World: Jury awards $38 million to family of Maryland woman shot by police

A Baltimore County, Maryland, jury on Friday awarded more than $38 million to the family of a woman who was fatally shot by police in 2016 after a standoff that had been partly broadcast on Instagram.

The woman, Korryn Gaines, was shot several times by a Baltimore County police officer as her 5-year-old son lingered nearby, in the line of fire.

During the standoff, the son, Kodi Gaines, was struck twice by the officer’s gunfire — once in the face and once in the elbow.

After an approximately three-week trial and less than three hours of deliberation, the all-female jury found that the first shot the officer had fired was not reasonable; they then doled out damages on the grounds that Baltimore County had violated the Gaineses’ civil rights and had committed battery on the mother and son.

The jury awarded Kodi Gaines, now 6, more than $32.8 million; Karsyn Courtney, Kodi’s younger sister, who was not in the apartment at the time of the shooting, was awarded more than $4.5 million; and Korryn’s mother and father were awarded $300,000 each, as was the estate of Korryn Gaines.

Kenneth Ravenell, a lawyer representing Kodi Gaines and his father, Corey Cunningham, called the verdict a “huge win” for his clients. While he acknowledged that the award was “significant,” he emphasized that he believed the payout was justified given that Kodi had been shot and continues to suffer from post-traumatic stress.

“Everyone should consider whether, if it was their child, would this number be too high?” Ravenell said in a telephone interview Friday.

“We are moved by the jury’s swift verdict in this case,” he continued. “We believe it sends a message not only to the police officer who shot my client and killed his mother in front of him, we hope it sends a message to police officers around the country that the citizens here, and the citizens all around the country, are tired of police abuses.”

In a statement, Mike Field, Baltimore County attorney, said the county was “disappointed with the verdict and is reviewing all of its options, including an appeal.”

“A mother died, a child was unintentionally injured, and police officers were placed in mortal danger,” he said. “By any account, this was a tragic situation.”

The Baltimore County Fraternal Order of Police Lodge No. 4, the police union, did not respond to a phone message or return an email requesting comment.

As the case was unfolding, police had said Korryn Gaines, 23, had a shotgun and had pointed it at an officer at least once during the confrontation.

In fall 2016, the Baltimore County State Attorney’s Office announced that it had completed its review of the shooting and had determined that it had been justified, and that criminal charges were not warranted. The officer who fired the shots, Royce Ruby, was promoted to the rank of corporal while the matter was pending, Ravenell said.

The Baltimore Sun reported that lawyers for the family had sought more than $42 million in damages. Ravenell said he believed more money had been sought for Gaines’ estate than was ultimately awarded.

J. Wyndal Gordon, a lawyer for the estate and other members of Gaines’ family, did not respond to requests for comment, but told The Sun after the verdict that he was “ecstatic.”

Defendants have a right to ask a judge to reduce the damages they must pay. But Ravenell said he did not believe the judge would make any changes.

The police standoff involving Gaines occurred in Randallstown on Aug. 1, 2016, and lasted several hours. That Monday morning, police were trying to serve her with an arrest warrant after she failed to appear in court on charges related a traffic stop. Police were also serving an arrest warrant on her boyfriend, Kareem Courtney, 39, who police said was wanted on an assault charge.

The first officer to enter the apartment testified that he saw Gaines holding a shotgun and that she had pointed it at him, according to The Sun. Ruby also testified that he had observed Gaines seated in the hallway of her apartment, a shotgun on her lap and a cellphone to her ear, according to the newspaper.

Ravenell confirmed that Gaines had posted videos during the standoff, effectively livestreaming what was going on. Through Facebook — which owns Instagram — police were able to essentially deactivate her account just a minute or two before the fatal shot was fired, Ravenell said.

Still, he said, Gaines’ “use of livestreaming played no part in what occurred here.” He added that it was never alleged during the trial that her posts on social media “played any part in escalating the situation.” (Facebook did not immediately reply to a email seeking comment.)

Eventually, Ravenell said, Ruby fired the first shot from outside the apartment — a vantage point from which the officer could not see Kodi Gaines, the 5-year-old child. Ravenell said the officer knew the child was in the kitchen and “allegedly could only see braids of Ms. Gaines’ hair and the barrel of a shotgun” when he “took a blind shot through the drywall.”

