Finance: Everything you need to know about Italy's budget crisis — which threatens to trigger a major market meltdown

The budget crisis can be traced back to March's general election, in which both Five Star and the League ran on platforms based on anti-austerity policies, high levels of spending on infrastructure and social welfare, and tax cuts for lower income Italians.

  • A fresh political crisis is brewing in Italy over plans for the coalition government's first budget.
  • The coalition late on Thursday agreed to set Italy's budget deficit at 2.4% of GDP.
  • This is far above the 1.6% level that technocratic finance minister Giovanni Tria had lobbied for and puts Italy on a collision course with the EU.
  • Italy risks falling foul of EU fiscal responsibility rules.

Markets across Europe tanked on Friday. The euro dropped, stocks plunged, and yields on government debt spiked. Italy was at the epicentre of all the trouble. After a few months of relative political calm, Italy is back centre stage in European politics.

The source of the drama this time is the country's upcoming budget — the first under the populist coalition government of the Northern League and the Five Star Movement. The issue surrounding the budget effectively boils down to a conflict between the leaders of the two parties, the eurozone, and Italy's technocratic finance minister Giovanni Tria.

What exactly is going on? The budget crisis can be traced back to March's general election. Both Five Star and the League ran on platforms based on anti-austerity policies, high levels of spending on infrastructure and social welfare, and tax cuts for lower-income Italians.

Both parties railed against Italy's established political parties and their perceived failure to deliver on promises over the years. Now, after success in the election. both Five Star and the League, must deliver on their manifesto pledges if they want to avoid claims massive hypocrisy.

Big infrastructure and welfare spending obviously requires lots of money. That, in turn, means government borrowing. Italy already has a national debt bigger than its GDP, at around 130% of GDP, and major spending would likely push that even higher. Luigi Di Maio, Five Star's leader, and Matteo Salvini, the League's leader, are both fine with increased debt, but the finance minister they appointed, Tria, is not.

Tria wants to pursue a more fiscally responsible strategy aimed at cutting Italy's sizeable debt pile. He has proposed a cap of 1.6% of GDP on Italy's budget deficit — the gap between government spending and revenues — something both Five Star and the League reject.

The parties formally rejected Tria's proposal late on Thursday, saying in a statement they had agreed to set Italy's budget deficit at 2.4% of GDP, a significant increase on the current level.

"The prominence of fiscal rigour wasn't shared by the two main stakeholders of the government alliance," Paolo Pizzoli, an economist with Dutch bank ING, said in a note released on Friday.

"Both Matteo Salvini and Luigi Di Maio converged on the idea that more fiscal leeway should be left to implement their electoral promises."

The conflict is so strong that Tria reportedly threatened to resign, before backing down.

So what's the big deal? Well, a 2.4% of GDP budget deficit risks putting Italy in breach of the EU rules surrounding fiscal responsibility. That could lead to punitive action from Brussels against Italy.

"In case of a big mismatch and continuous clash, we won't rule out the future re-opening of an excessive deficit procedure against Italy," Pizzoli said in his note.

He added: "Lacking projected fiscal and growth details, it's impossible to assess the extent to which the EU fiscal requirements will be missed under the planned deficit profile."

It should be noted that the crisis is unlikely to be as severe as might have been expected, after both Five Star and the League "accepted the introduction of the three strongholds of the government programme; the introduction of a flat tax, the loosening of the Fornero pension reform and the introduction of a form of minimum universal income and pension would necessarily follow a piecemeal approach."

It is clear, Pizzoli says, that Italy is not set for a "massive fiscal splurge."

Zamfara lawmaker, Senator Kabiru Marafa, has expressed optimism that he would emerge the All Progressives Congress (APC) governorship candidate for the state.

Unlike many other states, the APC in Zamfara had adopted the direct mode of election to pick the party's flagbearer on Sunday, September 30, 2018.

In a statement, Marafa said he and millions of his supporters in across the state are participating based on the assurances that the exercise would be free and fair.

He had earlier raised alarm that he would not participate in the exercise based on the plan to use the executives in the camp of Governor Abdulaziz Yari to coordinate the exercise.

"We are participating because they have assured us that the primary will be conducted through direct mode,� he said. “Two, they have assured us that the executives in the Governor's camp are not going to coordinate the election.

"Based on these promises made by the party at the National level, INEC and security agencies, we are going into the election. I'm urging all my supporters in across the state to come out to vote for me.

"The way our party members trooped out on Thursday for the grand rally of my campaign, shows that they are solidly behind me. Insha Allah, (by God's grace), I will win, " he declared.

Marafa had promised to end the killings in Zamfara state while ensuring the welfare of the people of the area.

Senator Aisha Alhassan, who resigned her appointment as Minister of Women Affairs and also left the APC has picked the nomination form for United Democratic Party (UDP) to contest for the Taraba governorship seat.

