Nigeria has joined the African Continental Free Trade Area (AfCFTA) with the signing of the agreement by President Muhammadu Buhari in Niamey, Niger Republic. LEON USIGBE, who witnessed the event, writes on the import of the AfCFTA. 

 

It was a moment of unbridled ovation for Nigeria at the 12th Extraordinary Summit of the African Union on launch of the Operational Phase of the African Continental Free Trade Area (AfCFTA) in Niamey, Niger Republic, when President Muhammadu Buhari pulled the country into the fold after initially sending mixed signals. Leaders of the continent had in March 2018 gathered in Kigali to consummate the initiative, but Buhari was non-committal towards it as he reasoned that there was the need to properly evaluate the impact on the Nigerian economy.

Not too long after the Kigali meeting, the government signaled its intention to sign the agreement but objection from the manufacturing sector and other stakeholders in the country seemed to have caused the president to have a change of heart, leading to more consultations and the setting up a Presidential Committee to Assess Impact and Readiness of Nigeria to join the free trade area. The committee recommended that it was beneficial for Nigeria to sign the accord but that the country should seek some concessions. President Buhari accepted the report and his remark at the occasion, even though cautious, was the first real indication that Nigeria would not be left behind by the free trade area train. Africa was therefore expectant that its biggest economy would indeed come on board at the Niamey summit.

At exactly 10.48 am on the day of the summit, President Buhari appended his signature to the document. The action came as the very first item at the opening of the Summit and as he performed the act, the hall erupted with a sustained applause, a confirmation that the continent was relieved that Nigeria had lifted the real obstruction to the coming together of the countries. Buhari affirmed that Nigeria’s commitment to trade and African integration was neither in doubt nor was it ever under threat, promising that the country would build on the event by proceeding expeditiously with the ratification of the AfCFTA. His words: ‘‘I have just had the honour of signing the agreement establishing the African Continental Free Trade Area (AfCFTA), on behalf of my country, the Federal Republic of Nigeria.”

“This is coming over a year since the AfCFTA Agreement was opened for signature in Kigali, Rwanda, at the 10th Extraordinary Summit of the African Union, on 21st March 2018. In fact, you will recall that the treaty establishing the African Economic Community was signed in Abuja in 1991. We fully understand the potential of the AfCFTA to transform trade in Africa and contribute towards solving some of the continent’s challenges, whether security, economic or corruption. But it is also clear to us that for AfCFTA to succeed, we need the full support and buy-in of our private sector and civil society stakeholders and the public in general. It is against this background that we embarked on an extensive nationwide consultation and sensitization programme of our domestic stakeholders on the AfCFTA. Our consultations and assessments reaffirmed that the AfCFTA can be a platform for African manufacturers of goods and providers of service to construct regional value chains for made in Africa goods and services.

“It was also obvious that we have a lot of work to do to prepare our nation to achieve our vision for intra-African trade which is the free movement of ‘made in Africa goods.’ Some of the critical challenges that we identified will require our collective action as a Union and we will be presenting them for consideration at the appropriate AfCFTA fora. Examples are tackling injurious trade practices by third parties and attracting the investment we need to grow local manufacturing and service capacities.’’

President Buhari added: ‘‘Nigeria wishes to emphasize that free trade must also be fair trade. As African leaders, our attention should now focus on implementing the AfCFTA in a way that develops our economies and creates jobs for our young, dynamic and hardworking population. I wish to assure you that Nigeria shall sustain its strong leadership role in Africa in the implementation of the AfCFTA. We shall also continue to engage, constructively with all African countries to build the Africa that we want.” He further noted that Nigeria’s signing of the AfCFTA and its operational launch  was an additional major step forward on the AU’s Agenda 2063.

The host president, Mahmadou Issoufou of Niger Republic, commended Nigeria for signing and adding value to the AfCFTA agreement. The Deputy Secretary General of the United Nations, Amina Mohammed, in her address at the occasion, observed that with the signing of Nigeria and Benin Republic, the AfCFTA will bring together almost all the African Union member states. She affirmed that AfCFTA will “create jobs and contribute to technology transfer and the development of new skills; it will improve productive capacity and diversification; and will increase African and foreign investment.”

Twenty -six countries have already ratified the AfCFTA which is expected to be the world’s largest free trade area since the formation of the World Trade Organization with a potential market of 1.2 billion people and a Gross Domestic Product (GDP) of $2.5 trillion, across all 55 member states of the African Union.

