Shiites: Soldiers gun down over 10 El-Zakzaky followers in Abuja

Shiite protesters were gunned down by armed men in Abuja on Monday and their lifeless bodies packed into vans.

More than 10 members of the Islamic Movement of Nigeria (IMN) or Shiite, who are calling for the release of spiritual leader, Sheikh Ibrahim El-Zakzaky, have been gunned down by security operatives in Abuja, Nigeria’s federal capital territory, on Monday, October 29, 2018, Pulse can authoritatively report.

Pulse' senior reporter on the ground in Abuja relays that: “Corpses of persons suspected to be Shiite members were being packed into trucks and driven away by soldiers. There were dead bodies all over the road. The soldiers started firing live ammunitions at 2pm. As I speak with you, it’s 5pm and the place is still tense with lifeless bodies lying all over the place�.

 

Members of the Shiite sect have been calling for the release of El-Zakzaky, who was taken into custody after his followers clashed with a military convoy in which the Chief of Army Staff, Lt General Tukur Buratai, was traveling.

 

The military had claimed at the time that Shiite members armed with sticks, machetes and cudgels were on a mission to assassinate Buratai.

The clash occurred in December of 2015.

El-Zakzaky was last seen in a courtroom in July where he is standing trial for the unruliness of his members. Soldiers reportedly razed down Shiite temples in Kaduna after the 2015 clash.

Renewed clashes

Soldiers and Shiite members have been clashing rather frequently since El-Zakzaky was arrested in December.

Today’s procession of Shiite members commenced near AYA, spiralled into Kugbo military checkpoint, near Nyanya, on the outskirts of Abuja.

“It was very brutal. It was bloody�, our senior reporter says, adding that "the entire stretch of the Abuja-Keffi expressway is now on lockdown. Traffic is immense and soldiers have formed a barricade around the area of the shootings. Civilians are being prevented from getting anywhere close to the shootings."

 

On Monday’s standoff, Amnesty International tweets that “very disturbing reports of soldiers sporadic shooting at #IMN procession along Abuja-Keffi Road. #Shiites�.

 

Shiites and soldiers clashed on the weekend of October 27-29. Video footage showed protesters pelting a convoy of soldiers with stones and smashing their windshield to smithereens. Soldiers responded by firing live bullets on Shiite protesters who scampered into gutters and surrounding bushes.

Three Shiite members died during the clash.

Military responds to killing 3 Shiites

The military issued a statement to say it had acted in self-defense.

“The sect who were supposedly in a procession, established an illegal road block denying motorists free passage. When the troops’ convoy attempted to clear the road block, they met stiff opposition from the sect. Members of the sect used various objects to barricade the road and also pelted the troops with stones and other dangerous items. They smashed both military and civilian vehicles’ windscreens and windows.

“They also attempted to overrun the escorts to cart away the ammunition and missiles the troops were escorting. This led to the troops opening fire to extricate themselves. Consequently, troops of 102 Guards Battalion in whose Area of Responsibility the incident occurred rushed to the convoy’s rescue.

 

“Unfortunately, during the encounter 3 members of the sect were killed while 2 soldiers sustained various degrees of injuries and are being treated at a military medical facility�, Major General James Nyam, Commander, Army Garrison Headquarters, wrote in an emailed statement.

El-Zakzaky is standing trial on an 8-count charge bordering on inciting violence, public disturbance and attempting to assassinate Chief of Army Staff Buratai.

The army headquarters was yet to respond to a request for comments before this story was filed.

FG, Governors divided over new national minimum wage

The meeting between the Economic Management Team (EMT) and State Governors presided over by Vice President Yemi Osinbajo on Monday over the new national minimum wage failed to reach common ground.

The meeting which held at the presidential villa, Abuja was attended by the Chairman of the Nigeria Governors Forum (NGF) and Governor of Zamfara, Abdulaziz Yari, his counterparts from Kebbi and Plateau, Atiku Bagudu and Simon Lalong as well as Minister of Labour and Employment, Chris Ngige and other stakeholders.

The attendees at the meeting disagreed on whether to accept the federal government’s offer of N24,000 even though the Organised Labour is demanding N30,000 as the new national minimum wage.

Another meeting has been scheduled for Tuesday.

In a brief chat with State House correspondents after the meeting, Governor Yari said: “The position of the governors is not very clear to some of you. We are willing to pay any amount but the issue is the capacity to pay.�

He said that the meeting discussed the proposal made by the Organised Labour and the figure proposed by the Federal Government, adding that “the governors still haven’t come out with any figure.�

“So by tomorrow, we are going to discuss with our governors on the bill by the Minister of Labour and Employment to the NGF Secretariat. We will digest it and come up with our own positions as governors because we are critical stakeholders on this issue.�

Also speaking, Ngige said, “We held a meeting for us to bring out modalities for us to respond to the emerging problems thrown up by the National Minimum Wage Committee and we have a very fruitful meeting which necessitated in governors having a further meeting tomorrow.

