they should be placed in positions that their qualification s can carry.”

The Justice Binta Nyako-led Federal High court in Abuja has, Wednesday, ordered Senator Enyinnaya Abaribe and two other persons who stood as sureties and had undertaken to provide the leader of the Indigenous People of Biafra, IPOB, Mazi Nnamdi Kanu in court, to pay N100 million naira each for failing to produce the IPOB leader in court.

EFCC re-arraigns former Chief of Air Staff, Amosu

Justice Nyako who gave the order on Wednesday, said the sureties have the options of either producing the IPOB leader, being arrested for failing to produce him or forfeiting the N100m naira bail bond they had guaranteed on Kanu’s behalf.

The military’s presence at vast Rohingya camps in Bangladesh has been bolstered, stoking fears among refugees as authorities prepare to return them to Myanmar despite strong UN objections, leaders of the Muslim minority said Wednesday.

Bangladesh says it will start repatriating refugees from an initial group of 2,260 from Thursday despite warnings the Rohingya face almost certain persecution in Myanmar.

Many of the million refugees in the teeming camps have expressed terror at the prospect of returning to Buddhist majority Myanmar, where UN investigators say they were targeted in a military campaign that amounted to genocide.

Bangladesh says only those who volunteer will be returned, but the UN rights chief says many refugees are panicking at the prospect of being sent back against their will.

Some families listed to return have fled, community leaders and refugees have told AFP, hiding in the hills where more than 720,000 Rohingya sought refuge from a Myanmar military crackdown launched from August last year.

They joined some 300,000 Rohingya already living in squalid camps in Bangladesh’s southeast for years, having fled previous waves of violence in Rakhine state.

Additional police and soldiers were seen patrolling the camps and checking identity cards, stoking anxiety as the deadline for repatriation looms, refugee leaders told AFP.

“Everyone is tense, the situation is very bad,” one community leader Abdur Rahim told AFP in Cox’s Bazar, the border district hosting a small city of refugees perched on hillsides.

“There are a lot of army and police inside the camps. They are checking the ID cards of Rohingya.”

Nur Islam, another leader in a different part of the camps, said the military were more visible in recent days as Bangladeshi officials try and convince refugees they will be safe if they go back.

“They are trying to convince the refugees that repatriation will only occur if the Burmese government has promised they will not harm the Rohingya,” he said, using an alternative name for Myanmar.

A local police chief, Abul Khaer, played down reports of additional security, saying nothing in terms of personnel had changed in recent months.

Bangladesh officials remain optimistic the large-scale refugee returns will start as planned Thursday.

They plan to send 150 people on the opening day.

UN High Commissioner for Human Rights Michelle Bachelet on Tuesday urged Dhaka to reconsider.

“With an almost complete lack of accountability – indeed with ongoing violations – returning Rohingya refugees to Myanmar at this point effectively means throwing them back into the cycle of human rights violations that this community has been suffering for decades,” she said in a statement.

She said the violations against the Rohingya “amount to the worst atrocities, including crimes against humanity and possibly even genocide.”

US Vice President Mike Pence told Aung San Suu Kyi the violence against the Rohingya was “without excuse”, adding pressure to Myanmar’s civilian leader who this week had an Amnesty International honour revoked.

Completion Of 330 KVA Transmission Line In Damaturu Boosts Power In Yobe

Artisans and entrepreneurs in Damaturu have pledged to support President Muhammadu Buhari’s re-election in 2019 due to the completion of the 330KVA transmission line in the area.

The News Agency of Nigeria (NAN) reports the completion of the transmission line has led to improved social and commercial activities in Damaturu.

The group which spoke in separate interviews with on Wednesday, said electricity had remained stable since the switch over from 33KVA to 330KVA, promoting their small and medium scale enterprises.

Malam Ali Umaru, a fabricator in Damaturu, said the stability in power supply had grossly reduced the use of generating sets and money expended on diesel.

“Since the completion of the 330KVA transmission line to Damaturu, we have had steady power supply with high voltage.

