Boris Johnson Starts Work – Mordaunt, Fox, Grayling, Bradley Out

Boris Johnson has begun sacking Theresa May’s Cabinet before he builds his own senior team.

So far a clutch of senior ministers have been asked to leave the government, all of whom backed Jeremy Hunt in the leadership race and some of whom had been expected to stay regardless according to news.sky.com .

Penny Mordaunt the defence secretary, Liam Fox the trade secretary, Greg Clark the business secretary and Damian Hinds, the education secretary, have all been sacked. All supported Mr Hunt.

Chris Grayling resigned his position as transport secretary; he backed Johnson.

The departure of Maudaunt and Fox have caused the most surprise so far as both were expected to continue in government despite not supporting the new prime minister.

Sources say both were asked to leave without being offered alternative roles. Their departures show Johnson intends to govern with a fresh Cabinet of people who support him despite earlier claims he may keep some ministers in the top team to avoid rocking the boat with such a small Commons majority.

Earlier in the day David Gauke, the justice secretary, Rory Stewart the secretary of state for international development, chancellor Phillip Hammond and deputy prime minister David Lidington all handed in their resignations.

Johnson is understood to be planning to overhaul the Cabinet to include more women and ethnic minority ministers than have previously sat around the top table.

But he faces a number of difficult appointments, including the foreign secretary Jeremy Hunt, who is understood to have been offered another job in government but turned it down.

Johnson must decide whether he allows Hunt to stay in the job he wants or to face him down and deal with the prospect of his leadership rival on the backbenches.

Others are vying for senior positions too.

Gavin Williamson, Priti Patel, Iain Duncan Smith, Dominic Raab, and others are all being discussed as possible cabinet appointments but reshuffling a team so small when there are so many people hoping for senior roles is difficult.

Johnson’s first task will be to hire a team which backs his aim but without prompting uproar from conservatives who do not share his vision.

Actress Nika McGuigan Dead

Actress Danika McGuigan, daughter of former boxing champion Barry McGuigan, has died aged 33, following a short illness.

In a statement, her family said they were devastated by her death “after a brief but brave battle against cancer” according to rte.ie.

Ms McGuigan, who was known as Nika to her friends and family, appeared in several films, television and theatre productions.

She recently completed filming ‘Wildfire’, directed by Cathy Brady, and starred alongside Seána Kerslake in the RTÉ series ‘Can’t Cope, Won’t Cope’.

She also played opposite Rooney Mara in the screen adaptation of Sebastian Barry’s novel, The Secret Scripture.

In the statement, issued through Dublin-based actors’ agency, The Agency, her family said: “It is with great sadness and heavy hearts that we share the news of the passing of our beautiful daughter and sister, Danika “Nika” McGuigan.

“After a brief but brave battle against cancer, Nika passed away peacefully in the early hours of Tuesday 23rd July, surrounded by her loving family.

“As a family, we are devastated and ask for complete privacy during this difficult period to allow us to grieve for our Nika.”

Her brother Shane McGuigan said on social media: “She overcame it once with a two year fight when she was 11 to 13.

“Myself, my brothers and parents were privileged to have another 20 years since the first battle with our amazing Nika.

“Unfortunately Nika couldn’t beat it again but she fought so bravely until the end.

“I have memories that I’ll cherish for a lifetime and you will live on forever in spirit.

“I’m so so proud of you. Love you forever my older ‘little’ sister.”

Yerry Mina Charged By FA Over Betting Rules Breach

Everton defender Yerry Mina has been charged with misconduct in relation to a breach of the Football Association’s betting regulations.

According to the FA, Mina has been charged with breaching FA Rule E8 (3) by “participating in an advertisement for betting activity which is prohibited from engaging in” according to irishexaminer.com.

It is understood the charge relates to an advert in which Mina – who has until Friday to provide a response – appeared in for Betjuego in his home country of Colombia earlier this year.

Stringent rules are in place with regard to sports betting in order to prevent, among other things, match-fixing and spot-betting.

The relevant section from the 2018-19 FA Handbook states: “An individual participant, when acting in a personal capacity, shall not be permitted to advertise or promote any betting activity that the participant is prohibited from engaging in by Rule E8(1) or E8(2).”

