Group Encourages CSOs On Advocacy For Funding On Nutrition

The Civil Society Scaling-Up Nutrition in Nigeria (CS-SUNN) on Wednesday called on Civil Society Organisations (CSOs) working to improve child nutrition in Kaduna State to intensify advocacy for improving nutrition funding.

The group’s Project Assistant, Mr Kunle Ishola, made the appeal in Zaria at the ongoing five-day training for members of CS-SUN, Kaduna State Chapter, on advocacy and leadership skills.

Ishola noted that nutrition budget in the state has remained very low and inadequate to address the disturbing indices of malnutrition.
According to him, CSOs in the state has a role to play in pushing the government to improve nutrition funding to successfully curb the scourge of malnutrition.

“While budgetary allocation for nutrition interventions had remained very minimal over the years, releases of allocated funds were even more worrisome.
“For example, the current rate of stunting among children under-5 years in the state is 50.5 per cent, meaning, one out of two children under-5 years is stunted. This is worrisome.

“We must, therefore, intensify our advocacy to the state government to make nutrition a priority area to attract the needed funding to implement interventions and save malnourished children from preventable death.”

He, however, pointed out that effective advocacy requires good leaders that would motivate members to work toward achieving a common goal which for CS-SUNN is improved nutrition funding.

“This is why CS-SUNN is building the capacity of leaders of members across Kaduna, Nasarawa, Niger, Lagos, and Kano States for effective advocacy that will produce the result,” he said.

Similarly, CS-SUNN Secretary in the state, Ms Jessica Bartholomew, who spoke on Budget Advocacy, said CSOs must change the way policymakers perceive nutrition to attract the needed resources to the sector.

“Therefore, as CSOs, we need to study the state’s policies and financing and participate in the budget process with a view to influence how the government prioritise nutrition issue.
“We must learn to analyze state’s policies, look at budget allocation and expenditure performance; mobilise communities, groups, media and budget decision-makers to influence the needed change.
“We must also go beyond influencing budget allocation to tracking releases, cash backing, and implementation to ensure that the desired goals are achieved,” Bartholomew said.

21 Years Later, U.S. Stops Air Safety Programme For Africa

Twenty one years after the United States Government commenced the Safe Skies for Africa Programme, the government has decided to abruptly end the funding of the initiative for the continent with Nigeria playing host to the last edition.

This is as stakeholders in the sector called on African Development Bank (AfDB) to take over the sponsorship of the programme for the purpose of enhanced air safety and security, warning that non-continuation of the programme may make the continent’s airspace unsafe again.

Engr. Akin Olateru, the Commissioner of Accident Investigation Bureau (AIB) at the two days programme in Lagos, regretted that the initiative, which started in 1998 by the US government, would come to an end on the continent.

He explained that through the programme, players in the aviation industry on the continent had improved their airspace through training and knowledge gathered, but feared that its discontinuation may have negative impact on aviation practices on the continent.

The Safe Skies for Africa programme was established by former President Bill Clinton on April 1, 1998 with the aim to improve the safety and security of aviation on the continent.

The US government had said that the initiative would focus on conducting safety assessment and security surveys in select countries and formulate action plans together with Africa civil aviation authorities to bring aviation safety and security practices in Africa up to acceptable world standards.

In the first year of the programnme, the Department of Transportation (DoT) of the US held four region conferences with African civil aviation representatives to discuss with them their airport needs and how best the US could assist.

Sources close to the Ministry of Transportation, Aviation Unit told our correspondent that it is worth $4bn annually from the US Government.

Speaking at the symposium held over the weekend by AIB in conjunction with the National Transport Safety Board (NTSB) of the US, Olateru lamented that the stoppage of the programme may not augur well for safety and security on the continent.

He explained that in the past 21 years of the event, Africa had recorded successes in the aviation industry and called on AfDB to take over the sponsorship of the programme, stressing that air accident doesn’t discriminate about race, personality or citizenship.

At the event in Lagos, Olateru said that participants, which included airline operators, pilots, engineers, security experts and dispatchers among others, were drawn across the continent.

He insisted that the programme had been beneficial to players on the continent, but declined to comment when asked why the US government decided to end the 21 years programme.

He said: “Unfortunately, the programme has come to an end. The US government will no longer sponsor the safe skies programme . It is very unfortunate. Africa has really benefitted from this programme and I think we Africans should put heads together on how we can help ourselves.

