Pulse Opinion: Why we need to pay Nigerian Senators more money

Dino Melaye

Nigerian Senators do so much more for the country than we give them credit for.

The world only has three great mysteries left: who let the dogs out; what is the point of the Facebook 'Poke' button; and just how much exactly does a Nigerian lawmaker earn in salaries and allowances.

The one about Nigerian lawmakers has been a touchy subject for a long time now.

Despite all the public inquiry into uncovering how much federal lawmakers make in their 'service' to the country, there'd been no reliable source to shed proper light on the figures.

Like a father who constantly shelves having the sex talk with his teenage son because of all the awkwardness, lawmakers have themselves, several times, evaded questions on the subject for years.

Much of the back and forth over the subject is as a result of the public belief that lawmakers earn too much money at the detriment of the country, especially as they are perceived to do very minimal work.

This informs why they're uncooperative in making the figures public because of the inevitable backlash as Nigerians clamour for a slash of their jumbo package.

Despite their best efforts to bury the topic, there have been some interesting discoveries along the way.

In a 2009 interview, before he joined the upper legislative chamber in 2011, Senator Sola Adeyeye revealed that lawmakers have a fraudulent system of earning more than they actually should.

According to him, lawmakers dubiously manipulate the allowance system to get away with earning a lot of money that they don't put to its proper use, such as in the case of stationery and travel allowances.

He said, "The real problem in Nigeria is that much of the money politicians take home does not come in the form of salaries; it comes in the form of barefaced looting called allowances.

"When we got to the National Assembly (House of Representatives), we were given money for stationery, and I thought perhaps that was the money for all the stationery I would need for one year or throughout my stay in the National Assembly. So, I went ahead and bought the stationery. I later realised that I was naïve. The funny thing was that I did not use half of the stationery till I left the National Assembly.

"But the real tragedy was that, almost two months later, we were given money for stationery again. And that must have repeated itself about twice every quarter throughout my stay there.

"I am saying that the money they paid us for stationery was probably 20 times what they should have paid us."

In the most recent high profile exposure, Chairman of the Presidential Advisory Committee Against Corruption (PACAC), Professor Itse Sagay claimed in September 2017 that each Nigerian Senator earns N29.5 million per month.

While delivering a lecture at the Nigerian Society of International Law (NSIL) Public Lecture in Lagos, he disclosed that besides a basic salary of N2.4 million per month, Nigerian Senators earn allowances such as hardship (50% of basic salary), newspaper (50%), wardrobe (25%), entertainment (30%), recess (10%), and leave (10%).

They are also paid allowances for furniture, accommodation, utilities, domestic staff, personal assistant, and vehicle maintenance.

Unsurprisingly, Sagay's claim got pushback from the Senate as he was called "a senile, jaded, outdated Professor of Law" in a press statement signed by the Chairman, Senate Committee on Media and Public Affairs, Aliyu Abdullahi, who accused Sagay of spreading falsehood about the Senate in public, and damaging the integrity of the federal legislature.

The Senate's official statement accused the PACAC chairman of releasing "false and exaggerated figures about the salaries and allowances of legislators" while still neglecting to put out the correct figures.

"Let us make it clear that our salaries and allowances are open books and the details can be taken from the Revenue Mobilization Allocation and Fiscal Commission (RMAFC) by any interested party," the statement read.

A hero rises

In a rare moment of 'honesty' not usually expected from a Nigerian politician, the lawmaker representing Kaduna Central, Senator Shehu Sani, revealed that  Senators receive N13.5 million monthly as "running cost" alongside a N750,000 consolidated salary as well as other allowances.

He explained, "I think what we can say is that the running cost of a senator is N13.5 million every month.

"But what I am saying is that that money must be receipted for what you do with it. But what you are given to go and spend without any accountability is N750,000."

Senator Sani also disclosed that every Senator gets N200 million as a constituency fund which he admitted is sometimes fraught with fraud as projects are not done despite receipt of the money.

Senator Sani's revelations, as well as his reservation about all the allowances, is the closest any reliable party has made about the earnings of Senators in Nigeria; and even though the figures don't come close to Sagay's figures, he might not have been far off with his estimation.

What do Senators do to earn so much?

The general feeling among the Nigerian public is that lawmakers do the bare minimum amount of work for a disproportionate amount of reward.

So what exactly have they been doing to be coasting home with the millions?