Last week, Daniel Sturridge was fined £75,000 and handed a six-week suspension after being found guilty of breaching different betting rules.

Russian Boxer Maxim Dadashev Dies After Fight

Russian boxer Maxim Dadashev has died from brain injuries sustained in a fight in Maryland, the Russian boxing federation announced on Tuesday.

“Maxim Dadashev has died in the United States following injuries sustained during his fight with Subriel Matias,” the federation said in a statement.

The 28-year-old underwent emergency brain surgery in Washington after his super-lightweight bout with Puerto Rican Matias on Friday was stopped after the 11th round by his cornerman James “Buddy” McGirt.

Dadashev, known as “Mad Max”, was unable to walk to the dressing room and was immediately hospitalised.

Doctors operated to relieve pressure from swelling on his brain.

McGirt, who said after the fight he “couldn’t convince” his fighter to stop but opted to throw in the towel when he saw him “getting hit with more and cleaner shots as the fight went on,” told ESPN on Tuesday he was wracking his brain wondering if he could have done things differently.

“It just makes you realize what type of sport we’re in, man,” McGirt told ESPN — which streamed the fight on its ESPN+ platform.

“He did everything right in training, no problems, no nothing. My mind is like really running crazy, right now. Like what could I have done differently? But at the end of the day, everything was fine (in training).

“He seemed OK, he was ready, but it’s the sport that we’re in. It just takes one punch, man.”

Russian boxing chief Umar Kremlev told Russian media that Dadashev’s body would be repatriated home and that his family would receive financial aid.

Dadashev’s widow, Elizaveta Apushkina, also issued a statement, confirming the fighter’s death “with great sadness.

“He was a very kind person who fought until the very end. Our son will continue to be raised to be a great man like his father,” she said of the St. Petersburg-born fighter who trained in Oxnard, California.

Dadashev took an unbeaten 13-0 record into the 140-pound non-title fight.

Dadashev, whose manager Egis Klimas also handles Vasiliy Lomachenko and Sergey Kovalev, turned pro in April of 2016 and relocated to Southern California to pursue his ring ambitions, eventually signing with promoters Top Rank.

Top Rank chairman Bob Arum issued a statement recalling Dadashev as “a terrific young man.”

ESPN, which streamed the bout on ESPN+, also issued a statement.

“Our heartfelt thoughts are with Dadashev’s family, friends, trainers and the team at Top Rank,” the statement said.

Dadashev was rated in the top five by two world sanctioning organizations going into Friday’s fight in suburban Washington DC, an elimination bout for the right to become a mandatory challenger for Josh Taylor’s IBF title.

Matias dominated, and after the 11th round, McGirt could be heard telling Dadashev “I’m going to stop it, Max,” even as Dadashev shook his head.

McGirt, himself a former two-weight world champion, then told the referee: “That’s it.”

Nissan To Cut 10,000 Jobs Worldwide

Japanese car giant Nissan plans to cut more than 10,000 jobs around the world as part of efforts to turn itself around, Japanese media said Wednesday, citing company sources.

The cuts come after Nissan announced in May it would trim 4,800 jobs from its global workforce of around 139,000 according to AFP.

Nissan’s net profit fell to a near-decade low in the last business year and it has already warned of “a difficult business environment” for the next 12 months.

The company is due to announce first-quarter earnings on Thursday, and a Nissan spokesman said there would be no comment on the reports before then.

“We’ve not decided yet what we’ll announce (at the Thursday earnings press conference), and we don’t comment on (media) speculation,” Nissan spokesman Koji Okuda told AFP.

The company has been hit by a fall in sales in the United States and Europe and is still reeling after the shock arrest of former boss Carlos Ghosn on financial misconduct charges.

It has also been facing tensions with its French partner Renault, which owns 43 percent of the Japanese manufacturer, and is undergoing an overhaul intended to strengthen governance after the Ghosn scandal.

The cuts are likely to hit some factories in South America and other regions where Nissan has low profitability, Kyodo news agency said.

