Ajimobi approves payment of outstanding salaries to Oyo workers

Gov. Abiola Ajimobi of Oyo State has approved the immediate payment of outstanding salaries to state civil servants and teachers on the state government’s payroll.

This is contained in a statement signed by the Commissioner for Information, Culture and Tourism, Mr Toye Arulogun, and made available to newsmen in Ibadan on Monday.

The News Agency of Nigeria (NAN) reports that only September salary of state civil servants was outstanding. Arulogun, however, said that the approval covered September and October salaries.

He restated government’s commitment to the well-being and welfare of the people of the state, noting that the payment was an indication of Ajimobi’s commitment to the welfare of the workers.

The commissioner noted that Ajimobi was putting in place all measures to ensure workers in the state got their salary on or before the 25th of every month.

“Before the economic meltdown, the Ajimobi’s administration used to pay on or before the 25th of every month.

“During this period, workers in the state also received a 300 per cent increase in salaries between 2011 and 2015 as well as 13th month salaries for three years consecutively.

“There is no doubt that this administration is strongly committed to the welfare of the people and efforts are being put in place to ensure that salaries are no longer owed,� Arulogun said.

He charged workers in the state to be diligent, dedicated, devoted, committed and work assiduously toward ensuring financial sufficiency for the state.

Arulogun stated that it was through the “Ajumose’’ spirit of collective responsibility of all stakeholders that the financial reengineering being embarked upon by the administration could be achieved.

He recalled that the state government owed up to seven months’ salary in 2016 and the government promised to clear the backlog in due course which had been achieved.

What we see is that the average GPA, college GPA of American millionaires is actually 2.9.

So Karen Arnold did research at Boston College looking at the success levels of valedictorians. And, In general, high school valedictorians do well but they don't actually reach the highest level of success metrics. They don't become the billionaires. The people who run the world in general.

And that's because what the research found was that school teaches you to comply with rules. So valedictorians often go on to be the people who support the system, they become a part of the system, they don't change the system or overthrow the system.

And so what we see is that the average GPA, college GPA of American millionaires is actually 2.9. And while valedictorians generally score high in the personality trait of conscientiousness. What you see among the millionaires with their 2.9 GPAs is they're known for grit.

Maybe they don't comply with rules that well but they stick with goals over the long term. And that how they do really well. And sometimes they don't play by the rules, sometimes they do things differently. Because in school rules are very clear in life rules are not so clear.

So a certain amount of not playing by the rules is advantageous once you get out of a closed system like education.

Merkel To Step Down As German Chancellor

German Chancellor Angela Merkel said on Monday that she would not run for another term as chancellor in 2021 when the current term ends.
Having served as chancellor for 13 years, Merkel told a news conference at the headquarters of the Christian Democratic Union (CDU) that she will remain as chancellor for the remainder of the term.
Merkel has been CDU chairwoman since 2000.
She said on Monday she will not run again for CDU leadership at the party’s next federal conference in Hamburg in December.
Merkel added that she will not take any other political positions after the chancellorship, and has informed her decision to Horst Seehofer, leader of Christian Social Union (CSU) and Andrea Nahles, chairwoman of the German Social Democratic Party.
Merkel’s leadership has withered since the 2015 European refugee crisis when she welcomed over one million refugees to centre Germany, triggering the rise of right-populist politics and the fragmentation of the country’s party politics.
Her CDU suffered a significant drop of support in 2017 federal elections, but Merkel could not help win back voters lost.
Merkel’s Monday announcement came after the state election in Hesse on Sunday, in which the CDU’s votes decreased by more than 10 per cent compared with the last election five years ago.
Earlier this month, CSU, CDU’s Bavaria-only ally also suffered a setback as its votes slumped over 10 per cent.
“As the chancellor and the chairwoman of the CDU, I carry the responsibility both for the successes and for the failures,� Merkel told the news conference, describing the results in Hesse as bitter and disappointing.
Merkel said now it needs to stop to think, and the time has come to open a new chapter, saying that the candidacy for the new CDU party leadership included the party Secretary-General, Annegret Kramp-Karrenbauer and German Federal Health Minister, Jens Spahn.
“I want my party gets the freedom to prepare well for the future,� said Merkel.