While the constitution empowers lawmakers to make laws and appropriate budgets and consent to executive appointments, Nigerian lawmakers, especially Senators, have gone over and beyond to do more than those things to earn their keep.

Just over the past year alone, several Senators have dabbled in other things such as viral songs; danced in viral dance videos; engaged in self-absorbed Twitter rants; engaged in tweet fights with other politicians; entertained a Nigerian audience at a foreign carnival; engaged in a war of words that spilled onto the streets; engaged in a public feud over the uniform of a federal appointee; set up committees to investigate issues that should best be left to more relevant agencies; took time off their busy schedules to attend to fraud trials in courtrooms; and general serious activities like attempting to suppress freedom of expression that inconveniences them.

This is a whole lot of extra-curricular activities for the legislative arm of government and they deserve to be paid more for doing more than their job descriptions require.

Whatever they are currently getting paid monthly, whether N14.2 million or N29.5 million or even N50 million, is not nearly enough.

In his 2009 interview, Senator Ayeye had said, "If Nigerians know how much we in the National Assembly were making, they would come and stone all of us."

I beg to differ. Our lawmakers do so much for the sake of the country that I suggest the only thing we should be stoning them with is more money.

More money to tell us what we already know is wrong with the country; more money to engage in embarrassing antics to rival 10-year-olds; more money to buy data for Twitter rants; and definitely more money to defend themselves in courtrooms.

Long live the Republic.

Politics: Factional warring and failed 'coups' may be the reason why Xi Jinping wants to rule China forever

Xi Jinping Great Hall of the People

Xi Jinping has been engaged in a "life-and-death" contest with a powerful faction within the Communist Party.

  • China's decision to scrap presidential term limits on Sunday may have been motivated by President Xi Jinping's fear of a powerful faction within the Communist Party.
  • The party is split largely into two coalitions, and the elite Jiang faction has been in a "life-and-death" contest with Xi.
  • Jiang members were blamed for planning coups and have been a target of Xi's corruption crackdown.
  • While coups seem unlikely, Xi has attempted to marginalize Jiang leaders and consolidate his own power, culminating in the removal of term limits.

China's legislature officially abolished presidential term limits on Sunday, a move that may have been driven by President Xi Jinping's fears of factional warring and even failed coups inside the Communist Party.

Despite being a one-party state, China's Communist Party is largely split into two factions. The first is a populist coalition, and the second which is named after former president Jiang Zemin is considered elitist and comprised of 'princelings', leaders who themselves come from families of high-ranking officials.

Xi, who had no factional alliance, became president five years ago after the Jiang coalition had broad control for nearly two decades, according to Sino Insider, a consulting firm focused on China's leadership.

"Since taking office in 2012, Xi has been engaging in a life-and-death contest with Jiang Zemin’s influential political faction," wrote Don Tse, the CEO of SinoInsider, and Larry Ong, a senior analyst, when the term limit change was announced.

In 2012 and 2017, rumours swirled that the Jiang faction had been plotting a political coup. Despite these rumours not being based on any publicly available information, Xi took decisive action.

"For self-preservation, Xi rolled out several political reforms that helped him consolidate power and marginalize the Jiang faction," said Tse and Ong, referring to Xi's nationwide anti-corruption crackdown that targeted several Jiang leaders.

In a 2015 speech, Xi accused five senior party members of plotting "political conspiracies to wreck and split the party." This language is considered by experts to mean coup activities.

That belief was made more overt in comments last year.

"Some even sought to … seize party and state power, engaging in activities to split the party, and seriously threatening the nation’s political stability," Wang Qishan, head of the anti-graft crackdown, told state media.

And the head of China's securities watchdog, Liu Shiyu, seemed to confirm the party position on a coup during talks at the country's annual congress in October saying several party members "plotted to usurp the party’s leadership and seize state power."

But planning a coup in heavily-controlled China is highly unlikely, and such rhetoric was probably more useful in explaining away Xi's corruption crackdown on political rivals.

And despite the dubious coups, the factional warring within the Communist Party has surely influenced Xi's desire to continue strengthening his authority, experts say.

"From Xi’s perspective, it makes sense to cancel presidential term limits to send a signal that he is not a lame duck leader," read a SinoInsider report on Sunday. "The prospect of 'indefinite' rule also serves to dissuade Xi’s factional rivals and their supporters that they have a chance for a second coming while giving them incentive to fall in line with Xi instead."