The African Union Commissioner for Trade and Industry, Albert M. Muchanga, had recommended to the Summit that start of trading should be 1st July 2020 so that the transitional period can be used to undertake critical preparatory activities. These activities include state parties sensitizing their business communities about the emerging market as well as producing and distributing trade documents and convening a meeting of Directors-General of Customs of state parties to share information on their readiness for the start of trading. Other activities planned before the start date are, developing a framework of collaboration between the AfCFTA secretariat and regional economic communities on facilitation of Intra-African trade, and allowing time for the businesses operating in Africa to scale up investments so that they are positioned to supply to the scale of an AfCFTA market of 1.27 billion people.

Beyond production, there will also be required investments in warehouses and other logistics infrastructure.

With the launch of the operational phase of the AfCFTA, traders in Nigeria and across Africa will be able to make use of preferential trading arrangements offered by the initiative, with the understanding that the trade transactions are among the member states that have deposited the instruments of ratification and those that conform to the provisions on rules of origin governing trade in the AfCFTA.

Sheffield United manager Chris Wilder was delighted with the signing, with Mousset agreeing on a three-year deal to move to the newly-promoted club. He told their official website.

“Lys is big, quick and a different type of threat at the top of the pitch to what we already have.

“I think he will prove to be a great fit for us and the fact that he selected us above other options shows he’s hungry to do well. It is a fantastic bit of business for us in the current market and we are looking forward to him joining up with the squad.”

MMIA Customs Command Arraigns Five Over Alleged Duty Evasion

Jayne Shoboiki, Comptroller in charge of Murtala Muhammed International Airport (MMIA) Customs Command, says the command has arraigned five suspects before a Federal High Court in Lagos for allegedly smuggling cargo out of the port without paying duty.

Shoboiki made this known in an interview with the News Agency of Nigeria (NAN) in Lagos on Sunday.

According to her, I had to make sure that they were all charged to court.

She said she could not understand how some people could go into the shed and tried to smuggle cargo out of the shed without paying duty.

“The culprits were locked up, taken to court but now they are on bail and the case comes up again in October because the judges are on annual vacation.

“I dragged them to court to serve as a deterrent to others to understand that whenever anybody do the wrong thing, the law will catch up with such a person,’’ Shoboiki said.

She noted that the command was able to generate N29.12 billion in the last six months of 2019, up from the figure recorded in the same period of 2018.

“The Federal Government’s Foreign Policy mandated any person traveling out of the country to declare any amount more than $10,000 dollars or equivalent in any other currency on Customs Currency Declaration form,’’ Shoboiki said.

She said the command also seized $50 million brought into the country without proper documentation.

The controller said the command got information that the particular money coming into the country had no proper documentation.

Shoboiki said the command had handed over the money to Economic and Financial Crimes Commission (EFCC), for proper investigation.

The controller said that honest declaration was the key to trade facilitation, saying that the Comptroller-General of Customs (CGC), Retired Col.  Hameed Ali, was keen about trade facilitation and revenue generation.

She noted that the CGC had compelled all officers to carry out 100 per cent examination of cargo as well as continuous sensitisation of the port users.

“In the period under review, the command seized Pangolin, Donkey skin, Elephant tusks and Cocaine imported from Pakistan which was concealed in cartons declared as household items.

“We also intercepted Cannabis which was concealed in a baby doll and handed over to the National Drug Law Enforcement Agency (NDLEA).

“The command also intercepted camouflage uniforms which were meant to be imported by armed forces and tramadol.

“The Duty Paid Value of all the seized items stood at N382.2 million,’’ she said.

Shoboiki said that NCS had been given the power to destroy seized tramadols in the presence of other agencies, while Customs would do the destruction.

She said that she was happy about the instruction concerning destruction of  drugs so that such drugs would not get into wrong hands.

Shoboiki said that tramadol was really damaging the lives of youths in the country.

The controller urged officers to be more proactive, saying that virtually all officers in her command were buying into the idea of CGC which had enabled her to get maximum cooperation from them.

She pleaded with the public to be curious in understanding the rules and regulations of traveling to avoid their goods being seized.

Shoboiki urged the public to always engage in honest declaration to facilitate trade.

