UK Seizes Syria-Bound Oil Tanker In Gibraltar

The Grace 1 tanker was impounded in the British territory at the mouth of the Mediterranean Sea, after sailing around Africa from the Gulf. Shipping data reviewed by Reuters suggests it had been loaded with Iranian oil off the coast of Iran, although its documents say the oil is from neighboring Iraq.

The Gibraltar authorities who seized it did so under the authority of European sanctions against Syria that have been in place for years, with no reference to the source of the oil.

 

But the likelihood that the cargo was Iranian draws a link between this incident and a new U.S. effort to halt all global sales of Iranian crude, in what Tehran has described as an illegal “economic war” against it.

 

European countries have tried to stay neutral in that confrontation, which saw the United States call off air strikes against Iran just minutes before impact last month, and Tehran amass stocks of enriched uranium banned under a nuclear deal.

 

In a statement, the Gibraltar government said it had reasonable grounds to believe that the Grace 1 was carrying its shipment of crude oil to the Banyas refinery in Syria.

 

“That refinery is the property of an entity that is subject to European Union sanctions against Syria,” Gibraltar Chief Minister Fabian Picardo said. “With my consent, our port and law enforcement agencies sought the assistance of the Royal Marines in carrying out this operation.”

 

‘So public, so aggressive’

 

The incident appears to be the first in which European authorities have seized a tanker for allegedly violating Syria sanctions, which have been in place since 2011.

 

“This is the first time that the EU has done something so public and so aggressive. I imagine it was also coordinated in some manner with the U.S., given that NATO member forces have been involved,” said Matthew Oresman, a partner with law firm Pillsbury Winthrop Shaw Pittman who advises firms on sanctions.

 

“This is likely to have been meant as a signal to Syria and Iran – as well as the U.S. – that Europe takes sanctions enforcement seriously and that the EU can also respond to Iranian brinkmanship related to ongoing nuclear negotiations.”

 

Iran has long been supplying its allies in Syria with oil despite such sanctions. What is new now is U.S. sanctions on Iran itself. They were imposed last year when President Donald Trump pulled out of an agreement that guaranteed Tehran access to world trade in return for curbs on its nuclear program.

 

Those sanctions have been tightened sharply since May, effectively forcing Iran off of mainstream crude markets, making it desperate for alternative ways to sell oil and more reliant on its own tanker fleet to store supplies it cannot sell.

The U.S.-Iranian confrontation has escalated in recent weeks, taking on a military dimension after Washington accused Tehran of attacking tankers in the Gulf and Iran shot down a U.S. drone. Trump ordered air strikes but called them off at the last minute, later saying too many people would have died.

 

European countries opposed Trump’s decision to exit the nuclear deal last year, and they have promised to help Iran find alternative ways to export. But they have so far failed to ease the impact of U.S. sanctions, with all major companies halting plans to invest.

 

Iran has said it wants to keep the nuclear deal alive but cannot do so indefinitely unless it receives some of the promised economic benefits. In the past week, it announced that it had accumulated more low-enriched uranium than allowed under the deal, and it says it will refine uranium to a greater purity than the deal allows from July 7.

 

By restricting Iran’s ability to move oil around the globe, the U.S. sanctions have choked off Tehran’s Syrian allies.

 

Government-controlled areas of Syria suffered acute fuel shortages earlier this year resulting from what Assad described as an economic siege. In May, Syria received its first foreign oil supplies for six months with the arrival of two shipments including one from Iran, a source familiar with the shipment said at the time.

 

Earlier this year, Reuters revealed that the Grace 1 supertanker was one of four tankers involved in shipping Iranian fuel oil to Singapore and China, in violation of U.S. sanctions.

The UAE Begins Pulling Out Of Yemen

After four years of fierce fighting and international outrage, the United Arab Emirates (uae) is quietly slipping out the back door. Over the past few weeks it has begun to withdraw men and materiel from Yemen, where it is part of a Saudi-led coalition fighting against the Houthis, an Iranian-backed Shia militia that controls large parts of the country. The uae has not commented on the drawdown. But foreign diplomats and eyewitnesses confirm it is happening.

The proximate cause is growing fear of conflict with Iran. Tensions have climbed steadily since America withdrew last year from the agreement struck in 2015 that imposed limits on Iran’s nuclear programme. In May four oil tankers were sabotaged near the uae port of Fujairah. America blamed Iran. The Emirati foreign minister, in a sign of his country’s nervousness, says it is too early to assign blame. “The uaeare playing it very cool because they understand how vulnerable they are,” says a Western defence official.

Paul Pogba Expected Back For Man Utd Training This Week Ahead Of Pre-Season Tour

Manchester United’s wantaway star Paul Pogba is expected to return to their Carrington training base this week before Ole Gunnar Solskjaer’s squad jet off for their pre-season tour.