In May, Nissan reported net profits for the fiscal year to March 2019 of 319 billion yen ($2.9 billion) — the lowest amount since 2009/10 when the company was struggling in the wake of the global financial crisis.

It was a decline of 57 percent compared to the previous fiscal year and the profit outlook for the current fiscal year was forecast to be even worse — at 170 billion yen.

North Korea Seizes Russian Ship

North Korea detained a Russian fishing boat with 17 sailors on board, reports Kommersant news outlet with reference to the deputy director of the company that owns the ship, Sergey Sedler.

According to Sedler, the ship Sakhalin-8 that belongs to the Northeast fishing company traveled from South Korean port Sokcho and headed to the Sea of Japan for crab fishing according to uawire.org.

“At 4 a.m. on July 17 [North Korean] border guards boarded the ship and turned off all means of communication. We did not immediately understand what happened. At first, we thought that they were drifting, but then we realized that they were captured,” Sedler said.

He said that 15 Russians and two citizens of South Korea were on board of a fishing vessel. The vessel was escorted to the port of Wonsan in North Korea, 14 sailors are kept on the boat. They are searched and interrogated. The captain, his assistant, and two South Korean crew members are also detained and are held in a hotel.

Earlier, the Director of the Northeast fishing company Viktor Sedler told the RBC news agency that the capture of the vessel occurred 53 miles from the shore (almost 100 km), although the territorial waters of the country are an area of 12 nautical miles from the coast.

According to Victor Sedler, the alleged reason for the detention was illegal border crossing.

Air Peace Aircraft Makes Hard Landing At Lagos Airport

Lagos – An Air Peace aircraft, a Boeing 737-300 with registration number 5N-BQO, Tuesday afternoon suffered an incident while taxing at the Murtala Muhammed Airport (MMA), Lagos.

The aircraft was on its way from the Port Harcourt airport with 139 persons— 133 passengers and six crewmembers— as at the time of the incident.
A source close to the Lagos airport, confided in our correspondent that the nose wheel gear of the aircraft partially collapsed when the pilot was taxing on the international runway, 18 Right.
The source said that the cause of the collapse of the nose gear could not be ascertained, but told our correspondent that the female pilot had requested for the international runway to land instead of the domestic runway, 18 Left.
Though, as at the time the aircraft landed, the runway was wet because of the rainfall, but the incident could not be attributed to the runway as the aircraft landed successfully.
Besides, Accident Investigation Bureau (AIB) said that it had been notified of the incident by the airline.
A statement by Tunji Oketunbi, General Manager, Public Affairs, AIB, said that there were 133 passengers and six crewmembers onboard as at the time of the incident.
Oketunbi said that the incident occurred at 12:38p.m when the aircraft was on approach to Murtala Muhammed International Airport, Lagos from Port Harcourt.
The statement hinted that the bureau had dispatched its investigators to the scene of the incident and called for necessary information from the members of the public that would further aid its investigation.
He added: “From the information provided, the aircraft nose wheel collapsed on landing on the runway (18R) and the nose wheel gear tyre sheared off.
“The AIB was informed of a minor injury, but no fatality. Our team of safety investigators has commenced investigations. As the investigating agency, AIB, needs and hereby solicits for your help.
“We want the public to know that we would be amenable to receiving any video clip, relevant evidence, or information any members of the public may have of the accident; that can assist us with this investigation.”
Commenting on the incident, Engr. Akin Olateru, the Commissioner of AIB, called on the public to respect the privacy of the people involved and warned against pre-empting the cause of the accident.
Sam Adurogboye, the General Manager, Public Affairs, NCAA, also confirmed the incident to our correspondent.
Adurogboye said that the agency had been notified of the incident by the airline.
However, the management of Air Peace has commended the pilot of the aircraft and her crew, Capt. Simisola Ajibola, for acting professionally.
A statement by Mrs. Toyin Olajide, the Chief Operating Officer (COO) of the airline, said that the pilot who was the pilot-in-command (PIC) as at the time of the incident, noticed sudden weather changes when approaching Lagos and demanded to land on the international runway as it was longer and wider than the domestic runway.
Olajide said that after the pilot landed safely and rolling to the runway exit, the nose gear developed a problem and partially collapsed.
She hinted that the crew notified the airport authorities who quickly ensured the safe disembarkation of the passengers via the passenger door.