Inventor Urges FG To Increase Support For Industrial Research

Dr. Rowland Amadi, Chief Executive Officer, Blueprint Industrial Company, on Sunday urged the Federal Government to increase support for industrial research to boost the country’s economy.
Amadi, an inventor of fireproof crystal ceiling board made of fibre glass and raisin, made the call in a telephone interview with News Agency of Nigeria (NAN).
He expressed optimism that the country’s Gross Domestic Product (GDP) would record a boost if Nigerian innovators were encouraged.
According to him, the federal government must be devoted, dedicated and work hard to encourage Nigerians who are inventing products and services that can help create jobs and grow the country’s GDP.
“When inventors benefit from their efforts, it will attract others to go into inventions.
“This will not only scale up inventions but will grow the country’s economy.
“It will also help to create jobs as well as develop the culture of entrepreneurship,’’ Amadi said.
NAN recalls that the National Board for Technology Incubation (NBTI) announced that the federal government disbursed N45 million to inventors and innovators in the country in 2017.
Mr. Mohammed Jubrin, Director-General, NBTI, said that N45 million was also appropriated for disbursement to innovators and inventors in 2018.
“This has assisted the development of entrepreneurship, which is technology-based and after some time, we expect these people to become key players in the economy,’’ he said.

Should Gernot Rohr Go Or Not?

Lagos – Success has many fathers, but a loser is an orphan. This seems to be the lot of Super Eagles of Nigeria goalkeeper, Gernot Rohr, having failed to win the just concluded Africa Cup of nations in Egypt.

At the end of the tournament won by Algeria for the second time after beating Senegal, Africa’s top ranked team 1-0 on Friday night, Super Eagles maintained their tradition of not losing third place matches beating Tunisia 1-0 on Wednesday for their eight bronze medal.

But as the players and some Nigerians are celebrating the bronze medal, there is another school of thought who believes the time was up for the Franco-German.

Rohr, who was sacked on 22 December 2015, by Burkina Faso national football team as manager, was shortlisted for the Guinea national team job in July 2016 but was not given the job. However, in August 2016, he was named Super Eagles manager by the president of the Nigeria Football Federation (NFF) Amaju Pinnick.

Rohr has played 44 games, won 26, drew nine and lost nine. He qualified Nigeria with a game to spare for the 2018 FIFA World Cup from a group termed group of death. The group included Cameroon, Algeria and Zambia. He also qualified the team for the just concluded Africa Cup of nations with a game to spare, after the team failed to qualify for the immediate past two editions of the tournament.

After Super Eagles were knocked out of the 2019 AFCON by Algeria 2-1 at the semis, Pinnick dispelled every insinuation that Rohr will be booted out.

“Gernot Rohr will not be sacked as Super Eagles coach. He will remain in the job. I have complete confidence in him,” Pinnick revealed, adding, “Gernot has taken us to the semi-final, the target we set for him.

“There are some people that have been calling on me and the federation to sack Gernot. But I am not going to do that.

“In fact, Gernot is going on a refresher training period with Bayern Munich after the 2019 Africa Cup of Nations. We have a long-term plan with him.”

However, we learnt that Pinnick could not be sacked him because of a clause in his contract which will force the NFF to pay him $1 million.

Despite Pinnick’s stance, the call for his sack is now deafening. Those who alignwith Pinnick believe he should be given more time, citing the time given to Clemens Westerhof, who qualified the country for its ever World Cup in 1994 as an excuse.

But those who think his time was up, state that in modern day football, a coach doesn’t have to spend 10 years on the job before proving himself. To them, you cannot give what you don’t have and that Rohr has reached his wits end. His performance at the World Cup crashing out at the group stage despite having a life line of reaching the knockout stage showed that he does not have what it takes to take the Super Eagle to the next level.

They also argued that the just concluded AFCON proved that he just don’t have it. To them his selection, substitutions do not change the team from a losing point to a winning point. This school of thought believes that the Super Eagles have what it takes to win the 2019 AFCON, if the coach knew what to do.

They feel that Rohr has to do the needful by throwing in the towel now. Staying or hanging on to the job will only protects his interest but surely not for the good of Nigeria or her football as the team need to move forward.

Ex-International, Jonathan Akpoborie, belongs to the group that insisted the coach should be honourable enough to go.

