President will divert some of his wages to a development fund and seek to allow foreign ownership of property
This development comes after Liberia's revenue fell last year in the country's bid to recover from the worst outbreak of Ebola yet.
Mr. Weah says the government’s income dropped 13 percent to $489.1 million in 2017 from 2016.
Addressing lawmakers in his first state-of-the-nation address he pledged to reduce his pay and benefits by a quarter. The President of Liberia earns about $100,000 yearly, meaning that Weah will relinquish about $25,000.
“The state of the economy that my administration has inherited leaves a lot to be desired. This is plain for all to see. We’re all affected by it.“Our economy is broken; our government is broke. Our currency is in free fall; inflation is rising.” Unemployment is at an unprecedented high and our foreign reserves are at an all-time ”low,” Mr. Weah said.
After averaging economic growth of about 8 percent from 2006 to 2013, Liberia’s economic fortunes plummeted as a more than yearlong Ebola outbreak at its peak infected as many as 400 people a week and resulted in the deaths of more than 11,200 in the country and neighboring Sierra Leone and Guinea.
The West African nation’s gross domestic product contracted by 1.6 percent in 2016, according to World Bank data.
The government wants to implement a $3 billion infrastructure investment plan and will propose a constitutional amendment to allow the foreign ownership of land and property, Weah said.

Morocco on Monday introduced a draft African Agenda on Migration at the 30th Summit of AU in Addis Ababa.
According to the Moroccan official MAP news agency reported, the draft Agenda was laid out in a message from King Mohammed VI that was read out by the Moroccan Prime Minister Saad Othmani.
The king, who was appointed at the 28th AU Summit as Leader of the African Union on the Question of Migration, said in the message that the agenda was drawn up using an inclusive and participatory approach.
“It is a flexible, scalable and legally non-binding document. More than anything else, it should serve to inspire our future action regarding this question,” he stressed.
“The African Agenda on Migration is based on the idea that we need to know the full range of dimensions involved in the migration phenomenon in order to understand it properly,” he said.
In this regard, the king called for adopting a positive stance on the issue of migration by highlighting the humanistic rationale of shared responsibility and solidarity.
He noted that there is no massive influx of African migrants, since the latter account for only 3.4 per cent of the world population.
He added that African migration is essentially intra-African as 4 out of 5 African migrants remain in the Continent.
Othmani suggested the setting up of an African Migration Observatory to develop observation and the exchange of information between African countries in order to promote controlled management of migration flows.
The king also called for the creation of a post of AU Special Envoy for Migration, who would be tasked with coordinating AU policies in this area.
Since Morocco’s king was appointed Leader of the African Union on the Question of Migration, the north African kingdom had hosted several meeting on the elaboration of a shared African Agenda on migration.

The recently established Delta State Community Youths Association, DSCYA, has been inaugurated.
Speaking after the inauguration in Asaba, President-General of the association, Mr Ifeanyi Eboigbe, commended youths in the state for their peaceful conduct in 2017.

Also speaking, the Director-General, DSCYA, Mr Innocent Esewezie, stressed the need for youths to prepare themselves for leadership, adding: “Shun violence, cultism, kidnapping, prostitution and other social vices that can truncate your future. Spend time improving yourselves and preparing for tomorrow’s leadership roles.
“The association will soon begin a tour of the state to sensitize youths on the need to be supportive of government and respect constituted authorities for the overall good of all.”

Around Twitter, NBA fans were sharing reactions of their own to the deal that marks the end of an era for the Clippers.

