The Senate on Wednesday adopted the report of its committee on Tertiary Institutions and TETFund for the establishment of 10 higher institutions in parts of the country, noting that the establishment of the institutions would go a long way to open up the education space in the country as well as assist the country to fight illiteracy.

The approved institutions included Federal Polytechnic, Kabo; Federal Polytechnic Daura; Federal University of Education, Aguleri; National Institute of Construction Technology and Management and Federal Polytechnic Ikom.

Others also approved included Federal College of Education(Technical) Arochukwu, Abia, sponsored by Senator Mao Ohuabunwa; Federal Polytechnic Langtang, Plateau, Federal College of Education, Usugbenu-Irua; Federal University of Technology, Manchok and Federal Polytechnic Kwale, Delta.


A five-man panel of the Court of Appeal sitting in Sokoto and presided over by Justice Hannatu Sankey has sentenced the Chairman of the Zamfara Universal Basic Education Board (SUBEB), Murtala Adamu Jengebe, to a cumulative jail term of 41 years.

As contained in a statement issued in Abuja by the Acting spokesman of the Economic and Financial Crimes Commission (EFCC), Tony Orilade, Jengebe was convicted after the appellate court found him guilty on seven out of the 10 counts of money laundering for which he was earlier acquitted on the 12th May 2017 at the Federal High Court, Gusau, Zamfara .

He was consequently sentenced to five years imprisonment on each of four of the counts, and seven years each on the three other counts, with the court ordering that the sentences run concurrently.


The People’s Democratic Party (PDP) on Wednesday said the administration of President Muhammadu Buhari has increased hunger, violence, oppression and national misfortune, adding that it has been rejected by Nigerians.

Spokesman of the party, Kola Ologbondiyan who disclosed this while playing host to youth groups who defected from the All Progressives Congress (APC) also accused the President of being a self-centered, uncaring, divisive and incompetent leader.

Nigerians know that unlike President Buhari who cannot point to any contribution to our national economy, has not been able to successfully manage any enterprise and has no future blueprint for our nation, Atiku is a world class enterpreneur. That is why they want to elect him as their next president,” he added.


The presidential candidate of the Allied Congress Party of Nigeria (ACPN), Dr Oby Ezekwesili, has picked the chairman of the party, Abdul-Ganiyu Galadima, as her running mate for the 2019 presidential election.

A statement by the Ezekwesili’s campaign organisation read that the presidential hopeful announced Galadima, a former presidential candidate of the party, while unveiling her manifesto themed #ProjectRescueNigeria, on Wednesday in Ilorin.

According to Oby, “this experience complements my incomparable competence and capacity when it comes to socio-economic and governance issues. Like me, Alhaji Galadima has shown a long-standing commitment to the fight to rescue our nation by standing with people of integrity, adding that the selection of Galadima, a businessman, would bring to the ACPN ticket an experience at grassroots politics at the local, state and national levels.


The Chief of Army Staff, Lt. Gen. Tukur Buratai, on Wednesday, said no army can have enough equipment for its operations.

Speaking on the Metele attacks during the 2018 Chief of Army Staff Annual Conference, Buratai said the fight against Boko Haram in the North East will continue unabatedly, adding that the army is collaborating with Chad and Cameroon, both of which the army is currently conducting joint operations with, in adjoining areas.

“No army can have enough equipment to conduct its operations. So it is incumbent on all commanders to know that we are involved in an asymmetric warfare, which calls for dynamism and flexibility,” he added.

Kanye West And Kim Kardashian Donate Nine Million Naira To Personal Photographer

Celebrity couple, Kanye West and Kim Kardashian have forked out a little over nine million naira ($25,000) to assist the family of Marcus Hyde, their personal photographer who was injured in a car accident.

Hyde has worked with the power couple around the world and was involved in a horrific accident when his Mercedes plunged over the side of a ravine in Malibu last month. Hyde sustained serious head injuries and has remained in a fight for his life ever since.

A GoFundMe was recently started for Hyde and his family to help with medical costs as the photographer remains hospitalised.

It is gathered that yesterday, November 28th, Kim and Kanye pledged the money to the cause and only made their contribution public in hopes it will bring more attention to the page, and raise more money. The fundraiser originally had a goal of 3.6 million naira ($10k)  so their donation will be a massive help.

