Politics: A Russian military jet flew within 5 feet of a US Navy plane

P 3 Orion

A Russian military SU-27 jet intercepted a US Navy P-3 Orion maritime surveillance aircraft over the Black Sea Monday, coming within five feet of the aircraft.

  • A Russian fighter jet intercepted a US Navy maritime surveillance aircraft over the Black Sea, coming as close as five feet to the US plane.
  • This is just the latest in a number of aggressive air intercepts between the US and Russia.
  • The last aerial intercept involved US and Russian jets over Syria last December.

A Russian SU-27 jet intercepted a US Navy P-3 Orion maritime surveillance aircraft over the Black Sea on Monday, coming within five feet of the aircraft, US Naval Forces Europe confirmed.

"A US EP-3 Aries aircraft flying in international airspace over the Black Sea was intercepted by a Russian SU-27," according to the Navy statement.

"This interaction was determined to be unsafe due to the SU-27 closing to within five feet and crossing directly through the EP-3's flight path, causing the EP-3 to fly through the SU-27's jet wash."

The incident reportedly forced the crew of the aircraft to prematurely end its mission and was first reported by CNN. Monday's intercept is the latest in a string of "unsafe" intercepts that the Russian military has conducted.

In November, a Russian Su-30 fighter flew as close as 50 feet before turning on its afterburners while intercepting a US Navy P-8A Poseidon anti-submarine warfare aircraft over the same area.

The maneuver forced the plane to enter its jet wash and caused it to undergo a 15-degree roll, Lt. Col. Michelle Baldanza, a Pentagon spokeswoman, said at the time.

The US Navy has been conducting reconnaissance missions over the Black Sea at a high rate since the annexation of Crimea by Russia in 2014.

There have been a number of aerial intercept incidents between US and Russian aircraft over the past year, even outside of Europe.

The most recent intercept occurred over Syria in December, and saw two US Air Force F-22s be intercepted by Russian Su-25 and Su-35. The US Aircraft had to fire flares as warnings to the Russian jets, one of which "had to aggressively maneuver to avoid a midair collision."

Russia has denied the incident in Syria took place.

Badagry Festival: Celebrating the story of a common history

Badagry festival

There are other peoples from far away countries that are brought by the organizers to add colours to the festival by displaying their cultural heritage.

Badagry has succeeded in engraving her name on the history books of mankind; and to commemorate this achievement, the Badagry Festival is held.

Popularly known for the role it played during the slave trade period, the name Badagry is believed to have been culled from the means of livelihood of the indigenes of the city which include fishing, farming, and salt making.

Nevertheless, there are other people who believe the city was named after Agbedeh a popular farmer, whose farm was named Agbadarigi, but it was later rephrased Badagry by the Europeans.

This town, which later became a city, was one of the few places across the Atlantic that served as a route for the Europeans to transport slaves to various destinations around the world. Badagry was also the auction point for slaves captured during inter-village warfare.

However, since 1999, the Badagry Festival has become an annual event held in Badagry, Lagos State, to reflect and commemorate the significance of the ancient town during the slave trade era to highlight the diversity of African cultures.

The festival which is organised by African Renaissance Foundation (AREFO), a non-governmental organisation founded for the preservation and resuscitation of tangible and intangible cultural and natural heritage of the African people, can be said to be a convergence of culture and a display of African royalty.

Like most festivals celebrated within and outside the state, indigene and faithfuls of Africans culture are attracted from the rounded corners of the world to celebrate the Badagry Festival.

There are other peoples from far away countries that are brought by the organizers to add colours to the festival by displaying their cultural heritage.

And counted among the major highlights of the festival includes the Liberation Day Celebration, Football Competition (Oba Akran Cup), Arts & Crafts Festival, Nature/Water Sport Activities, Vothun Henwhe Festival, Zangbeto Exotheric Masquerade Festival, Gbenepo Royal Carnival, International Day for the Remembrance of Slave Trade and Its Abolition, Carnival Day and more.

Unarguably, the Badagry Festival cannot be compared to the New Yam Festival in terms of popularity; nor can it find common ground with the Eyo Festival when it comes to acknowledgment.

