Politics: The US and Canada are reportedly closing in on a NAFTA deal as a critical deadline looms

Talks between the US and Canada about a revised version of the North American Free trade Agreement are getting closer despite President Donald Trump 's recent attacks on Prime Minister Justin Trudeau and Canadian officials.

  • The Trump administration set a deadline of Sunday for Canada to agree to a revised version of the North American Free Trade Agreement.
  • To step up the pressure, President Donald Trump and US officials threatened to leave Canada behind and sign a bilateral deal with Mexico unless the Canadians agree to a deal by the deadline.
  • The pressure appears to be working as reports indicate the two sides are closing in on a deal.
  • But there are still several issues outstanding, including dairy tariffs and trade-dispute resolution.

The US and Canada are reportedly working furiously to reach a deal over revisions to the North American Free Trade Agreement (NAFTA).

According to multiple reports, the two countries are closing in on an agreement to update the two decade-old trilateral trade deal and an announcement could come as soon as Saturday.

The intense negotiations come hours before the Trump administration's Sunday deadline for Canada to sign on to a new bilateral trade deal between the US and Mexico. Absent an agreement, the administration threatened the two countries will move forward without their northern neighbor.

This also represents a major turnaround from earlier in the week when Trump hurled insults at his Canadian counterparts during a press conference, prompting a strong reply from Prime Minister Justin Trudeau.

While no deal is guaranteed, the two sides appear to be closing in on the the NAFTA rewrite.

Pressure to get a deal done

The US-imposed deadline was designed to secure a deal before Mexican President Enrique Peña Nieto leaves office on December 1. The law under which the US is renegotiating NAFTA requires Trump to notify Congress 60 days before a signature, so Sunday appeared to be the last day to get Canada into the deal to ensure Nieto can sign the agreement.

The Trump administration is hoping to avoid the possible reopening of negotiations by Nieto's successor, Andrés Manuel López Obrador, which could add more political uncertainty.

Early signs that progress was being made came Friday when the release of the US-Mexico bilateral trade deal's official text was pushed back with little explanation. Mexican Economy Minister Ildefonso Guajardo told reporters after announcing the delay that the US and Canada were attempting to reach an agreement in the short-term.

“At this moment there’s a very serious attempt to continue advancing in the process of finalizing the differences in bilateral issues between the U.S. and Canada,� Guajardo said.

Rumblings that progress was being made grew louder when Chrystia Freeland, Canada's minister of foreign affairs and the country's chief negotiator in the NAFTA talks, pushed back a planned speech at the United Nations on Saturday in order to continue talks.

Freeland, as well as other key Canadian officials, returned to the capital of Ottawa on Saturday to make progress on negotiations.

US threatened to move on without Canada

The growing possibility of a deal comes after Trump's team attempted to put pressure on Canada with threats to move forward with the bilateral US-Mexico deal.

"I think Canada wants to do it, I know we want to do it," US Trade Representative Robert Lighthizer said Tuesday. “We'll see whether it happens, we're sort of running out of time."

Despite the threats, Canadian officials did not appear ready to make concessions — and the country received the support of some notable allies.

Mexico is not committed to moving forward with the US on an exclusively bilateral basis and incoming president López Obrador told reporters on Friday that his administration would push Trump to maintain the trilateral nature of NAFTA.

Also bolstering Canada's position are US lawmakers in both parties. Both Republicans and Democrats have stressed that a bilateral deal between the US and Mexico will likely not get the votes needed to ratify the agreement and Canada should stay in the deal.

A turnaround from Trump's attacks

The possible deal also comes as a surprise given earlier pessimism that an agreement could be reached before the deadline and the barbs traded between Trump and Trudeau earlier in the week.

When asked about the state of NAFTA negotiations with Canada, Trump told reporters at a press conference Wednesday that he rejected a request for a meeting from Canadian Prime Minister Justin Trudeau.

"Because his tariffs are too high, he doesn’t seem to want to move and I’ve told him forget about it," Trump said when asked why he turned Trudeau down. "And frankly we’re thinking about just taxing cars coming in from Canada, that’s the mother load, that’s the big one. We’re very unhappy with the negotiations and the negotiating style of Canada."

Trudeau's office told Business Insider that they made no request for a meeting.

Trump also took a shot at Chrystia Freeland, Canada's minister of foreign affairs and the country's chief negotiator in the NAFTA talks.