The Frenchman, who has made clear his desire to leave Old Trafford this summer, was a notable absentee as the Red Devils first-team returned for pre-season duty on Monday according to mirror.co.uk.

Pogba has been heavily linked with a move away from United with Real Madrid and Juventus said to be keen on signing the World Cup winner.

He was in America over the weekend, sharing footage of him training privately with a coach in the gym, then at the New York Red Bull stadium.

The midfield maestro is the only available United player yet to report for training after goalkeepers David de Gea and Dean Henderson, both of whom were allowed an extended break due to their international commitments this summer, checked in on Thursday.

The Manchester Evening News has reported that Pogba is expected to return to the club’s base ahead of the pre-season tour, which sees the team travel to Perth this Sunday.

Pogba, who returned to Old Trafford in an £89million move in 2016, has cast doubt over his future at United after revealing he is considering “a new challenge”.

Both Juventus and Real Madrid have been linked with moves for the 26-year-old, who is thought to favour a move to a Bernabeu after admitting it would be “dream” to play for compatriot Zinedine Zidane.

 

However, the Red Devils are reluctant to let their record signing leave this summer and have put a £150m price tag on the France international.

 

Although Zidane is thought to want to add Pogba to his Madrid squad, Los Blancos are allegedly reluctant to pay more than £90m for his services after a summer spree that has already seen the La Liga outfit spend around £250m.

It remains to be seen whether Pogba will remain at United for the beginning of the new season, but fans can expect him to play some part in their pre-season action.

Khamenei Calls For Politicization Of Hajj

Iranian Supreme Leader Ali Khamenei has called for politicization of the Islamic ritual of Hajj pilgrimage, describing it as “political work” on Wednesday, According to English.alarabiya.net.

Khamenei said that not politicizing the Hajj was “a great mistake,” adding that to support the oppressed is an Islamic duty, the Islamic Republic News Agency (IRNA) reported.

Khamenei called on Saudi Arabia to ensure the safety of Hajj pilgrims, but said that to oppose and prevent the politicization of Hajj is “anti-religion.”

He added that while Saudi Arabia “has the heavy duty of providing security for pilgrims,” it should not make the environment centered around security.

The politicization of Hajj by Iran has been a major concern for Saudi Arabia since the establishment of the Islamic Republic.

Hajj is a sacred religious ritual that unites Muslims despite their political differences. However, since the Iranian Revolution in 1979, Iran has repeatedly attempted to exploit the Hajj to spread its political messages and agendas.

Iranian politicization of the Hajj has often had deadly results. The Iranian regime provoked riots in Hajj in 1987 and 1989, leading to hundreds of deaths.

Last year, more than 2.3 million pilgrims took part in Hajj. This year Hajj starts on 9 August and continues until 14 August.

Russia Out Of Nuclear Arms Treaty With US

Russian President Vladimir Putin has signed a law suspending the country’s compliance with a nuclear arms treaty that restricted mid-range missiles since the late Soviet era, According to 9news.com.au.

The Intermediate-Range Nuclear Forces (INF) Treaty, signed by the United States and the Soviet Union in 1987, banned ground-launched missiles capable of carrying a nuclear warhead a distance of 500km to 5500km.

The US said earlier this year that it would suspend its participation in the treaty on the allegation that Russia violated it by developing a missile capable of operating within the banned range.

The US had set an August deadline for Russia to prove compliance or else the US would officially withdraw from the agreement. Russia has rejected the US allegation.

Nine In Ten Palestinians Distrust US Economic Plan

Nine in ten Palestinians do not believe or trust the US government’s claim that its recently unveiled economic plan aims to improve their economic wellbeing, a poll published Wednesday found, According to Voanews.com.

President Donald Trump’s administration presented the economic part of its Israeli-Palestinian peace proposals, dubbed ‘Peace to Prosperity, in the Bahraini capital Manama on June 25-6.

But the poll, carried out by the Palestinian Center for Policy and Survey Research and the first since the Manama conference, found overwhelming distrust of Washington.

The Palestinians refused to attend the conference, accusing the US of systematic pro-Israel bias.

Ninety percent of the 1,200 people polled said they did not believe or trust Washington’s claim that the Bahrain meetings aimed to improve Palestinians’ economic conditions.

Trump’s son-in-law and senior advisor Jared Kushner, who is leading the peace plan, has said he is seeking to reach out to ordinary Palestinians, bypassing their leaders.

But the survey also found 79 percent of the Palestinian population supported their leaders’ boycott of the conference, while just 15 percent were opposed to that position.

More than three quarters believed the US plan would not bring prosperity to the Palestinian economy.

The poll also found three quarters of Palestinians wanted their leaders to outright reject the US plan.

Fifteen percent said the plan should be accepted with reservations and just four percent wanted to accept it without reservations.

The Trump administration has taken a series of steps that have stoked Palestinian anger, including recognizing Jerusalem as Israel’s capital in December 2017.