But it is highly remarkable as it presents a unique opportunity for Diasporans and locals to celebrate the beauty of our common history in a peculiar way.

NAUS Plans Indefinite Protests Until FG, Varsity Staff Unions Reach Agreement, Call Off Strike

The National Association of University Students, NAUS,

The National Association of University Students, NAUS, has vowed to embark on a protest should the Joint force of NASU, SSANU, NAAT and the Federal Government fail to reach a compromise and call off the ongoing strike.

Speaking on Sunday in Abuja, NAUS National Secretary General, Comrade Ogochukwu Isioma, said after due consultations with concerned stakeholders and union leaders, the Association agreed to embark on a protest.

He said: “When we commence the protest, we will not stop until the Joint Action Committee (JAC) of NASU, SSANU, NAAT and the Federal Government resolve the issue and call off the strike.

“We have agreed that all NAUS leaders, Students’ Union leaders in the various institutions, concerned stakeholders, as well as well meaning comrades would join forces to begin the protest, if by the end of the three weeks ultimatum given them, the Federal Government fails to reach a compromise with the leadership of NASU, SSANU and NAAT.”

According to him, the Union leaders would kick-start the protest at the Eagle Square, Abuja.

He said further: “We are resolute in our quest to secure and protect our future from being ruined. There is no going back in our struggle to emancipate Nigerian University students from the shackles of oppressions.”

He described the Federal Government’s attitude towards the education sector as sardonic and satanic.

“NAUS has reaffirmed its commitment in collaborating with other Civil Society Organisations to ensure that public education at the university level occupies utmost priority in governments’ policies, budgeting and implementation,” Isioma said.

AU Unveils Plaque Inaugurating Single African Air Transport Market

African-Union

The African Union (AU) on Monday inaugurated the Single African Air Transport Market (SAATM) in the framework of the ongoing 30th AU summit in Ethiopia’s Capital Addis Ababa.

President Paul Kagame of Rwanda, who is the current chair of the 55-member African bloc, and Moussa Mahamat, Chairperson of the AU Commission, unveiled the plaque on the premises of the AU headquarters in Addis Ababa, marking the inauguration of the SAATM.

The SAATM is a flagship project of AU Agenda 2063, which aspires to create a single unified air transport market in Africa, the liberalisation of civil aviation in Africa and as an impetus to the continent’s economic integration agenda.

According to the AU, the launch of SAATM is expected to spur more opportunities to promote trade, cross-border investments in the production and service industries including tourism, resulting in the creation of an additional 300,000 direct and two million indirect jobs.

NAN reports that in order to move the continent forward towards the concrete implementation of the AU Agenda 2063, the 24th Assembly of Head of States and Government, which took place between Jan. 30 and Jan. 31, 2015 in Addis Ababa, Ethiopia, adopted the Declaration on the Establishment of a SAATM.

Eleven African Member States championed the Declaration by signing the Solemn Commitment to actualise the Yamoussoukro Decision creating the single market.

These Member States were constituted as a Ministerial Working Group with the responsibility to follow-up implementation progress, provide guidance, and spearhead the advocacy campaign to urge more Member States to join the single market.

In May 2016, the AUC wrote to those States that have signed the Solemn Commitment to highlight a number of concrete measures for them to undertake to initiate operationalisation of the single air transport market in the continent as soon as possible.

Among these measures, each State is required to officially publish in accordance with its national regulations or gazette that they are committed to the immediate implementation of the Yamoussoukro Decision under the terms of the Declaration of Solemn Commitment in line with the AU Agenda 2063.

Committee Confiscates 14 Sacks Of Adulterated Sesame In Jigawa

Sesame

The Jigawa State Consumer Protection Committee (CPC) has seized 14 sacks of adulterated sesame seeds worth N483,000 from two traders in Maigatari town.

The Chairman of the committee, Alhaji Farouk Abdallah said on Monday in Dutse that the traders were arrested in Maigatari International Market.

Abdallah said the suspects, Muhammad Bala and Musa Yawale, were arrested when the committee paid unscheduled visit to the market on Jan. 25.