The first lady canceled plans to join Trump on a trip to Davos amid the reports, but she plans to appear by his side at his first State of the Union address.
First Lady Melania Trump was reportedly blindsided by the bombshell report that President Donald Trump's lawyer previously arranged a payment to Stephanie Clifford, a porn star who goes by the stage name "Stormy Daniels," to keep her from publicly disclosing an alleged sexual encounter with Donald Trump.
Melania was furious at the president, two people close to the Trumps said in a New York Times report published on Monday.
The alleged sexual encounter, first reported in The Wall Street Journal, alleged that Michael Cohen, the president's longtime attorney, had arranged a payment of $130,000 to Daniels, a month before the 2016 US presidential election. Following the report, celebrity gossip magazine InTouch published a seven-year-old interview with Daniels, in which the former porn star described an alleged encounter with the president.
The Trump administration has denied the allegation. Cohen shared what he said was a letter from Daniels, dated January 10, 2018, denying she was paid to keep quiet about the alleged incident.
The first lady's communications director, Stephanie Grisham, criticized reports surrounding Melania Trump's behavior of late, calling it "salacious and flat-out false."
Following the reports of the alleged sexual encounters, Melania unexpectedly dropped out of a two-day trip with the president to Davos, Switzerland, for the World Economic Forum, where he met with, and addressed world leaders.
The first lady made an unexpected trip to the Holocaust Memorial Museum in Washington instead, ahead of the International Day of Holocaust Remembrance.
Despite her recent absence from the public spotlight, the first lady is expected to attend the president's first State of the Union address on Tuesday, where Trump will deliver a speech on "building a safe, strong and proud America."

“I haven’t seen a significant decrease in [Russian] activity,” Pompeo added.
CIA Director Mike Pompeo said in an interview with the BBC on Monday that he expects Russia to try to meddle in the 2018 midterm elections.
"I have every expectation that they will continue to try and do that," Pompeo told BBC reporter Gordon Corera. "But I'm confident that America will be able to have a free and fair election (and) that we will push back in a way that is sufficiently robust that the impact they have on our election won't be great."
Pompeo also told the BBC that, despite some cooperation on anti-terrorism efforts, he views Russia as an adversary, stressing that they are still trying to influence the US and Europe.
The CIA director also answered questions about the conflict with North Korea, President Donald Trump's rhetoric, and Michael Wolff's book "Fire and Fury."
"We talk about [Kim Jong Un] having the ability to deliver a nuclear weapon to the United States in a matter of a handful of months," Pompeo told the BBC. The CIA director said his job is to provide Trump with intelligence that will deliver "a set of options that continue to take down that risk by non-diplomatic means."
Pompeo said there are many "possible” ways to remove Kim from power, and, concerning Trump's tough rhetoric, that North Korea's leader "understands the message that America is serious."
When asked about Wolff's book "Fire and Fury," Pompeo called it "absurd."
"I haven't read the book. I don't intend to," Pompeo said, adding that the "claim that the president isn't engaged and doesn't have a grasp on these important issues is dangerous and false and it saddens me that someone would have taken the time to write such drivel."
"He is very focused in the sense that he is curious about the facts that we present. He is curious in the sense he wants to understand why we believe them," Pompeo said.
Wolff's book allegedly quotes a number of Trump's advisers and cabinet members who questioned the president's intelligence.
For example, Secretary of State Rex Tillerson allegedly called him a "f—ing idiot" and National Economics Council Director Gary Cohn called him "dumb as s—."
Fayose, who spoke at the rally held at Okesa area, said that he was not rattled by the negative utterances hurled at him by the anti-Olusola aspirants.
“Olusola never said he wanted to be deputy governor, but God instructed me to pick him. I said we will go together after our tenure, but God said I should allow him to stay; that what I said was my own opinion,” Fayose told the huge crowd.
The News Agency of Nigeria (NAN) reports that former minister of state for works, Dayo Adeyeye, a serving senator, Mrs. Biodun Olujimi, and Nigeria’s former envoy in Canada, Dare Bejide, had indicated interest in the PDP’s ticket for the July 14 governorship poll.
The trio, along with a former Fayose aide and justice commissioner, Owoseeni Ajayi, had jointly rejected the adoption of Olusola as the PDP’s sole candidate and described the step as “pedestrian and undemocratic”.
But Fayose, who spoke at the rally held at Okesa area, said that he was not rattled by the negative utterances hurled at him by the anti-Olusola aspirants.