“Wonderful!! Just read that Amaju [Pinnick] is willing to spend Nigeria’s money to further an old European’s career,” Akpoborie tweeted.

“Let me explain something to you sir, coaching is talent. Rohr does not have it. Stop wasting Nigeria’s money

“I am just thinking aloud. I believe the reason behind the refresher course issue, is personal because if you really think about everything, it can never be for the benefit of Nigeria nor football in Nigeria.”

Former Super Eagles captain, Chief Segun Odegbami (MON), who win the trophy for Nigeria in 1980, scored the team very low in performance in Egypt, saying, “Their performance was pedestrian. They did not deserve to win the match or AFCON 2019. Gernot Rohr has served his time. He should go honourably after the championship,” he said.

According to him, “poor coaching, inexperience of some of the players, absence of a true leader in the team, bad goalkeeping and not enough quality players,” stopped Nigeria from reaching the final of the AFCON, noting that Super Eagles need, “A very good coach, with plenty of knowledge and experience and who understands the Nigerian-player psychology, and is a football teacher. The stupendous wages paid to a coach without pedigree must stop.”

“Rohr cannot say Nigeria has been unfair to him….rather he has been unfair to us. He once cried out of interference from his bosses in the Nigeria Football Federation (NFF) and the entire Nigerian football community threw its weight behind him. There was outrage. In the end, he won the battle. He got his own scouts and players assessors,” noted MacTony Taiwo, former Team Manager of the defunct Julius Berger FC of Lagos.

“He picked his team during the World Cup qualifiers. He also picked his World Cup squad that ended the race in the group stage.

“He was part of the negotiating team during talks between the NFF leadership and the senior players on financial incentives for the Mundial. There was no friction before, during and after the bargain.

“Yet what Nigeria got from Russia 2018 FIFA World Cup was bags of apologies from players who underperformed and even from Rohr himself.

“It’s rather unfortunate that we couldn’t progress forward. Not good enough with all the motivations which is the language players understand. Where have we got it wrong? God bless Skippo (Keshi) in his grave.

“Nigeria coaches would be better for us. Give them half of what you are paying our foreign coach, and see results.”

For sports journalist, Desmond Ekwueme, Rohr is not the poorest of national team coaches in the world despite that Nigeria has roundly been labeled as the world capital of poverty. “For a coach who allegedly receives about $47,000 (N16.7million) monthly, Rohr should be grateful to us given that his CV doesn’t even attract such earnings but that is not the issue at hand since we had already employed him. Rohr nonetheless is not the least earning national team coach in the world. The record is there for all to see.

“Perhaps, Nigerians or NFF failed or refused to read meaning to his continuous excuse of not having a Lionel Messi or Cristiano Ronaldo in his squad.

“This derogatory excuse he has always put forward before, during and after every tournament. Rohr has continued to belittle players from Arsenal like Alex Iwobi, Samuel Chukwueze of Villareal and Winifred Ndidi of Leicester City as not being world class.

“I dare ask, how many world class players are in Algeria or Madagascar that defeated Rohr’s team in Egypt? A good coach makes world class players. They don’t drop from the skies. Just discover a talent and mould him to your choice. Short and simple.

“Going to Egypt for the 2019 AFCON, Rohr and his team had all they requested for plus more from the Federal Government, well-meaning Nigerians, state governors and captains of industries.

“Never in the history of the Super Eagles has the team been so motivated financially, yet they ended in the semis.

“Recall that the 2013 AFCON victorious squad led by Late Stephen Keshi was not even motivated enough yet the team excelled with six home-based players unlike Egypt 2019 squad which had just Ikechukwu Ezenwa as home based player.

“The Algerian team that defeated Super Eagles had close to 50% of the squad members as local players. Indeed, it is time for Rohr to go,” said Ekwueme.

Moses Adebanjo, former chairman, Lagos State Referees (Football) Association, said Rohr has tried his best but his best was not good enough for the country and so he should go.

“Rohr has tried his best, but his best was not good enough. For instance, who did he discover in the last three years, or has he beaten any of our local coaches’ best achievements in national team? Why paying so much to him and getting less?

“I think age is telling on him, at 66 years, let him go and start playing with his grandchildren. However, we all know our team is below average, we have been playing without goalkeepers since the qualifiers. “We all know but could not do anything because we are not the coach. We all know element of luck get limit. The best side won, it is not because we lost the match to the Algerians, and as a matter of fact we did not play well. His substitution is even more terrible”, said Adebanjo.

