NCC Strategises With CSIRT To Combat Cyber Crimes

LAGOS – The Executive Vice Chairman, Nigerian Communications Commission (NCC), Prof. Umar Danbatta, has assured the telecommunications sector of the Commission’s determination to establish a Cyber Security Incidence Response Team (CSIRT) to curb cybercrime in the country.

The NCC Boss, disclosed this at the 2019 Telecom Executives and Regulator Forum, organised by the Association of Telecommunications Companies of Nigeria (ATCON), at the weekend.

He stated that CSIRT would complement the Nigeria Computer Emergency Response Team (ngCERT) by handling and coordinating cybercrime incidences in the sector.

It would be recalled that the Commission played a key role in developing the National Cybersecurity Policy and Strategy documents that led to the establishment of the Nigeria Computer Emergency Response Team (ngCERT) Coordination Center, domiciled in the Office of the National Security Adviser (ONSA).

Danbatta who was represented by Mohammed Babajika, Director, Policy Competition and Economic Analysis at NCC, revealed that CSIRT would facilitate intervention, swift identification of threats and the sharing of valuable information and resources to assist in fortifying Nigeria’s national security.

Speaking on the formulation of policy and regulation for OTTs: ‘Challenges and Prospects,’ Danbatta urged service providers to innovate, noting that OTTs, had some prospects in the ICT ecosystem, which could not be ignored.

He added that OTTs would increasingly support future service model that are rapidly expanding across multiple communications and digital service domains, which would spur the growth of smartphones that are affordable, which pushes the demand for broadband and increase mobility that will bring convenience.

THE relationship between the Islamic Movement of Nigeria (IMN), a religious sect also known as the Shiite movement, and the constituted authorities in the country has always been testy. It is unclear whether this derives from the tenets of its own variant of Islamic faith: members of the sect seem to have utter disdain for the constitutional order, even though they seek legal redress whenever government resorts to the use of strong-arm tactics to subdue them. While it is evident that the sect has a propensity to make scanty recourse to the law and sometimes even to reason in its modus operandi, the government too has yet to pursue its quest to whip it into line strictly within the precincts of the law. And that is the crux of the matter. There are incontrovertible pieces of evidence of acts of lawlessness by the Shi’ites, but the government too has been less than lawful in the handling of the issue.

The palpable fear is that the state may be inadvertently encouraging the emergence of another set of faith-based warmongers and criminals whose activities could be more pernicious to its wellbeing than those of Boko Haram. The government’s penchant for suppressing IMN by the use of measures  outside the instrument of the law could only end up driving the sect underground, only for it to resurge in another clandestine resistant army of discontents just like Boko Haram. Perhaps some people in government have forgotten or are conveniently feigning ignorance of the fact that this was how Boko Haram started.

The veritable possibility that unsavoury history could be repeated in so short a time should ordinarily make a proactive government to quiver and reconsider or review the efficacy of the strategy it has deployed to ensure that the activities of the sect conform to the law and are not in violation of other peoples’ rights. Truth be told, in the immediate period following the tragic encounter of 2015 when the sect allegedly defied the Nigerian Army during one of its notorious processions which culminated in hundreds of deaths, its profile as a religious organisation, though not penitent outright, was somewhat peaceable. It was the prolonged incarceration of its leader, Ibraheem El-Zakzaky and his wife without trial, and later the government’s refusal to release them on bail in defiance of court  orders, that reignited the unruly conduct and brazen processions  that are characteristic of the sect.

It is rather unsettling that Shiites now carry arms and confront security agencies regularly. Last week, they left no one in doubt that they have literally become outlaws as they did not limit their unruly conduct to their infamous processions; they invaded government institutions, including the House of Representatives and the Federal Secretariat, causing commotion and panic. And indications that they intended to protest outside Abuja and the North were confirmed as they indeed protested in Lagos. That is rather perilous and should be swiftly contained. The clear but dangerous signal is that the sect is becoming more and more daring and unruly by the day, an indication that official efforts have failed so far to bring its activities within the ambit of the law.

Nonetheless, the government should resist the temptation to continue its repressive strategies against the sect because it lacks the moral ground to do so. It has acted in a lawless manner by disobeying court orders for the release of the sect’s leader. El-Zakzaky has been held in prison for years without trial. A court of competent jurisdiction has ordered his release on bail.  The House of Representatives and Senate have passed resolutions asking the Federal Government to release him as ordered by the court. But the executive arm of government saddled with the responsibility of carrying out court orders and implementing legislative resolutions is passing the rather curious and erroneous message that it understands national security more than the courts and the legislature. We like to stress that abridgment of the rule of law under whatever guise is reckless and unacceptable. It detracts markedly from the credentials of a democratic state.

