eNigeria:NITDA Commends FG On Policies Toward Promoting Indigenous Technology

NITDA

The National Information Technology Development Agency (NITDA) on Monday commended Federal Government over policies toward  promoting indigenous technology.

The Director General of the agency, Dr Isa Pantami, made the commendation at the opening of the three-day 11th edition of eNigeria Conference and Exhibition in Abuja.

The conference has “Promoting Digital Economy in an Era of Disruptive Technologies through Effective Regulation as its theme.

According to him, Federal Government is working to reposition the country from a resource-based to knowledge-based economy through the deploying of Information Technology.

Pantami recalled that President Muhammadu Buhari earlier in the year approved Executive Order 003 and 005 which mandated Ministries, Departments and Agencies of government to patronise indigenous products, as well as give priority to indigenous engineering services.

He said “the Information Technology sector under the administration of President Buhari has enjoyed tremendous support by approving Executive Orders to encourage indigenous products.

“Through the approval of those executive orders, the IT sector has contributed 12.41 per cent to the Gross Domestic Product in the first quarter of 2018.

“In the second quarter, IT sector contributed 13.63 per cent to the GDP and from Dec. 31, 2017 to Aug. 31, 2018, NITDA was able to save over N30 billion for the Federal
Government.

He added that the agency was repositioning the IT sector through digital inclusion, IT regulation, digital job creation, cyber security, digital capacity building, among other intervention strategies.

The Minister for Communications, Dr Adebayo Shittu, said that the Federal Government was committed to growing the country’s economy, noting that the IT
sector was also on the path to steady development.

The minister said “the impact of ICT can be felt in virtually every area of human endeavour and countries are taking advantage of disruptive technologies to transform their economies.

“We have the National ICT Policy, National Broadband, ICT Roadmap, eGovernment Master Plan, Addressing System and Local Content Policy initiatives to deepen the role of ICT in the development of the economy.

Shittu explained that government was working toward developing broadband penetration to 30 per cent by the end of the year, adding that it was presently at
23 per cent.

According to Shittu, with about 160 million active mobile lines and 90 mobile internet subscribers, mobile technologies are fast proving to be game changers to deepening ICT experience as a nation.

“Nigerian ICT sector is open for investment and Foreign Direct Investment (FDI) in the sector has increased from 3.2 billion dollars in 2015 to 4 billion dollars in 2018.

“Emerging disruptive technologies are also creating new industries and we can take advantage of this to further attract FDIs to the sector, Shittu said.

Mr Nuhu Ribadu, former Chairman, Economic and Financial Crimes Commission (EFCC) in his keynote address, said effective regulation was required for effective development of any economy.

Ribadu said that government needed to explore every available means to fight corruption, adding that modern technologies could mitigate the incidences of corruption.

“Government can deploy Block Chain, Internet of Things, Artificial Intelligence, Cloud Technology and Deep Data Analytics in detecting corruption especially in resources within the public service, he added.

The former EFCC chairman said that fighting corruption required incorruptible leadership at the highest level.

According to him, the EFCC, through the use of modern technology, has 191 convictions within eight months, over N20 billion funds recovered and over 800 ongoing cases on financial crimes, as well as corruption.

Ribadu, however, called on Federal Government to ensure that men of integrity and character were placed in positions of leadership to mitigate against incidences of corruption for national development.

President Muhammadu Buhari declared the event open and commended NITDA on its regulation, clearance mandate of indigenous product, and urged the agency to be firm.

Buhari, however, said Ministries, Departments and Agencies which refused to subject their IT projects to regulations and clearance must face the law.

He added that the Federal Government was serious about fighting corruption.

Alleged N378bn NLNG scandal: PDP challenges Buhari, APC to speak out

PDPThe Peoples Democratic Party (PDP) on Monday challenged President Muhammadu Buhari and the All Progressives Congress (APC) to speak out on revelations of how N378 billion proceed from the Nigerian Liquefied Natural Gas (NLNG) dividends was allegedly siphoned by the Presidenc, under sleazy oil subsidy deals.