Tech: Doctors think they know what's causing the outbreak of a rare polio-like illness across the US

Doctors and medical researchers believe a relatively harmless virus is to blame for the recent outbreak of acute flaccid myelitis (AFM) cases in the United States, according to a new report from NBC News.

AFM is a disease that affects mostly young children, and causes polio-like symptoms. It usually starts with cold-like symptoms, and progresses to causing paralysis in the limbs. AFM can prove deadly if the patient loses the ability to breathe for themselves.

So far this year, state health departments have referred 155 potential AFM cases to the CDC, which has confirmed 62 of those cases so far.

While the CDC won't say what is causing the new outbreak, NBC News spoke to doctors and researchers treating patients, and they believe the uptick in cases is likely due to a virus called enterovirus D68, or EV-D68.

According to the CDC, EV-D68 is a non-polio enterovirus that commonly circulates around the US during summer and fall. EV-D68 usually causes mild symptoms including sneezing, a runny nose, cough, body aches, and muscle aches. In severe cases, it can cause respiratory issues.

A reappearing issue

The first time that AFM caused a public concern was back in 2014, when there was an outbreak of 120 cases that coincided with an outbreak of EV-D68 as well.

Similar spikes in both have been seen about every two years since then, the experts told NBC.

While the CDC says there hasn't been enough evidence to link the two, the doctors interviewed say many of their AFM patients presented with EV-D68.

"It does seem that enterovirus D68 has been present every other year," Dr. Gregory Storch of Washington University in St. Louis told NBC. "Each of those times, there has been an increase in acute flaccid myelitis that occurred at the same time as the EV-D68 activity."

Dr. Ken Tyler, a neurologist at the University of Colorado School of Medicine, says he and his colleagues have been studying the way EV-D68 affects mice, and found that it can impact the nervous system.

"We know that enterovirus D68 in mice can produce an illness very much like what you see in children," Tyler said. "You can see enterovirus particles in the motor neurons."

But Tyler admits that's still not enough to blame EV-D68 for this most recent AFM outbreak, and that more research needs to be done.

What this means for parents

Since AFM typically affects young children, with the average age of patients this year being 4, parents are being told to make sure their kids wash their hands frequently and to protect them from mosquito bites to lower the risk of spreading disease.

If their child starts to present with cold-like symptoms, parents should closely monitor their symptoms to see if they develop any paralysis. If they do, they should bring them to the hospital immediately.

While AFM doesn't have a cure, early detection appears to be helping children recover faster.

There appears to be no end yet to the killings in Ekiti as a member of the Ekiti House of Assembly representing Ekiti Southwest constituency II, Michael Adedeji, who was shot on Friday by unknown gunmen in Ado Ekiti, has died.

Speaker of the Assembly, Hon. Adeniran Alagbada, who confirmed the development to newsmen said that 40-year old Adedeji died in the early hours of Monday at the Federal Teaching Hospital in Ido Ekiti (FETHI), where he was receiving treatment.

Adedeji’s death is the third high profile assasination in the state since August when a Commissioner on the Board of the Federal Character Commission (FCC), Bunmi Ojo and the most recently, the treasurer of the All Progressives Congress (APC) in Ekiti who was shot dead 10 days ago.


Members of the Islamic Movement in Nigeria (IMN) were said to have been shot by a combined team of policemen and soldiers on Monday following another clash between the sect and soldiers in Nyanya area of the Federal Capital Territory.

The clash is reported to have occurred after security personnel at Nyanya checkpoint unsuccessfully prevented the Shiite procession headed from Mararaba/Nasarawa axis to enter into the FCT, and thereafter allegedly fired live bullets at the protesters.

According to TheCable, a witness who narrated the incidence said “the security personnel opened fire on the protesters at close range, adding that “many of them were killed and some also sustained injuries.â€�


Former governor of Ekiti, Ayodele Fayose on Monday regained freedom after spending 13 days in the custody of the Economic and Financial Crimes Commission (EFCC) – from October 16.

According to his spokesman, Lere Olayinka who confirmed the development on his personal Twitter handle on Monday evening, the former governor will return to court on November 19.


Rivers Governor, Nyesom Wike has said the desperation by his predecessor, now Minister of Transportation, Chibuike Amaechi,to impose a governor on the state, is the reason for the feud between him and the former governor.

Wike who disclosed this in Port Harcourt said former Governor Amaechi’s predecessor, Dr. Peter Odili, has not been involved in political conflicts because he transformed into a statesman, who is not desperate to impose a governor, maintaining that he will not support anyone dictating what will happen in Rivers State.