The shot struck Korryn Gaines in the back and also struck Kodi Gaines in the face, Ravenell said. The officer then went into the apartment and fired three more rounds, striking Korryn Gaines three more times and also striking Kodi Gaines a second time, Ravenell said.

Orelope-Adefulire, who was represented by her office Secretary of Programme, Mr Waziri Laminu, said this on Friday in Abuja when she received members of “Save African History” initiative.

She expressed the government’s readiness to do whatever it could to achieve sustainable development in the country, without compromising the future generation.

Nigeria has a rich culture that is one of the best in the world, and it should be properly harnessed to create wealth and bring about sustainable development.

“Nigeria has all it takes to be great since we are blessed with abundant human and natural resources.

“These resources should be a source of strength, as well be potential for sustainable development of Nigeria,” she said.

The leader of the Save African History initiative, Mr Obinali Egeli, said the purpose of the visit was to partner with the government in achieving the SDGs.

“We can, using Nigeria’s untold history of ingenuity, inspire Nigerians to innovate to achieve the SDGs,” he said.

The concept of the SDGs was born at the United Nations Conference on Sustainable Development in 2012.

The objective of the 17 SDGs is to produce a set of universally applicable goals that balances the three dimensions of sustainable development; that is environmental, social and economic.

The new development agenda aims to promote peaceful and inclusive societies, creates better jobs and tackles the environmental challenges, particularly climate change.

Why it is dangerous to give your child medicine without prescription

prescriptionIn this part of the world, it is common for parents both educated and illiterates to begin administering drugs to their children few days after birth which is against the conventional medical practice. Most of these drugs according to findings are usually not prescribed by paediatricians or qualified pharmacists.

As gathered, the habit of using drugs for children right from infancy is usually passed down by parents from one generation to another. It is common to hear grandparents tell their children: “I used the same drugs for you when you were born. It has been tested and trusted and that is enough confirmation for these young and inexperienced mothers to take to their own mothers’ practice unabatedly. Some of the commonly used medicines for babies are Afravite Multivitamin, Nospamin, Abidec, Gripe water, teething powder, among others.

Experts have now warned that administering some of these medicines such as multivitamins and pain relievers to children, if not prescribed by medical professionals is called self medication. This practice has been condemned on several occasions by the Nigerian Medical Association (NMA) and the Pharmaceutical Society of Nigeria (PSN).

The arbitrary use of medicine for children especially those under two years often cause more serious damages to their body organs and in some cases death. Findings show that medicines commonly used by parents are pain relief medicines, herbal medications (e.g. agbo jedi) and sedatives.  Though pain relief like paracetamol can be obtained without prescription, it is not safe to use it too often as it can lead to poisoning or liver failure, experts have said.

In a chat with Xquisite Health, Mrs Helen Oduntan, Chairman, Association of Lady Pharmacists (ALPS), Oyo State chapter, hospital pharmacist and Fellow of West Africa College of Pharmacists said:” This habit (or tradition) is wrong and dangerous to the well being of the baby. The baby’s organs of absorption and excretion are still very tender and cannot cope with these medicines.

‘’Medicines are not food and should not be given to babies without prescription.  We members of the Association of Lady Pharmacists (ALPS Oyo State) discovered that many parents give their babies multivitamin, pain and fever medicines routinely.  This is usually done from an “ajogba” and given to babies after their bath in the morning. This is drug abuse and should be discouraged.

“Apart from the danger to the baby’s tender organs, the baby’s system gets accustomed to some of these medicines so much that when the baby falls ill,  these first line medicines (which the baby has been exposed to prematurely) are not effective and stronger (and more toxic) medicines have to be prescribed  for common ailments.

“Children are given medicines if they cry or sneeze! Before taking little girls to salon to make their hair, some parents give paracetamol!  If they are restless, parents bring out the sleep medicines. Parents should endeavour to find the cause of the crying or restlessness instead of just giving medicines.”

She advised that, “When a child is running a fever, clinical thermometer should be used to determine the child’s temperature. If the temperature is below 38C, parents should remove the clothing, give him or her bath with room temperature and continue to clean the body with a soft towel soaked in room temperature water at close intervals.  If the child’s temperature is however above 38C, it is advised that paracetamol syrup should be given at recommended dose according to the age or weight of the child.”