Just before the crash, Hyde travelled with the family on their trip to Bali where he shot pics of the Kardashian and Jenner sisters in their Victoria’s Secret angel wings and was by Kanye’s side during his album release in Wyoming.

It is also learnt that Hyde had a female passenger in the vehicle with him during the accident but she was released from the hospital a short time later.

Hoodlums Attack KEDCO Personnel In Kano

KANO – Hoodlums believed to be residents of Sharadan Mallam in Kano metropolis on Wednesday attacked a disconnection and revenue collection team of Kano Electricity Distribution Plc. (KEDCO).

The KEDCO spokesman, Mohammed Kandi, in a press statement made available to newsmen in Kano, said two staff, Ali Mohammed and Abdulkadir Adamu Waziri, who sustained various degrees of injuries from the unprovoked assault, were “innocent staff carrying out their lawful duties. “

Kandi also quoted the Sharada Customer Service Point (CSP) supervisor, Mohammed Ismaila Isah, to have said “my team was assaulted by some overzealous customers who declined to settle their accumulated electricity bills and also resisted disconnection of power supply to their residences.�

Kandi said that Isah, who led the operation to the area, revealed that the female staff in the team were also molested, booed and threatened not to return to the area or face stiffer harassment.

According to him, “We deliver about 20 hours of electricity to Sharada community, but we get strong resistance from especially the residential customers each time we carry out operation to retrieve the accumulated debts from this area.�

“Those customers have no respect for women because they attempted to strip our female staff necked yesterday, but with the intervention of some good Samaritans, we were rescued,� he said.

Meanwhile, the KEDCO’s spokesman said the perpetrators of such heinous act would not go unpunished, adding that “we will not be intimidated by any individual, group or organization, just as we wouldn’t be discouraged to carry out lawful duties simply because some customers have resorted to cheap bullying of our staff.�

No going back on raid of criminal hideouts in Bayelsa – CP

The Police Command in Bayelsa says it is committed to protection of lives and property in the state and will not backslide on raiding of criminal hideouts.

Mr Mukan Joseph, the Commissioner of Police in the state, said this in Yenagoa on Wednesday, while addressing a group of students.

The students had staged a protest at the command headquarters over the killing of their colleague in the Niger-Delta University by a policeman on patrol.

The News Agency of Nigeria (NAN) recalls that Tariela Nikade, a 300 level Petro-Chemical Engineering student, was reportedly shot dead near her residence on Tenacious Road, Edepie, Yenagoa, on Nov. 23.

“We, the police, urge you to accept our sympathy over the death of Tariela Nikade who was shot by an officer, Sergeant Timadi Emmanuel.

“The officer has been tried and dismissed from the Nigeria Police Force. Meanwhile investigation is ongoing and he will soon be charged to court.

“On the issue of raid, it will continue because we are not raiding the wrong people. We raid on hideout of criminals and if we pick the innocent person, he or she cannot be charged.

“We are aware of security challenges in Yenagoa; armed robbery and cultism here and there. So, we are not going to fold our alms and not secure lives in Bayelsa,� he said.

The protesting student, who matched to the police headquarters with placards bearing different inscriptions, decried extrajudicial killing by police in Bayelsa and the country at large.

Mr Benjamine Ebimobowie, President, National Association of Bayelsa Student, said the protest was to register their grievances over the killing of its member.

Ebimobowie urged the police to be professional in the discharge of their duties and stop killing and molestation of innocent citizens across the state.

  • "Anytime anything bad happens, the cruise lines go into adversarial mode," he said. "All they're looking to do is protect themselves. They're not really concerned about protecting you or helping you."

When a passenger is injured, one of the ship's security officers will take a statement from the passenger using questions that could help the cruise line defend itself in court, Winkleman said. The officer may, for example, ask what the passenger could have done to avoid the incident that led to the injury. But shortly after being injured, a person is not in the right state of mind to defend his or her interests when being questioned, Winkleman said.

If a passenger sues a cruise line, the cruise line will ensure that case is tried in a federal court, which will require a higher standard of evidence and often have a stricter judge than a state court, Winkleman said.

"The deck is certainly stacked against the average person who gets hurt when you're going up against a cruise line," he said.