“After spending eight years as governor, someone wants to supervise the activities of the state. This is not Lagos State. We are different,” Wike stressed.


The meeting between the Economic Management Team (EMT) and State Governors presided over by Vice President Yemi Osinbajo over the new national minimum wage on Monday failed to reach common ground.

He said that the meeting discussed the proposal made by the Organised Labour and the figure proposed by the Federal Government and “the governors still haven’t come out with any figure,� adding that another meeting has been scheduled for Tuesday.

“The position of the governors is not very clear to some of you. We are willing to pay any amount but the issue is the capacity to pay,� he said.

Letitia Wright's role as T'Challa's younger, tech-savvy sister Shuri in "Black Panther" made her a breakout star. Fans and co-stars alike praised her performance and declared her the film's scene-stealer.

Aside from starring in "Black Panther" and "Avengers: Infinity War," the young star has a few other acting roles to her name. This includes parts on "Doctor Who," "Black Mirror," and "Ready Player One." She was in Drake's "Nice For What" music video, too.

Fans of Wright might already know that prior to becoming an actress, she grew up in Guyana, South America and moved to England when she was 8 years old. But there are a few other things that her followers might not be aware of.

From her favorite TV shows to the movie that inspired her to act, here are eight things you might know about Wright.

She was inspired to act after seeing the movie “Akeelah and the Bee,� which starred Keke Palmer.

The movie centered on a young African American girl (played by Palmer) with a difficult home life. After participating in a spelling bee, she realized her true potential.

"She looked like me and she was smart and she was doing something positive," Wright told the Sunday Morning Herald. "I wanted to make people feel the way I felt after that movie – inspired, happy, like I believe I can do anything. It was just a good feeling."

Coincidentally, Wright's "Black Panther" co-star Angela Bassett was also part of the film's cast.

She’s a natural at rapping and freestyling.

The actress has showed off her skills during talk show appearances and videos posted on social media. One particular video that was recorded on the set of "Black Panther" went viral, and Wright was nicknamed MC Baby Underbite by co-star Danai Gurira.

"It was all just for fun," Wright told Jimmy Fallon of the rap battles that she had while filming the Marvel movie.

Wright cites "Full House" and "Breaking Bad" as two of her favorite shows.

During an interview with W magazine, Wright also mentioned that she's a fan of Jaleel White's role as Steve Urkel on the sitcom"Family Matters" and said he was her "favorite character."

She improvised one of Shuri's best lines in "Black Panther."

The line takes place when T'Challa returns to Shuri's lab with CIA agent Ross (played by Martin Freeman), who got injured during a fight.

"When you see T'Challa bring back Ross she [Shuri] says, 'Great! Another broken white boy for us to fix!' That was my idea," Wright revealed to Yahoo.

The actress explained that director Ryan Coogler was all for her suggestion, especially since it was a nod to her character also healing Bucky Barnes after "Captain America: Civil War."

Viola Davis and Naomie Harris are her acting inspirations.

Wright told Refinery29 that she admires Davis, Michael B. Jordan, and Kerry Washington for taking the initiative in Hollywood, producing their own projects, and making more opportunities available for themselves.

And if there was a movie made about her life, Wright would want Naomie Harris to play her "any day."

Wright was at a bus stop in London when she got the call saying she landed a role in "Black Panther."

She left her house one day, went to the bus stop, got the life-changing call, and "screamed" (which earned Wright some confused looks from strangers around her).

She once took a break from acting in order to focus on her mental health.

As Wright began booking more roles and her career started taking off, she struggled with anxiety and depression.

"I think it was that pressure to be accepted, to be somebody," she told W magazine. "When you're looking outside of yourself for happiness and validation, a mean comment on social media can wreck you. I was OK when I was on set, hiding behind my work, but when I wasn't acting I was full of fear and doubt, trying to fill this void inside of me any way I could: drinking, smoking. It was bad."

After reconnecting with Christianity, she eventually felt more secure and returned to acting.

"I had to look deeper to find what could hold me, and I found that what held me together was my relationship with Jesus and my relationship with God," she told Teen Vogue.

Long before "Black Panther," she was in a West End production of "Eclipsed," which was written by future co-star Danai Gurira.