On the implications of parents giving their children drugs without consulting experts, Oduntan said, “many parents have unknowingly caused irreversible damage or even death of their children through self medication.”

She posited that ”children’s lives are precious and should not be toyed with by giving them medicines suggested by friends, family, Internet postings (including Whatsapp forwarded messages) since each child is unique and cause of discomfort  (pain , fever and other ailments.) may differ from child to child.

“Health professionals like doctors and pharmacists are trained to make their diagnosis based on several factors and investigations. Parents should be encouraged to contact them whenever the need arises. These professionals also know their limitations and will refer parents for specialist care if necessary,” Oduntan said.

The $1.6 billion bitcoin exchange attributed the error to a change in how cryptocurrency purchases are processed by banks.

Cryptocurrency enthusiasts were up in arms this week, after a glitch with Coinbase's credit card processor sparked reports on Reddit that the cryptocurrency exchange had hit them with multiple erroneous charges worth many thousands of dollars.

"Welp officially broke, charged 17×1000$ on my account," says one recent post to the Coinbase Subreddit community.

Coinbase, a $1.6 billion startup, is one of the premiere places for people to buy bitcoin and other cryptocurrencies.

In a Twitter post Thursday, Coinbase laid the blame with Visa as well as its credit card processor, Wordplay. The company also responded in a blog post, saying it "will ensure that each affected customer will be refunded in full for any erroneous charge." The company says that refunds should be issued directly through banks.

On Friday, Visa and Wordplay issued a joint statement apologizing for the problems. The companies said that "all reversal transactions have now been issued" and that the majority have already posted to accounts.

"This issue was not caused by Coinbase," the statement reads.

Here's what happened

Some users buying cryptocurrencies from Coinbase using a credit or debit card may have had their purchases refunded and reprocessed this week, the company confirmed in a blog post Thursday. The glitch impacted purchases made between January 22 and February 11.

Some of those users have seen their purchases reprocessed more than once. One Reddit user reported facing 50 repeat charges, costing them a total of $67,000. Many others on the Coinbase subreddit described having duplicate transactions in the single digits, while at least one person said they had $5,000 transferred into their account.

Coinbase attributed the glitch to a new policy among credit card companies and banks which changed the merchant carrier code (MCC) that cryptocurrency companies use when working with credit card networks. The credit card processor didn't update its codes in time and had to reprocess large numbers of transactions.

Along with the MCC update, some banks now charge additional cash advance fees to users buying cryptocurrencies. Chase, Bank of America, Citi and Capital One have all also blocked credit card customers from buying cryptocurrencies on credit, noting that it's a high risk purchase because of price volatility.

Coinbase responded faster to the issue than it has in the past

Though thousands of dollars in ghost transactions is a huge deal coming from any company, Coinbase appears to have learned some lessons when it comes to crisis management.

The company has a reputation among bitcoin investors for being slow to respond to customer service inquiries, even when there are large amounts of cash on the line. Many customers have complained online about weeks-long email conversations with representatives for issues which only got resolved when the customer took the issue public on forums or in the press.

Coinbase has taken several steps in recent months to rectify is bad reputation and improve customer service. The company launched phone support in September, and more recently hired a customer service veteran and ex-Twitter executive Tina Bhatnagar to grow Coinbase's support team.

The company committed to using part of its $100 million Series D, announced in August 2017, to expand support operations.

South Africa’s new President Cyril Ramaphosa said in a sober address on Friday that the country will face “tough decisions” as it works to repair its economy after years of stagnation under the turbulent rule of his predecessor Jacob Zuma.

Hailing a “new dawn” a day after his inauguration, he promised to fight corruption, which had weakened the state-owned enterprises in Africa’s most industrialized economy, and to trim a bloated cabinet.

Ramaphosa said his government was committed to “policy certainty and consistency”, in contrast to Zuma, who was criticized for policy shifts and unpredictable cabinet changes that rocked domestic financial markets and confounded investors.

The leader of the opposition, and head of the Democratic Alliance party, Mmusi Maimane, said the president was reading from an old script.

“We could have gotten more bolder action today, but I heard more of the same stuff,” Maimane said.

The 65-year-old was sworn in as head of state on Thursday after Zuma reluctantly resigned on orders of the ANC.

“This is the year in which we will turn the tide of corruption in our public institutions,” Ramaphosa said in his first State of the Nation address.

