N800b Subsidy Debts: Oil Marketers Give FG 7-Day Ultimatum To Pay Cash

Oil marketers on Sunday in Lagos gave the Federal Government seven-day ultimatum to settle outstanding debts totalling N800 billion, failing which depots would cease operation across the country.

The marketers, comprising Major Oil Marketers Association of Nigeria (MOMAN), Depot and Petroleum Products Marketers Association (DAPPMA) and Independent Petroleum Products Importers (IPPIs), said failure to meet the deadline would force its members to disengage workers from depots.

Confirming the seven-day notice, Mr Patrick Etim, Legal Adviser to IPPI told the News Agency of Nigeria (NAN) that banks have taken over investments and assets of oil marketers over unpaid debts.

According to Etim, marketers have no chcice that to ask their workers to stay at home over unpaid salary arrears due to huge subsidy debts owed by the government.
“The only way to salvage the situation is for government to pay the oil marketers the outstanding debts through cash option instead of promissory note being proposed.

“As I speak, nothing has been done several months after assurances received by government saying it would pay off the outstanding debts.
“The oil marketers have requested that forex differential and interest component of government’s indebtedness to marketers be calculated up to December 2018 and be paid within next seven days from the date of the letter sent to the government,’’ he said.

Etim said that several thousand jobs were on the line in the industry, as oil marketers began cut-down of their workforce due to inability to pay salaries
“At the inception of the current administration, marketers engaged the government with the view to secure approval for all outstanding subsidy-induced debts handed over to the current administration,’’ he said.
The counsel said that the current administration paid part of the debts with a substantial portion of the subsidy interest and foreign exchange differential still pending.

The Executive Secretary of DAPPMA, Mr Olufemi Adewole, also confirmed the seven-day ultimatum notice.

Adewole disclosed that the oil marketers on Nov. 28 served the ultimatum letter on the Debt Management Office (DMO), Minister of Finance, Chairman, Senate Committee on Petroleum Downstream, Department of State Services and Minister of State, Petroleum Resources.

“We urge the DMO to process and pay marketers in cash for their outstanding forex differentials and interest component claims, together with the amount already approved by the Federal Executive Council (FEC) and the National Assembly.

“Marketers are not in a position to discount payment on the subsidy-induced debt owed as proposed by DMO.

“The expected payment is made up of bank loans, outstanding admin charges due to PPPRA, outstanding bridging fund due Petroleum Equalisation Fund (Management) Board and in a few cases AMCON judgment debts.
“We urge that the Federal Executive Council (FEC) approved payment instrument, (the promissory note) be substituted with cash and paid through our bankers to stop the avoidable waste of public funds through these debts accruing interest,’’ he said.

DAPPMA also urged government institutions involved in resolving the lingering problem to appreciate the situation marketers faced and expedite payment of the debts in full without further delay.

APC Promises to defend participatory democracy ahead of 2019

APC National Publicity Secretary Lanre Issa-Onilu

The All Progressives Congress (APC) has said that it will continue to stand for and defend participatory democracy where elections are transparent, credible, free and fair.

Mallam Lanre Issa-Onilu, the APC National Publicity Secretary, gave the assurance in a statement on Sunday in Abuja.He, however, called on relevant agencies to monitor the Peoples Democracy Party (PDP), saying that its recent utterances were a red flag.

“We must prevent a re-currence of the PDP’s typical undemocratic practices during elections, never again will a selfish few distort the wishes of the electorate,“ the APC spokesman said.

He added that the APC was amused by the latest utterances of PDP`s Chairman, Uche Secondus, calling on both the Chairman of the Independent National Electoral Commission (INEC), Prof. Yakubu Mahmoud and the Inspector General of Police (IGP), Mr. Idris Ibrahim to resign.

Onilu recalled that Secondus had asked both the INEC national chairman and the IGP to resign on account of the PDP’s baseless suspicions ahead of the 2019 general elections.He said it was a pity that the once boisterous PDP, having undermined the country for 16 years through mindless undemocratic actions, had now become a caricature of a political party.

He added that the latest outburst of the PDP was yet another reminder of how its government serially abused state institutions in the pursuit of selfish political and economic interests.

He further added that the PDP was now being haunted by its sordid past and was now scampering from its own shadow.He said It was sad that the PDP had continued to take Nigerians for granted, thinking that by embarking on “scaremongering voters could forget their wanton crimes“.

Onilu maintained that Nigerians were not gullible, adding that it was now apparent that the PDP in a bid to hide its inadequacies and undesirability as elections approaches, had chosen to populate the public space with unfounded allegations.

The United Young Christians Forum [UYCF] under the leadership of Pastor Andrew John Enenche has taken a position ahead of the 2019 general .

The group on Saturday endorsed President Muhammadu Buhari for second term.