He said the suspects were later taken to court where they were sentenced to five months imprisonment with an option of N5,000 fine each by a Magistrate Court in Maigatari.

The chairman warned traders in the state against engaging in unwholesome practice to defraud consumers, adding that anyone found would be prosecuted.

Abdallah assured that the committee would continue to monitor markets to protect consumers from adulterated foods, drugs and medication, as well as shield them from shylock traders.

According to him, the Court has mandated the committee to destroy the confiscated items one month after judgment if the suspects did not appeal.

Politics: A map of fitness tracker data may have just compromised top secret US military bases around the world

A map of activity in Djibouti, which has drawn comment from security analysts.

In countries like Niger, the heatmap highlights the activity of US soldiers on military bases keeping fit.

  • An interactive heatmap from Strava appears to have exposed sensitive sites.
  • Hackers or state actors could use the information to find bases.
  • Chinese, Taiwanese, and other nations' bases were exposed too, but as the US has the biggest global presence, it stands the most to lose.

Over the weekend a company called Strava, a social network for athletes, updated an online heatmap which mapped out the routes of 1 billion workouts in 2017.

But in doing so, it seems to have expose secret US military in Turkey, Syria, and Yemen.

Strava drew on data from fitness trackers, like fitbits or smartphones, to track their workouts. But fitness tracker users skew western, young, and active. In countries like Niger, the heatmap highlights the activity of US soldiers on military bases keeping fit.

The result is potentially damning for the US military's operational security.

Previously covert bases may have been exposed. More importantly, the useful parts of the base have been highlighted. The heatmap shows that military personnel commonly jog around the perimeter of bases, thereby printing an outline on the heatmap.

Additionally, some may have left the trackers on while going about normal business. Important supply routes and key daily routines have likely been picked up by the heatmap.

"In Syria, known coalition (ie US) bases light up the night," wrote military writer and analyst Tobias Schneider.

"Some light markers over known Russian positions, no notable colouring for Iranian bases … A lot of people are going to have to sit through lectures come Monday morning."

But the most dangerous element of the heatmap isn't the aggregated lines, it's the potential to determine which individual drew which line. Anyone who gains access to Strava's data, legally or otherwise, can then track that soldier's movement, Jeffrey Lewis points out at the Daily Beast.

A user who visits one secret military base, say a missile base, and then visits another location, may indicate that there's another, previously secure, site of interest.

This data could inform both state and non-state actors as to where to attack in the case of war.

The US is not alone in being exposed — Chinese joggers in the South China Sea contributed data to the Strava map, as did workers on Taiwan's secret missile bases. But the US's larger presence around the globe means it had more to lose.

After the map came out, internet users in short order identified some of the most sensitive US military sites around the world.

Here Lewis believes a "highly secure office," possibly the director of national intelligence and the National Counterterrorism Center have been exposed.

Here he seems to think US troops are running around the US's nuclear weapons in Turkey.

Here a Twitter user cross-referencing other open-source analysis seems to think he's spotted a CIA "black site," or somewhere that unacknowledged covert work is taking place, in Djibouti.

But interestingly enough, the actual Pentagon, the headquarters of the Department of Defense, the biggest office building in the world, and the most well-known US military command center in the world, is dark.

Infrastructure deficit: How taxation can help

By Sola Gbadebo

Over the past two years, the bulk of the Lagos State Government revenue has been spent on capital expenditure, specifically physical and social infrastructural development. In 2017, 54 per cent of the state’s income was voted for infrastructure; in 2016, it was 58 per cent and for 2018, a massive 67 per cent capital expenditure is proposed.

Such substantial deployment of revenue to infrastructure is indeed justified if real progress must be achieved. And this is particularly so for Lagos State, which has an estimated population of 24 million people, projected by the African Development Bank to double by 2025. The latest United Nations’ report on population, World Population Prospects: The 2017 Revision, projected that Nigeria will unseat the United States as the third largest population in the world by 2050. The impact of such population growth will be very profound on Lagos State, being the commercial hub of the country and the most attractive destination for Nigerians and immigrants. A population figure of 24 million or 48 million in 2025 creates a huge infrastructure challenge. The state government’s spending on housing, education, healthcare, roads, utility and others must be large and progressively increase yearly in line with the population growth rate otherwise a huge infrastructural deficit and its attendant challenges will wipe out any progress made.