The award-winning show focused on four women living together amid the Liberian Civil War. Wright's part was also played by Lupita Nyong'o when "Eclipsed" hit Broadway in 2016.

Court Fixes Nov. 6 To Hear Motion For Final Forfeiture Of N2.2bn

A Federal High Court in Lagos on Monday fixed Nov. 6 to hear a motion seeking final forfeiture to the Federal Government, of the sum of N2.2 billion recovered from a former Chief of Air Staff, Air Marshal Adesola Amosu (rtd).

Justice Mojisola Olatoregun had made an interim order of forfeiture of the sum on June 14, following an exparte motion filed by the Economic and Financial Crimes Commission (EFCC).

The commission had argued that the sum was reasonably suspected to be proceeds of unlawful activities.

Justice Olatoregun had also issued an interim order for the temporary forfeiture of N190 million recovered from a former Air Force Director of Finance and Budget, Air Commodore Olugbenga Gbadebo.

The court had further ordered the temporary forfeiture of N101million recovered from Solomon Enterprises, a company linked to Amosu.

The judge had then directed the EFCC to publish the interim orders in two national dailies, for the respondents or any interested party, to show reason why a final order of forfeiture should not be made.

On Monday, Mr Rotimi Oyedepo appeared for the EFCC, while Mr Bolaji Ayorinde (SAN) appeared for the respondent.

Mr Norrison Quakers (SAN) also announced his appearance in court as an interested party.

Oyedepo then informed the court of a motion dated Oct. 25, seeking final forfeiture of the sums to the federal government.

He said that the motion has been served on the respondent.

Meanwhile, Quakers informed the court that since the matter last came up before the court on June 29, he had yet to receive any counter affidavit from the applicant, having conveyed his interest in the suit to applicant.

On his part, Ayorinde told the Court that he had filed a motion on notice dated June 28, seeking to set aside the interim forfeiture orders of the court, adding that he had served same on the applicant.

In response to Quakers, Oyedepo told the court that the directive of the court was for the interim orders to be published in the newspapers for interested parties to “show cause�.

He said that the order was published on June 15 in compliance, adding that he has not been served with any processes by any one to show cause.

Addressing parties, the court held that although the respondents were entitled to file responses, the suit was an action “in rem� and so, Quakers needed not be served in the first instance.

The court consequently, adjourned the case until Nov. 6 to enable parties to file responses.

In the counter affidavit deposed to by one Danladi, the commission alleged that while in office, the respondent diverted huge sums of money from the Nigerian Air Force accounts, to purchase properties both within and outside the country.

Amosu, who was appointed Chief of staff on Jan.16, 2014, was said to have in the course of his service, received budgetary provisions in the sum of N4.5 billion from Patrick Akpobolokemi, a former Director General of NIMASA.

The sum was said to be for Maritime Security Support, pursuant to a memorandum of understanding between the Nigerian Air Force and NIMASA.

The commission alleged that part of the sums were utilised by the respondent for personal gains.

Members of the Shiite sect have been calling for the release of El-Zakzaky, who was taken into custody after his followers clashed with a military convoy in which the Chief of Army Staff, Lt General Tukur Buratai, was traveling.

 

The military had claimed at the time that Shiite members armed with sticks, machetes and cudgels were on a mission to assassinate Buratai.

The clash occurred in December of 2015.

El-Zakzaky was last seen in a courtroom in July where he is standing trial for the unruliness of his members. Soldiers reportedly razed down Shiite temples in Kaduna after the 2015 clash.

Renewed clashes

Soldiers and Shiite members have been clashing rather frequently since El-Zakzaky was arrested in December.

Today’s procession of Shiite members commenced near AYA, spiralled into Kugbo military checkpoint, near Nyanya, on the outskirts of Abuja.

“It was very brutal. It was bloody�, our senior reporter says, adding that "the entire stretch of the Abuja-Keffi expressway is now on lockdown. Traffic is immense and soldiers have formed a barricade around the area of the shootings. Civilians are being prevented from getting anywhere close to the shootings."

 

On Monday’s standoff, Amnesty International tweets that “very disturbing reports of soldiers sporadic shooting at #IMN procession along Abuja-Keffi Road. #Shiites�.

 

Shiites and soldiers clashed on the weekend of October 27-29. Video footage showed protesters pelting a convoy of soldiers with stones and smashing their windshield to smithereens. Soldiers responded by firing live bullets on Shiite protesters who scampered into gutters and surrounding bushes.