“We will reconvene tomorrow to brief the Economic Management Team and the Vice president and we take it up from there.

“The governors will meet to take a position and brief the Economic Management Team. This meeting is only for the Tripartite Committee of the government side.�

Female Suicide Bomber Detonates Explosives, Kills Self, Wounds 9 Others In Tunisia

A female bomber has blown up her explosives outside a hotel in the center of the Tunisian capital of Tunis, leaving at least nine people injured, including police officers.

Witnesses said the incident took place after a 30-year-old woman detonated her explosives near a police van in Tunis’s Habib Bourguiba Avenue on Monday.

Describing the attack as a “terrorist� act, Tunisian Interior Ministry spokesman Sofiene Zaag told AFP that all but one of the casualties were police.

Reports said security forces have cordoned off the area to investigate the incident.

Since the 2011 uprising that toppled dictator Zine El-Abidine Ben Ali, terrorist attacks in Tunisia have killed dozens of members of security forces and foreign tourists.

A state of emergency has been put in place in Tunisia since November 2015, after 12 presidential guards were killed in an attack in the capital.

In that year, Daesh militants carried out a deadly terrorist attack at the famed National Bardo Museum near parliament, which left 21 foreign tourists and a policeman dead.

In June the same year, Daesh militants attacked the coastal holiday resort of Sousse, killing 38 foreign tourists, 30 of them from the UK.

The North African country has been hailed for its relatively smooth democratic transition since the revolution, but it is still experiencing economic and political turbulence.

The terrorist attacks have decimated Tunisia´s crucial tourism sector, which make up seven percent of gross domestic product.

Multiple verification stalls payment of ex-Nigeria Airways workers’ N22. 6bn entitlements

Mr John Waitono, Deputy Director, PICA, made the disclosure in an interview with the News Agency of Nigeria (NAN) on Monday in Lagos.

The Presidential Initiative on Continuous Audit (PICA) has said that payment of the approved N22. 6 billion entitlements to ex-workers of the defunct Nigeria Airways Ltd., was halted due to multiple verification by some of the beneficiaries.

Mr John Waitono, Deputy Director, PICA, made the disclosure in an interview with the News Agency of Nigeria (NAN) on Monday in Lagos.

NAN reports that the verification exercise for the ex-workers of the former national carrier took place from Oct. 15 to Oct. 28 across three centres in Lagos, Kano and Enugu.

Waitono said PICA had planned to start the payment of already verified pensioners in batches of 1,000 but had to halt the disbursement after it was discovered that some of the beneficiaries were verified in more than one location.

He said: “What happened was that the first batch was to commence payment but when we went through the system, we discovered that some persons have done the same exercise in Enugu and Lagos or Kano and Lagos.

“We now started sorting them out and that is what delayed the first batch. So, now we have collated all the information in one place from the three centres. The system is now sieving out those with multiple verification.

“One of such persons, whom I am aware of, said he did not trust the verification he did in Kano and that was why he did another one in Lagos.�

According to him, PICA is being careful not to make the mistake of paying some of the beneficiaries more than once.

“As at today (Monday), the consultant is back in Abuja and we are ensuring that the verified persons are paid as soon as possible. We want to send the names to the Office of the Account General in batches of 1,000.

“Over 5,000 persons were verified and once we eliminate the multiple verification, everybody will be paid before the end of the week,� he said.

Waitono, who was the coordinator of the verification exercise at the Lagos centre, disclosed that it was concluded on Sunday, adding that the equipment had been sent back to Abuja.

“The few cases we left behind were those still processing their letters of administration in court.

“Also, there are some families involved in litigation over the beneficiaries and we have allowed them to go and sort themselves out legally before coming for the exercise,� he said.

NAN reports that the former national carrier was liquidated in 2004 by the President Olusegun Obasanjo’s government without paying the workers their severance packages as stipulated in extant labour laws.

The workers were paid a fraction of their entitlements by the late President Umaru Yar’Adua’s regime in 2008 before President Muhammadu Buhari recently approved the part payment of N22. 6 billion for them.

The government has also promised to pay the other half of the money to them as soon as funds are available.

Buhari To Assent Electoral Act Amendment Bill – Rep Dukku

Hajia Aishatu Dukku, Chairman, House Committee on Electoral and Political Parties’ Matters has given the assurance that President Muhammadu Buhari will soon sign the Electoral Act (Amendment) Bill into law.