The veritable point to note is that notwithstanding the propriety or otherwise of the arrest and incarceration of El-Zakzaky, once the court has made pronouncements on his freedom from custody, that should have been the official way to go without prompting from any source. Any other action to the contrary is irresponsible and intolerable. It can only encourage the resort to self-help, as is being witnessed in the activities of the IMN lately. It is also important to point out that there is an international dimension to the Shi’ite issue. And it is axiomatic that Nigeria is not ready for another security issue with international dimensions.  An illegal action cannot legitimately cure the defects of another illegality. Ultimately, the way to go is dialogue.

The Federal Government should dialogue with the IMN and release El-Zakzaky from custody. Such a step will not take anything away from it. On the contrary, it has the potential to achieve peace because it could take the wind out of the Shiites’ sails and leave them substantially bereft of justification for lawless actions.

In the first series of this discourse, we examined the various factors that seem to dictate the true practice of democracy, examining in details, the features of genuine democratic conduct, all of which we seek to advance further in this continuing part.

 

Quick dispensation of justice:

Justice in this sense connotes the following:

  • Distributive justice: the fair distribution of the benefits and burden of society.
  • Corrective justice: fair and proper responses to wrongs and injuries.
  • Procedural justice: the use of fair procedures.

You would well agree with me that the general perception of Nigerians is that law has failed, as many have lost confidence in the judiciary, due to a number of factors, ranging from delay in justice delivery, perceived corruption and general interference in the judicial process through extraneous factors. When the courts have ceased to be the last hope of the common people, then you cannot claim to be operating democracy, which is anchored upon the rule of law and due process.

 

Nigerian democracy

We seem to have to come to some realisation that there are certain democratic behaviours that are peculiar to Nigeria. In part one of this treatise, I played on the phrase “Nigerian Democracy”, which I coined from the topic of this discourse, in urging all of us to reflect upon whether democracy in Nigeria differs from the universal understanding of democracy.

 

The role of law in advancing democracy in Nigeria

Nigeria practices a representative democracy and a constitutional democracy. This simply means that some persons are elected by the majority to represent them in government and in so doing they must operate within the confines of the Constitution. Can there be a democracy in the absence of law? if I may ask! What role does law play in advancing democratic ethos, values and practice in Nigeria. To my mind, law plays the following role and has the capacity to advance democracy in Nigeria.

  1. Promoting the rule of law in governance.
  2. Guarantee of the fundamental rights of citizens.
  3. Checks and balance/Separation of power.

 

Promoting the rule of law in governance

The motto of the Nigerian Bar Association is: Rule of Law and the Constitution of the NBA requires that lawyers should be actively involved in the promotion and protection of democracy and human rights. According to Sir Alexander Sapara Williams, Nigeria’s first indigenous lawyer, “the legal practitioner lives for the direction of his people and the advancement of the cause of his country.” The basic difference between tyranny, dictatorship and democracy in my view is the regulatory effect of law on society. The rule of law presupposes the legal principle that law should govern a nation, and not arbitrary decisions by individuals or government officials. It primarily refers to the influence and authority of law within society, particularly as a constraint upon behaviour, including behaviour of government officials. The rule of law implies that every citizen is subject to the law of the land, including law makers themselves. In this sense, it stands in contrast to autocracy, dictatorship, or oligarchy, where the rulers are held high and above the law. The learned jurist, Obaseki JSC (as he then was), of the great Benin kingdom in Governor of Lagos State .v. Ojukwu (1986) NWLR (Pt. 18) 621 captured this concept properly when he held thus:

“The Nigerian Constitution is founded on the rule of law the primary meaning of which is that everything must be done according to law. It means also that government should be conducted within the frame-work of recognized rules and principles which restrict discretionary power which Coke colourfully spoke of as ‘golden and straight met wand of law as opposed to the uncertain and crooked cord of discretion.”

With the promulgation of the Fundamental Rights (Enforcement Procedure) Rules, 2009, the key of locus standi in fundamental rights actions and pro bono cases, have been broken forever and it is the duty of lawyers to deploy law for the advancement of democracy. Given the illiteracy level of our people, especially in the hinterlands, lawyers have a duty to deploy law for social engineering, through proactive litigations. We must question the status quo, even where there is no precedence to guide us. As stated by Lord Denning, Master of the Rolls in his book, The Discipline of Law, if we do not do what has not been done before, then the world will become static and we will not move ahead.