Politics: The White House is backing off Trump's call to raise the age limit for buying guns

donald trump gun ap

The White House's plans include working with states to provide "rigorous" gun training for "specially qualified" teachers and staff.

  • The White House unveiled proposals to improve school safety and mental health on Sunday.
  • But officials backed off President Donald Trump's call to raise the age limit on buying certain firearms.
  • The proposals came weeks after 17 people were killed at a mass shooting in Parkland, Florida.

The White House backed off President Donald Trump's call to raise the age limit to buy certain firearms, instead proposing efforts to improve the mental health system and background checks on gun purchases, as well as beefing up security in schools.

The administration's plans include working with states to provide "rigorous" gun training for "specially qualified" teachers and staff, officials said. Teacher groups such as the National Education Association have condemned proposals to arm teachers.

"We are committed to working quickly because there’s no time to waste," DeVos said in a conference call with reporters. "No student, no family, no teacher and no school should have to live the horror of Parkland or Sandy Hook or Columbine again."

The White House has faced increased pressure to act in the aftermath of the mass shooting at Marjory Stoneman Douglas High School in Parkland, Florida last month that left 17 people dead. Gun-reform advocates, including some of the teenage survivors of the Parkland massacre, have pressured officials to make it more difficult for people to acquire assault-style rifles like the kind used by the Parkland shooter.

Trump has called to raise the limit for purchasing such weapons from 18 to 21 — a stance opposed by the National Rifle Association. Florida Gov. Rick Perry signed a bill this week raising the limit to 21 on all firearm purchases in his state, prompting a lawsuit from the NRA.

But on Sunday, the White House referred to Trump's age-limit proposal as "a state-based discussion right now" and that it would be explored by a committee headed by DeVos.

"There are not going to be one-size-fits-all approaches and solutions, and I think that that is a very cogent argument for having a commission," a White House official said during the conference call.

"The president is determined to get to the root of the various societal issues that lead to violence in our country," said Andrew Bremberg, director of the White House Domestic Policy Council. "No stone will be unturned."

Politics: Two people have died in a helicopter crash in New York City

Helicopter crash East River New York

A spokesman for the mayor’s office, Eric Phillips, confirmed the fatalities, and said at least one person was rescued from the river.

  • Two people died after a helicopter crashed into the East River in New York City just after 7 p.m. on Sunday.
  • Six people were on board the helicopter at the time. One person has been rescued and three people were taken to hospital in a critical condition.
  • Witnesses reported the helicopter hitting the river sidewards and then inverting.
  • The FAA is investigating the incident.

Two people died after a helicopter crashed in New York City's East River on Sunday evening.

A spokesman for the mayor's office, Eric Phillips, confirmed the fatalities.

Three passengers were taken to hospital in a critical condition, according to New York Police. Six people were on the helicopter, including the pilot.

The pilot was able to free himself, said Daniel Nigro, the New York City Fire Department commissioner, at a press conference.

Police and fire divers recovered the other passengers from the helicopter that was completely submerged and upside down. At the time, the temperature was below 40 degrees Farenheit (4 degrees Celsius).

The crash, which occurred just after 7 p.m. on Sunday, was filmed by a bystander. In the video the helicopter appears to hit the water and then tip over.

Other witnesses said the helicopter, a Eurocopter AS350, sunk quickly, and that at least one passenger was able to emerge and wave their arms for help.

"It kind of hit sideways and just flipped over,” Brianna Jesme, an Upper East Side resident told Reuters TV.

Early reports indicate the helicopter was owned by Liberty Helicopter Tours and had been hired as a private charter for a photo shoot.

The Federal Aviation Administration is investigating the incident and the National Transportation Safety Board will be arriving on Monday morning to begin determining the cause of the accident.

This is a developing story. Click here for updates.

Christan History: How 40 soldiers chose death over worshiping pagan gods

How 40 soldiers chose death over worshiping pagan gods

Once upon a time, some brave men decided to sacrifice themselves for their faith.

Here is an interesting story of how 40 soldiers chose death over worshiping pagan gods

On March 9, A.D. 320, some Christians in Sevaste, located in present-day Turkey, were faced with a difficult choice — to bow to pagan gods and live or be killed?

According to the history books, these men refused. They were taken to Governor Agricola, who tried to intimidate them with threats.

Speaking mildly but firmly, he said, “I am told you refuse to offer the sacrifice ordered by Emperor Licinius.”