The Christian group described the duo of Buhari and Osinbajo as friends of the church who deserved every support to push the nation forward.

A statement signed by Enenche at the end of the meeting hinted that the reason for adopting Buhari was further informed by the premise that many other candidates that are wooing Nigerians have not by their acts shown sufficient of God.

They, therefore, warned Nigerians against accepting those that would take them back to square one.

The statement below.

“Permit us to start with a disclaimer. President Muhammadu Buhari had categorically stated that clergymen should eschew politics or lose credibility and this is a reality that we are well aware of particularly as it relate to those that turned their pulpit into soap boxes to support candidates that are known to be corrupt. So irrespective of President Buhari’s assertion Proverbs 12:17 “When you tell the truth, justice is done, but lies lead to injusticeâ€� is our guide in this matter. We want justice to be done so we will say it as it is.

“We have watched development in our body polity for the past four years and we can categorically declare that the administration has favoured Christendom and advanced the propagation of the gospel, which, gentlemen, is our ultimate goal.
In the period preceding the inauguration of President Buhari, Christianity was being contaminated with the evil of corruption. Christians in Nigeria were beginning to evolve into what the Gospels did not intend.

“The truth is that we entered into competition with the world and even challenged those in the world to a context in material acquisition; it was not unusual in those days for the testimony of brethren to be measured by the volume of wealth or material things they were able to acquire in record time without giving thoughts to how much sin has been committed to attain such worldly goods.

“Corruption even influenced the faith to the point where sermons were tailored to suit the expediency of supporting corrupt people in clear violation of our mandates. We became unwilling witnesses to men delivering their own verdicts as prophecies.

“May we also point out that one thing that is becoming extinct under the leadership of President Muhammadu Buhari is laziness. We are instructed in 2 Thessalonians 3:10 “For even when we were with you, this we commanded you, that if any would not work, neither should he eat.â€�

“/”People had become addicted to slush money, which perhaps explains the cry of hardship and anguish as the anti-corruption war takes hold. We are pleased that more Nigerians today have found the joy of working for their earnings, which enables them to sleep in peace.

“Beyond these, we have seen that the government of President Buhari did not neglect the needy. As opposed to the past when the poor were food for the rich, this government has through various social welfare intervention programmes comply with God’s injunction not to neglect the needy and less privileged. Children who would otherwise have gone hungry are fed under the school feeding programme. Women, some of them widows, have benefitted under the Trade Moni. The conditional cash transfer scheme is helping beneficiaries reduce the impact of poverty on their life.

“We have also seen the projects ongoing across the country, which gives hope that Nigeria will be built into a great nation, like the rebuilding of Jerusalem as recorded in the Book of Nehemiah. As stated in Nehemiah 2:17 we are inclined to tell Nigerians “You see the bad situation we are in, that Jerusalem (Nigeria) is desolate and its gates burned by fire (previous bad leaders). Come, let us rebuild the wall of Jerusalem so that we will no longer be a reproach.”

“We have confidence that it is President Buhari that can carry out this rebuilding. We therefore endorse President Buhari/Vice President Yemi Osinbajo whose performance has confirmed as friends of the Church and Youths of Nigeria for a second term in office.”

Beyonce to lead Mandela tribute concert

Former South African President Nelson Mandela.

Beyonce will lead an all-star line-up that includes Ed Sheeran, Jay-Z and Usher in Johannesburg on Sunday when she performs at a concert to honour the life and legacy of Nelson Mandela.

The concert is the climax of a year of events celebrating the centennial of Mandela’s birth in 1918, and is part of a campaign to tackle poverty, child malnutrition and boost gender equality.

This year’s Global Citizen Festival will be held at Johannesburg’s 94,736-capacity FNB stadium with the concert due to begin at 1200 GMT.

Thousands of music fans, many of whom had been given free tickets in return for activism and campaigning work, began to flock to the stadium hours before the gig was due to kick off.

“I’m quite excited to have Beyonce and a bunch of these top-flight artists coming to South Africa to perform. It’s nice to get this obvious reminder of Mandela’s values,” said concert-goer Ano Shonhiwa, 23, as he made his way into the venue.

Ahead of the concert Oprah Winfrey, who will co-host the event, hailed Mandela’s “goodness and integrity”, describing him as her “favourite mentor”.

Mandela was jailed under South Africa’s apartheid regime. After being released in 1990, he led the country’s transformation into a multi-racial democracy. He died on December 5, 2013 aged 95.

Event organisers paid tribute to a rigger who died following a fall while helping to prepare the stage on Saturday.

“The circumstances surrounding the incident are being investigated,” Global Citizen said in a statement.