Lagos today is a huge construction site, with infrastructural renewal and redevelopment taking place in virtually every corner of the state in priority sectors. The interchange at Julius Berger, the point of entry into Lagos via road, has been transformed and is emblematic of the very visible progress that Lagos State has achieved over the past two years, in infrastructure terms. The road stretching from Old Tollgate all the way to Oworonshoki leading to the Third Mainland Bridge has been redesigned and the bus-stops clearly set back and widened to help ease traffic flow and check the perennial intractable tailbacks on that axis. A regular visitor to Lagos State who has been away for three, four years will be pleasantly surprised to see the physical transformation all around.

Many of the roads within the state have undergone or are undergoing rehabilitation, upgrades or maintenance such as the Oshodi-International Airport Road, the Agric-Ikorodu to Lagos-Ibadan Expressway link road, Ajah Jubilee Bridge, the eight-lane Mile 2-Badagry Road, Ikorodu Road, the Okota-Ago Palace Way, the Agege Abattoir Road, Lekki-Epe Expressway expansion, the Ogba-College Road, Freedom Road and  Admiralty Way, Lekki, the Iju-Ishaga Road, the Abule-Egba and Pen Cinema flyovers, and construction of modern interchanges like the ones at Berger and Oshodi, pedestrian bridges and lay-bys. The government is investing in a modern and efficient transportation system: rail (Okokomaiko-Marina; Iddo terminal-Alagbado); Automated Guideway Transit (Ikoyi-VI-Ajah line); Bus Rapid Transit (BRT) plying routes across the state; channelisation of the waterways (construction of jetties and provision of ferry services).

Other renewals and rehabilitations of facilities are equally ongoing in education, healthcare services, where schools and medical facilities are being upgraded and re-equipped to modern standards, and in the utility, housing, and environmental sectors. The Cleaner Lagos Initiative, for instance, has seen reforms in the Lagos State Waste Management Authority, LAWMA, to make it more efficient, provisioning of scientifically treated land fill sites, functional compactors, and transfer loading stations, among others. Despite this frenzy of construction/renewal activities, the infrastructure is still some way in meeting the demand from the ever-growing population. “Even with the kind of resources we have in Lagos, it is very clear that there is a huge infrastructural deficit in the state,” says the Lagos State Governor, Akinwunmi Ambode. Indeed, the state has spent about N1 trillion on infrastructure over the past two years. This is but a drop in the ocean. According to experts, the state needs to spend over $120 billion (about N44 trillion) yearly to meet the infrastructure requirement of its population in the next decade. The government projects that it would need to spend an average of N18 trillion yearly for the next 18 years to bridge the infrastructure deficit.

In spite of the glaring financing gap, the state must still press on with its developmental agenda if it hopes to transform into a mega city and remain competitive alongside Tokyo, Hong-Kong, Sydney or other global cities. The state government must be commended though for the impact it has achieved in infrastructure development despite the meager resources available. It is clearly a function of smart thinking and smart deployment of available resources. However, the quest by the state government to “deliver a clean, safe and prosperous Lagos” will require, no doubt, smarter thinking, but most importantly a deeper pocket.

The state’s share of the national purse, including capital receipts and federal transfers, is a paltry 34%, on average, of the total revenue mix over the past five years. Internally generated revenue, IGR, particularly tax, contributed the bulk over the same period. With revenue from the centre dwindling consistently, this revenue mix is not likely to change anytime soon; IGR will continue to be the main component of the state’s revenue. So, it is fairly obvious that the state government needs the buy-in of Lagos residents, via tax compliance, to boost its revenue. That shouldn’t be difficult as many Lagosians trust the state government to judiciously utilise its revenue. The government has over the years shown fiscal prudence and discipline and has managed to utilise taxpayers’ money to achieve some level of success in transforming the state, despite its limited resources. Already, the government has set itself an IGR target of N50 billion monthly or N720 billion this year.