This was contained in statement made available to news men in Abuja on Monday, by its National Publicity Secretary, Mr Kola Ologbondiyan.

It declared that Nigerians were startled by revelations of how the funds from the NLNG, an agency under President Buhari’s direct supervision as Minister of Petroleum, was secretly lifted and spent without the appropriation of the National Assembly as required by law.

This came as the Party urged the National Assembly to immediately open an inquest into the N378 billion NLNG scandal and unravel who actually authorized the withdrawal, the beneficiaries, as well as what each APC leader got from the huge scam, with a view to exposing them and recovering the fund in the national interest.

According to the Party, “available intelligence shows that the Presidency cabal cornered the money under the guise of subsidy payments but allegedly diverted a huge part of it to members of the cabal and some key APC leaders, which they used to finance their wasteful lifestyle, including acquiring posh property within and outside the country

“If there was no ulterior agenda; if the money was actually meant for payment of subsidy, why was it drawn and purportedly spent without recourse to the constitutionally required approval of the National Assembly and other due process procedures under our laws

“The PDP notes that such humongous corruption and stealing of trillions of naira in the oil and gas sector, which is under President Buhari’s purview, as Minister of Petroleum, is directly responsible for the biting economic recession and its attendant high cost of living, acute hunger and starvation, poor living standard, dilapidated infrastructure, escalated violence and high mortality rate in the country in the last three and half years.

“If the Buhari-led APC administration had curtailed its greed and allowed for a little transparency in governance, our nation would not be in the dire strait in which we have found ourselves today. In any case, what else does one expect from a government replete with avaricious individuals, certificate forgers and liars

“The PDP challenges President Buhari, as Mr. Integrity, to speak out on the monstrous corruption in his Presidency, which has also failed to offer explanations for the alleged siphoning of over N10 trillion from various sleazes, particularly in the oil and gas sector.”

Meanwhile, the Buhari Campaign Organisation has rubbishes the promise by the presidential aspirant of the PDP, Atiku Abubakar to crash the pump price of petrol to N97 if elected.

Spokesman of the organization, Festus Keyamo, in a statement issued in Abuja on Monday said the promise cannot be fulfilled because of the price of the product in the international market.

The statement explained: “At today’s international price of gasoline, no supplier will ever contemplate any scheme that will deliver products at such ridiculous price.

“Those in the sector reading this must be having a good laugh at the opposition.

“A simple check at the international prices will show that even at the world market where gasoline is procured, it will cost not less than N158 to procure a litre of crude oil.

“When you add the cost of refining, plus freight, finance and port charges (premium), there is no magic that one would employ to supply the finished product at N145 a litre.

“Presently, the landing cost of the product in Nigeria hovers around N205 per litre.

“The claim by Alhaji Atiku Abubakar is opportunism of the highest order.

“Nigerians are aware that higher crude oil prices will translate to higher government revenues and a prudent administration will convert the resources to the benefit of the common man.

“This is exactly what President Muhammadu Buhari has done since he mounted the saddle in 2015.

The statement affirmed that Buhari has worked out a transparent system whereby the whole subsidy regime and scam has been totally eliminated.

“There is no cash incentive or payment again to middlemen, it said, adding that the underhand business in the sector witnessed in the previous administrations had been eliminated.

EFCC re-arraigns ex-Gov Ladoja over alleged N4.7bn fraud

EFCC re-arraigns ex-Gov Ladoja over alleged N4.7bn fraud

Ladoja was accused of removing 600,000 pounds from the state coffers in 2007, which he sent to his daughter, Bimpe, in London.

The Economic and Financial Crimes Commission (EFCC) on Monday re-arraigned former Oyo State Governor Rashidi Ladoja over alleged N4.7 billion fraud.

The re-arraignment followed an amendment of the charge by the EFCC.

Ladoja was charged with converting N4.7 billion from the state treasury to his personal use.

He was re-arraigned along with his former Commissioner for Finance Waheed Akanbi, on 11 counts charge of Money Laundering and unlawful conversion of public funds.