Edo APC Supports Governor Obaseki On Assembly Inauguration –Ojezua

Barr. Anselm Ojezua, Edo State Chairman of the All Progressives Congress (APC in this interview with select journalists in Lagos speaks on the stalemate in the state House of Assembly, the intervention of the House of Representatives and the position of Governor Godwin Obaseki and the party on the crisis. TEMIDAYO AKINSUYI brings the excerpts:

What is the real story behind the crisis in the Edo State House of Assembly?

It seems to me to be more of a question on how well are we managing our success in Edo State. As you know, this is the first time that we have recorded an absolute victory in the sense that all the seats in the state Assembly are for the ruling party, the APC. It has never happened before. With that as a background, whatever you see happening now will look more like a paradox. It is true that we are having issues in relation to the leadership of the house but it does not amount to crisis because Edo State is functioning, even the House of Assembly is functioning. We have a leadership in place, they are working. To that extent, there is no crisis. So, what we have is that the house has been inaugurated, leadership has emerged, some members are not happy with it and they are taking steps they feel is necessary to change what they cannot have. Some have gone to Abuja, they have been to court and as you can see they have also gone to the National Assembly. All that put together is to stimulate the prospect of a crisis but in Edo State, there is no crisis. If they’ve gone to court we subscribe to that because that is what the law says that should there be any disagreement that they can’t resolve on their own, they can seek redress. They shouldn’t resolve to self-help. Thankfully, all the parties are in court. So, we await the court’s decision but as a party, we are also taking steps to seek reconciliation for our members in the house. If you recall, when the house was inaugurated there were nine members but today they are 12. There is a prospect that the number will increase. I think what has actually been an impediment to a peaceful political resolution is the intervention of the National Assembly. If their intention is to come and help us in Edo, I think they have somewhat compounded our problem.

How do you mean?

The threat that they will come and take over our state Assembly is being seen by the ordinary man on the street as an alien invasion of our state as if Edo state is a colony of some people in Abuja. That is the impression and we are having a hard time convincing them.

But some people believe that what is happening is like the hand of Esau but voice of Jacob. Those in this school of thought averred that given the cordiality between Governor Godwin Obaseki and his predecessor, Comrade Adams Oshiomhole, this shouldn’t be happening in Edo state?

I agree with you that what is happening now should not happen. I think both of them have the responsibility to do the right thing.

Can you clarify insinuations that the APC National Chairman actually wanted to foist leadership on the Assembly?

I don’t have that information and I can’t say that I share a similar view. But you know when things like this are happening people are bound to speculate; it gives room for speculation. So, unwittingly we may have opened ourselves to all sorts.

What steps are you taking to co-opt the 12 lawmaker elect who are yet to be inaugurated to the Assembly?

We have been working with leaders of our party in parts of the state particularly leaders of those concerned that you mentioned. Don’t forget I said that we were recording some progress; three other members have been sworn-in to make the number 12. Let me say this, the day Prof Ihonvbere moved his motion on the floor of the House of Representatives, two of those 12 lawmakers- elect were actually at the airport waiting to come to Benin to be sworn in when they were informed that they should return because the National Assembly is coming to take over the state Assembly. So, they went back and I said, for me that was minus rather than a plus in terms of National Assembly intervention. So, I believe that when their interventions dissipate, we will continue the process of reconciliation that we have started.

Are you saying that the reconciliation process won’t commence again until the House of Reps are completely off the picture?

You see, we don’t even believe that the National Assembly has any business in this matter. We don’t even believe that it is right for them to take steps. But you know that we are obliged to be polite to them when they come calling for very obvious reasons. So, we made all the facts known because if we had rebuffed them, the tendency would have been to believe that we have something to hide. They have come and they have all the facts. What are the facts? That the seventh House of Assembly was inaugurated, that a leadership is in place and that they are actually functioning and that the matter is in court. With all that knowledge, what we expect them to report and to recommend is that in the light of all these facts they should political solutions and also watch the judicial pronouncement. They didn’t do that rather they could not even wait for the National Assembly process to be completed before they went to town and therefore they may have justified speculations in town arising from an audio where one of the member-elect was boasting that the matter has been resolved and that the Senate President and Speaker of the House have been told what to do. And three days after, they did which the boy said, though prematurely of their own processes. That to me has compounded our problem rather than helping to resolve it. That is why I said when their energy is dissipated, we will continue our reconciliation. We were on course before this. This thing you are seeing will be resolved. This is not the first time we are having issues in Edo State House of Assembly. If the need arises, we will do anything we have to do to protect our independence in the state.