“The PDP has taken a position which we think is in the best interest of the state; we shall not be distracted by those opposed to this step,” he said.
He expressed confidence that the PDP would win the July 14 election “by God’s grace”.Fayose said that the large turn out of people for the rally was a testimony of PDP’s popularity in Ekiti, and warned those thinking of rigging the election to perish that thought as the people would resist that.
He said that his administration had achieved a lot in the areas of infrastructure.
“We have improved on infrastructural development. We built a flyover at Oja Oba market and also built a new governor’s office. We have executed many projects,” he said.
He dismissed allegations that his government had borrowed N56 billion, and declared that he had not borrowed “even a dime” since he came into office.
“Let my opponents know that the elections are not won by propaganda. If they are sure of what they are saying, let them tell us the bank that gave the loan and also produce the papers leading to the transactions,” he said.

Shaun T. prefers to exercise first thing in the morning on an empty stomach, but sometimes needs a snack to keep him fueled before and after a workout.
Getting ready to work out is often the hardest part of exercising. You need a plan, a place to do it, the right kind of clothes, good shoes, and enough energy.
Caffeine can help you feel more energetic — but so can certain foods.
Shaun T. is the fitness guru who came up with the viral "Insanity" target="_blank" workout, a grueling 60-day fitness plan that uses interval training — an equipment-free workout approach that involves breaking up quick bursts of sweaty movement with short rest periods. Shaun told Business Insider that while he prefers to exercise first thing in the morning on an empty stomach, he sometimes needs a little something extra to keep him fueled before and after a workout.
His favorite food for a pre- or post-workout snack is sweet potato, or what he calls a "powerhouse food." On days when he's feeling low-energy, he eats half of one about 45 minutes before exercising.
"A half a sweet potato is my best friend," Shaun said. "I call it the powerhouse food. It’s an amazing carb, and you don’t need to add sugar or anything like that. Just bake it and eat it just like that."
Sweet potatoes might be a healthy pre- and post-workout food for many reasons, but one of them is that they're a great source of carbohydrates — the most easily accessible form of fuel for your muscles.
After a heart-pounding, leg-shaking workout, carbs can speedily nourish the parts of your body that need it most.
Plus, despite packing a high dose of carbs, sweet potatoes are also rich in several other nutrients which can help balance out their impact on your energy levels — meaning you won't get a spike in energy and then crash a few hours later. Half of a baked sweet potato gives you 3 grams of fiber, 2 grams of protein, more than three times your daily requirement of vitamin A, and a third of your daily dose of vitamin C. It's also only about 80 to 90 calories, fewer than you'd get from eating a piece of toast.
But don't take my word for it — try it next time you work out.
"Just eat that and you'll be like, 'Oh my goodness,'" Shaun said.
A Russian military SU-27 jet intercepted a US Navy P-3 Orion maritime surveillance aircraft over the Black Sea Monday, coming within five feet of the aircraft.
A Russian SU-27 jet intercepted a US Navy P-3 Orion maritime surveillance aircraft over the Black Sea on Monday, coming within five feet of the aircraft, US Naval Forces Europe confirmed.
"A US EP-3 Aries aircraft flying in international airspace over the Black Sea was intercepted by a Russian SU-27," according to the Navy statement.
"This interaction was determined to be unsafe due to the SU-27 closing to within five feet and crossing directly through the EP-3's flight path, causing the EP-3 to fly through the SU-27's jet wash."
The incident reportedly forced the crew of the aircraft to prematurely end its mission and was first reported by CNN. Monday's intercept is the latest in a string of "unsafe" intercepts that the Russian military has conducted.
In November, a Russian Su-30 fighter flew as close as 50 feet before turning on its afterburners while intercepting a US Navy P-8A Poseidon anti-submarine warfare aircraft over the same area.
The maneuver forced the plane to enter its jet wash and caused it to undergo a 15-degree roll, Lt. Col. Michelle Baldanza, a Pentagon spokeswoman, said at the time.
The US Navy has been conducting reconnaissance missions over the Black Sea at a high rate since the annexation of Crimea by Russia in 2014.
There have been a number of aerial intercept incidents between US and Russian aircraft over the past year, even outside of Europe.
The most recent intercept occurred over Syria in December, and saw two US Air Force F-22s be intercepted by Russian Su-25 and Su-35. The US Aircraft had to fire flares as warnings to the Russian jets, one of which "had to aggressively maneuver to avoid a midair collision."
Russia has denied the incident in Syria took place.