They however, pleaded not guilty to the charges. In the amended charge, EFCC added that Ladoja allegedly “compelled a broker to sell the state’s shares.

The prosecution alleged that the former governor did not remit N1.9 billion realised from the sale of the shares.

The commission told the court that the money allegedly went to Ladoja, his family and friends and was not refunded.

EFCC had closed its case before the amendment, but rather than open their defence, the accused opted to file no-case submissions.

Moving the no-case submissions on Monday, Ladoja’s lawyer, Mr Bolaji Onilenla, said EFCC did not establish a prima facie case against his client.

During trial, a prosecution’s witness, Mr Abubakar Madaki, an EFCC Investigator, had testified that the shares, worth N6.6billion, were sold without the state executive council’s resolution.

According to the investigator, Ladoja engaged Fountain Securities as a portfolio manager to sell the shares at a discounted rate, adding that the shares were acquired by McLace Securities.

However, Ladoja’s counsel had faulted Madaki’s evidence, arguing that there were no complaints by the state that the shares were sold illegally.

“We urge the court to hold that there was no prima-facie case against the first defendant and we urge the court to discharge and acquit him accordingly, Onilenla said.

Counsel for Akanbi, Mr Adeyinka Olumide-Fusika (SAN), said what the prosecution witnesses tesified in their evidences were not sufficient to ask the accused to enter a defence.

“We urge the court to uphold the no-case submission of the second defendant, he said.

But the prosecutor, Mr Olabisi Oluwafemi, urged the court to order the accused to open their defence.

He said the evidence given by the prosecution witnesses had raised several questions for which the accused persons should be called upon to answer.

Justice Mohammed Idris adjourned until Nov. 12 for continuation of hearing.

In the charge, the accused were alleged to have conspired to siphon and launder N4.7 billion from the coffers of Oyo State Government.

The EFCC also accused them of converting N1.9 billion belonging to the state for their personal use through the account of a company known as Heritage Apartments Ltd.

The anti-graft agency claimed that the accused retained the money sometime in 2007 in spite of the knowledge that it was proceeds from a criminal activity.

Ladoja was accused of removing 600,000 pounds from the state coffers in 2007, which he sent to his daughter, Bimpe, in London.

In addition, the ex-governor was accused of converting N42 million belonging to the state for his personal use and subsequently used same to purchase an armoured Land Cruiser.

The EFCC added that Ladoja converted N728 million and N77 million at different times in 2007 for his personal use and transferred same to Bistrum Investments for the purchase of a property in Ibadan.

The offences contravene the the Money Laundering (Prohibition) Act, 2004, according to the EFCC.

Tech: Saudi Arabia $500 billion megacity is in jeopardy after a Saudi journalist’s death — here are the other multi-billion-dollar infrastructure projects set to go up

Downtown Riyadh in Saudi Arabia

Saudi Arabia's multi-billion-dollar construction projects could be in peril after the murder of journalist Jamal Khashoggi.

Saudi Arabia is undergoing a massive construction boom. A November report found that the nation had about 4,700 active construction projects, worth a total of $852 billion.

But the future of some of these projects is less certain following the brutal murder of journalist Jamal Khashoggi, which prompted many investors to rethink their contributions.

In late October, prominent figures like Y Combinator's Sam Altman and former US energy secretary Ernest Moniz temporarily pulled out of the plan for a $500 billion megacity.

While the development is still moving forward, others could also be in peril. Billionaire Richard Branson recently severed ties with two tourism projects in the area due to similar concerns. In a statement, Branson said the Khashoggi murder could "change the ability of any of us in the West to do business with the Saudi government."

A lack of international support could hinder Crown Prince Mohammed bin Salman's Vision 2030 plan, which aims to diversify Saudi Arabia's oil-driven economy.

Here are some of the most expensive projects slated to go up in Saudi Arabia.

Neom: $500 billion

Neom's future is on thin ice in the wake of Khashoggi's death, which prompted at least five board members to suspend their involvement with the project.

If brought to life, the megacity would introduce a utopian vision to Saudi Arabia, complete with robot workers, drone taxis, and a bridge that connects to Africa.