2019: CSOs, Media To Educate Bauchi Electorate On Vote Buying

The Bauchi State Network for Civil Society Organisations (BASNEC) says it will partner with  media organisations to educate the electorate on the need to eschew votes buying during 2019 general elections.

The Chairman of the network, Mr Garba Jinjiri, told the News Agency of Nigeria(NAN) on Wednesday in Bauchi, that radio programmes would be used to awaken the consciousness of residents on electoral process.

“We will partner some radio stations in Bauchi to educate voters on electoral processes.

“This will also make them understand the harm in vote buying and equip them with information on exercising their rights and powers to vote,’’ he said.

He called on the Bauchi State Government to key into the Open Governance Partnership (OGP) of the Federal Government.

According to him, this is to enable participation of Private, Civil Society Organisations and other stakeholders in government activities.

Remarks by his excellency, President Muhammadu Buhari, at the Chief of Army Staff annual conference 2018, held in Maiduguri on 28 November, 2018.

PROTOCOLS:

I am delighted to be here in Maiduguri for the opening ceremony of the Chief of Army Staff’s Annual Conference 2018. I know that the venue of this Conference was moved from Benin to Maiduguri at very short notice.

2. However I can see that so many of the very senior officers in the Army, both serving and retired are here. In view of recent tragedies, I commend the decision of the leadership of the Nigerian Army in moving the venue of this conference to Maiduguri.

3. The officers and soldiers who are fighting against the curse of terrorism in the North East deserve all the attention our country’s leadership can demonstrate to them.

4. As President of the country, I am determined to ensure that every citizen feels safe and secure in all parts of the country. To achieve this, the security agencies must rise to the challenge and curb threats to security in our country.

5. The Armed Forces play a critical role in safeguarding the country, hence you must all ensure that your plans and programmes meet the challenges we face.

6. To this end, I am glad that this conference is holding at this time, because it serves as a platform to assess and evaluate your performance for the Year 2018.

7. One of the cardinal objectives of this government is security.

In this regard, the Nigerian Army’s efforts have led to the dislodgement of insurgents from areas hitherto viewed as their strongholds, rescue of abducted persons, return of Internally Displaced Persons and the gradual return to normalcy in the North East.

8. The effort of the military has also stabilized the security situation in the Niger Delta and other parts of the country and curtailed the clashes between herdsmen and farmers.

9. I must commend the selfless sacrifices of our Armed Forces, especially the heroic officers and soldiers of the Nigerian Army who by virtue of their commitment to operations all over the country have brought about the desired peace.

10. There has been a remarkable improvement in the security situation in the North East since 2015 when this administration came into government and you are a major part of the successes that have been achieved.

11. I am of course aware that in the recent months and in recent days, there have been some operational losses in the Northern part of Borno State, particularly in Jilli, Arege and Metele.

12. I know that you are doing your best to reverse this trend and I want to assure you that no effort will be spared in providing the necessary support you require to complete the task.

We remain committed to ending the crisis in the North East and making the entire area safe for all. I urge you all to keep up the good work.

13. I am also painfully aware that some gallant officers and soldiers have paid the supreme price in the course of these anti-terrorist operations.

While we remember them and mourn with their loved ones, I must also convey the deep gratitude of the Government and people of Nigeria to the late soldiers and their families for their heroic sacrifices.

Our thoughts and prayers are also with all other victims of Boko Haram’s atrocities and their families.

14. I will be visiting some of our injured troops in hospitals and also talk to others at their bases to assure them of our continued support.

It is a must win war. I want to encourage our troops not to be distracted by whatever speculations but to remain focused and committed to the task of eliminating Boko Haram from the face of the earth.

15. The Nigerian Army’s commitment to upholding democracy is appropriately captured in the theme of the conference which is “Optimizing the Operational Efficiency of the Nigerian Army Towards Safeguarding Democracy and National Security in Nigeria�.

16. As we approach the 2019 General Elections, I want to urge all members of the Armed Forces to live up to their responsibilities and remain non-partisan.

In addition, you must all remain vigilant throughout the electioneering period and alongside other security agencies, prevent every form of violence that could disrupt the process in line with your Rules of Engagement.

17. The Nigerian Army has enriched her corporate identity, organizational commitment and responsiveness. I also wish to acknowledge the drastic reduction in Human Rights allegations against the Nigerian Army.