 

Safeguard of the fundamental rights of citizens

The United General Assembly High-level Meeting on the Rule of Law, held on September 24, 2010 declared thus:

“Human rights, the rule of law and democracy are interlinked and mutually reinforcing and that they belong to the universal and indivisible core values and principles of the United Nations” Indeed, government responsiveness to the interests and needs of the greatest number of citizens is strictly associated with the capacity of democratic institutions and processes to bolster the dimensions of rights, equality and accountability.”

The above declaration captures the essence of protecting the fundamental rights of citizens in a democracy. Thankfully, the Nigerian Constitution has also attached the needed importance to same, with its devotion of a whole chapter i.e. chapter IV for this purpose. This is an important function of law in a democratic society. For in the absence of law mechanism in this regard, society slides to the Hobessian state where might is right and where life is nasty, short and brutish in the words of the English philosopher Thomas Hobbes.

 

Checks and balances/separation of power

The modern idea of separation of powers is to be found in one of the most important eighteenth-century works on political science, the Baron de Montesquieu’s The Spirit of the Laws (1748), which states that “There can be no liberty where the legislative and executive powers are united in the same person, or body of magistrates … [or] if the power of judging be not separated from the legislative and executive powers.” In Federalist No. 47 (1788) James Madison, commenting on Montesquieu’s views and seeking to reconcile them with the Constitution’s provisions, states that “The accumulation of all powers, legislative, executive, and judiciary, in the same hands, whether of one, a few, or many, and whether hereditary, self-appointed [sic], or elective, may justly be pronounced the very definition of tyranny.” From Baron de Montesquieu’s titling of his work “spirit of law”, it leaves no one in doubt that it is the law that separates, shares and limits the various powers of the three arms of government. This is a veritable ingredient of democracy and same must be jealously guarded.

 

Challenge of law in advancing democracy in Nigeria

Without prejudice to the limitless potentials of law being an instrument for advancing democracy in Nigeria, it is pertinent to inquire whether the nation-state Nigeria in her practice of democracy, has taken advantage of law to advance and grow this democracy, in a manner that it works for her people? I would invite you to reflect on this while we go along this journey.

I have in my engagements in civil-society activities, the practice of law and my faith, identified some stumbling blocks in the way of utilization of law, towards advancing democracy in Nigeria. A few of these would be discussed herein thus:

 

Elections of incompetent persons:

The foundation of every democracy is the ability of the majority of the citizens to freely elect those who they consider fit, to manage the enterprise of state for the good of all. In so doing, the elections must be conducted in a free, fair and transparent manner. Where this done, it is likely to throw up capable men and women with the requisite intellectual, moral and character credit, to steer the ship of State.

On June 12, 2019, Nigerians led by the government of the day rolled out the drums to celebrate the heroic and democratic success, recorded by Nigerians on June 12, 1993, where the electorates freely elected Chief MKO Abiola as President, even though same was to be later annulled by Gen. Ibrahim Babangida. Whilst we commend the government of the day for proclaiming June 12 as the real democracy day, it would seem that the elections so conducted by successive governments thereafter, are a betrayal of the ideals of June 12 in many respects.

INFORMATION and Communications Technology (ICT) experts have urged internet users to be mindful of what they post online so as to ensure their safety.

The experts gave the advice in Lagos last week during the Nigeria Internet Governance Forum (NIGF) 2019, with the theme: ‘Enabling Digital Common Wealth For Development’.

The experts deliberated on ”Cybersecurity and Trust: Enabling People-centered Data Protection and Privacy Regulations” during the workshop session.

Dr Dimie Wariowei, the Director, Cybersecurity of the National Information Technology Development Agency (NITDA) said that what one uploaded online could be used for criminal acts.

Wariowei said that people were now using digital means to transact businesses, accessing banking activities through the phones every day.

He said that there were a lot of challenges associated with such actions, hence, users had to be careful.

”Your identity is reduced to digits and everyone that has access to those digits can pretend to be you, that is what we call identity theft.

”The digital economy is available to everyone, hence, all should be knowledgeable enough to avoid being victims of identity theft.

”As much as we strive to explore this digital economy, we still need to be very mindful of what we present while we are online.

”As the saying goes, whatever we present on the internet never comes down; that is, the picture you portray of yourself will remain there, even though you wipe the means by which you made that upload,” the director said.

He said that internet users should be very careful, as people were constantly confronted with the issue of cyber crimes.

Wariowei said that a person who stole another’s identity, had done an illegal act that was punishable under the Cybercrimes Prohibition Act 2015.

He said that the ”Nigeria Data Protection Regulation” had various components that addressed personally identifiable data, that one’s personally identifiable data should not be used by the data custodian.

According to him, whoever one gives his personal data to should be able to let you know what he wants to use the data for.