"We're very unhappy with the negotiations and the negotiating style of Canada. We don't like their representative very much," Trump said.

Trudeau pushed back on Trump's comments about Freeland and the state of negotiations on Thursday.

"The Americans are finding that negotiations are tough because Canadians are tough negotiators, as we should be," Trudeau told reporters. "A good and fair deal is still possible, but we won't sign a deal that is bad for Canadians."

Several outstanding issues

Even in the face of the Trump administration's pressure, Canada seemed to be sticking strong on a handful of thorny issues and its unclear where the two sides have come out on these problems.

According Canadian and US officials over the past few weeks, the biggest issues going into the talks were:

  1. Canada's dairy protections: A particular sore spot for Trump, the US is demanding that Canada give American dairy farmers more access to its market. Canada wants to keep the protections in part due to the political influence of its country's farmers.
  2. Trade protection: Another major sticking point is Canada's desire to keep Chapter 19 of the NAFTA deal, which created an extrajudicial dispute resolution process that allows member countries to contest particular trade policies of other members. In fact, Trudeau suggested that Canada needs Chapter 19 to protect itself against Trump's volatile behavior.
  3. Auto tariffs: According to reports, Canada is also seeking assurances that Trump will not impose tariffs on imports of cars and auto parts from the country as the president has threatened.

As the race for who picks the gubernatorial ticket of the All Progressives Congress (APC) in Lagos heats up, one of the major contenders for the ticket, Dr Obafemi Hamzat, has on Saturday, stepped down for Babajide Sanwo-Olu.

The former Commissioner for Works and Infrastructure in Lagos, who addressed newsmen alongside Sanwo-Olu and some supporters in Lagos, said his decision was borne out of the greater good for Lagos than the benefit of an individual, as he urged his supporters to vote for Sanwo-Olu in the party’s primaries.

“After due consultation with my numerous supporters and in deference to the wise counsel of those I consider my political mentors, I resolved to step down from the governorship race.

“Haven been part and parcel of the formulation and execution of various policies and programmes that transformed Lagos right from former governors Tinubu and Babatunde Fashola’s administrations, I strongly believe that Sanwo-Olu is equally rooted to fly our party’s flag in the 2019 elections,” he said.


In same vein, the National Chairman of the All Progressives Congress (APC) on Saturday announced that the governorship primaries of the party for Imo and Lagos states have been rescheduled for Monday, from the initial Sunday.

Oshiomhole cited logistic concerns as reason for the postponement of the primary in the two states scheduled to hold direct primaries in selecting their governorship candidates.

In Imo, nine aspirants are in the race to succeed outgoing Governor Rochas Okorocha including his relative Uche Nwosu who has his backing,Deputy governor Prince Eze Madumere, Senator Hope Uzodinma, Sir Jude Ejiogu, Barr. Chima Anozie, Dr. Chris Emenike Nlemoha, Sir Eche George Ezenna, Chukwudi Celestine Ololo and Air Commodore Peter Gbujie.


Minister of Women Affairs and Social Development, Senator Aisha Alhassan, popularly known as Mama Taraba, has on Saturday resigned her position in President Muhammadu Buhari’s cabinet and from the ruling All Progressives Congress (APC).

The minister made this known through a 3-page letter addressed to the president on Saturday, a copy of which she share on her official Twitter account cited her disqualification from the 2019 Taraba governorship contest by the APC National Working Committee (NWC) as reason for her resignation, stressing that the party by its action, did her grave injustice as no genuine reason was given for pushing her out of the race.

“If I am not good enough to contest elections in the APC, then I feel I am not also qualified to remain a minister in the APC government,� she stated.


A former governor of Oyo State, Adebayo Alao-Akala, has announced his withdrawal from Sunday’s governorship primaries of the All Progressives Congress (APC), as he urged the National secretariat to save the party from total collapse.

In a statement he issued on Saturday, Akala alleged that the state governor, Abiola Ajimobi has concluded plans to impose one of the aspirants on the party, Joseph Olasunkanmi Tegbe on delegates as he has sent his foot soldiers around to coerce and Intimidate delegates to vote for the said Tegbe at the party primaries against their free will.