What is the truth behind the abduction claim of a lawmaker?

Politics, sometimes elicit drama and this is one case of that nature. If a man is kidnapped and he is released, the next thing to do is to go to the police and make a statement and seek to prosecute his abductors especially when they are known. All that is part of the drama. But what I have told you is that 12 out of 24 have been inaugurated. There are 12 that are yet to be inaugurated and we as a party are working to see that everybody is complete as a family.

How is it that the party is in such a crisis especially when there is no opposition party within the state lawmakers?

One thing that is significant and for which I am particularly grateful is that since I made my statement several weeks ago, nobody has come out to say it is not true. Whether they agree or not, it’s a different kettle of fish. You know in politics you don’t seek 100 per cent, you seek a consensus and it is measured in terms of majority. So, in those meetings that I alluded to, there was a consensus and everybody signed off on it. They decided to go against the position of the party and we feel it should neither be tolerated nor condoned in the interest of the party because when you keep a First Aid Box, you don’t know who you are keeping it for.

Will the erring lawmakers be sanctioned by the party?

You know the first thing we need to do is to put peace in place and reconcile all within the ranks of the party. I don’t think sanction will be the first way, as a matter of fact; it will be the last step after you have exhausted all avenues for reconciliation. The good news is that the house is inaugurated; they formed a quorum within their decisions. One peculiar attribute of parliament is that the constitution makes provision for 24 members but at the moment we have 12 and so when you want to calculate a quorum, you are calculating it on the basis of 12, that is the peculiar nature of parliament. As far as we are concerned, no problem. Unless a court of law, properly so-called, makes a pronouncement to the contrary.

What would be your message to the National Working Committee and the leader of the party, President Muhammadu Buhari?

I would rather not send a message to them through this medium I have made my position clear. I honestly do not think they need to get involved in this. For some of them who have gotten involved, their involvement has not been helpful. I think it’s time for them to let go and allow us to handle the issue at home.

What is your message to the people of Edo State?

My message to them is to continue to live in peace, not to be worried about the so-called threat of an invasion. There would be no invasion against the people of Edo. Our state remains a sovereign part of Nigeria; we federating partner, we are not anybody’s houseboys. Edo is not a colony of the National Assembly or anybody’s of any entity. They shouldn’t worry at all. All these things playing out is politics and it will be resolved politically.

As the state chairman of Edo APC, why haven’t you reconciled Governor Obaseki and Comrade Adams Oshiomhole?

I don’t know whether you can reconcile the irreconcilable. Let me say that sometimes, we don’t know whether you have to equate party leadership with party leader as meaning the same thing. We have a situation on hand right now. The decision that is already in place in the Edo state house of Assembly in terms of the leadership is a decision of the party.

Leaders of the party in Edo state sat down and nominated persons to take specific positions as distributed by the working committee of the party. Now, it turned out as I can now see that our leader is not in agreement. The question now is ‘which is the leadership you are talking about?. Is it the ones who took the decision or the one who is not in agreement in spite of the process? As far as I am concerned, the party leadership in Edo state is in sync with the governor. We have never been at loggerheads particularly on this issue because the decision is not his own.

X-Raying Gov Emmanuel’s New Cabinet In Akwa Ibom

LAGOS – In more than a way, the newly constituted cabinet of the Akwa Ibom State government under the leadership of Governor Udom Emmanuel is exceptionally different. A number of differences could be spotted from what is usually the case in forming executive councils, either at state or federal level.

The 19-commissioners-and-two-special-advisers structure was inaugurated on July 11. The names of the executive council members was sent to the Akwa Ibom State House of Assembly on June 25, 28 days after Emmanuel was sworn-in for second term.