To achieve this target, the government is not so much about tax increases but importantly plans to strengthen its tax laws through amendments and enactments and make them more inclusive and efficient, and to reflect current economic realities. Of the about 13 million taxable population in Lagos State, only about 30 per cent pay their taxes consistently and accurately. It is expected that the new tax administration, with up-to-date tax laws, will address this. Enforcement is also one area the state government needs to be proactive to ensure compliance. The ongoing voluntary asset and income declaration (VAID) scheme is a very laudable campaign. The scheme has set a grace period till March 2018 for full compliance by all, after which offenders will face prosecution.

The state government has presented a N1.046 trillion budget for 2018, with a large chunk (67%) of that figure expected to go into infrastructural development. The governor outlined some of the targeted projects for the year to include, four new stadia in Igbogbo, Epe, Badagry and Ajeromi Ifelodun (Ajegunle), an ICT incubation centre in Yaba, completion of five new art theatres, Igbonla Light Industrial Park, support for SMEs via the state’s Employment Trust Fund, investments in embedded power programme to provide regular power to Lagosians, completion of the ongoing Epe and Badagry Marina projects, completion of housing projects in Gbagada, Igbogbo, Iponri, Igando, Omole Phase I, Sangotedo and Ajara-Badagry under the Rent-to-Own policy, commencement of the rehabilitation of 181 local government roads, relocation of Mile 12 market to Imota, and continuous gridlock resolution, among several other projects.

For long, Lagos residents, and indeed Nigerians, had complained that the impact of government is hardly felt. That is no longer the case in Lagos. Since 1999, successive governments in the state have demonstrated good faith and each has shown that it can be trusted with taxpayers’ money to deliver people-oriented and impactful projects. Now is the time to show support and encourage the government to do more. One of the best ways to do this, experts have agreed, is by ensuring we exercise our civic responsibility of paying our taxes, consistently and accurately.

Asahi Brands, SON partner to curb distribution of fake Bridgestone tyres

By Peter Egwuatu

ASAHI Brands Limited, the exclusive tyre distributor for Bridgestone and Firestone, said it will partner with Standard Organisation of Nigeria, SON, to checkmate distribution of fake versions of the tyres.

Showcasing its commitment and increased focus on the growing Nigeria market, Asahi Brands also said its branded retail outlets will provide customers with an enhanced retail experience and a better feel for the brand and passenger car radials on display.

Speaking at a press conference in Lagos to launch Asahi Tyre Zone, Mr. Victor Eburajolo, Deputy Group Managing Director of Kewalram Chanrai Group, said: “We are going to partner with SON to fight substandard tyres that come into market as we have done in some of our other products. This is because life is involved in the use of quality products and that is why we have chosen Bridgestone and Firestone that are known brands.”

Also speaking, Mr. Stefano Sanchini, Director Sales  Bridgestone Middle East (BSME)  said: “Over the past 2-3 turbulent years we have been making steady inroads into the Nigerian market as this is a pivotal market for our growth in the African sub-continent. Our product range fits well with the Nigerian consumer requirements and with the support of our key distribution and retail partners in Nigeria; we have been able to penetrate most of the key institutional and replacement tyre market segments. Now with the reviving economy in Nigeria, we believe it is the perfect time to step up our customer focus in this market with the establised branded retail chain Asahi Tyre Zones .”

Commenting as well, Anil Sahgal, Director Auto Division, Afriventures said, “The growing passenger vehicle segment of Lagos, along with entire Nigeria, has a lot of potential for us. The age old partnership with Bridgestone has enabled us to secure a strong customer acknowledgement for our products.

We aim to have a larger mind space with the customers in the 36,000 a month premium tyre market in Nigeria. The Asahi Tyre Zones will help us increase visibility for the Bridgestone and Firestone brands, and will endear us further for the consumers, as they experience our world-class products and services.”

Defence Minister’s Statement On Benue Killings Unfortunate –Ortom

Benue State Governor, Samuel Ortom granted an interview to newsmen in reaction to comments made by the Minister of Defence, Mansur Dan-Ali on the invasion of the state and killings by Fulani herdsmen. He alleged that the Minister is part of the conspiracy. TOR VANDE-ACKA was there. Excerpts:

What’s your reaction to comments credited to the Minister of Defence that Benue and Taraba Killings are as a result of Anti-Open Grazing Laws?