”Your consent should be sought before that data is used, if not, you have the right to invoke the regulation and press charges against the digital custodian,” he said.

In his contribution, Mr Emmanuel Edet from the Federal Ministry of Justice said that personal data protection was key to being safe online.

Edet said that there were different laws in Nigeria that protected people’s data, hence, should be leveraged on.

He said that personal data should be protected so that they would not be misused by others.

”We have to understand that when you are regulating information technology, it is not like regular law because of the concepts of the internet,” Edet said.

He said that the origin of the internet itself made sure that whatever decisions were taken, as far as the internet was concerned, were based on consensus.

The symptoms of asthma often present in periodic attacks or episodes of tightness in the chest, wheezing, breathlessness and coughing.

During the development of asthma, the airways swell and become extremely sensitive to some substance a person might inhale. When this increased sensitivity causes a reaction, the muscles that control the airways tighten. In doing so, they might restrict the airways even further and trigger an overproduction of mucus.

Worldwide, about 250,000 people die every year as a result of asthma. Asthma attacks occur when symptoms are at their peak. They might begin suddenly and can range from mild to severe. In some asthma attacks, swelling in the airways can completely prevent oxygen from reaching the lungs which also stops it entering the bloodstream and traveling to vital organs.

At the start of an asthma attack, the airways allow enough air into the lungs but it does not let the carbon dioxide leave the lungs at a fast enough rate. Carbon dioxide is poisonous if the body does not expel the gas and a prolonged asthma attack might lead to a buildup of the gas in the lungs, this might further reduce the amount of oxygen entering the bloodstream.

Allergies that trigger asthma are much and we have the indoor and outdoor allergies. Indoor allergies are animal proteins mostly from cat and dogs, animal furs, dust mites, fungi, and so on. Outdoor allergies are pollution, cold temperature, high humidity, and so on. Some other trigger can also be pregnancy, stress, genetics, atopy.

If you have asthma, you need to do what you can to cut your exposure to asthma triggers. Asthma triggers can aggravate your symptoms like coughing, wheezing and having a hard time catching your breath. While there is no cure, there are steps you can take to keep your asthma in control and prevent a frequent attack. These can be identify your asthma triggers, stay away from allergens, avoid smoke of any type, prevent colds, allergy-proof your home, get your vaccinations, take asthma medications as prescribed, follow your asthma action plan, use a home peak flow meter and, most important, always have your reliever (inhaler) with you always.

THE Standards Organisation of Nigeria has given you the MANCAP certificate, what does that mean for your company?

It means we should continue producing our product (Venus Cassava Starch) according to the SON standard, it means we are working in compliance with the standard as specified in the NIS which is brought to bear by SON, that’s what it means for us.

 

What is your new target for your company following this MANCAP certificate?

What this standard adds to us is an additional challenge that so far so good, but because we aim to be the best in starch production in Nigeria, we have to continue to produce good quality that consumers will appreciate, both in the food industry and other industries that use cassava starch. So it means additional impetus for my team and for us also to continue in our efforts to put Nigerian products in the global map, that is the kind of challenge that we are getting from the MAMCAP certificate.

 

What is your capacity in starch production?

Right now, we are running on a 25 tons per day cassava starch production, which utilizes between 120 and 150 tons daily of cassava tubers in the production. That is our capacity and if you look at that in terms  of money on yearly basis, it will add about N2 billion to the Gross Domestic Product of the country.

About three months ago, we started an expansion programme which is just a mirror image of our current capacity, it is slightly bigger, (a 30 tons per day cassava starch factory) which is directly opposite the current one, and that will take our total capacity in the next two months to 50 tons per day, that will also add maybe about N3 billion to the GDP. In total, from October, this company will be adding close to N5 billion yearly to GDP of Nigeria. That is what we are aiming at, probably because cassava starch production is still at infancy in Nigeria, there are still bigger opportunities in years to come for further expansion to that business.

 

What are those things you would want government to put in place to enhance cassava starch production?

We are in Ogun State right now. I want the Ogun State government to make cassava plantation around this factory such that we can have commercial cassava cultivation between the local governments that surround this factory because on a daily basics, this factory would be consuming close to 250 tons of cassava tubers every day, and 250 tons is an equivalent of between eight and nine trailers of cassava tubers, that is massive, and even buying at N20,000 per ton at that price, that means this company will be paying N5 million daily to farmers. It is a lot of money, and if you do that for years, you will definitely see that there would be a big transformation in the economy of farmers.

So, one of the things I want Government to do is to use our factory as a nucleus of commercial cassava cultivation around us here. It reduces logistics cost; rather moving cassava from Oyo, Osun, Ondo, Kwara, we can get enough around us here.