Three Shiite members died during the clash.

Military responds to killing 3 Shiites

The military issued a statement to say it had acted in self-defense.

“The sect who were supposedly in a procession, established an illegal road block denying motorists free passage. When the troops’ convoy attempted to clear the road block, they met stiff opposition from the sect. Members of the sect used various objects to barricade the road and also pelted the troops with stones and other dangerous items. They smashed both military and civilian vehicles’ windscreens and windows.

“They also attempted to overrun the escorts to cart away the ammunition and missiles the troops were escorting. This led to the troops opening fire to extricate themselves. Consequently, troops of 102 Guards Battalion in whose Area of Responsibility the incident occurred rushed to the convoy’s rescue.

 

“Unfortunately, during the encounter 3 members of the sect were killed while 2 soldiers sustained various degrees of injuries and are being treated at a military medical facility�, Major General James Nyam, Commander, Army Garrison Headquarters, wrote in an emailed statement.

El-Zakzaky is standing trial on an 8-count charge bordering on inciting violence, public disturbance and attempting to assassinate Chief of Army Staff Buratai.

The army headquarters was yet to respond to a request for comments before this story was filed.

FG, Governors divided over new national minimum wage

The meeting between the Economic Management Team (EMT) and State Governors presided over by Vice President Yemi Osinbajo on Monday over the new national minimum wage failed to reach common ground.

The meeting which held at the presidential villa, Abuja was attended by the Chairman of the Nigeria Governors Forum (NGF) and Governor of Zamfara, Abdulaziz Yari, his counterparts from Kebbi and Plateau, Atiku Bagudu and Simon Lalong as well as Minister of Labour and Employment, Chris Ngige and other stakeholders.

The attendees at the meeting disagreed on whether to accept the federal government’s offer of N24,000 even though the Organised Labour is demanding N30,000 as the new national minimum wage.

Another meeting has been scheduled for Tuesday.

In a brief chat with State House correspondents after the meeting, Governor Yari said: “The position of the governors is not very clear to some of you. We are willing to pay any amount but the issue is the capacity to pay.�

He said that the meeting discussed the proposal made by the Organised Labour and the figure proposed by the Federal Government, adding that “the governors still haven’t come out with any figure.�

“So by tomorrow, we are going to discuss with our governors on the bill by the Minister of Labour and Employment to the NGF Secretariat. We will digest it and come up with our own positions as governors because we are critical stakeholders on this issue.�

Also speaking, Ngige said, “We held a meeting for us to bring out modalities for us to respond to the emerging problems thrown up by the National Minimum Wage Committee and we have a very fruitful meeting which necessitated in governors having a further meeting tomorrow.

“We will reconvene tomorrow to brief the Economic Management Team and the Vice president and we take it up from there.

“The governors will meet to take a position and brief the Economic Management Team. This meeting is only for the Tripartite Committee of the government side.�

Female Suicide Bomber Detonates Explosives, Kills Self, Wounds 9 Others In Tunisia

A female bomber has blown up her explosives outside a hotel in the center of the Tunisian capital of Tunis, leaving at least nine people injured, including police officers.

Witnesses said the incident took place after a 30-year-old woman detonated her explosives near a police van in Tunis’s Habib Bourguiba Avenue on Monday.

Describing the attack as a “terrorist� act, Tunisian Interior Ministry spokesman Sofiene Zaag told AFP that all but one of the casualties were police.

Reports said security forces have cordoned off the area to investigate the incident.

Since the 2011 uprising that toppled dictator Zine El-Abidine Ben Ali, terrorist attacks in Tunisia have killed dozens of members of security forces and foreign tourists.

A state of emergency has been put in place in Tunisia since November 2015, after 12 presidential guards were killed in an attack in the capital.

In that year, Daesh militants carried out a deadly terrorist attack at the famed National Bardo Museum near parliament, which left 21 foreign tourists and a policeman dead.

In June the same year, Daesh militants attacked the coastal holiday resort of Sousse, killing 38 foreign tourists, 30 of them from the UK.

The North African country has been hailed for its relatively smooth democratic transition since the revolution, but it is still experiencing economic and political turbulence.

The terrorist attacks have decimated Tunisia´s crucial tourism sector, which make up seven percent of gross domestic product.