“We will not sacrifice. To do so is to betray our holy faith,” one soldier replied.

The governor asked, “But what about your comrades? Consider — you alone of Caesar’s troops defy him! Think of the disgrace you bring upon your legion. How can you do it?”

Once again, a soldier said, “To disgrace, the name of our Lord Jesus Christ is more terrible still.”

“Give up this stubborn folly. You have no lord but Caesar! In his name, I promise promotion to the first of you who steps forward and does his duty,” the governor promised.

When no one moved, he continued, “You persist in your rebellion? Then prepare for torture, prison, death! This is your last chance. Will you obey your emperor?”

Standing firm, the soldiers said, “Nothing you can offer us would replace what we would lose in the next world. As for your threats — we’ve learned to deny our bodies where the welfare of our souls is at stake.”

Their resistance was met with an order from the governor who told the guards to flog them.

They were taken into the cold, where they were stripped, tied to posts and flogged with hooks of iron.

Despite the pain, loss of blood and severed bruises, the soldiers refused to give in.

“Chain them in my dungeons!” roared Agricola. “We’ll see what Lysias has to say about this.”

When the soldiers were brought before Lysias, the commander of the 12th Legion, he said, “You will obey me or pay a sharp penalty.”

Faced with their defiance, the governor had an idea to have them stripped and put in the icy pond.

He told the soldiers, “You will stand naked on the ice until you agree to sacrifice to the gods. “Take them down to the pond,” he ordered.

To his surprise, the soldiers did not wait to be stripped. Instead, they ran into the water as they removed their clothes.

“We are soldiers of the Lord and fear no hardship,” they sang. “What is our death but entrance into eternal life?”

In an attempt to tempt them, the governor ordered the guards to “heat baths of warm water.”

“Place them around the pond. That ought to lure them out pretty quickly,” he said with a smirk.

As the sun went down, they were heard praying, “Lord, there are forty of us engaged in this battle; grant that forty may be crowned and not one be missing from this sacred number.”

The shivering guards, waiting on the shore, shouted, “Don’t be idiots. What’s the point? Come on out. Warm yourselves!”

Then one guard pointed towards the sky, saying, “Look. Don’t you see them? Spirits…hovering with golden crowns over those fellows heads, holding out rich robes for them!”

To which, another guard replied, “Are you out of your mind? It’s pitch black. Hey! There’s someone coming! It’s one of them.”

He was right as one of the soldiers had lost his nerve and crawled out off the ice towards the hot water bath.

The soldier is said to have died as soon as his body touched the hot water.

He was replaced by the guard who had seen the vision of crowns. Without delay, he removed his clothes and joined the 39 soldiers in the ice.

When morning came, Governor Agricola was told that the forty were dead.

“Well, get the bodies off the ice,” he commanded. “Burn them. And dump the ashes in the river.”

Their ashes were later collected and preserved in local churches.

350 years later, a plaque was dedicated to these brave 40 martyrs in the chapel in the forum of Rome.

“Here die 40 men for Christ,” are the words engraved on it.

Female students who continue to wear the covering will not be allowed to graduate.

Indonesian University bans burqa-wearing students from graduating.

Independent reports that the head of the State Islamic University (UIN) in Yogyakarta city, Yudian Wahyudi, says the policy is to prevent radicalization on campus.

He explains: “Female students wearing the burqa, and radical groups, they are disturbing the teaching process.

“We are putting moderate Islam forward,” as a “preventive action to save the students”.

However, he added that the institution is not against regular headscarves that do not cover the face.

Reactions to Univerity’s Burqa Ban

This new policy has been severely criticised by some groups.

A women’s rights activist named Lathiefah Widuri Retyaningtyas said, “Using full-face veils is a choice and we cannot interfere with their choice and their freedom.”

In a statement, the Islamic Defenders Front said the policy “did not make sense.”

This new policy affects 41 students. UIN says they will be offered counseling sessions before ultimately being asked to remove the veil.

Nigerian women speak on rape and sexual abuse

It would have been appropriate to first give statistics of rape cases in Nigeria but that would be far-fetched – even economic policies are drafted without correct statistics.

What is certain, however, is that Nigerian women and children get sexually assaulted nearly on daily basis and they dared not speak out for fear of stigmatization and prejudice.

ALSO READ: Centre records 66 sexual assault cases

All that is changing now, as more Nigerian women and other victims across the world are speaking out, boldly.