18. I urge you to continue to ensure that all troops remain committed to the observance of all International Human Rights Laws and Laws of Armed Conflict.

19. Let me also commend you all for the professional manner with which the Nigerian Army in collaboration with other security agencies unravelled the perpetrators involved in the disappearance of late Major General Idris Alkali.

This attests to the capabilities that exist in our security apparatus. I want to assure you that the perpetrators will be brought to book. May his gentle soul and the souls of our departed gallant troops rest in perfect peace (Amin).

20. I want to reassure you that as your Commander-In-Chief, I will do everything within my powers to continue empowering you by providing all the necessary equipment, force multipliers and enablers required for you to prevail on the field.

I also want you to be aware that I am currently looking into measures to improve your entitlements and welfare generally.

21. Let me remind the audience that the cardinal objectives of this administration remain the entrenchment of security, restructuring the economy and the fight against corruption, to ensure a steady, sustainable and inclusive economic growth.

22. In addition, our commitment to entrenching purposeful and accountable leadership remains firm because it is the base on which peace, security and national development would be built.

23. I, therefore, wish to reiterate that leaders of all strata of society including our Armed Forces must embrace the wind of CHANGE that is blowing across the country for good. There must be cooperation at inter-Service and inter-agency levels.

24. To this end, the Chief of Defence Staff and Service Chiefs must work closely together as well as with other security agencies to improve on strategies that will defeat terrorism, militancy and other forms of criminal activities in our country.

25. As you appraise your activities for the Year 2018, concentrate on the contemporary security challenges facing our nation and proffer ways of surmounting the challenges.

I am convinced that this conference will re-new the vigour and dedication for which the Nigerian Army is known.

26. I have gone through the Conference Programme and it is my belief that the conference will be worthwhile if your deliberations generate new strategies that would strengthen the stability of the country.

On this note, distinguished ladies and gentlemen, it is my pleasure to formally declare the Chief of Army Staff’s Annual Conference 2018 open.

The Late 5: Eliminate Boko Haram from the surface of the earth – Buhari tasks troops; EFCC warns politicians against using public funds for campaigns | Other top stories

President Muhammadu Buhari on Wednesday declared that the war against terrorism is “a must win,� and has given marching orders to the troops in the North East to them to totally eradicate the Boko Haram group.

While commending the efforts and sacrifices of the military in safeguarding the peace, security and territorial integrity of the country, the President “encouraged the troops not to be distracted by speculations but remain focused and committed to the task of eliminating Boko Haram from the surface of the earth.”

“I want to reassure you that as your Commander-In-Chief, I will do everything within my power to continue empowering you by providing all the necessary equipment, force multipliers and enablers required for you to prevail on the field,�  he said at the 2018 Chief of Army Staff Annual Conference in Maiduguri.


The Economic and Financial Crimes Commission (EFCC), has said that it will keenly monitor the financial affairs of political parties to ensure that the use of public funds to finance political parties and prosecute campaigns at all levels of government is checked.

Speaking through his Chief of Staff, Acting Chairman of the EFCC, Ibrahim Magu while presenting a paper at a one-day retreat for 36 state governors and key election stakeholders said “donations to political parties and the identities of the donors will henceforth be of massive interest to the Commission going forward.�

“In addition, politicians prosecuting campaigns must be required to keep proper records of all donations received by them including the identities of the donors; and to turn their books over to relevant security agencies, and to INEC for inspection after every electioneering cycle, including the costs of litigations arising from the elections and the source of funding for the litigations,� he added.


The federal, states and local governments on Wednesday shared a total of N788.139 billion for the month of October as the Federation Account Allocation Committee (FAAC) meeting ended in Kaduna.

The N788.139 billion shared is higher than the N698.710 billion shared the previous month (September).

According to a statement by the Special Adviser to the Minister of Finance, Paul Ella Abechi, the breakdown of the figures released by the Accountant General of the Federation (AGF) shows that the federal government got N284.396 billion, state governments got N144.249, while the 774 local governments received N111.210 billion.


The Senate on Wednesday resolved to probe an allegation of non-remittance of N177bn operational surplus made by the Nigerian Ports Authority (NPA) into the Consolidated Federation Account.