Though it could not be said to have been quite early, Emmanuel emerged among first crop of heads of executive organ of government in the new dispensation from May 29, 2019 that formed executive council. Relating to months-long delay in forming executive council, which has been the trend of President Muhammadu Buhari-led federal government since 2015, the Akwa Ibom State governor’s action on this particular case, has been adjudged by some political analysts as a mark of a politician with leadership preparation.

A major striking difference that worth being called change in continuity is retention of cabinet officials that the governor worked with till the expiration of his first tenure. In Nigeria, forming a new executive with many new faces by reelected leaders at state and federal levels seems to be unwritten code. Instead, all but one among 21 persons appointed and assigned portfolios by the governor worked with him in his second term.

The development is, however, remarkable for those who see it as a measure to sustaining stability and ensuring consistency of policies, and unremarkable to those who view government appointments as tickets to making money, hence the consideration that the governor is enriching those who have already been made rich and depriving those yearning to become richer.

Meanwhile, Emmanuel’s action is not unexpected. Shortly after his victory at the last general elections, he had disclosed that he would carry on with almost all those he worked with before the end of his first term. That is why some pundits view that particular political exercise as a mark of a promise keeper.

The only fresh appointee in the executive council is Mr Okpolupm Etteh, a businessman and former Majority Leader of the Akwa Ibom State House of Assembly, who is now Special Duties Commissioner. He was the first runner-up in 2014 PDP governorship primaries that Udom emerged winner and went ahead to win the main 2015 Akwa Ibom governorship election for his first term.

Nonetheless, Emmanuel has advised analysts not to dissipate energy on permutations regarding the retention of all the cabinet officials. He hit it on the nail that the answer to his action could only be found in his head.

Four commissioners among those Emmanuel inherited from the immediate past administration of Godswill Akpabio have been retained. Among them is Mrs Glory Edet, who was appointed Commissioner for Women Affairs and Social Welfare in June 2013. Though she is still heading the ministry, her portfolio has broadened following curious renaming of the office as Ministry of Agriculture and Women Affairs. She remains the longest serving commissioner in the Udom Emmanuel administration, a previledge that earlier earned her the informal sobriquet of Dean College of Commissioners.

Other cross-over commissioners from the immediate past administration are Messrs. Akan Okon, who is now overseeing a re-christened Ministry of Economic Development and Ibom Deep Seaport; Monday Uko, who is still manning the Ministry of Youths and Sports; and Uwemedimo Nwoko, who by the reappointment has become, so far, the longest Attorney General and Commissioner for Justice in the state.

Nwoko was first sworn into the office on January 13, 2015, less than five months before the expiration of Akpabio’s two-term tenure of eight years. He was the fourth chief law officer of the state under the governorship era of Akpabio. Given Nwoko’s antecedent in rights activism, dogged private legal practice and expertise in maritime law, his first appointment and reappointment by the succeeding governor in that 2015 was considered by some perceptive minds as synergy strategy at the instance of Emmanuel and Akpabio to boost legal spines of the government’s industrialization agenda and reinvigorate the rule of law in state.

By retaining some of the commissioners that had a stint in the Akpabio administration, Emmanuel has proved wrong the opinion by some bookmakers that he would not keep his promise but would discard with remnant of Akpabio’s political appointees. It was also gathered that since Emmanuel was not only Secretary to the State Government but an heir apparent in the last two years of his predecessor there was the likelihood that he had had hands in their earlier appointment.

The reappointment of Mr. Ukpong Akpabio (Ministry of Trade and Investment), whose appointment last year was as a result of resignation of his cousin, Ibanga Akpabio, after the “uncommon defection” of the former governor, has reinforced a point that Emmanuel is actually making in-road into the extended family of his estranged godfather.

Other cabinet officials are Messrs. Ime Ekpo (Lands and Water Resources), Nse Essien (Education), Nsikan Nkan (Finance), Ephraim Inyang (Works), Ekong Sampson (Environment and Petroleum Resources) Charles Udoh (Information), Orman Esin (Culture and Tourism) and Iniobong Essien (Science and Technology).