It’s unfortunate but I want to console myself that that thing is not coming from the Honourable Minister, but if it did, I’ll say that it is very unfortunate. Then the solution to the security challenges we have in this country is not in sight having those kinds of people in position who are not able to give quality advice and to also proffer solution to the security problems we have here.

Take for instance, if you say it is because of the law that killings by herdsmen are going on in Benue, is there any law prohibiting open grazing in Adamawa State? Is there any one in Plateau State? Is there any law in Kaduna, Ondo, Bayelsa, Imo, Ebonyi, Delta or Edo States? In Edo state, cattle have taken over even schools. This is provoking. It is like dancing on the graves of those people who were murdered and slaughtered in this state on the first of January. It’s unfortunate that you have those kinds of people who are saddled with the responsibility of providing security for our contry. I do not want to join issues with him but I will personally see him and try to find out why he had to say that.

The other day, a report came from the Department of State Security, DSS, that it was the Islamic State of West Africa, ISWA Terrorist Group Organisation that is taking over and I also heard that the minister was quoted as saying we should accommodate foreigners; foreigners who come here illegally should be accommodated? So if a minister of the Federal Republic of Nigeria is coming out to encourage our citizens to do illegal things, I now begin to see why they have given immunity that is the prerogative of the President and the Vice President, Governors and Deputy Governors to herdsmen who kill and to even cattle. So cattle in Nigeria have immunity more than human beings. This is unfortunate and I look forward that he will apologise to us and retract what he said because it is an insult on our collective leadership. It is wrong and let the minister know that we are more intelligent than what he thinks we are. We will continue to do the right thing, we’re not asking for anything outside the laws of this land. The law prohibiting open grazing that we have enacted was legitimate as enshrined in the Constitution of the federal republic of Nigeria and as law abiding citizens, we will continue to do this.

I want to advise the federal government to face this challenge squarely because it is their responsibility to provide security for lives and property because we as a state don’t own security apparatus of this country, so it is their responsibility. So instead of diverting attention, today they will say that Ortom is arming 6,000 militia and tomorrow they will go and sponsor people to write rubbish about me and all that just to try to divert attention. Why not face the real issue that is confronting us? This is a monster that has the capacity of consuming the entire country and we must arise as leaders and support Mr. President to ensure that we surmount this.

Don’t you think some of these comments coming from  appointees of Mr. President and agencies of the Federal Government are indications that they are acting his script?

Well, I’ll see what Mr. President will do because I’m sure that he must have also heard what the minister said and I expect that he’ll respond to that because it’s wrong. But I don’t want to believe that the Mr. President I know and whom I supported and I’m still supporting is an upright person who is always truthful and he’ll say the right thing and caution his minister because I can’t believe that a minister of the Federal Republic of Nigeria at this time will come and add salt to our injury. We are pained by what this man came out to say yesterday.

Are you not scared that these people might be ganging up against you?

Whatever it is I say that it does not matter as long as I’m on the side of the truth and doing the wish of my people, I’m satisfied. I don’t care about any gang-up. It doesn’t matter. But I heard it – gang up to do this and that but it doesn’t matter.

We understand that apart from the 73 people that were given mass burial, people are still being killed. Can we get an aggregate figure of those killed since the renewed attacks on Benue communities on first January, 2018?

I’ve not gotten the complete figure but there is a committee working on that. But even on the burial, I did say that the deaths were more than 73. Even yesterday, there were some killings in Guma including a police man, one police man was wounded and one is till missing. You see these people are joking. If terrorists that are hired by herdsmen under the leadership of Miyetti Allah Kautal Hore that are known by the Federal Government have gone beyond killing our people who are civilians to killing security personnel, if security men are being killed in this manner, where is our safety? That is what the minister of Defence should be concerned about. They know where these people are so they are making me to believe that the Minister of Defence is also part of the conspiracy against Benue State and is not about grazing. It’s about occupation, taking over the land and that is what Miyetti Allah said and they have accepted that it should be so. This is not correct.