Secondly, cassava starch processing factories are rural factories, and in rural areas of Nigeria, there is a lots of infrastructural deficit, especially this factory we are in now now, we don’t have power supply.We are expecting government to assist, we are ready to pay for power but it should be available. Currently, what we do is that we have generators, we use three to four trailers of diesel every month which costs us between N14 million and N20 million monthly. It completely erodes profit, so we also need electricity to run the factory.

We can also talk of rural roads and others, but those two mentioned earlier for me are major cost drivers and can make us more competitive and also generate a lot of employment for the teeming masses of Ogun citizens.

The Federal Government probably will still need to do something for us, we have been asking for import adjustment tax on imported starch that comes into Nigeria, what we are asking government to do is to slagn import duty on imported starch or cassava products imported into the country from 5-10 per cent to 6 per cent, that will make the landing cost of imported starch a little bit higher than what it is now. The landing cost now is about N140,000 to N150,000 per ton, no local cassava starch producer can sell at that price, it is not possible. But if import duty is increased, they would be selling between N200,000 and N210,000 per ton, and that the price that we also sell our locally processed cassava starch, in terms of quality, we are even better than the imported starch but the only disadvantage is the cost of imported starch is lower than that of the locally produced, and it’s because our orders are open, import duty is very low and people come and dump a lot of starch and cassava products in Nigeria.

 

What is your staff strength and are you planning expansion?

Currently we are 150 direct staff that work in this company and 120 indirect staff, but beyond that, we work with about 300 farmers who are out growers, so in general I can say we impact close to 550 people directly, so with the second factory the number will double, so in two to three months time, the staff strength of this company will directly increase to 300, indirect workers will increase to 240, then our farmers will increase to about 500 or 1000, that will be our strength in the next few months.

AS part of the agency’s resolve to enhance production in the agricultural sector, the Director-General of National Information Technology Development Agency (NITDA), Dr. Isa Pantami, has urged Nigerians to advance agriculture with the use of Information Communications Technology (ICT).

He made this call in a statement issued by the national coordinator, Office for ICT Innovation and Entrepreneurship (OIIE), Dr. Amina Sambo-Magaji, at the third edition of NITDA FutureHack event in Abuja.

According to Pantami, the need for ‘Innovative Technology’ is necessary in an effort to remit local challenges in the agricultural sector in the country as it is in essence for Social and Economic Development in Nigeria.

He noted that: “FutureHack is a national technology hackathon event in which computer programmers collaborate intensively on software projects usually held in academic environments to inculcate innovation and entrepreneurship culture in students to drive Nigeria’s digital economy.”

He stated that modern agriculture is expanding globally with digitally-enabled agriculture, precision farming, hydroponics, robotics and artificial intelligence, therefore, technology is an enabler which should be mobilised in the country to restructure the sector effectively.

“Restructuring the agricultural sector has kicked off. We have irrigation systems that are controlled by mobile phones and reducing labour cost’’, Dr. Pantami added.

He further explained that agriculture is critical to the economy of the country; transforming agriculture through technology is a key to reviving the economy and technology which can monitor food shipments throughout the supply chains in products market linkages.

The DG reiterated that the agency is committed to regulating and developing sectors of government by enabling ICT.

Hamas Backtracks After Official Calls To Kill All Jews

A senior member of Gaza’s Islamist rulers Hamas has encouraged Palestinians across the globe to kill Jews, drawing outrage from both Israeli and Palestinian officials as well as a UN envoy.
In video from a speech to participants of weekly protests on Friday, Fathi Hamad, a member of the movement’s top political body, can be seen calling on Palestinian Arabs across the globe to carry out attacks.
“If this siege is not undone, we will explode in the face of our enemies, with God’s permission. The explosion is not only going to be in Gaza but also in the West Bank and abroad, God willing,” Hamad said.
“But our brothers outside are preparing, trying to prepare, warming up.”
He continued: “Seven million Palestinians outside, enough warming up, you have Jews with you in every place. You should attack every Jew possible in all the world and kill them.”
Since March 2018 Gazans have been taking part in Hamas-backed protests and clashes along the Gaza-Israel border in part against the Jewish state’s partial blockade of Gaza.
At least 295 rioters and seven Israelis have been killed in Gaza-related violence since.
The Israeli toll recently rose to seven after an 89-year-old woman who fell while running for a bomb shelter during a severe flare-up of violence in May died from her wounds, according to Israel’s foreign ministry.
Hamas is considered a terrorist organisation by the United States, European Union and others.
Ofir Gendelman, a spokesman for Israeli Prime Minister Binyamin Netanyahu, said the comments showed “what Hamas is about”.