COP24: Buhari, Governors Arrive In Poland

President Muhammadu Buhari has arrived in Krakow, Poland, ahead of the 24th session of the Conference of the Parties (COP24) under the UN Framework Convention on Climate Change (UNFCCC).

The conference is slated for between Dec. 2 and 4.

Buhari’s aide on New Media, Alhaji Bashir Ahmad, confirmed this development on his tweeter handle in Abuja.

He was accompanied on the trip by governors Ifeanyi Ugwuanyi, Yahaya Bello and Abubakar Bello of Enugu, Kogi and Niger States.

Others on his entourage include the Minister of Foreign Affairs, Geoffrey Onyeama, the Minister of Water Resources, Suleiman Adamu, and the Minister of State for Environment, Ibrahim Jibrin
President Buhari and members of his entourage, who arrived at a Military Base Balice International Airport, Krakow, on Saturday evening, were `welcomed’ by snow as temperature dropped further to -3 degrees Centigrade.

COP24 Summit is being held at the International Conference Centre (MCK), Katowice, an industrial hub, about 100 kilometers from Krakow.

President Buhari’s first official engagement will be a town hall meeting in Krakow on Sunday evening, where he would meet and interact with Nigerians living in Poland.

The President will, during the Leaders’ Summit at COP24 on Monday morning, deliver a national statement, highlighting Nigeria’s commitment to addressing climate change by implementing the goals set out in its National Determined Contributions.

According to the organisers, the conference is expected to finalise the rules for implementation of the Paris Agreement on Climate Change under the Paris Agreement Work Programme (PAWP) – the rule book for implementation.

President Buhari’s spokesman, Mr Femi Adesina, had on Friday in a statement, disclosed that during the Summit at COP24, Buhari would deliver a national statement highlighting Nigeria’s commitment to address climate change by implementing the goals in its National Determined Contributions.

He said the president would also use the occasion to accentuate Nigeria’s willingness to work with international partners to reverse the negative effects of climate change in Africa and the world over.

Adesina said the president would also highlight the need for developed nations to scale up their emission reduction activities, to limit the increase in average global temperatures to well below 2 degrees centigrade between now and 2020.

The Leaders’ Summit is expected to adopt a ‘‘Declaration on Solidarity and Just Transition Silesia,’’ – named after the region of Poland where this year’s climate conference is taking place.

He observed that Nigeria, as a member of the Committee of the African Heads of State on Climate Change, would continue to address the challenges occasioned by climate change.

The committee is a group of 10 African countries that meets and takes positions concerning issues of climate change on behalf of the continent.

“Nigeria has been at the forefront of advancing policies and initiatives aimed at addressing significant challenges occasioned by climate change such as reviving the Lake Chad, halting and reversing desertification, flooding, ocean surge and oil spillage.

Adesina, who is the Special Adviser to the President on Media and Publicity, said that President Buhari would continue to champion these pressing issues at COP24 in Katowice, among others.

He also said the president would reiterate Nigeria’s position on the need for African countries to access financial resources, especially the Green Climate Fund to draw up climate change adaptation policies and actions for implementation.

“The Nigerian delegation will also showcase the policy measures and actions of the Federal Government at ensuring environmental sustainability and effectively combating climate change through several side events within the Nigerian pavilion.

“While in Poland, President Buhari will hold an interactive session with the Nigerian community in that country.

“The Nigerian leader is also scheduled to hold bilateral meetings with the President of Poland Andrzej Duda and Prime Minister Mateusz Morawiecki,’’ the statement added.

Two suicide bombers die in Borno

Two unidentified suicide bombers have lost their lives in a failed bid to infiltrate Mina garage in Maiduguri, Borno state.

Army Spokesman, Brig-Gen. Sani Usman, in a statement released on Sunday said the incident occurred around 8pm on Saturday when the bombers detonated one of their suicide vests upon sighting troops of 195 Battalion on patrol.

“Two Suicide Bombers (Male and Female) on a mission to infiltrate Muna Garage Maiduguri, hurriedly detonated one of their suicide vests on sighting troops of 195 Battalion on patrol at about 8 P.M on 1 December 2018,” Usman said

“The patrol team quickly moved to the scene and discovered it was only the female suicide bomber’s vest that was detonated, killing herself and the male suicide bomber,” he added.

Usman further stated that the incident, left no fewer than five members of the Civilian Joint Task Force, CJTF, injured.

“Unfortunately, five members of Civilian Joint Task Force (CJTF) on duty at the market were injured in the explosion.

“Subsequently, the area was cordoned off and the Explosive Ordinance Device Team were drafted to defuse the other unexploded vest, while Borno State Emergency Management Agency and the Red-cross evacuated the mutilated body parts of the suicide bombers.

He, however, disclosed that “the wounded persons were rushed to 7 Division Hospital for medical attention.â€�
