NEMA: Welcome back my country

NEMAHuman beings are prone to calamities which, in most cases, are beyond human imagination and control. These calamities are capable of causing untold physical and emotional stress to every discerning mind.

Occurrences like fire outbreaks, chemical spill, flood disasters, gun attacks, insurgents’ activities and even physical threats among several others could result to emergency situations. People don’t pray for disasters to happen but they pray to see a helper when it happens.

Emergency situations as enumerated above, sometimes occur from natural causes or otherwise. However, the varying causes notwithstanding, a practical understanding of such situations and adequate responses to them will reduce their impacts and increase people’s chances of survival.

The management of such emerging situations in Nigeria is the statutory responsibility of the National Emergency Management Agency (NEMA). And this very important Agency has consistently played significant roles in emergency situations, particularly the recent efforts to addressing issues relating to flood disasters and Internally Displaced Persons (IDPs) in the middle belt and northeast axis where activities of gunmen and insurgency are pervasive.

NEMA was established, through Act 12 as amended by Act 50 of 1999, to manage natural and man-made disasters in Nigeria. The agency was designed to formulate policy on all activities relating to disaster management and coordinate the plans and programmes for efficient and effective response to disasters at national level.

But how did Nigerians perceived NEMA’s activities and reactions to emergency situations in the country? Going down memory lane, many Nigerians considered the performance of NEMA in the discharge of its responsibilities as abysmal and far below expectations.

The Agency was perceived to be bad in all departments – poor policy formulation and planning; inadequate data collation and report from relevant agencies to enhance forecasting, planning and field operations; poor capacity and ability to coordinate activities of other stakeholders in disaster management; and unacceptable response time in emergency situations.

But the current management in NEMA under the leadership of the Director General, Engr. Mustapha Maihaja has transformed the Agency beyond imaginations. The newly improved NEMA has developed capacity for effective and efficient disaster management in Nigeria.

Many of us are still oblivious that NEMA has greater capacity to reasonably deliver on its statutory obligations under the current leadership of Engr. Maihaja. The Agency recorded impressive strides in the area of timely response to emergency situations across the country and has been consistently visible and effectively felt in crisis situations. Its visibility is clearly demonstrated especially in the humanitarian crisis in Boko Haram infested region of the northeastern states of Borno, Yobe and Adamawa.

Engr. Mustapha Maihaja is desirous to bringing succour to victims of emergency situations by giving palliatives to ameliorate the suffering and pains that comes with it. The DG said that “one key parameter in disaster management was prompt response by the Agency �.

NEMA’s commitment was indeed reflected in the improved and timely response accorded to not only the internally displaced persons (IDPS) in the Northeast, but victims of the recent flood disasters across the states. The flooding was virtually in all geopolitical zones of the country which left hundreds of thousands homeless. Houses, farmlands, barnyards, resident estates, and commercial plazas are submerged while affected victims depended on NEMA for their shelter and feedings.

NEMA’s commitment and efficiency was also felt by those adversely affected by mass deportation and repatriation from foreign countries, especially Mali and Libya where many Nigerians ended up in search of green pastures.

Only recently, the people of Dikwa Local Government Area of Borno State were so impressed with the almost clinical performance of NEMA and praised them highly for a job well done. They are particularly happy that internally displaced and distressed individuals are properly given medical attention and food items. They noted that camps are being constructed and mobile clinics were set up to carter for medical need. To the people of Dikwa, it is a great departure from what obtained in the past.

Engr Mustapha Maihaja has successfully domesticated in NEMA the global best practices of disaster risk reduction which emphasizes disaster prediction, hazards’ analysis, resilient capacity building and awareness creation. The agency also distributed relief materials to victims of disasters in emergency situations across the country and to other needy nations.

NEMA success in this regards earned it the respect of some foreign institutions and bodies who partner with the agency mostly on capacity building. The United Nation’s humanitarian agency, World Food programmes (WFP), visited NEMA and commended its initiatives and programmes in addressing disaster related problems in Nigeria.

The Vision of Engr. Maihaja is to elevate NEMA to a world class status in the nearest future. He identified some gaps and shortcomings of the agency, and organized several workshops to share its understanding to review, to enforce and re-position NEMA in a way that it can better operate efficiently, effectively to gear it towards the envisaged world-class agency.

And as part of his restructuring strategies, Engr. Maihaja has been very creative and innovative. The DG underscores the need for the agency to create a response and recovery department in line with the best world practices. Maihaja said the department would encompass search, rescue and recovery as a result of any emergency.

To complement its capacity building initiatives in NEMA, Engr. Mustapha Maihaja’s led team is committed to an improved workers welfare package and human capital development. As a show of dedication, management recently approved new and enhanced condition of service for staff of the agency.

The DG reiterated the need for improved welfare scheme commensurate with what is obtainable in other countries. He initiated the process to commence the 2018 promotion exercise in the agency, and went even further to secure approval from the Bureau of Public Procurement (BPP) for Group Life Insurance for Staff in view of increasing emergency needs.

The agency has fostered strong working relationship with all relevant national and international agencies including the United Nations Institutions for the reduction of disaster. Engr. Maihaja’s aim is to strengthen modern administrative and managerial skills as well as technological advancement to boost efficiency in NEMA.

The change of guard that brought Engr. Mustapha Maihaja on board as DG NEMA is a blessing that has transformed the Agency positively. NEMA’s recent outing and its proactive responses have demonstrated that the system is back in line with the vision of our founding fathers.

The ever resilient, pertinacious and dogged DG, Engr. Maihaja whom since assuming the leadership of NEMA, has restlessly traverse all the nooks and crannies of affected states despite obvious challenges. Maihaja and NEMA are doing everything possible to lift up our citizens who are faced with various disasters in and outside Nigeria.

Engr. Mustapha Maihaja’s great stride in NEMA is a testimony that Nigeria is back and working for the masses.

University of Ibadan: UI graduates 232,225 as it clocks 70 years

Prof.  Idowu Olayinka,  Vice Chancellor, University of Ibadan on Saturday said the university needed additional N30 billion in the next 10 years to achieve  world-class standard.

“For us to be a world-class university, we need to invest heavily in physical and infrastructural facilities, to address the acute shortage of office space for staff, classrooms and laboratories.�

The VC said that the institution was exploring ways to make itself less dependent on government funding.

“We are adopting a two -pronged approach involving a resource mobilization plan and prudent management of the available resources.�

According to the VC, elements of these include regular income from commercial activities and increasing the endowment fund, research grants and the strategic funds.

Olayinka said that other means would be to consolidate the businesses established by the university.

Such businesses include the UI Microfinance Bank,  UI Ventures, UI Water, Animal Production Venture, Fisheries and Aquaculture, UI Publishing House, UI Endowment Fund and the UI Bookshop.

He said that the university was currently spending N13 Billion yearly .

The VC said departments are also being encouraged to engaged in business -oriented consultancies and support collaboration with industry.

Olayinka said till date, the university produced 232,225 graduates in the last 70 years .

He said many of the alumni of the institution now held high profile position in various segments of the economy, both locally and internationally.

“As at the the end of last session, we had a total of 35,084 students, comprising 14,354 undergraduates, 9,287 distance learning and 11,443 post graduate students.

Outlining the programme of events for the 70th anniversary,  Olayinka said the event would end by Nov. 17, being the foundation day ceremony.

Other events will include, lecture series,  Research, Developments and innovation fair,  Kumar service,  70th convocation Church service and award of first degrees.

The VC said that the university would also recognise six people who distinguished themselves in the society with honorary awards.

They include Mr Bode Akindele,  Prof.  Bolanle Awe,  Prof. Grace Alele Williams,  Prof.  Akin Maboguje, Dr Funmi Olapade and Prof.  omoniyi Adewoye.

Buhari pledges to get back all Nigerians abducted by terrorists

President Muhammadu Buhari, said on Saturday that the Federal Government remained committed to getting back all Nigerians abducted by terrorists.

Buhari made the commitment during the Passing Out Parade (POP) of 365 cadets of the Nigerian Defence Academy (NDA) in Kaduna.

The News Agency of Nigeria report that the president, who was the reviewing officer, was represented by Vice President Yemi Osinbajo.

“We are committed to ensuring the release of all the women and men held in captivity.

� Few days ago, Mr president spoke personally to the anguished mother of Leah Sharibu; Christian girl who is the only one left as part of the Dapchi girls still in Boko Haram captivity.

“Mr President assured her mother that she would be returned home safe.

“And that commitment Mr president has made, is not just to her mother, but to also all the girls and young men who are still in Boko Haram captivity.

“Today, all over the Northeast, our people are been provided with a chance to begin the urgent task of rebuilding their lives and livelihood,� he said.

Buhari said that the federal government is working with states and international community, NGOs and Civil Society Organizations to help achieve this.

He commended the resilience of the Armed forces and the giant strides recorded so far in the fight against insurgency.

“The ongoing military stabilization operation in the Northeast will continue until full normalcy is restored,� he added.

Buhari further said: “Today residents of northeast are able to celebrate there religious festivals without the blanket of fear that once kept them permanently indoors.

“Schools, markets and roads are been reopened daily, farmers are returning to their farms of which they are forced to flee.�

According to him, in the last two years more than a million displaced persons have been reunited with their loved ones.

“Over a hundred of our kidnapped girls from Chibok have regained their freedom after two years in captivity, while the plight of the Dapchi girls was promptly dealt with.

“This is in addition of captives who have been rescued through special military operations.

“We are not yet out of the woods of course but the progress we have seen embolden us to continue the fight.�

Buhari reassured the Armed Forces that the government would look into their welfare, especially those deployed to conflict areas.

He however warned that the administration would not condone any form of criminality, adding that those who take the law into their hands, bear illegal arms and seek to profit from insecurity, would be decisively dealt with.

� That remains our promise to people of this nation who elected us into power.

“The peace and stability of our dear country will continue to be of utmost priority.

“Today’s graduating cadets will be taking their place in the military that is on the rise, tested and determined to take its place among the powerful military in the world.

“A successful completion of a rigorous and demanding course no doubt imbues you, the graduating cadets, with sense of accomplishments. You must maintain that spirit of accomplishment.

“As you prepare to face the task ahead of you, we all have very high expectations of you, that you and your senior colleagues will greatly contribute your quota to the sustenance of our national security and protection of national integrity of Nigeria,� the Commander-in-Chief said.

People use Apple's AirDrop photos to send unwanted explicit photos to strangers. Here's how to change your settings to prevent people from being able to send you images without your consent.

  • Luckily, there's an easy way to prevent it by going into your iPhone's settings.

People have found a new way to send gross, unwelcome photos to strangers — Apple's AirDrop feature.

The AirDrop feature is incredibly useful in letting Apple users quickly transfer photos and files between iPhones, iPads, and Macs, as long as Wi-Fi and Bluetooth are both turned on and the devices are close to each other. But as Wall Street Journal reporter Joanna Stern experienced Friday morning, people have figured out they can use AirDrop to be a bit more …. creative.

In order to be sent content over AirDrop, your iPhone or Mac has to be set as "discoverable" to other iOS users. You can choose to set AirDrop as available either to "contacts only" or to "everyone," which can make it easier to share photos with someone whose number isn't in your phone. By default, it's on "contacts only," but it's not common for iPhone users to turn it to "everyone" at some point, and forget to switch it back.

At some point after AirDrop's 2011 release, however, Apple users realized — whether by accident or not — that they could send whatever they wanted to any nearby iOS or Mac OS device that has relaxed AirDrop settings. Some people have taken the opportunity to engage in some old-fashioned trolling, while others have used the feature to flirt with strangers.

But as we tend to do, humanity had to find a way to ruin a good thing. Incidents of "cyber-flashing" started to come to light in 2015, with women from New York to London reporting they were being sent explicit photos of male genitalia.

Sure, you can "decline" an AirDropped photo to stop it from being saved to your phone, but the notification that pops up on your screen when you get an AirDrop is big enough that a picture of someone's anatomy would be unmistakable.

Additionally, choosing to reject an incriminating picture eliminates any evidence from your phone that you were ever sent anything vulgar, which makes it that much harder to prove that an incident occurred.

How to change your AirDrop settings

To avoid receiving unsolicited photos, it's worth checking your AirDrop settings now to safeguard your iOS device.

Here's how to do it:

Under the "General" tab in your iPhone's Settings app, "AirDrop" is near the top. From there, you can choose between making your Apple device discoverable to "Everyone" or to "Contacts only," or even turn receiving off completely.