“President Buhari has fulfilled our dreams and promoted our businesses; there is no alternative to the Buhari’s presidency in 2019,� Umaru said.

Alhaji Yaro Abubakar, a fabricator of trucks for long vehicles in Potiskum but with a branch in Damaturu, said the improvement in power supply had also improved his business.

“The volume of work has increased and more hands are needed, thereby creating employment opportunities to many youths in the state.

“There is chain value in the improvement of power supply to the state through the volume of work, employment`s opportunity for youths, food and water vendors making brisk business,� he said.

According to Yaro, the Buhari’s administration has fulfilled the peoples` long time dream; saying that artisans and their families will support and campaign for continuity of the Buhari’s administration.

Bukar Alkali, an automobile electrician, said the improved electricity supply had made his work much easier with higher output.

“Battery chargers and ignition repairs among others are now completed within short period.

“We now service our customers without delay; the incidences making us not to meet our datelines with customers, due to poor electricity supply, are virtually gone, there is great improvement in our output,� Bukar said.

Other residents in Damaturu, such as meat sellers, hair salon operators, cold drink and food vendors are generally celebrating the improvement in power supply, following the switch over to the 330KVA transmission line.

NNAMDI KANU AND IPOB

Leader of the proscribed Indigenous People of Biafra (IPOB), Nnamdi Kanu, has alleged that President Muhammadu Buhari does not hail from Nigeria.

He also announced that he will on Saturday, November 17, address ‘Biafrans’ through a live broadcast on radio Biafra by 6pm.

This was contained in a statement by the IPOB leader.

He said the broadcast is part of the activities of unmasking the real identity of President Muhammadu Buhari, who he claims is an imposter whose real name is Jibrin Aminu Al-Sudani from Sudan.

The IPOB leader tweeted: “After two weeks of the requiem mass, this Saturday 17 November at 6 pm on Radio Biafra comes the internment of Jubril.

“We shall bury the Zoo with truth, indisputable facts and figures. Today is Tuesday yet no sign of Jubril in Abuja. He’s on the run from Paris. #UnmaskJubril�

Tokyo stocks close slightly higher

Tokyo stocks closed marginally higher on Wednesday, rebounding from the previous day’s sharp drops on news of US-China trade talks and Britain’s announcement of a draft exit deal with the European Union.

The benchmark Nikkei 225 index, which ended down more than 2.0 percent on Tuesday, edged up 0.16 percent or 35.96 points, to close at 21,846.48 while the broader Topix index was up 0.17 percent or 2.81 points at 1,641.26.

Tokyo shares fluctuated in afternoon trade, falling into negative territory at one point as Chinese stocks dropped after data showed Chinese consumer spending slowed in October.

Overnight drops on Wall Street were small, giving investors some relief, said Makoto Sengoku, market analyst at Tokai Tokyo Research Institute.

“Yesterday’s heavy selling (in Tokyo) was partly out of fears that New York would take another plunge but it didn’t turn out that way,” he told AFP.

Investor sentiment also picked up on London’s announcement of a draft Brexit deal, he said.

Investors were further cheered by news that US President Donald Trump and Chinese President Xi Jinping will discuss deteriorating trade relations on the sidelines of the Group of 20 summit later this month, Sengoku said.

“The worst-case scenario is that the two nations wouldn’t talk, so their talking is not bad news,” he said, while noting it was too early to buy actively before seeing real progress.

Financial markets hardly moved on Japanese government data that showed the world’s third largest economy shrank in the third quarter, as widely expected, after a string of natural disasters hit consumer spending and exports.

The dollar edged up to 113.91 yen from 113.82 yen in New York on Tuesday afternoon.

Mitsubishi UFJ Financial Group jumped 1.47 percent to 676.3 yen after the major bank announced a large share-buyback scheme.

IT investor SoftBank Group rallied 4.70 percent to 9,362 yen after reports said it would up its investments in co-working company WeWork.

Reports cited WeWork as saying SoftBank would put $3 billion into the company.

Petroleum explorer Inpex meanwhile fell 1.86 percent to 1,237.5 yen on sharp drops in oil prices.