“His Excellency, Otunba Adebayo Alao-Akala has therefore decided to “STAY AWAYâ€� from tomorrow’s macabre dance taking place at a yet to be disclosed venue due to the Insensitivity and selfishness of Gov. Abiola Ajimobi who is hellbent on Imposing his stooge as his successor,” he said.


The All Progressives Congress (APC), has explained how the party entered into an alliance with the Social Democratic Party (SDP) and candidate of the party in the Osun governorship election, Senator Iyiola Omisore.

National Chairman of the party, Adams Oshiomhole, who disclosed this on Friday in Abuja, said that both parties were able to strike a deal that has to do with the specific issues that will affect the welfare and the well-being of the people of Osun, stressing that the working relationship between both parties in support of APC’s Gboyega Oyetola, proved decisive and that he didn’t give money to anybody during the negotiation.

“We agreed that he would have an opportunity for him to contest for a seat on the APC platform. Not just for Senate or House of Representatives, but also for House of Assembly. That is why I said we spoke about the immediate, which is the Osun election and going forward,� Oshiomhole said.

APC postpones Lagos, Imo gubernatorial primaries

Nigeria’s ruling party, All Progressives Congress, has postponed the governorship primaries for Lagos and Imo states.

The party has rescheduled its primary initially fixed for Sunday in the two states to Monday.

The National Chairman of the party, Adams Oshiomole, said during the inauguration of the governorship primary committees in Abuja that the primary in both states was shifted due to logistics reasons. He noted that the primaries in other state will proceed on Sunday as earlier scheduled.

Although APC has claimed the reason for the reschedule is due to logistics reasons, there are speculations that the postponement of the Lagos gubernatorial primary  is because of the ongoing rift rocking the APC Lagos chapter.

The Guardian reported that the story of who becomes the governorship flag-bearer for the ruling All Progressives Congress (APC) in Lagos, took a new turn on Saturday as one of the aspirants Obafemi Hamzat stepped down and endorsed fellow aspirant Babajide Sanwo-Olu.

Hamzat renounced his decision to contest in the APC governorship primary election at a press briefing attended by Sanwo-Olu and other party members in Lagos.

This could pose a huge challenge for the incumbent governor Akinwunmi Ambode as the two aspirants have joined forces to defeat him in the APC primary.

Odd Enough: Greg Manteufel opens up about the kiss from a dog that nearly killed him

"I need to sleep this off," he thought as he climbed into his bed in West Bend, Wisconsin, fighting unconsciousness.

Greg Manteufel thought he had the flu. Seemingly out of nowhere on June 26, his face turned a deep crimson color. His legs swelled up, he felt feverish, and he got diarrhea.

"I need to sleep this off," he thought as he climbed into his bed in West Bend, Wisconsin, fighting unconsciousness.

By the time his son, Mike, rushed him to the hospital, Manteufel's skin was the color of a three-day-old bruise, purple tinged with blue, and he was speaking gibberish. As he was rushed into emergency exploratory surgery, Manteufel told doctors to "do whatever you need to do to save my life," he recalls to MensHealth.com. 

"Do whatever you need to do to save my life."

Within 24 hours, Manteufel's feet turned black, and surgeons removed his legs below the knee – and, later, above the knee. When his hands turned the same color, they were also amputated. Then, parts of his nose.

For over a week, doctors "didn't know what was going on," Manteufel's wife, Dawn, tells MensHealth.com. "They asked us whether Greg had been around ticks or up in the woods or if he got bit by a spider. But it was 'no' to everything."

 

When lab work finally came back eight days later, an infectious disease doctor informed them that the symptoms were not flu-related at all, but rather the work of a bacteria called Capnocytophaga canimorsus. The bacteria is found in dogs' mouths, and it can spread to humans through bites or licks, according to the Centers for Disease Control and Prevention.

Only in extremely rare cases does the bacteria enter a human's blood stream and cause a deadly infection like sepsis, but that's exactly what happened to Manteufel. He had a total of 14 surgeries, including several skin grafts, over the next three-months.

"I've been around dogs for my whole life, so it didn't make sense why I would, all of a sudden, get [infected] now," the 48-year-old former exterior painter says. He grew up with dogs, including a pet Labrador retriever and a Dobermann pincher, and is now the proud owner of an 8-year-old pit bull named Ellie.

 

Manteufel refuses to believe the Capnocytophaga canimorsus could have been caused by a "kiss" from Ellie. The pit bull, he insists, is "not a licker."