NNPC GMD, Midwestern Meet, Identify Solutions To Sector’s Challenges

The Group Managing Director, Nigerian National Petroleum Corporation (NNPC), Mele Kolo Kyari, held a meeting recently with the management of Midwestern Oil and Gas Limited, at NNPC headquarters in Abuja as part of the renewed efforts to resolve the challenges of Nigeria’s oil and gas industry.

The meeting provided opportunity to chart solutions that lead to the industry’s success.

Charles Odita, Group Managing Director/CEO, Midwestern, who declared support for the NNPC new GMD’s transformation agenda, enumerated some challenges faced by operators in the industry, adding that the current spate of pipeline vandalisation coupled with a high rate of crude theft was stunting the sector’s growth.

According to him, over 40 per cent loss of crude was experienced about three months ago and this amounts to significant revenue loss to companies and the government.

He acknowledged the government’s efforts towards addressing this issue, and urged that more effort be put into this to tackle and reduce if not eradicate these thefts.

In addition, Odita identified Over Riding Royalty Interest (ORRI) computation as another major challenge confronting the industry.

The Chief Executive Officer of Midwestern noted that in the past, when the laws were written, it was stated that ORRI payment was based on production at the well head.

“As at then, this was exactly the same volumes as injection at terminal. Over time, companies have recorded significant difference between wellhead and terminal injection due to losses and crude theft as such he proposed that NNPC should compute ORRI based not on wellhead production volumes but on terminal injection”, he said.

He also used the opportunity to invite the GMD for a visit to its facility in Kwale Delta State, to showcase the company’s growth and re-affirm what indigenous companies can do, have done and will continue to do if given better opportunities.

He indicated the company’s interest in future marginal field bid rounds.

In his response, the GMD while acknowledging Midwestern as being the most successful marginal field, encouraged the oil firm to set its sights on greater things including the possibility of getting an oil block to further demonstrate its capacity beyond the marginal field space, while promising to consider issues raised within the boundaries of the law.

Egyptian Security Forces Kill 11 Suspected Militants In Sinai

Egyptian security forces have killed 11 suspected militants in a gun battle during a raid on their hideout in Al-Arish, the capital of North Sinai province, the ministry of interior said on Tuesday.

A ministry statement said the suspects used their hideout as a base to launch “hostile operations” and weapons and explosives were found at the scene.

The suspects were killed in a firefight, the ministry said without elaborating on their identity or whether there had been casualties among the security forces.

Egypt has long been fighting Islamist militants, who have waged an insurgency that has killed hundreds of soldiers, police and residents, in the northern part of the Sinai Peninsula.

A Reuters investigation in April found that Egyptian security forces had shot dead hundreds of suspected militants in what the Interior Ministry said were gun battles, but which bereaved families said were extrajudicial executions.

Human rights organisations have accused Egypt of carrying out extrajudicial executions and of trying civilians in military courts as part of the crackdown.

President Abdel Fattah al-Sisi has said the matter of human rights should be treated in the context of regional turbulence and the struggle against terrorism. Strong security measures, he has said, are needed to stabilise Egypt after the turmoil that followed the country’s 2011 uprising.

China Behind Hong Kong Accounts Mess

Twitter and Facebook have accused the Chinese government of backing a social media campaign to discredit Hong Kong’s pro-democracy movement and sow political discord in the city.

The American tech giants announced Monday they had suspended nearly 1,000 active accounts linked to the campaign, while Twitter said it had shut down about 200,000 more before they could inflict any damage.

“These accounts were deliberately and specifically attempting to sow political discord in Hong Kong, including undermining the legitimacy and political positions of the protest movement on the ground,” Twitter said, referring to the active accounts it shut down.

Facebook said some of the posts from accounts it banned compared the protesters in Hong Kong with Islamic State group militants, branded them “cockroaches” and alleged they planned to kill people using slingshots.

Hong Kong, a semi-autonomous southern Chinese city and one of the world’s most important financial hubs, is in the grip of an unprecedented political crisis that has seen millions of people take to the streets demanding greater freedoms.

China’s communist rulers have warned they may be prepared to deploy force to quell the nearly three months of unrest, and likened violent protesters to “terrorists.”

However they have publicly largely left the city’s leaders and police force to try and resolve the crisis.