The resolution followed a motion raised by a member of the Committee on Marine Transport, Mohammed Hassan from Yobe South who alleged that contrary to the provisions of the 1999 Constitution and extant laws of the NPA, the agency kept to itself N177bn operational surplus it made from accruing revenues in the 2017 fiscal year, without remitting it into the federation account.

In a related development, the Senate at plenary confirmed the appointment of Olanipekun Olukoyede as the Executive Secretary of the Economic and Financial Crimes Commission (EFCC).


Following the encounter between the Edo Governor, Godwin Obaseki and its Managing Director on Tuesday, the management of the Benin Electrcity Distribution Company (BEDC) has explained reasons behind the power outage currently experienced in parts of Benin City.

Spokesman for the company, Adekunle Tayo, who spoke to newsmen on Wednesday, said that the development would soon be a thing of the past, as the Transmission Company of Nigeria (TCN) has made commitment to procure two 60mva transformers to replace the faulty ones that plunged the state into darkness, adding that it has put measures in place to ensure power is restored to affected areas before the two procured 60mva transformers are installed.

He also debunked reports that the state gets more power since the Azura Power Plant generates 600 megawatts of electricity, explaining that whatever is generated at the plant is taken to the national grid before it is transmitted to the Discos across the country.

Minimun Wage: Catholic Bishop Says Wage Not Best For Low Income Earners

The Catholic Archbishop of Abuja, John Cardinal Onaiyekan, says the proposed minimum wage by the organised labour will not help low income earners to meet their basic needs.

Onaiyekan made this known at the first National Catechetical Summit, on Thursday, in Abuja.

He said that there was need for the minimum wage to be approached in a way it would benefit both low and higher wage earners.

“The whole issue of minimum wage has been so problematic in Nigeria.

“Whenever the minimum wage is increased, it is not the low income earners that gain, but the senior workers along the ladder who earn bigger salaries.

“It should be done in such a way that it really targets those who need it and not be used as an excuse, to increase the wage of those who are not within the minimum wage,� he said.

The clergy called on the Catholic Church in Nigeria to consider full time remuneration along the new minimum wage for catechists as their priority of diocesan budgets.

“As Catholics let’s not forget that the catechists give information to the Christian in his daily life and it is a major task which belongs to the whole church.

“If we neglect this task, we pay heavily in terms of the shallow faith of our Catholics, who are unable to stand their ground against all kinds of attacks.

“The new sets of catechists that lie ahead will need to be properly funded.

“Our local churches will need to put the funding of catechists much higher on our priority of diocesan budgets.

“This should be as important as building the churches and erecting lavish rectories,� he said.

The clergy said that from the point of remuneration, full time catechists of different grades, part time catechists and volunteers, would be placed in different categories of wage.

“Generally, a good number of people volunteer to be catechists without any pay. Those people need to be encouraged in any way possible, we should also think of catechists who are young.

“Very often, children can be catechists and teach their peers, especially at the level of secondary schools.

|�There is also the adult catechists who can decide to spend their free time to teach catechism,� he said.

Onaiyekan said that for a long time, catechists had always been men.

He said that it was about time for the Catholic Church to seriously promote and consider women catechists, even as full time professional catechists.

He said that the Church had long neglected opening up the way for women to be involved in this very important aspect of the Catholic Church.

The archbishop said that as Catholics in Nigeria, there was a need for them to begin to think of pastoral assistants who would work with the parish priests in the pastoral care of the modern parish.

According to him, such pastoral assistants will be expected to be of a higher level of academic and theological formation.

“The time has come for us to open the door for graduates, who can do post graduate, higher diploma or degree courses in theology,� he said.

Earlier, the President of the Nigerian Catholic Bishops’ Conference and the Archbishop of Benin City, Augustine Akubeze, said that the issue of remuneration of workers in the church was addressed in Canon 1286.

Akubeze said it was stipulated that administrators of ecclesiastical goods ensured that their wages were in line with that of civil labour and be observed following the catholic social principles.

“Do we consider full time catechists remuneration along the newly established minimum wage?

“We must think seriously spending on the training of our catechists and their remuneration and social welfare,� he said.

The cleric said that the church in Nigeria was ever grateful to many catechists, who made to pass on the gospel message to the people of God.

“We know that our catechists are among the poorly remunerated and at times not well respected in our society,’’ he said.