Palestinians consider the eastern part of the city the capital of their own future state and Trump’s move broke with decades of consensus.

Both the Palestinian Authority and its rival Hamas – the Islamist group that runs the Gaza Strip – have lambasted the US economic plan as an attempt to buy them off, in return for foregoing any claim to their own state.

Brendan Galloway Joins Luton From Everton

Everton defender Brendan Galloway has joined newly-promoted Championship side Luton Town on a free transfer.

The versatile 23-year-old becomes Luton’s fourth signing of the summer, ending a five-year spell at Goodison Park and joining up with boss Graeme Jones, who was on Everton’s coaching staff when Galloway made his debut.

The former England Under-17 and Under-19 international joined Everton in 2014 after impressing for MK Dons and made 15 first-team appearances the following season, but he only played 10 league games during brief loans at West Brom and Sunderland.

Galloway said: “I’m really happy to finally get it over the line and I can’t wait to get started.

“I really enjoyed working under Graeme at Everton. The sessions were very exciting and very challenging for the players, and he got the best out of a lot of us.

“I’m really excited for the new project here. There’s a real feel-good factor – everyone at this club is positive.”

The Zimbabwe-born defender, who has more than 50 career appearances in all competitions, will play alongside former team-mates Callum McManaman and Lloyd Jones at Kenilworth Road.

Jones said: “We gave Brendan his debut in the Premier League as a teenager and he did very, very well. He stepped in for Leighton Baines and certainly didn’t let anyone down.

“It is a really good opportunity and a good time to take him.

“He’s lightning quick, competent on the ball and he really loves to get forward. He’s 6ft 1in and a good age, and he’ll add great competition to the squad in that area.”

Women To Head Top EU Institutions For First Time

Two women have been backed by the EU’s leaders to head the European commission and European Central Bank, breaking with more than 60 years of male dominance at the top of the bloc’s institutions, According to Theguardian.com.

After three days of tortuous negotiations, Germany’s defence minister, Ursula von der Leyen, received the support of heads of state and government to replace Jean-Claude Juncker as president of the commission in Brussels. And the French managing director of the International Monetary Fund, Christine Lagarde, will move to Frankfurt to take over from Mario Draghi as the first female president of the ECB.

Von der Leyen, 60, who speaks fluent English and French and studied at the London School of Economics before taking a medical degree, is now the European commission president designate. She will only formally become the first female head of the EU’s executive branch if she wins the support of a majority of MEPs.

France’s president, Emmanuel Macron, proposed her to lead the commission after Hungary, Poland, the Czech Republic, Slovakia and Italy rejected the candidature of the former Dutch foreign minister Frans Timmermans over his previous criticism of populist governments which fail to protect the independence of their judiciary.

Von der Leyen, a gynaecologist who only came to politics in her early 40s, regularly emerges in opinion polls as one of Germany’s most popular politicians.

The mother of seven introduced improved maternity and paternity benefits as Germany’s family affairs minister and drove forward boardroom gender quotas.

She has been working to increase funding for the country’s armed forces in her most recent government role although she has been mired in controversy over the awarding of contracts and has faced criticism about gaps in military readiness.

Von der Leyen was brought up in Brussels as the daughter of Heidi and Ernst Albrecht, the latter of whom was a senior German politician who worked in the commission in the 1950s. She has in the past spoken of her aim of a “United States of Europe – along the lines of federal states like Switzerland, Germany or the US”, and has backed a future European army or “army of Europeans”.

On Brexit, she has fully supported the commission’s position on the Northern Irish backstop, and criticised the “hollow promises” of those who campaigned for the UK to leave the EU.

The 28 heads of state and government, of which only five are women, were under pressure to break the male monopoly on the top jobs although there was never any certainty this would happen.

The debate over the future leadership proved extremely difficult, with the leaders talking through the night on Sunday, and needing to meet again on Monday and Tuesday to find the right gender, geographical and political balance for the five top jobs soon to be vacant.

Belgium’s prime minister, Charles Michel, 43, has been chosen to replace Donald Tusk as president of the European council. Spain’s foreign minister Josep Borrell, 72, will become the EU’s high representative for foreign affairs.

The European parliament is expected to elect its own president in a vote in Strasbourg on Wednesday, with the main political groups likely to support the former prime minister of Bulgaria, Sergei Stanishev, 53, an MEP for the Socialists and Democrats political group, as part of a delicate division of jobs among the parties.

Von der Leyen, who has worked alongside the German chancellor, Angela Merkel, since 2005, is a member of the centre-right Christian Democratic Union and pan-EU European People’s party.

Lagarde was the French finance minister in President Nicolas Sarkozy’s Republican administration.

Michel, who is in a caretaker role while Belgium’s politicians seek to negotiate a new federal government following May’s election, is a member of the Renew Europe political group formed out of a combination of the former liberal group in the parliament and French MEPs from Macron’s La République En Marche party.