Speaking while inaugurating the committees for the various states governorship primaries he said, “so, based on this commitment, we disqualified two prominent Nigerians…We cannot continue to preach discipline and harbour people who in our view conduct themselves in a way that suggests they do not have those core values that should bind us as a political party.”


Nigeria’s Minister of Communications, Adebayo Shittu has said he is willing to embark on the mandatory National Youth Service Corps (NYSC) after he becomes governor.

Shittu said this in an interview with Edmund Obilo on his programme “State Affairs”.

The programme had been recorded on Tuesday, September 25, before his disqualification from the race.


Delegations from the Missions of the European Union, the United Kingdom and the United States said they observed widespread interference and intimidation of voters, journalists, and civil society observers by political party supporters and security agencies during the governorship rerun in Osun.

The observers noted that their findings from the September 22 election contrasted sharply with their observations from the rerun.


The Peoples Democratic Party (PDP) has disqualified two aspirants challenging the reelection bid of Governor Ben Ayade for the party’s ticket in the governorship primary scheduled for today.

Bill Cosby who was found guilty in April of drugging and sexually assaulting Andrea Constand in 2004 has been sentenced to three to ten years in prison. Constand is a former women’s basketball coach at Temple University in Philadelphia, where Cosby was a trustee, major donor and famous alumnus. He was seen being led out of court in handcuffs. “The day has come. Your time has come,� a Philadelphia judge Steven O’Neill told the 81-year-old before sentencing him on three felony counts of aggravated indecent assault.

Girl Smarts: 12 reasons why you've got period symptoms but no period

In other words, you’re suffering from all of the classic signs of your monthly flow-but your period is totally MIA.

You’ve been seriously bloated, moody, and tired. You’ve got monster cramps, and your face is as pimply as a 17-year-old boy’s.

In other words, you’re suffering from all of the classic signs of your monthly flow-but your period is totally MIA.

First: don't freak. It turns out, there are tons of reasons you've got those tell-tale period symptoms, but no period.

“Hormonal changes related to ovulation can affect some of the same pathways in your brain that might be affected by other medical conditions, causing mood swings that feel similar to your period but aren’t related to ovulation or menses,� says Chailee Moss, M.D., an ob-gyn at Johns Hopkins Medicine. What’s more, some physical abnormalities in your uterus and ovaries can also cause cramping that feels like PMS, she adds.

While skipping a period every now and then is usually nothing to worry about, if you have a fever, significant nausea or vomiting, or pain that you can’t control with simple OTC medications or that doesn’t improve within a week, check in with your doctor right away.

Otherwise, it’s time to see your doc if you skip more than three cycles in a row, suggests Chicago-based ob-gyn Jessica Shepherd, M.D.-here's what might be going on down there.

Anovulation

Every once in a while, your body goes through all of the hormonal changes associated with PMS, but if you didn't actually release an egg that month, you won't actually get your period. Known as anovulation, it’s more common than one might think. "Ten to 18 percent of all regular cycles are anovulatory,� Shepherd adds. In case you're wondering, yes, that stat can make getting pregnant tricky!

Pregnancy

If you've had unprotected sex in the last month, were a bit lax about taking your pill, or rely on the pullout method for birth control, it's worth taking a pregnancy test. Many of the symptoms of early pregnancy, including breast tenderness, mood swings, fatigue, and cramping, are the same ones that you were already experiencing month to month before and during your period.

Think there’s a chance you could be pregnant? Take an at-home pregnancy test on the day that you expect your period. If it comes back negative, wait three to four days and try again. “One to two days can make a difference in a positive pregnancy test,� says Moss.

Thyroid conditions

Your thyroid, a small butterfly-shaped gland in your neck, regulates many of your body’s functions, including your metabolism and menstrual cycles. If your thyroid gets out of whack, your cycles can become irregular, says Shepherd. The result: You may you go a long stretch without having your period while still experiencing period-like symptoms, says Moss.

A missed period could be a possible symptom of ovarian cancer.

Because your thyroid regulates your brain function, mood swings that you thought were PMS may be related to your neurologic function, she explains. And spotting or cramping may occur because the lining of your uterus has built up but hasn’t shed because you’re not ovulating.

Be sure to check in with your doctor if you’re experiencing other symptoms of a thyroid condition, including sudden unexplained weight loss or gain, shaking, heart palpitations, or significant fatigue.

Hormonal birth control

One very common side effect of hormonal IUDs is skipped periods. That’s because one of the ways the device prevents pregnancy is by thinning out the endometrial lining so there’s nothing to shed come that time of the month.

And, while they don't typically nix your flow altogether, birth control pills can result in super-light flows or spotting. So you might feel period symptoms like breast tenderness even without a heavy, full-blown period, says Shepherd.