Read more: Saudi Arabia wants to build a $500 billion megacity that's 33 times as large as New York City

Great Mosque of Mecca: $26.6 billion

Though it goes by many names — "the forbidden mosque," "the holy mosque," "the sacred mosque" — the Great Mosque of Mecca is known universally as the largest mosque in the world.

With a history dating back to BCE, the structure has undergone numerous renovations, the latest of which was commissioned in 2007 by King Abdullahwik. Construction halted in 2015 when a crane collapsed into the mosque, killing more than 100 people.

With renovations back on, the mosque will soon be expanded to accommodate more than 2.5 million worshippers.

Al Faisaliah Smart City: $25 billion

Saudi Arabia intends to build a high-tech city along the Red Sea coast that relies on renewable energy sources. At an estimated $25 billion, the project will create nearly 1 million housing units for around 6.5 million people by 2050. It also aims to provide 1 million jobs in fields like technology, health, and education.

Riyadh Metro: $22.5 billion

The Riyadh Metro will soon become the main transportation system for Saudi Arabia's capital, introducing six new lines and 85 stations to the city. With 1.16 million passengers expected to rely on the metro within a few years of opening, the system could cut down on 250,000 car trips per day.

While the project expects to have a soft opening in 2019, officials said the metro will not be fully operational until 2021.

Jeddah Economic City: $20 billion

Jeddah Economic City is one of several ready-made cities being developed in Saudi Arabia.

At 56 million square feet, the city has enough room for a new transit system, office space, shops, beach resorts, luxury villas, and energy efficient homes. Its developer, Kingdom Holding Company, is owned by Prince Al-Waleed bin Talal, a member of the Saudi royal family.

Its first phase will center on the construction of the world's tallest tower, while phase two will develop the infrastructure. The entire project is set to open as early as 2026.

Dahiyat Al Fursan: $20 billion

In 2016, the Saudi government partnered with Korean developer Hanwha Engineering & Construction to build 100,000 new homes near the Riyadh International Airport. The development, which is government-funded, is expected to be complete by 2020.

As of 2016, the Saudi government had 187 affordable housing projects in the works — an attempt to address the nation's considerable housing shortage.

King Abdullah Financial District: $10 billion

Construction is well underway on the King Abdullah Financial District, a 17 million-square-foot development to the north of Riyadh. The project represents a key effort on behalf of Saudi Arabia to reduce its dependence on oil, which makes up around half of its economy.

While the new financial district is catered toward banks, law firms, and the nation's stock exchange, it will also be home to around 50,000 residents. Notable architectural features include a monorail, mosque, and network of skywalks connected by solar power.

The district is currently running behind schedule — despite being almost complete.

King Abdulaziz International Airport: $9.6 billion

The newly renovated King Abdulaziz International Airport in Jeddah will officially open in January 2019. As a gateway for pilgrims traveling to the Two Holy Mosques in Mecca and Medina, the airport is designed to accommodate more than 80 million annual passengers.

In addition to a new terminal building, the renovations include a new five-star hotel, shopping centers, and public transportation system. The airport will also feature the world's tallest air traffic control tower, which will stand at nearly 450 feet.

King Abdullah Security Compounds: $8 billion

Phase 5 of the King Abdullah Security Compounds includes the construction of 369 security facilities worth $8 billion. The development will include investigation and prosecution buildings, as well as security and immigration departments.

Jeddah Downtown: $5 billion

Saudi Arabia has taken on the trend of waterfront development, setting aside $5 billion for a new downtown area in Jeddah.

The project will include a mixture of residential, commercial, and office space, as well as a new hotel, amusement parks, and sports facilities. At around 54 million square feet, the development will also make room for around 12,000 new housing units.

Mall of Saudi and City Centre Ishbiliyah: $3.7 billion

A Dubai-based holding company is opening two new malls in Saudi Arabia, worth a reported total of $3.7 billion.

The first project, the Mall of Saudi, will become the largest shopping and entertainment complex in the nation. Its first phase of development — which includes a hotel, apartment building, and indoor ski slope — is set to be complete by 2022.