Behind the scenes online though, the Chinese government is seeking to sway public opinion about Hong Kong, according to Twitter and Facebook.

Meanwhile, Hong Kong Chief Executive Carrie Lam said Tuesday she’s immediately setting up a “communication platform” to narrow differences in the city after months of anti-government protests.

Lam also said the city’s police watchdog would carry out a fact-finding study of the protests and related incidents as it looks into 174 complaints about police behavior.

The movement held a massive but peaceful rally on Sunday after earlier protests had been marked by violence. The government has conditioned dialogue on the leaderless protest movement remaining peaceful.

Lam didn’t say the communication platform will be used to specifically contact protesters. It will be used for “open and direct” dialogue with people from all walks of life, she told reporters, while giving few specifics on how it would work.

“Our goal is to work hard to resolve differences and conflicts, to understand each other through communication and to walk out of this social deadlock together,” Lam said.

Lam’s comments fell short of the protesters’ five demands, which include her resignation and an independent inquiry into what they say was police brutality.

The protesters complain that police have contributed to the violence by responding to their aggressive tactics with tear gas and rubber bullets.

Lam dismissed the protesters’ demand for an independent inquiry, saying the city’s police watchdog was capable of looking into police misconduct. The watchdog has been criticized for having limited monitoring powers.

In another development, the movement in the island-state has reached a moment of reckoning after protesters occupying Hong Kong’s airport last week held two mainland Chinese men captive, beating them because they believed the men were infiltrating their movement.

In the aftermath, pro-democracy lawmakers and fellow demonstrators — who have stood by the hard-liners even as they took more extreme steps — questioned whether the operation had gone too far.

It was the first crack in what has been astonishing unity across a wide range of protesters that has kept the movement going.

It gave pause to the front-liners, who eased off the violence this past weekend, though they still believe their more disruptive tactics are necessary to get the government to answer the broader movement’s demands.

The demands grew from opposing legislation that would have allowed Hong Kong residents to be extradited for trials in mainland China’s murky judicial system to pressing for democratic elections, Lam’s resignation and an investigation into allegations of police brutality at the demonstrations.

The protesters on the front lines are the ones who throw bricks at police and put traffic cones over active tear gas canisters to contain the fumes.

They have broken into and trashed the legislature’s chambers, blocked a major tunnel under Hong Kong’s harbor, besieged and pelted police headquarters with eggs and halted rush-hour subways by blocking the train doors from closing.

To Lam, these are “violent rioters” bent on destroying the city’s economy. To China’s ruling Communist Party, their actions are “the first signs of terrorism.” To these most die-hard protesters, there’s no turning back.

“The situation has evolved into a war in Hong Kong society,” said Tin, a 23-year-old frontline demonstrator. “It’s the protesters versus the police.”

Wizkid Sets Another Music Record

Afropop star, Ayodeji Balogun aka Wizkid has become the first African artist to hit eight million monthly streams on Spotify.

Spotify is an online, music streaming platform that pays royalties based on the number of artists streams as a proportion of total songs streamed.

News Agency of Nigeria (NAN) reports that streaming records revealed Wizkid’s popularity on the platform on Monday.

The previous record was held by Congolese rapper and singer, Maitre Gims. He had seven million monthly listeners.

This win follows Wizkid’s recent collaboration with DJ Spinall and Tiwa Savage on ‘Dis Love’.

The singer also featured on ‘Like,’ a new single by British-Ghanaian rapper and singer, Kojo Funds.

The music star is also the first African artist to walk the runway at a Dolce and Gabbana fashion show while his music `Soco’ played at the background.

Wizkid started recording music at age 11 and managed to release a collaborative album with the Glorious Five, a group he and a couple of his church friends formed.

In 2018, he became the first African artiste to sell out Skyway Theatre. The only other artist who has achieved same feat in Minnesota, is Beyonce .

The ‘Sweet Love’ singer recently made Billboard entry for his collaboration with Beyonce on her ‘Lion King’-inspired album.

UK, EU Harden Their Positions On Brexit

The European Union and Britain on Tuesday were hurtling toward a costly and damaging no-deal split in little over two months after kicking off a high-wire week of diplomacy by entrenching themselves deeper in irreconcilable positions.

The EU took only half a day to rebuff a four-page proposal by British Prime Minister Boris Johnson to break a deadlock over ensuring a transparent border between the EU’s Ireland and the UK’s Northern Ireland, saying one key part was “incorrect,” and another “misleading.”