Tonnex Chukwu, former Media Officer of Enymiba FC, said Rohr lacked the basic qualities of a good coach and so he should go.

“I never saw anything good in the man, he lacks the three basic qualities of a good coach; Game management; He is technically deficient; He is outdated with his tactical applications.

“Great Coaches do not allow his ineptitude in any of these three to be so brazenly exposed just like each of his three group matches showed. Yes they will say no two matches are the same, but Rohr is not it at all,” he said.

Another veteran sports journalist, Everest Onyewuchi, said the NFF should not waste time to sack Rohr. “Rohr should go now. If the officialdom, NFF, top brass share the sentiments of majority of football-loving Nigerians, even if Rohr hangs on to his contract, the NFF will boot him out and pay him off.

“So it’s not about Rohr quitting on his own volition, but the NFF showing indignation and sending him away. Enough of his excuses,” he said.

However, Pinnick has passed a vote of confidence in the coach and said he will not be sacked. This might however not be unconnected with the fact that Rohr has a $1million pay-off clause in his contract (about N370 million) which seems to be a huge amount for the NFF to pay if the coach should be asked to go.

To them, Westerhorf stayed for some time with the team before he got his rhythms right. “At Algiers 90, Westerhorf won Silver, at Senegal 92 he won Bronze and then in Tunisia 94, he won Gold.

“Let us also remember that in 1989, preceding 1990, same Westerhorf failed to qualify Nigeria for Italian 90 World Cup and was never sacked.

“I think Rohr needs more time to win laurels with this team. He has already taken us to the World Cup, and this is about his first AFCON, a tournament Nigeria missed the last two editions”, said Dapo Ogunlewe.

Musbau Razak, a football follower said: “I don’t agree with the sacking of the coach. The Nigerian team is evolving and still developing. These are very young players and they will keep on improving and blend together.

“You don’t gain anything by always changing coaches. Alliou Cisse and the Algerian coach, Djamel Belmadi may be local coaches but they have much more experience players to call up.

“Also don’t forget the fact that Rohr achieved his aim: semifinal was the initial target after we’ve missed two consecutive AFCON. Has he not delivered on that? He has! Must we change coach after every ouster from a major tournament? No!” said Razak.

City fielded a much stronger team than the side that beat West Ham last time out, with Kevin de Bruyne, Raheem Sterling and Leroy Sane all starting. But a resilient Wolves defence and missed penalty from Sterling meant the scores were level after 90 minutes.

It was Wolves who were victorious on penalties, and Guardiola’s philosophical outlook after the game indicated that he was happy with the afternoon’s work.

In particular, Guardiola highlighted De Bruyne’s contribution, after the Belgian’s frustrating campaign last season.

If anything, however, De Bruyne is clearly back with a point to prove and has been a stand-out performer in both pre-season matches so far.

Against Wolves, one moment in particular impressed City fans, as he flicked up a loose ball in the centre circle and volleyed an arrowed pass to Leroy Sane on the left wing to start an attack.

Safe to say, fans were quick to drool over their returning playmaker, who could be like a new signing this season.

Wolves To Rival Arsenal, Man Utd, Madrid For €100m Transfer

Wolverhampton Wanderers will have to beat some of the biggest clubs in the world to sign Ruben Dias from Benfica, according to reports in Portugal, According to Birminghammail.co.uk.

Express & Star claimed on Friday night that Wolves were chasing the signature of the Portugal international, who is one of the highest rated defenders in European football.

Now Portuguese news outlet Record (via Sport Witness ) has tried to give an update on the Benfica defender’s situation.

If Wolves are to pull off what will arguably be their most audacious signing of the Fosun era, they will have to overcome some formidable opposition.

Record list Manchester United, Arsenal and Real Madrid as competition for the signature of Dias, who has a release clause of €66m in his contract.

The report also suggests that the Lisbon club are looking to raise that release clause in the 22-year-old’s contract to around €100m.

Benfica do have a very recent history of getting money for their youngest and best stars. Dias’ former team-mate Joao Felix was eventually sold for £113m to Atletico Madrid earlier this summer.

Wolves have also been linked with a move for AC Milan striker Patrick Cutrone, who is set to fly to the United States with the Rossoneri on their pre-season tour.