Stress

Stress is a surprisingly common reason for missing your period. “Stress increases your cortisol levels, which affects your hormone balance,� says Shepherd-including the hormones that regulate your ovaries and uterine lining.

Some STDs like chlamydia can cause pelvic pain that mimics period cramps.

Exams, the death of a family member, and divorce are all big-time stress-inducing events that can cause periods to go awry. But these life-changing biggies aren’t the only reasons you might be feeling the effects of stress.

“Some people don’t realize they’re so stressed, but once they talk about it they realize they are going through something,� says Shepherd. If you think stress is messing with your periods, talk to your doctor; therapy, exercise, yoga, and meditation can all help get your stress under control and your periods back on track.

PCOS

Frequent skipped periods can be caused by polycystic ovarian syndrome (PCOS). “PCOS is a condition in which a patient has an excess of androgens, which are chemicals in the body that affect ovary function, hair growth, weight gain, and sensitivity to insulin,� says Moss.

PCOS can result in anovulatory cycles and irregular spotting. It commonly causes cysts to grow on the ovaries, which, if they rupture or cause the ovary to twist, can cause pelvic pain that feels a lot like period cramps.

Up to 20 percent of women worldwide are affected by PCOS, and it's more common among women who are overweight or have a mom or sister with by the condition, Moss says. If you think you might be suffering from PCOS, check in with your doctor. While there is no cure, birth control and other medications can help keep symptoms under wraps and get your periods back on track.

Uterine polyps

You might associate polyps with your colon, but the same small benign tumors can grow in your uterus. “It’s an overgrowth of lining of the uterus,� says Moss. Polyps in your uterus can cause cramping and period-like discomfort, even when you’re not on your period.

Because polyps can make it harder to get pregnant, and because there is a small risk they may develop into uterine cancer down the line, your doctor will likely want to remove them, most often with a relatively simple procedure known as a hysteroscopy. During a hysteroscopy, a doctor inserts a long tube up through the vagina and into the uterus. The doctor is able to use the scope to both see and cut out the polyps.

Ovarian cysts

Every month, your ovaries make several cysts in preparation for ovulation, but only one cyst releases an egg. Although the others usually dissipate on their own by the time you get your period, sometimes one cyst or more sticks around.

Cysts can also occur if you have an anovulatory cycle (such as with PCOS). Ovarian cystsoften cause no symptoms at all, although they can sometimes trigger period-like pain when you’re not on your period. So if you’re experiencing irregular cramping, talk with your doctor.

“Cysts in and of themselves aren’t usually a problem,� says Moss. “But if they get particularly large, they can cause the ovary to twist, which is painful and requires an emergency procedure to save your ovary.�

Gynecological infections

'Mittelschmerz' is a cramp-like pain triggered by ovulation-and it's totally normal.

Some sexually transmitted infections like gonorrhea and chlamydia can result in a condition known as pelvic inflammatory disease, which can cause significant discomfort that feels like period cramping when you’re not expecting your period. UTIs can also cause period-similar pelvic pain, says Moss.

Whatever your down-there infection, a round of antibiotics should help clear it up. So keep an eye out for red-flag symptoms including fever, significant nausea or vomiting, or pain that doesn’t go away with OTC pain relievers.

Mittelschmerz

If you've got PMS-like cramping, bloating, and breast tenderness but no period, one reason may be that it's not quite time for your period yet-but it's coming.

German for "middle pain," mittelschmerz happens about half-way through your menstrual cycle-around day 14 or the time they ovulate, says Nicole Scott, M.D., an ob-gyn at IU Health. It's a totally normal experience-affecting about 20 percent of women-and it doesn't mean anything is wrong, she says. Since it's just your ovaries doing their thing, there's not much you can do to prevent it and the symptoms should go away within a day or two but if it's extremely painful or comes with any sign of infection, call your doc, she adds.

Exercising too much

Hitting the gym on the regular is one of the best things you can do to help deal with PMS, but working out too hard or too often can actually mess up your cycle and in some cases make you miss your period all together, Scott says.

All the physical stress, especially if you lose a lot of body fat, can make your period go AWOL and cause abnormal fluctuations in your hormone levels. These fluctuations can cause moodiness, irregular spotting, acne and other PMS-like symptoms. If you miss your period for three cycles or more in a row, talk to your doctor.

Ovarian cancer

Ovarian cancer is relatively rare, affecting only about 22,000 women a year in the U.S., but it's one of the deadliest cancers for women, killing about 14,000 women a year. A big part of this is because it often shows no, or very subtle, symptoms, Scott says.

Missing your period isn't the most common symptom of ovarian cancer-those are abdominal bloating, urinary problems, weight loss, and pain-but it is a possible symptom, according to the American Cancer Society. So if you've missed your period for three months or more or you have other concerning symptoms, call your doc STAT.