In the diplomatic note from the EU Commission and Council to the EU 27 nations, the member states were strongly urged not to give in to Johnson’s demand that the legal withdrawal agreement negotiated with his predecessor Theresa May be changed at this late stage.

Johnson demanded late Monday that the EU reopen Brexit negotiations, scrapping “anti-democratic” provisions for the Irish border that he said would threaten the peace process in Northern Ireland. European Council chief Donald Tusk responded quickly and vigorously, defending the so-called backstop – an insurance policy of sorts meant to avoid a hard border between Ireland and Northern Ireland.

“Those against the backstop and not proposing realistic alternatives, in fact support reestablishing a border,” Tusk tweeted Tuesday. “Even if they do not admit it.”

The backstop would keep Britain closely aligned with the European customs union if the two sides can’t agree on other ways to prevent the reintroduction of border checks on people and goods moving between Northern Ireland and the Republic of Ireland.

The EU’s diplomatic note said it needed to counter Johnson’s assertions in Monday’s proposal, insisting “it is incorrect to state that the people of Northern Ireland have no influence over the legislation that would apply to them.”

Similarly, it said that “the letter’s suggestion that two separate legal, political, economic and monetary jurisdictions already exist on the island and can be managed with an open border is misleading.”

Such words left a huge rift between the sides, as Johnson was preparing to visit German Chancellor Angela Merkel in Berlin on Wednesday and French President Emmanuel Macron in Paris on Thursday. It should culminate in more talks at a summit of G7 leaders this weekend in Biarritz, France.

Johnson has vowed to leave the EU “come what may” on October 31, with or without a deal aimed at softening the transition.

But he is facing rising criticism of his Brexit strategy at home. A leaked report showed that the British government is preparing for widespread shortages of food, fuel and medicines in the event of a no-deal Brexit.

“Now, of course, our friends and partners on the other side of the Channel are showing a little bit of reluctance at the moment to change their position,” Johnson told Sky News on Monday. “That’s fine – I’m confident that they will – but in the meantime we have to get ready for a no-deal outcome.”

Meanwhile, Jeremy Corbyn, leader of the opposition Labour Party, vowed Monday to do “everything necessary” to prevent the UK from leaving the EU without a deal. That includes calling a no-confidence vote in Johnson’s government and, if it succeeds, fighting the ensuing general election with a pledge to hold a second public vote on Brexit.

“If MPs are serious about stopping a no-deal crash out, then they will vote down this reckless government,” Corbyn said. “And it falls to the leader of the opposition to make sure no-deal does not happen and the people decide their own future.”

Johnson and Corbyn are fighting for support in an increasingly fractious country where Brexit cuts across traditional party lines.

After a 2016 referendum in which the public voted to leave the EU, May spent more than two years negotiating a Brexit divorce agreement with the bloc. It was repeatedly rejected by Parliament, primarily because of concerns about the Irish border.

Palestinians Decry Talk About Gaza Emigration

Palestinians on Tuesday warned against Israel’s intention to encourage residents of the Gaza Strip to emigrate and held the Israeli government responsible for the “suffering” of the Palestinians living in the Hamas-ruled coastal enclave.

Hamas condemned it as an “illusion” and “Zionist dream” reports that the Israeli government has been actively encouraging Palestinian residents of the Gaza Strip to emigrate.

The Palestinian Authority also condemned the reports and held Israel fully responsible for the “suffering” of the Palestinians in the Gaza Strip.

The PA Foreign Ministry accused Israel of seeking to drive the Palestinians out of the Gaza Strip by keeping the blockade and “committing crimes” against Palestinians living there. It pointed out that the talk about encouraging Palestinians to emigrate “coincided with Israeli threats to launch a large-scale military operation against the Gaza Strip.

“The Israeli occupation violations amount to war crimes against humanity, and what the occupation is doing is a grave repetition of the 1948 Nakba (catastrophe),” the ministry said in a statement.

An unnamed senior Israeli official was quoted on Monday as saying that the government is currently in talks with countries in the Middle East and Europe to absorb Palestinians willing to leave the Gaza Strip, but no country has agreed.

The official said that more than 35,000 Palestinians left the Gaza Strip last year. According to the official, Israel is willing to finance flights for those interested in leaving.