Nuno Espirito Santo’s side are now less than a week away from their Europa League opener with Crusaders, but did close out their pre-season tour of China by beating Manchester City on penalties.

Neil Lennon is adament Celtic will not be pressured by Arsenal and will only accept a deal that they deem sufficient. The Hoops have placed a £25m price tag on their prized asset.

Barcelona remain in the market for another attacker, despite signing Antoine Griezmann for £107 million, with Neymar high on the club’s transfer wish list.

The La Liga champions have offered a reported £90 million plus two players, which includes the likes of Philippe Coutinho and Ousmane Dembele.

“I haven’t spoke to him – they’ve had to do running after the game. He’s probably finished with his running now so we’ll have a chat with him now but I don’t think he’ll get effected.”

Young’s game time is likely to be diminished by the summer arrival of flying right-back Aaron Wan-Bissaka, who earned United’s man-of-the-match in Singapore after a performance that the fans in the ground loved.

“We’re building a team and Wan-Bissaka did really well today,” he said. “He’s hard to go past and he was going forward as well so I’m very pleased with his performance and the team’s performance.

“We’ve had three games and not conceded any goals so we’re looking strong as a defensive unit.

“You can see the confidence grow in him, he’s been here two weeks and he’s made an impact on the squad and supporters.

“He’s got things to learn, he’s only 21 still but he’s got a great chance to have a long, good career ahead of him.”

Klopp Takes Positives From Liverpool’s Pre-Season Loss To Dortmund

Liverpool were also without their first-choice attacking trio of Mohamed Salah, Sadio Mane and Roberto Firmino who are yet to return following national duty.

“You could see that Dortmund are a step further in their preparations but there was a lot of good things for us,” the German added.

“How we conceded goals was a lack of organisation, but it is difficult to have that at this stage… I learned nothing… it was a tough night for both teams, it was really warm.”

Liverpool finished second behind Manchester City in the Premier League last season but went on to win the Champions League by defeating Tottenham Hotspur in the final.

Klopp’s side kick off the new league campaign with a home match against promoted Norwich City on Aug. 9.

Apart from causing skin problems or other health issues, a lot of water is also wasted. Also, the oils, perfumes, and other additives in shampoos, conditioners, and soaps may cause problems of their own, such as allergic reactions (not to mention their cost). While there is no ideal frequency, experts suggest that once in a while, short baths (lasting three or four minutes) with a focus on the armpits and groin may suffice. Although some people may be addicted to the habit of daily bath, it may be a habit worth breaking.

Collins stated that:“Hellen was a dutiful and loving wife early in our marriage but she gradually changed because her mother was always ill advising and instigating her against me.

“She abandones her duties at home, neglects our children and cares less about their welfare.

“She goes to bed early and wakes up late. She snores in bed when the children and I are almost ready for school and work.

“I once saw our children in rough school uniforms and woke her up to change them to neater ones. Rather than get out of bed, she turned her side and told me she would do so when she was awake.

“I had to stay back to change their uniforms before rushing to work.

“She doesn’t cook many times at home which spurs my decision to cook or eat from food vendors.

“I decided to show my displeasure at her behaviour by packing some of my belongings and moving out of the house. I was out of home for ten days but she was not bothered about my whereabouts nor display any sign of remorse.

“My lord, I was sick and admitted in the hospital but she failed to take care of me. She did not tell my family members I was sick and when my mother got to know and challenged her, she told her she felt it was not necessary to inform her since I was still alive.

“After several tests were carried out on me, it was discovered I was poisoned, “Collins told the court.

“My father-in-law, when he was alive, warned me not to allow my mother-in-law in my house and narrated to me how he ruined his life.

“My mother-in-law moved in with us immediately her husband died and turned my home upside down. She dictates the tune while she hates seeing my family members come to my house. She also advised my wife wrongly and instigated her against me.

“I reported my wife and her mother to our pastor and he requested to see both of them but they turned down his request.

“I once got home and discovered she had packed my electronics from home. I reported her at the police station and they were retrieved from her.

“She also once left home for ten days and abandoned our children without making her whereabouts known. I had no choice but to carry out her duties in the house.

“My lord, my wife has frustrated me enough, please, separate us, “the plaintiff pleaded.

Giving her evidence, Hellen stated that:”My lord, he was the one who asked my mother to stay with us so that she could help take care of our children and she spent few months with us.