“Hamas is behind the riots on the Gaza border… Hamas wants to murder Jews worldwide,” Gendelman said on Twitter.
“Now you know why we protect the border with Gaza from Hamas.”
Saeb Erekat, secretary general of the Palestine Liberation
Organization, condemned Hamad’s comments.
“The just values of the Palestinian cause include love for freedom, justice and equality. The repugnant statement of Hamas leader Mr. Fathi Hamad about Jews doesn’t represent any of them,” he tweeted.
United Nations envoy Nickolay Mladenov also condemned the comments, labeling them a “dangerous, repugnant and inciteful statement! It must to be clearly condemned by ALL.”
In a statement Monday afternoon, Hamas distanced itself from Hamad’s words.
“These comments do not represent the official positions of the movement and its consistent, adopted policies, which say our conflict is with the (Israeli) occupation which occupied our land and sullies our holy places and not a conflict with Jews across the world or Judaism as a religion,” it said.

Peek Into The UK’s Secret History In The King’s Man Trailer

The recent series of Kingsman spy pictures have met with robust grosses and wide-spanning popularity, and yet the two installments have left so many questions unanswered. What were Eggsy’s parents thinking when they landed on that name? What’s with the note of faint homoeroticism in what’s supposed to be a paternal relationship between Eggsy and Harry? And where did all this – the secret order, their Savile Row headquarters, their mission – come from?
A new prequel titled The King’s Man will answer that last question, turning the calendars back to the dawn of the 20th century to depict the conception and founding of Kingsman. The title, sources close to the project have revealed, is a play on words.

Harris Dickinson (of Beach Rats fame, last seen at Cannes dabbing in Xavier Dolan‘s new film Matthias and Maxime) and Ralph Fiennes bring the Eggsy-Harry dynamic to the 1900s, where the younger man plays a fictitious apprentice to the great soldier and adventurer T.E. Lawrence. The so-called “Lawrence of Arabia” appears here in dashing form as a hero convinced that he can best serve his native England not in the Army, but through covert means.
He, the young Conrad, and a cabal of other notable names from UK history band together to form an underground organization dedicated to keeping the world free from harm — think the Avengers, but with stiffer upper lips and tea breaks. Among their ranks: scorched-earth military man Herbert Kitchener (Liam Neeson), Russian mystic Grigori Rasputin (Rhys Ifans), and famed double agent Mata Hari (Gemma Arterton).
The staggering cast list also collects Daniel Brühl, Matthew Goode, Stanley Tucci, Aaron Taylor-Johnson, Tom Hollander, and Djimon Hounsou to portray assorted historical figures. Most curiously, in what might be a giveaway for a clever running joke, Hollander appears slated to portray England’s King George V, Russian emperor Nicholas II, and Germany’s kaiser Wilhelm II. Reckon he’s just got one of those leader-of-men faces.
From the look of the newly released trailer below, this prequel will take a more self-serious tone than the laddish, rowdy Kingsman films proper. One may safely assume that the newest film in the franchise will not conclude with a slow zoom directly into a tertiary character’s derriere.

France Says Iranian-French Academic Arrested In Iran

A Franco-Iranian researcher with the prestigious Paris Institute of Political Studies has been arrested in Iran, the French Foreign Ministry said on July 15.
Paris called on Tehran to allow consular access to her without delay.

Fariba Adelkhah, an anthropologist and author of several books on Iran, was reportedly detained last month on unknown charges.

Unconfirmed reports suggested Iran’s powerful Islamic Revolutionary Guards Corps (IRGC) was behind her arrest on suspicion of spying.

“The French authorities in this difficult context have taken steps with the Iranian authorities to get information from them on her situation and the conditions of her arrest and asked for consular access,” the ministry said in a statement.

“No satisfactory response has been given to these requests. France calls on the Iranian authorities to bring to light Mrs Adelkhah’s situation and reiterates its requests, especially the authorization of consular access without delay,” the statement added.

An Iranian government spokesman said on July 14 that he had heard reports about her arrest while suggesting that he did not have any further information.

Adelkhah’s arrest comes amid efforts by France to reduce tensions between Tehran and Washington over the 2015 nuclear deal, which the United States exited last year while re-imposing crippling sanctions.

In recent years, several Americans and dual nationals have been jailed in Iran on alleged espionage charges.

Iranian authorities have not provided any solid evidence to back their claims.

Among those jailed is Xiyue Wang, a Princeton University student who has been sentenced to 10 years in jail for espionage. He was arrested in August 2016 while conducting research for his dissertation on Iran’s Qajar dynasty. Both Wang and the university deny the claims.