The second project, City Centre Ishbiliyah, will include 250 stores, a food court, and an entertainment complex.

Abraj Kudai: $3.5 billion

Although the Abraj Kudai hotel was set to open in 2017, the building remains unfinished. With around 10,000 rooms and 70 restaurants, the hotel could soon become one of the largest in the world. Its amenities also include multiple helipads and a section set aside for the Saudi royal family.

Jeddah Tower: $2.2 billion

The centerpiece of the Jeddah Economic City is the Jeddah Tower (formerly known as the Kingdom Tower), which will stretch 3,280 feet into the air. Once complete, the building will outstrip the Burj Khalifa for the title of world's tallest skyscraper.

Inside, visitors will find a Four Seasons hotel, office space, and luxury condos. The tower will also feature the world's highest observation deck, located on the 157th floor.

Family decries alleged murder of suspects by security agents

The Late 5: Show us where to get funds or keep quiet about our borrowing – Fashola; NURTW says it will join labour strike | Other top stories

These are the stories that drove the conversation today:

Minister for Power, Works and Housing, Babatunde Fashola, has asked critics of the Muhammadu Buhari admnistration over its borrowings, urging them to tell the administration how to raise funds for the abandoned projects in the country.

Speaking with reporters during a two-day retreat in Sokoto, Fashola blamed the delay of the 2018 budget by the National Assembly as the reason for its decision to resort to borrowing to complete abandoned projects, stating that the Buhari government had to borrow through the Ministry of Finance and invest on roads to enhance productivity, reduce journey, cost and time for business in order to generate income and wealth creation to payback the loans.

“Those who complain we borrow too much should tell us where else to find funds. We are not raising tax and if we do, they will still complain, he stated.

The Senate has said it will on resumption of plenary further probe the claims by the NNPC, on diversion of dividends from the Nigerian Liquefied Natural Gas (NLNG) to the satisfaction of Nigerians.

Senate President, Bukola Saraki, who gave the assurance while reacting to questions from newsmen at the Ilorin airport said he had received a lot of calls from Nigerians to probe the claim, adding that “the revelations by the NNPC GMD have justified the need for this investigation and they have shown that we are acting in good faith.”

“Let me assure Nigerians that there will be no cover up. We are confident the adhoc committee will do a thorough job. All the issues will be unearthed,” he said.

Ahead of the nationwide strike by organised Labour, expected to commence midnight of Tuesday, the Nigeria Union of Road Transport Workers (NURTW), on Monday announced that it would join the industrial action, should government fail to resolve their differences with the workers.

According to the Chairman of the NURTW in Lagos, Tajudeen Agbede, who disclosed this to the News Agency of Nigeria in Lagos, “we are an affiliate of the NLC, we shall obey its directives. So, we have no choice than to join the strike anytime we’re called upon to do so.

In a related development, Senate President Dr. Bukola Saraki, has appealed to the Federal Government and Organised Labour to shift from their extreme positions and create a new middle ground in the negotiations for the new minimum wage.

In a statement by his Media aide, Yusuph Olaniyonu, Saraki urged both parties to make paramount the interest of the people, noting that any labour strike will cause inconvenience and discomfort to Nigerians, who he said were already battling with the harsh economic conditions in the country.

Former Ekiti Governor, Ayodele Fayose, has cautioned the Federal government against increasing the pump price of petrol from N145 per litre to N185 in March 2019, stressing that smuggling is an outdated excuse for increasing petrol pump price and will no longer be accepted by Nigerians.

In a statement by his media aide, Lere Olayinka, Fayose alleged that the delay in increment till March is owing to its effects on the February 2019 elections, pointing out that the presentation to the Senate last week by the NNPC that N145 fuel pump price was unrealistic and that the pump price of petrol ought to be N185 per litre was a way to prepare the minds of Nigerians for the planned increment.

“Nigerians are suffering. Millions of jobs have been lost and even many of those still employed are not gainfully employed. The federal government must not add to the burden of the suffering masses by increasing the pump price of petrol as being planned, he stated.