“We are determined to build a society defined by decency and integrity, that does not tolerate the plunder of public resources, nor the theft by corporate criminals of the hard-earned savings of ordinary people,” he added.

Ramaphosa’s election as president, which was unopposed in the parliament, has prompted a wave of optimism among South Africans hungry for change after nine years of economic stagnation and corruption scandals. Zuma denies all wrongdoing.

“Tough decisions have to be made to close our fiscal gap, stabilize our debt and restore our state-owned enterprises to health,” Ramaphosa said. He promised to make job creation a priority in 2018.

South Africa’s rand ZAR=D3 rallied soon after Ramaphosa started his address, trading near its three-year best.

Financial markets have rallied since Ramaphosa took over from Zuma as ANC leader in December, as investors warmed to his pledges to woo overseas investment.

He thanked Zuma for the way he had approached recent events. Facing waning electoral support for his party, Ramaphosa needs to avoid alienating ANC members still loyal to the 75-year-old former president.

In a direct appeal to poorer black voters – the core of the ANC’s support – Ramaphosa said he would aim to speed up the transfer of land to black people. Two decades after the end of apartheid, the ANC is under pressure to redress racial disparities in land ownership where whites own most of the land.

Ramaphosa said he will pursue a policy of “radical economic transformation” that will speed up expropriation of land without compensation, but said this should be done in a way that increases agricultural production and improves food security.

Ramaphosa said mining had potential for growth and jobs.

“We need to see mining as a sunrise industry,” he said.

South Africa’s mining industry has been a major employer and contributed 7.7 percent to gross domestic product in 2016. The sector also accounts for 25 percent of exports in Africa’s most industrialised economy.

South Africa’s GDP is estimated to grow by around 1 percent this year.

A former Playboy Playmate's account of an illicit affair with President Donald Trump reveals the president to be a man of habit.

On Friday, The New Yorker published an investigation into Karen McDougal, a former Playmate who has previously said she had an affair with Trump in 2006. At the time, Trump was married to first lady Melania Trump, and his youngest son, Barron, was just months old.

In an eight-page document written by McDougal and reviewed by The New Yorker, the former Playmate reveals intimate details of the reported affair.

"Trump, she said, always stayed in the same bungalow at the Beverly Hills Hotel and ordered the same meal — steak and mashed potatoes — and never drank," The New Yorker reported.

Little details, such as Trump's food preferences, line up with other accounts of Trump's behavior.

Porn star Stormy Daniels, for example, has alleged that she had dinner with Trump in 2006, at a bungalow in the Beverly Hills Hotel. Summer Zervos, who was a contestant on "The Apprentice," alleges that Trump assaulted her at a bungalow at the same hotel in 2007.

And, Trump's dining habits — including a love for well-done steak — are well-documented.

American Media, a media company that owns the National Enquirer and has close ties to Trump, bought the exclusive rights to McDougal's story, The Wall Street Journal reported in 2016. But, the company did not run any pieces on the story — something that The New Yorker notes is a tactic commonly used by media outlets to kill a story.

McDougal did not directly comment on the alleged affair in the New Yorker piece, for fear of violating her agreement with American Media. The White House claimed the incidents discussed in the document did not happen, with a spokesperson telling The New Yorker that "The President says he never had a relationship with McDougal."

  • Ramaphosa, one of the country's wealthiest politicians, was the only candidate nominated by parliament to lead, and the decision was met with cheers by his supporters.

Former deputy president and businessman Cyril Ramaphosa was sworn in as South Africa's new president following Jacob Zuma's resignation on Wednesday.

In his first presidential speech, Ramaphosa, 65, promised to tackle the issues of corruption that proliferated under Zuma.

Zuma, who became president in 2009, has faced allegations of corruption, money laundering, and fraud, but denies any wrongdoing.

Zuma's resignation came after the African National Congress (ANC), the country's ruling party, ordered him to step down from his role on Monday.

Ramaphosa is a member of the ANC, and previously served as deputy president. He was the only candidate nominated by parliament, and his election elicited songs and cheers by parliament members and his supporters.

However, some parliamentary members were less than thrilled with his direct nomination.

Members of one of the country's opposition parties, Economic Freedom Fighters, walked out of parliament following the vote. The party said the entire government had become "illegitimate" under Zuma's 9-year reign and favored holding new elections.