“He was in the habit of borrowing money from my mother while she was with us and would fail to pay back.

“I’m a responsible woman and do take care of my family. I’m the one who buys foodstuff for the home; I cook on a regular basis while he pays our children’s school fees.

“I packed away his electronics because he denied me access to our children which according to him was my punishment for leaving home for days without his knowledge.

“I returned them after he arrested me with the police.”

Ruling after listening to both parties, the court president, Alhaji Suleiman Apampa dissolved their wedlock and awarded custody of their two children to the defendant.

The plaintiff was ordered to pay N10, 000 as their feeding allowance every month. He was also asked to be responsible for their education and health care.

A “technically” incompetent Chief Justice of Nigeria

A trending video clip of the senate confirmation hearing of Chief Justice of Nigeria Ibrahim Tanko Muhammad where he betrayed mortifying ignorance of the meaning of the term “technicality” aggrandises the point I made in my April 20, 2019 column titled “Atiku’s Citizenship and Buhari’s Illiterate Lawyers” about Buhari’s love affair with incompetence and mediocrity.

I noted that, “The law of attraction says like attracts like, which explains why Muhammadu Buhari is a magnet for mediocrities. Almost all his appointees are, like him, underwhelming, intellectually incurious rubes.” Justice Tanko is the latest instantiation of Buhari’s passion for attracting and elevating people who mirror his own well-known incompetence and witlessness.

First, here is a brief background for people who are not clued in on the exchange that exposed the soft underbelly of the awkward, cringe-worthy ignorance of Nigeria’s Chief Justice. Senate Minority Leader Enyinnaya Abaribe asked Tanko if he thought it made legal and moral sense to pervert the merit of cases before the Supreme Court on the basis of “mere technicality.”

Abaribe reminded Tanko that, “In the 2018 case of Akeredolu vs Abraham, the Supreme Court said, ‘technicality in the administration of justice shuts out justice.’…It is therefore better to have a case heard and determined on its merit than to leave the court with the shield of victory obtained on mere technicality.”

Nevertheless, in spite of the legal precedent the Supreme Court has set regarding the primacy of legal merit of cases over their technicalities in the dispensation of justice, Abaribe pointed out, the Supreme Court this year ruled against PDP’s Ademola Adeleke of Osun State not because his case lacked merit but on the basis of a frivolous technicality.

All this passed over Tanko’s head. He had not the haziest idea what “technicality” meant and went off on a puzzling tangent. “Permit me, distinguished senators, to ask what a technicality is,” he said. “It is something which is technical. By definition, it is something that is not usual and may sometimes defy all the norms known to a normal thing. Now, we have technicalities in our laws and this is because these laws we have inherited were from the British.”

Ha! You can’t make this stuff up! He continued: “Now, if something which is technical comes before the court, what we do in trial courts is to ask people who are experts in that field to come and testify. We rely on their testimony because they are experts in that field.

“Ask me anything about an aeroplane, I don’t know. Ask me to drive [sic] an aeroplane, I am sure if you are a passenger and they told you that the flight is going to be driven [sic] by Honourable Justice Ibrahim Tanko, I am sure you will get out of the plane because it is something that requires technicality and if I have any technicality, my technicality will only be limited to law.”

If I didn’t watch the video myself, I would have dismissed the response attributed to Tanko as an ill-willed spoof intentionally designed to diminish his estimation.

Although I know that spectacular ignorance and vulgar loyalty are the most crucial criteria to be considered worthy of consideration for appointment in Buhari’s regime, I am still distressed both by the disconcerting know-nothingness Tanko evinced in his response to Abaribe and by the fact that he is head of Nigeria’s judiciary.

Tanko isn’t just any judge; he is the Chief Justice of Nigeria. He didn’t just study law; he has a Ph.D. in law from one of Nigeria’s finest universities— at a time when Nigeria’s education supposedly still had integrity. And facility for and proficiency in language (in Nigeria’s case the English language) and logical disputation are as central to the job of lawyers and judges as farming instruments are to the job of being a farmer.

If Tanko doesn’t know what a “technicality” is, what does he really know? Every averagely educated person knows that in conversational English, a “technicality” is an unimportant detail, a triviality. In law, it means a procedural trifle. This legal sense of the term is now so commonplace that it has diffused to everyday discourse. Why would a judge of nearly 40 years’ standing, a PhD in law, and the head of the nation’s judicial branch of government not know what a technicality is?