"But, even if she [was responsible], it wasn't [her] fault," says Manteufel, who didn't put Ellie down after his amputations. "I let her lick me the first time I saw her after surgery. I have no hard feelings towards dogs, I love them."

 

It's hard to know whether it was actually Ellie who carried the Capnocytophaga. The weekend before Manteufel fell ill, he was at a birthday party, where multiple guests brought pets.

"I must have been in contact with eight or so dogs," he says. "So, I can't really pinpoint which one it was."

Capnocytophaga canimorsus is “commonly found in the mouths of dogs,� Dr. Stephen Cole, a University of Pennsylvania lecturer in veterinary microbiology who did not treat Manteufel, tells MensHealth.com. “But it’s very, very rare for it to [enter the bloodstream and cause sepsis]. We just don’t know what the inciting incident was or why he developed it at this time, it's an incredibly unfortunate and unlucky circumstance.�

 

Today, Manteufel uses a motorized wheelchair and is enrolled in therapy at Froedtert Hospital in Milwaukee, where he's re-learning how to accomplish simple, everyday tasks like eating, showering, and using a phone.

He uses a velcro wristband with a small pocket and band to secure items like toothbrushes and forks. He has a necklace that holds his cellphone and puts a stylus in the band to text.

"I guess you just got to take what you get, you know. It is what it is," he says. "Stay positive about it no matter what – and don't let it break you."

The Manteufels were forced to sell their two-story house in West Bend, since he can't maneuver his wheelchair up the stairs. They're staying with his parents until they save up enough for a wheelchair-friendly home.

Manteufel still has a long road ahead of him. He hopes to heal from his many surgeries by next year and buy arm and leg prosthetics. His ultimate goal is to be able to drive a car once again.

"I tried to stay really positive and never look back," he says. 

Unable to return to his job as a painter, he's raising money on GoFundMe – more than $130,000 to date – to assist with costly medical bills and prosthetics. The donations have left his family feeling "humbled," and like they're "not alone going through this," Dawn says.

Although he no longer has hands to pet Ellie, Manteufel still snuggles with his pit bull, who sits on his lap.

"[I don't want anyone to] be afraid of their dogs," he says. "This happened to me, I hope we can spread awareness it doesn't have to happen to anyone else."

The Lagos state governorship primaries was scheduled to hold on Sunday, September 30, 2018.

The chairman of the All Progressives Congress (APC), Adams Oshiomhole has announced the postponement of the Lagos state governorship primary election.

According to Punch, Oshiomhole also said the Imo state governorship primary election has been moved.

The APC chairman said the Lagos and Imo governorship primary elections have both been moved to Monday, October 1, 2018 for logistic reasons.

Ahead of Lagos governorship primaries

The Lagos state governorship primaries was scheduled to hold on Sunday, September 30, 2018.

Punch had earlier reported that Femi Hamzat stepped down for the anointed candidate, Babajide Sanwo-Olu.

Also, reports say 36 members of the Lagos state House of Assembly have endorsed Sanwo-Olu’s candidacy.

Vice-Chairmen of the 57 council areas in Lagos State have also endorsed Sanwo-Olu as their governorship candidate.

Maternal Instinct: Don’t allow another woman breastfeed your baby, expert advises mothers

Rev. Sr. Eunice Okobia of Medical Missionaries of Mary Clinic, ACO Housing Estate, Abuja, gave the advice on Saturday while addressing mothers during an immunisation programme.

Nursing mothers are advised to avoid giving their babies to relatives or friends to breastfeed them whenever they are not around or sick, a medical expert has said.

Rev. Sr. Eunice Okobia of Medical Missionaries of Mary Clinic, ACO Housing Estate, Abuja, gave the advice on Saturday while addressing mothers during an immunisation programme.

Okobia said that nursing mothers who allowed other women to breastfeed their babies put such children at the risk of being infected.

She said it was safer to use a bottle of the mother’s breast milk or infant formula to feed babies whose mothers were not available to feed them.

“Contact with breast milk and breast tissue can transmit infections, such as yeast, bacteria or viruses.

“ Before now, mothers will allow their friends or relatives to breastfeed their babies when they are away or sick.

“We all know that HIV can be transmitted through breast milk. Also disease, such as hepatitis, can also be gotten through cracked nipples.