‘Peaky Blinders’ Actor Karl Shiels Has Died Aged 47

Peaky Blinders actor Karl Shiels has died, it has been confirmed.
The actor, who played the character of Ryan in the third episode of season one, died on Sunday (July 14), according to his agent Lisa Richards. He was 47 years old.

In a statement given to RTE, Richards said: “We are deeply shocked and saddened to learn of the sudden passing of our client and friend Karl Shiels yesterday.
“Karl was a uniquely talented individual, simultaneously intense, light-hearted, funny, sharp-witted, outspoken and intensely powerful as an actor, director and artistic director of the Theatre Upstairs – where he was such a support and mentor for young writers and directors – and of his own company Semper Fi before that.

“Our hearts are broken but today our thoughts are with his partner Laura and his family, his children, their mother Dearbhla and his many close friends, among whom we count ourselves lucky to have been for so many years.”
As well as appearing in Peaky Blinders, Shiels was a regular on Irish soap Fair City and had roles in TV shows and films including Foyle’s War, Batman Begins, and The Tudors.

Shiels was born in Dublin and studied drama at the Gaiety School Of Acting in the city. As well as his many screen performances, he also appeared in productions of Beauty In A Broken Place, The Barbaric Comedies, and more at his hometown’s Abbey Theatre.
Paying tribute to the actor, Fair City executive producer Brigie De Courcy said: “We are absolutely devastated and he will be so greatly missed by the entire cast and crew. Our thoughts are with his family at this incredibly sad time.”
His Fair City co-star Eric Lalor wrote on Twitter: “Absolutely stunned and heartbroken to hear of the death of Karl Shiels. A hugely gifted actor and a really great friend, I will miss him so much. Thinking of his gorgeous family, may he Rest In Peace.”

Actor and comedian Tom Moran added: “In absolute shock to hear that Karl Shiels has passed away. Karl was a mentor, supporter, critic and friend and, when you made him laugh, you knew you were really onto something.”

Opening up to OK! Magazine after suffering two miscarriages in the past, Lacey said, “I can’t wait to nurture our baby – we’ve dreamed of having a family for so long.”

Codebreaker Alan Turing To Be Face Of New British Banknote

Codebreaker and computing pioneer Alan Turing has been chosen as the face of Britain’s new 50 pound note, the Bank of England has announced.
Governor Mark Carney said Turing, who did ground-breaking work on computers and artificial intelligence, was “a giant on whose shoulders so many now stand.”

During World War II Turing worked at the secret Bletchley Park code-breaking center, where he helped crack Nazi Germany’s secret codes by creating the “Turing bombe,” a forerunner of modern computers. He also developed the “Turing Test” to measure artificial intelligence.

After the war he was prosecuted for homosexuality, which was then illegal, and forcibly treated with female hormones. He died at age 41 in 1954 after eating an apple laced with cyanide.
Turing received a posthumous apology from the British government in 2009, and a royal pardon in 2013.

The UK’s highest-denomination note is the last to be redesigned and switched from paper to more secure and durable polymer. The redesigned 10 pound and 20 pound notes feature author Jane Austen and artist J.M.W. Turner.
The Turing banknote will enter circulation in 2021. It includes a photo of the scientist, mathematical formulae and technical drawings, and a quote from Turing: “This is only a foretaste of what is to come, and only the shadow of what is going to be.”

Former lawmaker John Leech, who led the campaign for a pardon, said he was “absolutely delighted” by the choice.
“I hope it will go some way to acknowledging his unprecedented contribution to society and science,” he said.

“But more importantly I hope it will serve as a stark and rightfully painful reminder of what we lost in Turing, and what we risk when we allow that kind of hateful ideology to win.”

Extinction Rebellion Climate Protests Spread Aross UK

As activists erected the mast of a boat emblazoned with “act now”, hundred of climate change protesters gathered in front of the vessel blocking traffic on The Strand, one of the UK capital’s major arteries.
A similar boat, now a symbol of the Extinction Rebellion protests, blocked Piccadilly Circus in April when the climate activist group brought much of London to a standstill for 10 days.
The group kicked off a new round of demonstrations across the UK on Monday targeting five cities – London, Glasgow, Cardiff, Bristol and Leeds – with creative and civil disobedience action through to Friday.
They aim to cause disruption to raise awareness of the climate crisis and urge the government to enact policy measures aimed at achieving a net-zero carbon footprint by 2025. Action in each city focuses on a different theme, including “climate refugees” and rising sea levels.
In London, protesters at the Royal Court of Justice demanded the “legal system take responsibility in this crisis” and called for “ecocide” to become an internationally recognised crime.
“At the moment, the damage and destruction to our planet that continues day by day does so because it’s permitted,” Jojo Mehta, director of a campaign called “Stop ecocide: change the law”, told Al Jazeera.