It's worth noting that if you've never used AirDrop before, your phone is probably already set to " target="_blank"contacts only," which is Apple's default setting.

#PDPConventionPHC: NASS members, people with disabilities vote Saraki

SarakiPeople with special needs who were given 37 delegates to the PDP National Convention ongoing in Port Harcourt have adopted Senate President Bukola Saraki, pledging to give him all their votes.

Sources at a meeting between the Saraki team and the special needs delegates said that the delegates declared that only Saraki had come to campaign to them so far and that they would give him their 37 votes.

Also, happening now, investigations have revealed that National Assembly members have also decided to give a majority of their votes to Saraki.

A breakdown of the voting preference shows that 138 of the Federal Lawmakers have pledged to vote their president and former Speaker Aminu Waziti Tambuwal, who is also the Governor of Sokoto State is coming second on the NASS votes with 34 votes while former Vice President Atiku Abubakar is third with 28 votes.

NORTH East decides: North East delegates at the PDP convention have also decided with reports indicating that the zone will spilt its votes between Atiku and the Senate President.

The decision is similar with what was decided by Delegates of the South East which earlier decided to share votes between the Senate President and Atiku

South-East Delegates split between the Senate President and the former vice president North-East Delegates split between Saraki and Atiku. All North Central delegate caucuses are supporting Saraki.

Naomi Osaka admitted that she gets “stressed out” trying to live up to “the hype” after the US Open champion was beaten in the China Open semi-finals on Saturday.

The 20-year-old Japanese, who struggled with a back injury in losing 6-4, 6-4 to unseeded Anastasija Sevastova, opened up afterwards on dealing with ramped-up expectations.

The world number six made headlines last month when she stunned Serena Williams in New York to win her maiden Grand Slam, in a final overshadowed by the American’s bitter row with the chair umpire.

Osaka’s shock triumph — at such a young age and against one of the greatest tennis players of all time — propelled her into the limelight.

It is a place that she is not altogether comfortable in.

“I think definitely as the weeks go by, I have this feeling of wanting to prove myself. I think that sort of takes a toll on me a little bit because I stress myself out in a way,” said Osaka.

“If you don’t win a tournament, then people will say, ‘Oh, she hasn’t won a tournament.’

“If you haven’t won a Slam, they’ll say, ‘She hasn’t won a slam.’

“Then if you win one Grand Slam, they’re like, ‘Oh, she only won one Grand Slam.’

“I know it’s bad, but I sort of read the comments (online or in media). I’m just, like, ‘Oh, I guess I have to do more, to be better.'”

Osaka, who was attempting to reach a third straight final after New York and Tokyo’s Pan Pacific Open, was unhappy with her behaviour in Friday’s quarter-final victory over Zhang Shuai.

Osaka had been close to tears during the second set and threw her racquet, before recovering her poise.

She was more composed against the Latvian Sevastova, even though she was hindered by her back, which she said was more a case of fatigue than anything more serious.

Asked by AFP at her post-match press conference why she appeared happier in defeat than she did after winning on Friday, Osaka said: “I don’t have any regrets from today.

“But my back’s sort of been bothering me since the beginning of the tournament.

“I’m kind of happy that I was able to get this far.”

Sevastova, ranked 20th in the world, will play either Danish second seed Caroline Wozniacki or Chinese wildcard Wang Qiang on Sunday.

The 28-year-old is one victory away from her fourth — but biggest — WTA title of her career.

Sevastova retired from tennis in May 2013 and studied leisure management instead after becoming frustrated by injuries. She had particular problems with her back.

The time off allowed her body to mend and she returned to the sport in January 2015.

“I enjoyed my life also away from tennis, but again coming back, it’s a long journey to come back,” Sevastova said, reflecting on her extended time out of the game.

“It’s a long way to get to the top 100. We were thinking, okay, maybe top 100 is a goal, but everything else is a bonus right now.”

Juan Martin del Potro goes straight into the men’s final after Italy’s Fabio Fognini pulled out of their semi-final.

Fognini, who was chasing a fourth title of the season, reportedly has an ankle injury.

The Argentine top seed Del Potro will face either Britain’s fifth seed Kyle Edmund or unseeded Nikoloz Basilashvili of Georgia.