Akubeze, however, called on diocesan bishops to seriously consider revamping the remuneration of catechists in their dioceses.

“Let us provide for their welfare. We need to establish a minimum wage for those on full time and those on part time,� he added.

The Federal Government is determined to rehabilitate bad roads across the country before the next rainy season, Mr Boboye Oyeyemi, the FRSC Corps Marshal, said on Wednesday in Abuja.

Oyeyemi who said this when Mrs Helen Da-Souza, the Managing Director of Trust Fund Pensions Limited, visited him said motorists would in view of this witness more gridlocks.

“Government’s determination is to ensure the roads are in good condition before the rain sets in within the next five months.

“That is why the roads across the country are undergoing construction. We are in the dry season now. So, the contractors are back to site, and work is going on,� he said.

“The dry season is the period when good work can be done, especially on the bridges like those ones at the Okene axis.

“Now, Lagos-Ibadan is already witnessing a major gridlock. This is because of the construction where three lanes have been collapsed into single lane.’’

The Corps Marshal however assured that the FRSC would ensure safer roads.

He urged vehicle owners to ensure they got their vehicles fixed from standard workshops because there were no standard workshops on the highways.

“As we are moving into the festive period, people must ensure that vehicles are in good condition so that they don’t get stranded on the highways.

“People should plan their journeys well so that we all can get to our destinations safely.�

Earlier, Da-Souza had said the agency would continue to support FRSC to move the country forward in every little way it could.

“We have reflective jackets being made available to the Corps, and this is because we are pleased with all you have been doing for us,� she said.

The News Agency of Nigeria (NAN) reports that the visit witnessed the presentation of 5,000 reflective jackets to the FRSC.

Students Protest As El-Rufai Increases Kaduna College Of Education Tuition

Following protests by students of the College of Education Gidan Waya in Kaduna, the Management of the College has ordered the immediate closure of the institution.

Independent learnt that the students were protesting over an alleged shift in examination date and increase in their tuition fee.

A statement issued by Danladi Aduwu, Ag. Head of Information/Public Relation of the college, he said the school would remain closed till further notice.

The statement explained that the decision was to ensure the protection of lives and property, and urged all students to vacate the college premises with immediate effect.

It was gathered that the students were unhappy over plans to postpone their semester examination scheduled to begin on November 31.

Independent learnt that the protest was led by 300 level students who felt the planned shift in exams date was not favourable to some of them.

According to one of the students, “We also hear rumours about plans to increase tuition fees and these aggravated the already frustrated students.�

President Buhari’s remarks at COAS Conference in Maiduguri

I am delighted to be here in Maiduguri for the opening ceremony of the Chief of Army Staff’s Annual Conference 2018. I know that the venue of this Conference was moved from Benin to Maiduguri at very short notice.

REMARKS BY HIS EXCELLENCY, PRESIDENT MUHAMMADU BUHARI, AT THE CHIEF OF ARMY STAFF ANNUAL CONFERENCE 2018, HELD IN MAIDUGURI ON 28 NOVEMBER 2018

 PROTOCOLS:

I am delighted to be here in Maiduguri for the opening ceremony of the Chief of Army Staff’s Annual Conference 2018. I know that the venue of this Conference was moved from Benin to Maiduguri at very short notice.

  2.     However I can see that so many of the very senior officers in the Army, both serving and retired are here. In view of recent tragedies, I commend the decision of the leadership of the Nigerian Army in moving the venue of this conference to Maiduguri.

 3.      The officers and soldiers who are fighting against the curse of terrorism in the North East deserve all the attention our country’s leadership can demonstrate to them.

 4.      As President of the country, I am determined to ensure that every citizen feels safe and secure in all parts of the country. To achieve this, the security agencies must rise to the challenge and curb threats to security in our country.

 5.      The Armed Forces play a critical role in safeguarding the country, hence you must all ensure that your plans and programmes meet the challenges we face.

 6.      To this end, I am glad that this conference is holding at this time, because it serves as a platform to assess and evaluate your performance for the Year 2018.

 7.      One of the cardinal objectives of this government is security. In this regard, the Nigerian Army’s efforts have led to the dislodgement of insurgents from areas hitherto viewed as their strongholds, rescue of abducted persons, return of Internally Displaced Persons and the gradual return to normalcy in the North East.