There are other peoples from far away countries that are brought by the organizers to add colours to the festival by displaying their cultural heritage.
Popularly known for the role it played during the slave trade period, the name Badagry is believed to have been culled from the means of livelihood of the indigenes of the city which include fishing, farming, and salt making.
Nevertheless, there are other people who believe the city was named after Agbedeh a popular farmer, whose farm was named Agbadarigi, but it was later rephrased Badagry by the Europeans.
This town, which later became a city, was one of the few places across the Atlantic that served as a route for the Europeans to transport slaves to various destinations around the world. Badagry was also the auction point for slaves captured during inter-village warfare.
However, since 1999, the Badagry Festival has become an annual event held in Badagry, Lagos State, to reflect and commemorate the significance of the ancient town during the slave trade era to highlight the diversity of African cultures.
The festival which is organised by African Renaissance Foundation (AREFO), a non-governmental organisation founded for the preservation and resuscitation of tangible and intangible cultural and natural heritage of the African people, can be said to be a convergence of culture and a display of African royalty.
Like most festivals celebrated within and outside the state, indigene and faithfuls of Africans culture are attracted from the rounded corners of the world to celebrate the Badagry Festival.
There are other peoples from far away countries that are brought by the organizers to add colours to the festival by displaying their cultural heritage.
And counted among the major highlights of the festival includes the Liberation Day Celebration, Football Competition (Oba Akran Cup), Arts & Crafts Festival, Nature/Water Sport Activities, Vothun Henwhe Festival, Zangbeto Exotheric Masquerade Festival, Gbenepo Royal Carnival, International Day for the Remembrance of Slave Trade and Its Abolition, Carnival Day and more.
Unarguably, the Badagry Festival cannot be compared to the New Yam Festival in terms of popularity; nor can it find common ground with the Eyo Festival when it comes to acknowledgment.
But it is highly remarkable as it presents a unique opportunity for Diasporans and locals to celebrate the beauty of our common history in a peculiar way.

The National Association of University Students, NAUS, has vowed to embark on a protest should the Joint force of NASU, SSANU, NAAT and the Federal Government fail to reach a compromise and call off the ongoing strike.
Speaking on Sunday in Abuja, NAUS National Secretary General, Comrade Ogochukwu Isioma, said after due consultations with concerned stakeholders and union leaders, the Association agreed to embark on a protest.
He said: “When we commence the protest, we will not stop until the Joint Action Committee (JAC) of NASU, SSANU, NAAT and the Federal Government resolve the issue and call off the strike.
“We have agreed that all NAUS leaders, Students’ Union leaders in the various institutions, concerned stakeholders, as well as well meaning comrades would join forces to begin the protest, if by the end of the three weeks ultimatum given them, the Federal Government fails to reach a compromise with the leadership of NASU, SSANU and NAAT.”
According to him, the Union leaders would kick-start the protest at the Eagle Square, Abuja.
He said further: “We are resolute in our quest to secure and protect our future from being ruined. There is no going back in our struggle to emancipate Nigerian University students from the shackles of oppressions.”
He described the Federal Government’s attitude towards the education sector as sardonic and satanic.
“NAUS has reaffirmed its commitment in collaborating with other Civil Society Organisations to ensure that public education at the university level occupies utmost priority in governments’ policies, budgeting and implementation,” Isioma said.