A senior PA official in Ramallah said that instead of helping Palestinians leave the Gaza Strip, Israel needs to “stop punishing the two million residents living there.” He said that the talk about encouraging Palestinians to emigrate was “extremely dangerous and requires a strong response from the international community.”

The official said that Hamas was also responsible for the economic and humanitarian crisis in the Gaza Strip and called on the leaders of Hamas to allow the PA to assume its full responsibilities there.

“This is an old-new Zionist dream,” said Hamas spokesperson Hazem Qassem. “They want the Palestinians to leave and give up their land.”

Qassem said that the Palestinians have already proven that they are prepared to make sacrifices in order to preserve their land, and not abandon it.

“Hamas and the resistance factions are fighting to strengthen the steadfastness of our people and to recover our land,” he said. “We seek to bring back displaced Palestinians.”

The Hamas spokesperson said that despite the humanitarian crisis, the blockade and wars in the Gaza Strip, Palestinians have chosen to stay on their land.

“Hamas seeks to improve the humanitarian situation in the Gaza Strip,” Qassem added. “The talk about emigration won’t happen. We are fully confident that the Palestinian people won’t leave their land to the occupier, and will continue to work toward lifting the siege imposed on them.”

Mahmoud Aloul, deputy chairman of the Palestinian ruling Fatah faction, said that Israeli attempts to encourage Palestinians to leave the Gaza Strip won’t succeed. He told the PA’s Palestine Radio station that Israel was making every effort to push Palestinians to leave their land.

Aloul accused Israel of seeking to exploit the harsh humanitarian situation in the Gaza Strip to encourage Palestinians to emigrate. The Palestinians, he stressed, are categorically opposed to this attempt.

The PLO’s Democratic Front for the Liberation of Palestine (DFLP) said that the “suspicious talk” about emigration from the Gaza Strip was in the context of efforts to “liquidate the Palestinian cause and national rights.”

The DFLP warned Palestinians against dealing with the reports and said they serve the schemes of US President Donald Trump and Prime Minister Benjamin Netanyahu.

Walid Awad, a senior official with the Palestinian People’s Party (formerly the Palestinian Communist Party), said that Israeli efforts to encourage Palestinians to emigrate from the Gaza Strip was “part of a series of conspiracies” against the Palestinians.

He warned that the Israeli scheme may extend to the West Bank in the context of Israel’s “transfer plan, which is in accordance with the racist Nation-State law that was passed by the Knesset last year.”

Awad pointed out that statistics have shown that thousands of Palestinians left the Gaza Strip in the past two years, and only a small number of them returned.

Pompeo, Unlike Trump, Concerned About North Korea Missile Tests

U.S. Secretary of State Mike Pompeo said Tuesday he is concerned about the spate of short-range missile tests North Korea has launched in recent weeks, disagreeing with President Donald Trump, who has shrugged off their significance.

“I wish that they would not” launch the missiles, the top U.S. diplomat told CBS News.

North Korea has carried out six short-range ballistic missile tests since late last month, with North Korean leader Kim Jong Un saying they were in response to ongoing joint U.S.-South Korean military exercises that North Korea considers as a threat to its existence.

The two latest projectiles, fired last Friday, flew 230 kilometers into the waters off North Korea, but, aimed differently, could reach South Korea, as well as American troops and civilians living there.

Kim has said talks with the U.S. about the denuclearization of North Korea could resume once the military drills end later this month, but has balked at new negotiations with South Korea.

Trump has voiced his discontent as well, not about North Korea’s missile tests, but about the costs of the military drills with Seoul.

Asked about the missile tests, Trump told reporters, “I have no problem. These are short-range missiles.”

Trump called the missiles “smaller ones.”  He said earlier this month that Kim had sent him “a really beautiful letter” that included a “small apology” for conducting the missile tests.

The U.S. leader has held out hope that he can bring about Pyongyang’s denuclearization by the time his first term in the White House ends in January 2021.

Pompeo acknowledged in the CBS interview, however, that the United States and North Korea “haven’t gotten back to the table as quickly as we would have hoped” to continue the nuclear weapons talks.

Pompeo said the U.S. knew “there will be bumps along the way” in the negotiations.

“We hope Chairman Kim will come to the table and get a better outcome” than by maintaining North Korea’s nuclear arsenal, he said.

“It will be better for the North Korean people,” Pompeo concluded. “It’ll be better for the world.”