 8.      The effort of the military has also stabilized the security situation in the Niger Delta and other parts of the country and curtailed the clashes between herdsmen and farmers.

 9.      I must commend the selfless sacrifices of our Armed Forces, especially the heroic officers and soldiers of the Nigerian Army who by virtue of their commitment to operations all over the country have brought about the desired peace.

 10.    There has been a remarkable improvement in the security situation in the North East since 2015 when this administration came into government and you are a major part of the successes that have been achieved.

 11.    I am of course aware that in the recent months and in recent days, there have been some operational losses in the Northern part of Borno State, particularly in Jilli, Arege and Metele.

 12.    I know that you are doing your best to reverse this trend and I want to assure you that no effort will be spared in providing the necessary support you require to complete the task. We remain committed to ending the crisis in the North East and making the entire area safe for all. I urge you all to keep up the good work.

 13.    I am also painfully aware that some gallant officers and soldiers have paid the supreme price in the course of these anti-terrorist operations. While we remember them and mourn with their loved ones, I must also convey the deep gratitude of the Government and people of Nigeria to the late soldiers and their families for their heroic sacrifices.  Our thoughts and prayers are also with all other victims of Boko Haram’s atrocities and their families.

 14.    I will be visiting some of our injured troops in hospitals and also talk to others at their bases to assure them of our continued support. It is a must win war. I want to encourage our troops not to be distracted by whatever speculations but to remain focused and committed to the task of eliminating Boko Haram from the face of the earth.

 15.    The Nigerian Army’s commitment to upholding democracy isappropriately captured in the theme of the conference which is “Optimizing the Operational Efficiency of the Nigerian Army Towards Safeguarding Democracy and National Security in Nigeria�.

 16.    As we approach the 2019 General Elections, I want to urge all members of the Armed Forces to live up to their responsibilities and remain non-partisan. In addition, you must all remain vigilant throughout the electioneering period and alongside other security agencies, prevent every form of violence that could disrupt the process in line with your Rules of Engagement.

 17.    The Nigerian Army has enriched her corporate identity, organizational commitment and responsiveness. I also wish to acknowledge the drastic reduction in Human Rights allegations against the Nigerian Army.

 18.    I urge you to continue to ensure that all troops remain committed to the observance of all International Human Rights Laws and Laws of Armed Conflict.

 19.    Let me also commend you all for the professional manner with which the Nigerian Army in collaboration with other security agencies unravelled the perpetrators involved in the disappearance of late Major General Idris Alkali. This attests to the capabilities that exist in our security apparatus. I want to assure you that the perpetrators will be brought to book. May his gentle soul and the souls of our departed gallant troops rest in perfect peace (Amin).

 20.    I want to reassure you that as your Commander-In-Chief, I will do everything within my powers to continue empowering you by providing all the necessary equipment, force multipliers and enablers required for you to prevail on the field. I also want you to be aware that I am currently looking into measures to improve your entitlements and welfare generally.

 21.    Let me remind the audience that the cardinal objectives of this administration remain the entrenchment of security, restructuring the economy and the fight against corruption, to ensure a steady, sustainable and inclusive economic growth.

 22.    In addition, our commitment to entrenching purposeful and accountable leadership remains firm because it is the base on which peace, security and national development would be built.

 23.    I, therefore, wish to reiterate that leaders of all strata of society including our Armed Forces must embrace the wind of CHANGE that is blowing across the country for good. There must be cooperation at inter-Service and inter-agency levels.

 24.    To this end, the Chief of Defence Staff and Service Chiefs must work closely together as well as with other security agencies to improve on strategies that will defeat terrorism, militancy and other forms  of criminal activities in our country.

 25.    As you appraise your activities for the Year 2018, concentrate on the contemporary security challenges facing our nation and proffer ways of surmounting the challenges. I am convinced that this conference will re-new the vigour and dedication  for which the Nigerian Army is known.

 26.    I have gone through the Conference Programme and it is my belief that the conference will be worthwhile if your deliberations generate new strategies that would strengthen the stability of the country. On this note, distinguished ladies and gentlemen, it is my pleasure to formally declare the Chief of Army Staff’s Annual Conference 2018 open.

                     I thank you all and God bless our country.