But what is even more disquieting is that Tanko inadvertently revealed ignorance of the precedent established by the Supreme Court in which he has served for more than 12 years. Had he read the Supreme Court judgement Abaribe referenced, he would have at least encountered the word “technicality.” He apparently wasn’t, probably still isn’t, aware that the Supreme Court had even laid a precedent that says the Court should not use procedural inanities to subvert the legal merit of cases.

It must be precisely this ignorance that led the Supreme Court to dismiss Ademola Adeleke’s bid to retrieve his stolen mandate from the current governor of Osun State. The Supreme Court didn’t even evaluate Adeleke’s weighty, water-tight case against Oyetola; it ruled against Adeleke just because one of the panelists on the election tribunal that had restored Adeleke’s stolen mandate was absent on one day during the trial.

That was a bewildering reversal of the Supreme Court’s own precedent. All over the world, courts rely on precedents to adjudicate current cases. Precedents may be modified, but they are rarely overturned without a compelling reason, certainly not within a few years after they were established. That is what legal scholars call stare decisis, that is, the doctrine that courts should follow precedent. A Chief Justice that is ignorant about something as basic as “technicality” is unlikely to know what “precedent” means, much less something as rarefied as the doctrine of stare decisis.

After the Supreme Court ruled in favor of Oyetola, I wrote on social media that the ruling was judgment, not justice. In spite of suppositions to the contrary, “judgment” and “justice” are not synonymous. Some judgements pervert justice. The Adeleke vs Oyetola case is a classic example of that. Sadly, the distinction between judgement and justice will become starker, bolder, and more invidious now that we have an unbelievably ignorant and incompetent Chief Justice who heads a Supreme Court that’s now an unabashedly “remote controllable” extension of Aso Rock.

Even feeble pretences to democracy and decency are now dead in Buhari’s Nigeria. Atiku Abubakar’s petition against Buhari’s unexampled electoral fraud has no chance of success in a Supreme Court that overturns its less than one-year-old precedent, that is headed by a nescient and inept chief justice who doesn’t know the meaning of basic terms that are crucial to the administration of justice, and who owes debt to an audacious electoral mandate snatcher for his position.

Perhaps more regrettable for me as a northerner is that Tanko has helped to feed the stereotype of the northern know-nothing who owes his rise in society to incestuous northern nepotistic patronage networks. Of course, it’s unfair to hold up Tanko’s obvious cognitive inferiority as representative of all northerners. There are way smarter, more educated northern lawyers than Tanko who nonetheless vegetate on the fringes.

Our problem in the north has always been that we don’t put forward our best eleven, to use the common soccer analogy. We are often led by our worst. And we are all judged by the crass ignorance and indiscretions of our worst who nevertheless become our public face. Buhari is taking the elevation of wretched ignoramuses to important positions to the next level. How utterly sad.

EFO riro is a very popular soup among the Yoruba people of South-Western Nigeria. It is a favourite Nigerian soup because of its health benefits. It is a typical Yoruba vegetable soup or stew which usually contains fish, ponmo, stock fish, livers, snail and so on. This soup can be eaten with rice, eba, amala, semo or pounded yam.

 

Ingridents

Sliced spinach leaves

1- 10 pieces stock fish ear

Quarter cup of sliced pepper

Half cup of ground crayfish

2-3 spoons of iru [locust beans]

Meat

Assorted meat

Ponmo

Smoked fish

Stock fish

Palm oil

Seasoning

Onion

 

How to prepare Efo riro

Place the washed meat in a pot, add a little water, season with salt, sliced onions, add condiments and allow to boil for 10-15 minutes. Add 1-2 cups of water and cook till it becomes tender and the water is almost dried.

Add the smoked fish; add a cup of water and cook for another 10 -15 minutes. Remove the pot from heat, place another pot on heat and pour in some palm oil, allow to heat before adding the sliced onions and pepper. Stir and allow to fry for another 10 minutes.

Add the cooked meat or fish, stir and allow to simmer for 5 minutes. Add the crayfish, iru, stir and allow another three minutes. Add a cube of your favourite seasoning, salt, stir and add the spinach leaves. Stir and leave for another 3-5 minutes.

Serve and enjoy your soup with any food.