There are also Dominic Ukpong (Health), Udo Ekpenyong (Local Government and Chieftaincy Affairs), Uno Etim Uno (Transport and Solid Minerals), Raphael Bassey (Housing) and Victor Inoka (Labour and Manpower Planning). Aside, there are two Special Advisers – Mr. Sunday Ibuot (Political and Legislative Affairs) and Mrs Ekemini Umoh (Rural Development and Cooperatives).

By making Seaport a full fledge ministry along with that of Economic Development, it is perceived that the strategy is aimed at giving deserved attention to the deep seaport at Ibaka in Mbo local government area in the state, thereby giving speedy drive to the government’s industrialization programme.

That Thursday, which the state Executive Council was inaugurated, was Emmanuel’s 53rd birthday. Though it could not be said to be a coincidence, there was no dwelling of matters of the day on the birthday. The inauguration shifted attention drastically from merry-making and lavish ceremony that normally shape birthdays of such topnotch politicians.

In his admonition to the new executive members, Emmanuel was at his witty best. According to him, two classes of people are involved in effecting change in a society: those that manage change and those that create change. He added that “Not working hard is the answer, but working smart”. He revealed that his admiration is on those who are smart.

He debunked the notion that some ministries are more lucrative than another, stressing that there is no department of the state government that does not have its own brand of goodies. Explaining further on distribution of resources among humans, he said: “so many people have gift but are too lazy to unwrap them.” He added that “extra effort separates two categories of people: those who are good and those who are great”.

Emphasising further on performances, which he said the destiny of the people is anchored on, the banker-turned-politician opined that it is only in dictionary that success comes before work.

He enjoined the commissioners and special advisers to consider the Akwa Ibom State government as their first focus of where their loyalty goes to.

PM’s First Challenge Will Be Iran, Not Brexit

No prizes for guessing what the most pressing foreign policy challenge for Britain’s new Prime Minister will be when he enters No 10 on Wednesday. And it will not be Brexit, all consuming though that issue often seems to our body politic and to the commentariat which follows its every move. It will of course be the government’s response to events in the Gulf and to the illegal seizure of a British-flagged tanker by Iranian naval forces.

Forget any illusion that this crisis can be solved by some act of daring do of the kind sometimes pre-figured in the probable incoming Prime Minister’s weekly articles in the Telegraph and his prolific literary output. There are no easy wins or quick fixes to this tangled web.

The first thing to remember is that the whole Iranian imbroglio is a completely unnecessary one. The nuclear agreement with Iran (the JCPOA), from which the US unilaterally walked away was, as certified by the International Atomic Energy Agency’s inspectors, keeping Iran at least a year away from any break out to achieving a nuclear weapons capability. It was, and remains, the best way of avoiding a nuclear arms race in this highly volatile region whose security is of global significance; and the likelihood of another war in the Middle East. That was the case put forcefully and eloquently by the then Foreign Secretary, Boris Johnson, when he visited Washington shortly before the US decision to pull out of the JCPOA. And it remains as valid today.

Secondly freedom of navigation in the Gulf and through the Strait of Hormuz is an international interest, affecting all nations and the global economy. So it needs to be safeguarded by an international response.

Both these overriding considerations point towards a firm but patient response to the immediate crisis, not a ratcheting up of the escalatory moves which are already risking getting out of control. Britain and its principal European allies, France and Germany, have full diplomatic relations with Iran and full access to the dispute settlement procedures built into the JCPOA. All three European states are allies of the US. What is needed now is to initiate a dialogue through all these channels, including also Russia and China which also have a major stake in sustaining the JCPOA. Meanwhile there will clearly need to be international steps, probably involving some sort of convoy system, to deter any attempts to tamper with freedom of navigation while diplomatic efforts to handle the crisis are continuing.

And Brexit? Well that is not going to provide easy wins or quick fixes either. The idea that the problems that have hitherto bedevilled the negotiation of a deal can be made to vanish by an act of will on the part of just one of the participants or by the wave of a magic technological wand is sheer folly. That too will require patience and perseverance; and endorsement of any outcome by Parliament and by the electorate.