Dukku, who represents the All Progressives Congress (APC) from Gombe State, disclosed this in an interview with the News Agency of Nigeria (NAN) on Monday in Abuja.

NAN reports that the National Assembly last week passed the Electoral Act (Amendment) Bill after addressing some concerns raised by the president.

NAN also reports that on Aug. 30 the president returned the bill to the National Assembly after withholding his assent for the second time.

According to a statement by the Senior Special Assistant to the President on National Assembly Matters (Senate), Sen. Ita Enang, his boss declined his assent due to some “drafting issues that remain unaddressed following the prior revisions to the bill’’.

Dukku explained that the Senate and the House committees worked on all the sections with Enang and top officials of INEC, leading to a review of all the president’s concerns.

She said that since those areas of concern had been addressed, the president would sign the bill into law.

“Yes, I am very optimistic that Mr President will sign the bill because those areas he raised when he refused assent, we have dealt with them.

“We have involved INEC, we have involved the two joint committees of the Senate and the House, and we have involved the Presidency. So we are all on the same page now.

“We want to believe that Mr President is also eager to sign the bill and we know that he wants a free, fair and credible election come 2019, so he will assent to this amendment,� she said.

She said when finally signed into law, the act would give INEC the necessary environment to function effectively in the conduct of the 2019 general elections.

According to her, the bill will also give the judiciary a clear picture about handling of anticipated issues; pre-election matters and post-election matters.

“So it will give the country generally an overview of what will happen and make it easy for us to conduct the election,� she said.

Death toll in Iran alcohol poisoning jumps to 84

Iran’s health ministry said Monday a total of 84 people have died and nearly 1,000 been poisoned from consuming bootleg alcohol over the past six weeks, ISNA news agency reported.

Despite tough penalties against alcohol consumption since the Islamic revolution of 1979, the use of smuggled or bootleg liquor remains widespread.

Multiple cases of poisoning by a deadly batch of moonshine were first reported in late September and have spread across the country.

Iraj Harirchi, spokesman for the health ministry, said 959 people had been treated for poisoning, describing the wave of cases as “very unusual”, according to the semi-official agency ISNA.

As well as 84 deaths, 305 have been treated for kidney damage and 27 suffered eye damage, he added.

Harirchi said the main cause was the use of toxic methanol in place of the ethanol found in properly distilled spirits.

“Some have been arrested in this regard and people should know that even alcohol packed and sealed in foreign packages can easily be fake,” Harirchi said.

The most poisoning cases were reported in Alborz province north of Tehran and Hormozgan on the south coast.

Only members of state-recognised religious minorities have the right to produce or purchase alcoholic drinks in Iran.

Those who break Iran’s alcohol laws can be fined, lashed or jailed, but bootleg liquor is widely available through illegal dealers.

I have looked on with longing at the Ake Arts and Book Festival over the years, and my turn is finally here. After sulking that it wasn’t going to be held at Abeokuta, I let things be and soaked in my mounting excitement. So far, so good.

Sade Adeniran, Jennifer Makumbi, Bayo Olupohunda, and I visited the Clegg Girls Junior and Senior High School in Surulere this morning. Lagos traffic didn’t fail: it was as congested as ever, and added into the mix were a driver who stopped every five minutes to ask other clueless people for directions and torrential rain. The downpour didn’t ease up for the first fifteen minutes of our talk with the senior high students, but we still had a wonderful conversation with them about the books they are reading, our sources of inspiration, the challenges of writing, and the language to write in. One student was especially poetic. “Our brain is like an ocean,� she said. The junior high students also came prepared and asked about what qualities are needed to write, why we write, and one even asked, “Don’t you get tired?�

In the evening, we attended the launch of Ouida Books, watched the moving and powerful Wanjiru Kamuyu, and do what writers do when they gather: merry-make.

5. Who will be in your bridal party?

How many bridesmaids or groomsmen do each of you want? Are you cool with having odd numbers or is an even number a must? Does one of you (or both) want a bridesman or groomslady? Will you have a maid of honor or best man? No matter what, you need to discuss these things before one of you starts popping the question to friends.

The death toll from a mining accident in Eastern China has risen to 21 after the last miner was found dead on Monday, state media reported.

A total of 22 people were trapped underground after a rock burst in a coal mine in Shandong province on Oct. 20.

Only one person was rescued, authorities said.

The number of casualties rose gradually as the search and rescue crew made their way through a 74-metre-deep tunnel that was blocked on both ends by collapsed coal.

China is the world’s largest producer and consumer of coal, and its mines are regarded as the most dangerous in the world.

Thousands of miners are killed every year.

Many such incidents are blamed on poor safety regulations and a lack of oversight and most deaths are never reported in the media.