Mehta, a longtime environmental activist, cofounded the campaign with Polly Higgins, a lawyer who died of cancer in April after spending a decade calling for ecological damage to be criminalised, so governments and corporations that are responsible could be held to account.

She said such criminalisation could be “straightforward” at the international level. It would require an amendment to the Rome Statute, the treaty that established the International Criminal Court, adding ecocide to a list of existing international crimes.
“Any head of state that is a member, no matter how small, can propose an amendment to the Rome Statute, and there’s no veto to that,” Mehta explained.
“Once it’s tabled, it’s just a question of adding signatures. It’s an achievable route,” she added, before being called on board the boat, named after her friend, to deliver a speech.

As performers and speakers hit an improvised stage, some activists made banners while others glued their arms together, linking their hands with a black tube symbolising an oil pipe. Five police vans were positioned on the road nearby, blocking their route to Waterloo Bridge.
Following Extinction Rebellion’s previous round of climate protests, the UK Parliament declared a “climate emergency”, passing a non-legally binding motion tabled by Labour leader Jeremy Corbyn.
In June, the UK was the first country to commit to achieving carbon neutrality by 2050 – either by avoiding emissions or offsetting them with projects aimed at soaking up carbon dioxide. But Extinction Rebellion called this target too little, too late.
More than 1,000 people were arrested over 10 days in April.
As part of their strategy, the group asks volunteers to get deliberately arrested by causing maximum disruption so the issue will wind up in court.
Activists have staged “die-ins” at major London traffic points and glued themselves to trains and buildings, while causing 6,000 pounds ($7,500) in damage at the headquarters of oil giant Shell.

Most of those arrested will be prosecuted, and the first 30 activists appeared in front of magistrates on Friday, charged with breaching the Public Order Act.
“We need some sort of climate justice as we transition into a different kind of society,” Melanie Nazareth, a 53-year-old lawyer at the London protest on Monday, told Al Jazeera.
“The UK led the way in the industrial revolution, bringing this system which has caused such environmental damage,” she said.

“We have a strong colonial past and we took a lot of the resources of the nations that now need this space to be able to develop so they don’t have to make that transition quite as fast, and we need to give them finances to be able to do it,” Nazareth added.
Extinction Rebellion also called for an international mobilisation beginning on October 7, just after a major climate summit at the UN headquarters in New York City. After the April protests, its presence has grown with local groups springing up around the world.
Nearly 200 countries signed the 2016 Paris Agreement aiming to limit global warming to well below two degrees Celsius above pre-industrial levels, while pursuing efforts to limit the rise to 1.5C.
But a report published by the UN Intergovernmental Panel on Climate Change (IPCC) in October warned just half a degree could make a huge difference to the lives of millions of people at risk of displacement linked to natural disasters.

Empty Promises? Ursula Von Der Leyen Would Support Brexit Extension

Ursula von der Leyen, who’s likely to replace Jean-Claude Juncker as EU Commission President, has said she’s open to extending Brexit talks past the 31st October deadline, a letter allegedly seen by The Independent reveals.
The missive, written to the leaders of the socialist and liberal groups in the European Parliament, states she’d support a further extension “if good reasons are provided” and “should more time be required” beyond the current Halloween cut-off.

The letter is sure to be received warmly by remainers, but will likely be unpopular with EU member state leaders. For instance, Irish premier Leo Varadkar said in June his fellow leaders had run out of patience with London. As a result, von der Leyen’s pledges may be hollow – a decision on an extension of the deadline can only be made with their consent, and moreover she’d only take office 1st November, the day after the deadline elapses.
The former Baader-Meinhof target also made abundantly clear she’d not change the deal agreed to by Theresa May, despite it being defeated thrice by MPs, calling it “the best and only possible deal for an orderly withdrawal”.
Tory leadership frontrunner Boris Johnson has said he’d withdraw the UK from the EU on 31st October “or die”, despite leaked cautions from civil servants that the UK isn’t prepared for a no deal departure on that date. He’s suggested withholding payment of the country’s financial settlement to compel Brussels back to the negotiating table.
His rival, Foreign Secretary Jeremy Hunt, has claimed there’s a prospect of doing a better deal with the EU, and favours changes to May’s deal, and thinks it’s possible to achieve them made by 31st October. If there is a prospect of renegotiation, Hunt’s prepared to delay Brexit beyond the deadline, but hasn’t ruled out a no deal divorce, albeit with “a heavy heart”.