Ramaphosa's business past

ANC lawmaker Patrick Maesola called Ramaphosa a revolutionary figure, and echoed calls for confidence in Ramaphosa's ability to bring change to South Africa.

Ramapohosa was previously an anti-apartheid activist and trade unionist. He previously served as the country's chief negotiator during the transition to democracy in the 1990s, and was reportedly Nelson Mandela's first choice to lead the country after him.

But following a defeat in 1997, Ramapohosa left politics and transitioned to business. He formed the Shanduka Group which invests in resources, real estate, banking, insurance and telecommunications. He also has ownership in major companies like McDonald's South Africa and was once on the advisory board for Coca-Cola International.

Ramaphosa has been named one of the country's wealthiest politicians, with a net worth of about $450 million.

However, Ramaphosa has faced criticism for his past business dealings, and has allegedly been tied to the moving of millions of dollars into offshore bank accounts for a major cell phone company he once chaired.

The nation's new leader is set to deliver a State of the Nation address on Friday.

Politics: White House blames Russia for 'reckless and indiscriminate' NotPetya cyberattack

The US' public condemnation of Russia came shortly after the UK issued a similar statement about the 'NotPetya' cyberattack.

The White House on Thursday blamed the Russian government for the "NotPetya" cyberattack that crippled businesses and critical infrastructure last June.

The Russian military "launched the most destructive and costly cyber-attack in history," White House press secretary Sarah Huckabee Sanders said in a statement.

"The attack, dubbed 'NotPetya,' quickly spread worldwide, causing billions of dollars in damage across Europe, Asia, and the Americas," the statement continued. "It was part of the Kremlin's ongoing effort to destabilize Ukraine and demonstrates ever more clearly Russia's involvement in the ongoing conflict. This was also a reckless and indiscriminate cyber-attack that will be met with international consequences."

The attack used a ransomware worm whose targets included Ukrainian banks and airports, the Russian state-owned oil giant Rosneft, the British advertising company WPP, the US pharmaceutical giant Merck, and the shipping company A.P. Moller-Maersk, which said every branch of its business was affected.

NotPetya used a zero-day exploit developed by the National Security Agency known as EternalBlue to spread. Zero-day exploits are tools that take advantage of software vulnerabilities hackers can use to get into computer programs and data. EternalBlue exploits a loophole in Microsoft Windows and was part of a slew of NSA cyberweapons posted online last April by the Kremlin-allied hacker group Shadow Brokers.

The US's condemnation of Russia for the attack came shortly after the United Kingdom issued a similar statement, saying the Russian military was "almost certainly" responsible for the assault.

British officials said the government's decision to publicly blame Russia for NotPetya was meant to solidify the UK's and its allies' position "that malicious cyber activity will not be tolerated."

Though Russian businesses were affected, Ukraine was by far the hardest hit by the attack, which came one day before the country's Constitution Day.

Russia and Ukraine's relations have seen a steep decline since Russia annexed the territory of Crimea in 2014 and steadily pursued greater military aggression toward its neighbor.

"The first thing that raises a red flag to me is that, right now, Ukraine's main antagonist is Russia," Alex McGeorge, the head of threat intelligence at Immunity, Inc., said in an interview last year.

McGeorge said the methodology of the attack also "gives a really good and stable foothold on networks that would matter to somebody who was interested in attacking Ukraine."

"If I'm interested in disrupting Ukraine, this is great for me," he said.

Anton Gerashchenko, an adviser to Ukraine's interior minister, wrote in a Facebook post that the attack was "the largest in the history of Ukraine."

In 2015, a massive cyberattack leveled against the country's power grid cut electricity to almost 250,000 Ukrainians. Cybersecurity experts linked the attack to IP addresses associated with Russia. Since then, Wired magazine's Andy Greenberg reported last year, Ukraine has seen a growing crisis in which an increasing number of Ukrainian corporations and government agencies have been hit by cyberattacks in a "rapid, remorseless succession."

Ukraine is now host to what may turn into a full-blown cyberwar, Greenberg reported. Two separate attacks on the country's power grid were part of what Greenberg called a "digital blitzkrieg" waged against it for the past four years, which multiple analysts have connected to Russian interests.

"You can't really find a space in Ukraine where there hasn't been an attack," Kenneth Geers, a NATO ambassador focusing on cybersecurity, told Wired.