“ Unless you know the complete medical history of the friend or relative, it would be risky to let another woman breastfeed your baby,’’ Okobia said.

She advised: “if you feel that a relative or friend should breastfeed your baby, you should consult your paediatrician.’’

US billionaire media mogul Ted Turner, the founder of CNN, has revealed he is battling Lewy body dementia, a neurodegenerative disease that alters memory, mood, movement and behavior.

In an interview to air Sunday on CBS, the 79-year-old Turner opened up about his battle, and even struggled to remember the name of the disorder.

“It’s a mild case of what people have as Alzheimer’s.

It’s similar to that. But not nearly as bad. Alzheimer’s is fatal,” Turner said, in excerpts released by the network.

“Thank goodness I don’t have that. But, I also have got, let’s — the one that’s — I can’t remember the name of it.”

Finally, Turner said: “Dementia. I can’t remember what my disease is.”

Lewy body dementia affects 1.5 million Americans. Notably, comedian Robin Williams was afflicted by the disease before he took his own life in 2014.

Like Williams, Turner told “CBS Sunday Morning,” he was misdiagnosed with depression before doctors identified dementia as the true problem.

Asked about his symptoms, he replied: “Tired. Exhausted. That’s the main symptoms, and, forgetfulness.”

In 1980, Turner launched CNN, the first 24-hour news channel, as part of his Turner Broadcasting empire — revolutionizing the way America, and the world, got its news. Turner Broadcasting System then merged with Time Warner in 1996.

When asked about CNN, Turner said: “I think they’re sticking with politics a little too much. They’d do better to have a more balanced agenda. But that’s, you know, just one person’s opinion.”

Turner is also known for his decade-long marriage to actress Jane Fonda and his billion-dollar pledge to the United Nations to fund charitable efforts.

Ekiti election: Tribunal dismisses PDP’s application for recount of ballot

The Ekiti Governorship Election Tribunal sitting in Abuja has dismissed an application by Peoples Democratic Party (PDP) for the recount of ballot papers used in the July 14 poll.

The PDP and its candidate, Prof. Olusola Kolapo are challenging the outcome of the election in court.

The respondents in the matter are Independent National Electoral Commission (INEC), All Progressives Congress (APC) and Dr Kayode Fayemi, the winner of the election.

Ruling on the application, the Chairman of the three-member tribunal, Justice Bolaji Belgore, declared that the application lacked merit.

Belgore noted that Ekiti had 177 wards with 2,197 polling units in 16 local government areas but the petitioners only complained of 325 polling units in their petition before the tribunal.

The chairman said PDP and its candidate did not complain about all the 2,197 polling units in the state.

“To pray for recount in all wards and polling units across the state is to make firm nonsense of the petitioners’ pleading,� Belgore said.

According to him, pleadings are written statements of parties in a procedure wherein they clearly state the materials, including documents, they will
rely on in the proceeding.

He said the tribunal could only admit where it was supported by pleading, adding that what the petitioners wanted could not be situated in their pleading before the tribunal.

The chairman further said that the evidence so generated from the recount would have no basis in the proceeding.

He added that what the petitioners wanted to do was to spring a surprise on the respondents which they would not be able to respond to as time for pleading had closed.

He stated that the tribunal was in agreement with the submission of the counsel for Fayemi, Chief Akin Olujimi (SAN), that the petitioners were fishing for evidence under the guise of recounting the ballot.

The relief that seeks the recount be done in the presence of two representatives of the parties in the matter, secretary of the tribunal and security operatives, the tribunal held that involving its secretary would amount to the secretary giving evidence for the petitioners.

“The secretary of the tribunal cannot be a party to do what the application wanted,� Justice Belgore stated.

He, therefore, declared, “we hereby rule that the application is lacking in merit.�

In a related development, the tribunal turned down INEC’s application from excluding the smart card reader machines used in the July 14 governorship election.

Ruling on the application argued by Dr Onyechi Ikpeazu (SAN) for INEC, Belgore said that excluding the card readers from inspection would be tantamount to setting aside the tribunal’s early order granted on July 26.

The tribunal, however, made a consequential order that the inspection of the card readers must be completed by the end of each party’s case, which would commence on Oct. 17.

The chairman declared that the consequential order was not setting aside the exparte order granted on July 26.

The tribunal thereafter adjourned the commencement of hearing in the petition until Oct. 17.