According to a national survey carried out in 2014 (which is believed to be underestimated), one in four girls experience sexual violence before the age of 18.

The survey reported that of those who experienced sexual violence in childhood, only 38% told someone about it – and as few as 5% sought help.

The #Metoo movement, a viral hashtag used on social media to help demonstrate the widespread prevalence of sexual assault and harassment of women, has played a major role in the 'speaking out' development.

In Nigeria, where many victims suffer in silence, these women are using the opportunity to tell their horror stories.

Read one account below:

Chichi Ogbonnaya was defiled at 10 years old by an 'uncle'.

"This man was respected in our church and I called him 'uncle,'" she said.

Ogbonnaya was sent to live with the man by her mother, who could not afford to take care of her.

"He made me lie on top of him while his wife was away. He tried to penetrate me but when he could not, he went to get something that looked like a lubricant," she recalled the first incident with the man.

"He told me to stay calm and be quiet. I didn't know what was happening," Ogbonnaya said.

Ogbonnaya told CNN she remembers him handing her "the blood-soaked sheet to wash before his wife returned."

The abuse continued for five years until she was 15.

She is also speaking out about the assaults for the first time.

ALSO READ'Constant rape by my father forced me to flee Nigeria' – Libya Returnee

Ogbonnaya said the man even forced her to have an abortion, which was badly done, and this made her bleed alone in her bedroom.

"Even after I left the house, the act still continued and I just felt it was too late. I was too exposed to a whole lot of things … I didn't have that sort of relationship with my mum to start telling her this happened to me," she said.

She now works as a program manager for Women at Risk International Foundation, a rape crisis center.

Politics: Trump doubles down on executing drug dealers

donald trump

President Donald Trump on Saturday repeated his call to give drug dealers the death penalty in an effort to solve the opioid crisis.

  • President Donald Trump in a speech on Saturday called for executing drug dealers, praising other countries that adopt the practice.
  • Trump said he recently spoke with leaders in China and Singapore, who told him they'd eliminated their drug problems by giving dealers the death penalty.
  • It's not the first time Trump has raised the issue — he mentioned it earlier this month in a White House summit on opioid addiction.

President Donald Trump on Saturday repeated his call to give drug dealers the death penalty in an effort to solve the opioid crisis.

Trump gave a speech in Pennsylvania, stumping for GOP special election candidate Rick Saccone, but spent much of the time railing against various Democrats, members of the media, and countries the US trades with.

But late in the speech, Trump grew impassioned when he began discussing the opioid epidemic, and said he'd recently asked leaders in China and Singapore about their problems with drugs and addiction.

He said both countries had eliminated the problem by imposing the death penalty on dealers, though he noted that he wasn't certain about American public opinion on the policy.

He added that he'd asked Singaporean leaders about their "zero tolerance policy" toward drug dealers.

"What does that mean?" Trump said. "'That means if we catch a drug dealer, death penalty.'"

He continued: "I think it's a discussion we have to start thinking about. I don't know if we're ready — I don't know if this country's ready for it."

He also said he knew of a number of "blue-ribbon committees" in which people endlessly discuss the opioid epidemic but fail to solve it.

"These people are killing our kids and they're killing our families, and we have to do something," he said. "We can't just keep setting up blue-ribbon committees with your wife and your wife and your husband, and they meet and they have a meal and they talk, talk talk talk, two hours later, then they write a report."

It's not the first time Trump has floated the idea. He brought it up earlier in March during a White House summit on opioid addiction, arguing that other countries had rid themselves of their drug problems by imposing tough penalties.

"If you shoot one person, you get life in prison," Trump said, The Washington Post reported. "These people kill 1,000, 2,000 people, and nothing happens to them."

Sports: A double-amputee Navy SEAL platoon commander won a gold medal at the Winter Paralympics

Dan Cnossen was a platoon commander for SEAL Team One in 2009 when he stepped on an IED and lost both of his legs just above the knees.

  • Dan Cnossen, a Navy Seal with a purple heart and a bronze star, won the 7.5 km seated biathlon at the Winter Paralympics in Pyeongchang.
  • Cnossen finished 14th in the same event at Sochi in 2014 and had never won this event in any previous international competition.
  • Cnossen was a platoon commander for SEAL Team One in 2009 when he stepped on an IED and lost both of his legs just above the knees.

Dan Cnossen is a Navy SEAL platoon commander with a purple heart and a bronze star. Now he is also a gold medalist.

Cnossen won gold at the Pyeongchang Winter Paralympics in 7.5 km seated biathlon.

Biathlon is the seemingly unusual event that combines cross-country skiing and target shooting (there is actually a logical explanation for the combination). Now add a huge degree of difficulty of athletes having to do the entire event with just arm strength and even having to navigate the transition from seated skiing to laying down — and back — for the shooting portion.

Cnossen successfully hit nine of his ten targets and when he crossed the finish line he had a 9.3 second lead. At the time, his finish was still up in the air due to the staggered starts for the skiers. He even seemed unaware of his strong performance.

"A guy who was taking the transponder off was saying, ‘I think an American is in at first,’ and I was like, ‘Maybe that’s me,'" Cnossen told NBC.

Dzmitry Loban of Belarus, who started after Cnossen, still had a shot to catch the American, but crossed the finish line 7.3 seconds behind to take silver.

Here is the moment Cnossen crossed the finish line to take the lead.

Cnossen was a platoon commander for SEAL Team One in 2009 when he stepped on an IED in Afghanistan and lost both of his legs just above the knees. The 37-year-old was awarded a Purple Heart and a Bronze Star with Valor for his service.

This is Cnossen's second Winter Paralympics, having participated in five events in Sochi in 2014. His previous best finish in any Paralympic event was fifth and he finished 14th in this event in Sochi.

Politics: Mexico's surging narco violence is intensifying at the edges of one of its biggest tourist hotspots

Municipal police stand guard on the beach in front of the Blue Parrot club, a day after a deadly early-morning shooting there, in Playa del Carmen, Mexico, January 17, 2017.

Two recent high-profile incidents in Mexico's Mayan Riviera prompted warnings from the US government, but more sinister trends have been brewing for some time.

  • High-profile incidents in Playa del Carmen in recent weeks have prompted new travel warnings from the US government.
  • The incidents come amid spiraling violence on the peripheries of one of Mexico's most popular tourist areas.
  • Criminal groups in the area thrive on tourist traffic — and corruption, weak institutions, and social conditions have facilitated their activity.

The calm in Playa del Carmen was shattered on February 21, when a blast erupted from the side of a ferry, injuring more than 20 people.

That was followed by the March 2 discovery of explosives on a ferry off the island of Cozumel, another tourist hub in the state of Quintana Roo.

The March incident led to a US Embassy alert for the area. This week, after getting information about "a security threat" in the area, the embassy barred US government workers from travel to Playa del Carmen.

The ferries are owned by the same company — run by the father of a former governor who is currently jailed on corruption charges — and while the second ferry was out of service and moored hundreds of yards from Cozumel, Mexican authorities suspended the company's license while they investigate.

The origins of the explosives and the motive behind them remains unclear. While the involvement of organized crime doesn't appear to be ruled out, the state's attorney general said no group had been identified as having a role.

But crime around tourist hotspots in Quintana Roo has been rising for some time, driving concern that the narco violence plaguing much of Mexico over the past decade is intensifying in one of the country's most popular areas.

The state saw a decline from 232 homicide victims in 2015 to 165 in 2016. But 2017 saw a 118% increase, to 359 homicide victims, according to data from the federal government. The state's homicide rate rose from 10.19 homicides per 100,000 people in 2016 to 21.57 in 2017, just above the national average. The spike overwhelmed state forensic officials, who sent unidentified cadavers to a mass grave to reduce crowding in its morgue.

In Benito Juarez and Solidaridad municipalities, home to Cancun and Playa del Carmen, respectively, a similar trend has emerged.

In 2015, Benito Juarez had 132 homicide cases, which can contain more than one victim. (Forensic officials said there 227 organized-crime-related killings in Benito Juarez last year.) That fell to 86 in 2016, but rose to 250 in 2017. In Solidaridad, there were 20 homicides cases in 2015, 26 in 2016, and 49 in 2017.

Other crime statistics point to growing insecurity.

In Benito Juarez, there were 1,955 robberies of businesses in 2017 — more than triple the number in 2016 and a 54% increase over the total in 2015.

In Solidaridad, the 377 robberies of businesses in 2017 were more than twice the 2016 total and over one-third more than reported in 2015.

2017 had a violent start, with a mid-January shooting at a Playa del Carmen nightclub leaving several people dead, followed hours later by a deadly attack on a state prosecutor's office in Cancun.

Disputes between criminal groups over territory, drug sales, and extortion rackets were the principal causes of the violence, according to a report seen by El Universal early last year.

The major players, according to the report, were the Zetas cartel and an independent group, known as the Cartel de Cancun, led by Leticia Rodriguez Lera, a former federal-police officer. (The Gulf cartel and the ascendant Jalisco New Generation cartel are also present in the state.)

The Cartel de Cancun was reportedly made up of several former judicial officials and ex-members of other criminal groups, like the Zetas and the Gulf cartel.

Her group, which infiltrated police forces and the state prosecutor's office, controlled drug trafficking and other criminal activities in northern Quintana Roo and was looking to expand to Playa del Carmen. But the group had been stymied by leadership changes in the prosecutor's office, which the Zetas were taking advantage of to regain lost territory, the report said.

She was captured in August in Puebla, in central Mexico. Federal police attributed a wave of violence in northern Quintana Roo to her arrest. "There has been an imbalance in organized crime," the federal police commissioner said last year. "The cartels have been accommodating."

That same month, the US listed Quintana Roo and Baja California Sur, home to the Los Cabos resort area, on a travel warning for the first time — as did other governments, including Canada, France, and the UK.

"The presence of such crime is due to the selling of drugs. It's not on a grand scale, but it is still quite prominent," Quintana Roo state prosecutor Miguel Angel Pech Cen told PBS late last year. "There are groups fighting over having power to sell drugs here."

"Since tourists are the consumers, this also creates havoc," he added. "The drug lords immediately recognize them as revenue generators."

Quintana Roo state security chief Rodolfo del Angel Campos said in December that additional police units were dispatched to areas where crime was elevated, including tourist spots in Playa del Carmen and Cancun. In late February, he said security forces increased inspection and surveillance efforts to prevent the arrival of more criminal groups from other parts of the country — movement known as "the cockroach effect" — and that members of the military, federal police, and municipal police were coordinating to address insecurity.

"Organized criminal groups are present in Cancun, and they cause a lot of violence. It's extremely important to protect the tourists, but we care about everyone's safety," the Benito Juarez police chief told CGTN America in February.

Nevertheless, vigilantes have appeared, condemning state authorities and calling for a crackdown on criminals.

Tourists arrivals have continued, however, rising 9% in 2017. Visitors told CGTN America and PBS they never felt unsafe during their trips. But locals outside tourist areas said there was no respite from crime and corruption.

"Cancun has become a focal point for narco-trafficking, and all the violence that comes with it," activist leader David Sanchez Reyes told TRT World in summer 2017. "Murders have been a daily occurrence in the past six months, and if you walk around … you will see many shops are shut due to the extortion of the gangsters."

Extortion reports dropped between 2015 and 2016 but rose slightly in 2017. But "almost no one reports" extortion or extortion attempts, security analyst Alejandro Hope wrote in December 2016. And the burden of those payments forced some 100 businesses in Playa del Carmen to close in 2016, according to Hope.

"We've been robbed with pistols and with other larger guns, but they never catch them. Everyone here gets robbed, because there's no security presence in Cancun," Laura, an employee at a pharmacy outside of Cancun's hotel zone, told CGTN America.

A former Cancun police officer told PBS that police in the city were compromised and that criminals and police leadership often worked together.

"We see homicides every day on the street, in broad daylight, kidnapping, assaults … This didn’t happen before," he said. "The boss in charge of the operation will tell you directly to let someone go and ignore all evidence."

"The police officers who don’t respond to the criminals' demands are laid off," he added. "The police make a deal with the criminals that ensures disobedient officers will be fired."

Insecurity is likely exacerbated by social conditions.

Quintana Roo has a large concentration of young men with dim economic prospects and has seen large population growth — 5.9% in the 1990s and 4.1% in the 2000s, the highest growth rates in Mexico during those periods — and disordered urban expansion, Hope noted in early 2017.

Alejandro Schtulmann, a security analyst in Mexico, told PBS that the pace of tourism would probably continue, as violence remains below levels elsewhere in Mexico and is largely outside tourist areas. But that violence looks unlikely to abate.

Days after the explosives were discovered on the ferry near Cozumel, gunmen burst into a private hospital in Cancun, killing a patient, who was believed to be a local boss for the Gulf cartel, and his female companion.

The state security secretary, Rodolfo del Angel Campos, called the attack "a possible settling of accounts by members of organized crime."
